AUSN's Scholarship Program provides scholarships to undergraduate students who are dependent children of AUSN members, or surviving spouses of deceased members. For undergraduate study only, our scholarships also apply to students in corresponding grades in junior college or accredited technical institutions. No scholarships are made for graduate study. Scholarships must be applied for annually.

House, Senate Budget Proposals Pass with Hit and Miss Defense Provisions

The House and Senate Budget Committees passed their budget proposals for Fiscal Year 2016 last week and defense provisions in both proposals are considered by many to be hit and miss. While defense hawks claimed a victory in protecting defense funding, most of that funding is contained within the Oversea Contingency Operations (OSO) account. The OCO is a special war account that is outside the jurisdiction of the Budget Control Act, the law responsible for sequestration. While Defense officials did not complain about the protection of overseas operations funding some stated what the military really needs is sustained funding for training and equipment through normal channels. The likelihood of the House and Senate Budget Committee proposals in affecting final budget funding is also in doubt since both proposals are considered non-bidding and may be vetoed by the President due to their non-defense provisions.

Plan for CAP - 4 Things to Know

From Chief of Naval Personnel Public Affairs

WASHINGTON (NNS) -- Now is the time for command triads to start planning on how to use their Command Advancement Program (CAP) quotas to advance their top Sailors when CAP season begins July 1. Here are four things commanding officers (CO) should know about CAP: 1. CAP provides COs with the authority to advance their best Sailors in recognition of their superior performance in paygrades E3, E4 and E5. As the chief of naval personnel has said on many occasions, don't wait for the exam if the Sailor is ready and eligible, CAP them. 2. NAVADMIN 245/14 lists the quotas for CAP and NRMAP for eligible commands and can be found on the NPC website at http://www.public.navy.mil/bupers-npc/reference/messages/Documents/NAVADMINS/NAV2014/NAV14245.txt. 3. CAP season aligns with the Navywide advancement examination cycle to maximize current and future advancement opportunities and encourages COs to set CAP performance standards and select their best Sailors. 4. CAP season runs between July 1 and Sept. 30. Once Sailors are selected PERS-8 will

Boatswain's Pipe: No self-respecting boatswain's mate would dare admit he couldn't blow his pipe in a manner above reproach. This pipe, which is the emblem of the boatswain and his mates, has an ancient and interesting history.

On the ancient row-galleys, the boatswain used his pipe to "call the stroke." Later because its shrill tune could be heard above most of the activity on board, it was used to signal various happenings such as knock-off and the boarding of officials. So essential was this signaling device to the well-being of the ship, that it became a badge of office and honor in the British and American Navy of the sailing ships.

Veteran News

VA Works to Expand Choice Program Eligibility

Eligibility criteria for 40 miles calculation would change to driving distance

From the U.S. Department of Veteran Affairs, Office of Public and Intergovernmental Affairs

In order to expand eligibility for the Veterans Choice Program, the Department of Veterans Affairs (VA) today announced that it will change the calculation used to determine the distance between a Veteran’s residence and the nearest VA medical facility from a straight line distance to driving distance. The policy change will be made through regulatory action in the coming weeks. The Veterans Choice Program was authorized by the Veterans Access, Choice, and Accountability Act of 2014 (VACAA).

“VA has worked very quickly to implement the Veterans Choice Program and we appreciate the constructive feedback shared by Veterans and our partners to help us improve service to Veterans,” said Secretary Robert McDonald. “We’ve determined that changing the distance calculation will help ensure more Veterans have access to care when and where they want it. VA looks forward to the ongoing support of our partners as we continue to make improvements to this new program.” Read More.

Col. Stephen E. Liszewski was recently selected to be the 86th Commandant of Midshipmen at the U.S. Naval Academy in Annapolis, Md. He is an alumnus of the Naval Academy Class of 1990.

Similar to the Dean of Students at a civilian university, the Commandant is responsible for the day-to-day conduct, military training and professional development of more than 4,400 midshipmen. Liszewski will replace the current Commandant, Capt. Bill Byrne, who will depart later this summer after a successful two-year tour. Liszewski is only the second Marine Corps officer to hold the position as U.S. Naval Academy Commandant. He currently serves as the Commandant of the Marine Corps Military Fellow at the Council on Foreign Relations in New York City. “I am honored and excited to join the dedicated team at the Naval Academy,” said Liszewski. “This really is a once in a lifetime opportunity and I look forward to working with the incredibly talented men and women of the Brigade of Midshipmen and help them become leaders of character for the naval service and the nation.” Read More.
