Attached should be a copy of the Purchase and Sale Agreement with the City of Dayton for the 12 lots in DAYTON VILLAGE. I heard from the attorney for the city earlier today and they are ready to proceed to closing; please place this item on the BOC agenda for next week using the following language :
"Declaring tax lots #R4317CD2302, #R4317CD2303, #R4317CD2304, #R4317CD2305, #R4317CD2306, #R4317CD2307, #R4317CD2308, #R4317CD2309, #R4317CD231O, #R4317CD2311, #R4317CD2312, and #R4317CD2313, also known as Lots 1 through 12 of DAYTON VILLAGE, in the City of Dayton, Yamhill County, Oregon, and all improvements thereon (the "Property"), to be surplus property and authorizing the closing and sale of the Property to the City of Dayton, a municipal corporation of the State of Oregon, in the amount of $30,989.00, plus closing costs and fees."

I would like to request board consideration to change current position management authority within our HHS Public Health Division . Specifically, I would like to delete one (1) Manager II position and add one (1) Manager III position . While this request represents a change to position management authority within our Adopted 2018-2019 budget, we have sufficient expense authority and significant vacancy savings associated with the position(s) .
Currently, we have two (2) Manager II positions budgeted at Public Health who co-manage the Division and a small portion of Lindsey Manfrin's management time allocated to the Division as the Public Health Admin istrator. One manager position manages our clinic and direct services and the other manages our population health services. The management position overseeing population health services has been vacant since January and we have been unsuccessful in recruiting a qualified candidate . Given current Public Health Division needs, as well as the recruitment pool challenges, I would like to request a change to our position management to have one (1) Manager III who will oversee the entire operations. This would move Public Health back to a successful model that we have used in prior years and allow us to recruit for a Division Manager position . We also previously had one (1) Nursing Supervisor who worked under this leadership structure and we are still evaluating business need in this area . This change, if approved, will be neutral in terms of overall full time equivalent (HE) management posit ions within Public Health.

In our current VMWare environment we have ten physical hosts: five physical hosts (plus one more we just purchased) at our production site (Courthouse) and four physical hosts at our DR (disaster recovery) site. The six physical hosts at our production site contain all the virtual servers (e.g. yam-main file server). The virtual servers at the DR site are to be used in emergency situations only. We own all the VMWare licenses for our physical hosts; however, only a portion of these are under a support contract. The support was allowed to expire on some of the physical hosts. Each physical host has two physical processors and two VMWare licenses at the processor level. We have ten physical hosts, so we need 20 processor licenses, along with the associated support. There is an approved capital project for 2018-19 to purchase additional licensing and support for the three hosts at the DR site for a cost of $25,000.
Overview of VMWare Licensing Problem:
VMWare utilizes a virtualization management piece called vSphere and currently we are on version 5.5. VMWare has indicated as of September 19th vSphere version 5.5 will no longer be supported. A lack of support means we will not be able to call the vendor for any problems or questions that may come up, we will no longer receive software updates, and we will not be able to upgrade from vSphere version 5.5. Since the support was allowed to expire on six of the processors we will have to re-purchase the licenses and purchase support. We also need to purchase two additional licenses for the new physical host we recently purchased.

We need to get our VMWare support in place for our ten physical hosts, which means we need 20 licenses. We currently have 12 licenses on support, so we need to purchase eight additional licenses. Six licenses were already in the plan for 2018-19, however, we need to purchase an additional two licenses for the recently purchased physical host.
Conclusion:
Adhering to our purchasing rules we have collected the following three quotes for VMWare licensing and support:

I propose to purchase eight additional VMWare licenses and support from CDW for a cost of $32,600 in the 2018-19 fiscal year. This will allow us to upgrade now and in the future as needed, we will have support for any potential issues, and will also receive software updates. IT has sufficient funds for the additional $7600.00 (in addition to the approved $25,000) that will be required to meet our VMWare licensing needs.
