Minutes Department of Ubraries ODL Board of Directors March 15, 2019 10:00a.m. Embassy Suites Norman, Oklahoma Chairman Phil Moss called the meeting to order at 10:00 a.m. and asked for roll call. Board members present: Jana Barker, Robert Dace, Phil Moss, Annabeth Robin, Cynthia Vogel, and Melody Kellogg, Secretary. Absent: Lee Denney and Mary Shannon. Guests and staff members present: Joe Ash baker from the Office of the Oklahoma Attorney General, Jan Davis, Kristi Howes, Vicki Mohr, Cindy Mooney, Wendy Noerdlinger, Vicki Sullivan, Judy Tirey, Cathy Van Hoy, and Bill Young. In conformity with the Oklahoma Open Meeting Act, advance notice of the 2019 regularly scheduled meetings was transmitted to the Oklahoma Secretary of State in December, 2018, and public notice of this meeting, together with the agenda, was posted on March 13, 2019 at 12:00 p.m. in prominent public view on the wall outside the JQH Boardroom at the Embassy Suites, 2501 Conference Drive, Norman, Oklahoma 73069. Chairman Moss asked for consideration of the minutes from the Dec 14, 2018, board meeting. Moss moved to accept the minutes, seconded by Vogel. Votes were as follows: Dace, yes; Barker, yes; Moss, yes; Robin, yes; Vogel, yes; and Lee Denney and Mary Shannon absent. The motion passed and the minutes were accepted. Director's Report and Division Activity Reports Chairman Moss welcomed Melody Kellogg as the new Director of ODL. Kellogg is looking forward to working with ODL staff and facing new challenges. Kellogg has consulted with Dr. Bob Blackburn from the Oklahoma Historical Society on understanding state government's fiscal budgetary process. Leslie Gelders, director of ODL's Literacy Resource Office, spoke of the upcoming annual Read Across Oklahoma literacy celebration that will be held at the Oklahoma City Zoo on Tuesday, April9. This year's theme is Friends Read Together, inspired by the book Friends Stick Together by Oklahoma author and illustrator Hannah Harrison. Fun activity stations will be set up throughout the zoo, and Harrison will be on hand to read her book to the children. Children and families will be able to enjoy musical entertainment by Spaghetti Eddie throughout the day. The first 1,000 children will be given a free children's book, and the first 1 00 children will receive a free event t-shirt. The 2019 Partners include Target, Tinker Federal Credit Union, Feed the Children, Metropolitan Library System, Oklahoma Literacy Coalition, Krueger Charitable Foundation, Metro OKC Literacy Coalition, Capitol Hill High School, Metro Technology Center, and the Oklahoma City Zoo. 1

Chairman Phil Moss called the meeting to order at 10:00 a.m. and asked for roll call. Board members present: Jana Barker, Robert Dace, Phil Moss, Annabeth Robin, Cynthia Vogel, and Melody Kellogg, Secretary. Absent: Lee Denney and Mary Shannon.

Director's Report and Division Activity Reports

ODL is waiting on the arrival of a Rhino costume (a character in the book Friends Stick Toge/he~ to be worn by a high school volunteer. Board members are invited to attend.

Bill Young, ODL's Public Information Manager, invited board members to the 30th Annual Oklahoma Book Awards, which will be held on Friday, April12. Young said the awards program is one of the most high profile events hosted by ODL's Oklahoma Center for the Book. The Center was established at ODL in 1986 as the fourth state center affiliated with the Center for the Book in the Library of Congress.

The missions of the Oklahoma Center are to celebrate the state's literary heritage, promote Oklahoma authors and books about the state, and encourage reading for pleasure by all Oklahomans.

The first Board of the Center focused on what could be done to recognize Oklahoma authors and their books. An OCB Prize committee was established and the Oklahoma Book Award program was born. This committee also established the Arrell Gibson Lifetime Achievement Award to honor living Oklahomans who have made important contributions to the state's literary heritage. Later. the Ralph Ellison Award was created to posthumously honor Important Oklahoma literary figures, such as Ralph Ellison, Angie Debo, Melvin Tolson, Jim Thompson and others.

Young said the Oklahoma Book Awards program has created, and continues to create, a literary legacy for the state, a legacy that future generations can discover.

After 29 years, the Center has honored more than 900 books that were named finalists; awarded 210 medals to authors, illustrators, book designers, and photographers; awarded 175 medals to publishers of Oklahoma Book Award-winning titles; honored 29 Oklahomans with Lifetime Achievement Awards, and paid tribute to 14 individuals with the posthumous Ralph Ellison Award.

There were no public comments.

Consideration and possible vote on adoption of proposed rule changes

Chairman Moss asked for consideration and approval of proposed ODL Administrative Code, Title 405, Chapter- 3- Administrative Rules of the Board. Chairman Moss moved to approve, seconded by Vogel. Votes were as follows: Dace, yes; Barker, yes; Moss, yes; Robin, yes; Vogel, yes; and Lee Denney and Mary Shannon absent. The motion passed to approve adoption of proposed Administrative Rules of the Board.

Chairman Moss asked for consideration and approval of proposed ODL Administrative Code, Title 405, Chapter- 20 -the Oklahoma Publications Clearinghouse. Robin moved to approve, seconded by Dace. Votes were as follows: Dace, yes; Barker, yes; Moss, yes; Robin, yes; Vogel, yes; and Lee Denney and Mary Shannon absent The motion passed to approve adoption of proposed rules for the Oklahoma Publication Clearinghouse.

Chairman Moss asked for consideration and approval of proposed ODL Administrative Code, lltle 405, Chapter- 25-State Aid Grants to Public Libraries. Barker moved to approve, seconded by Dace. Votes were as follows: Dace, yes; Barker, yes; Moss, yes; Robin, yes; Vogel, yes; and Lee Denney and Mary Shannon absent The motion passed to approve adoption of proposed rules for State Aid Grants to Public Libraries.

Consideration and possible vote on ODL Board meeting schedule for 2019

Chairman Moss presented the proposed change to the ODL board meeting schedule for 2019, which would be to move the May 24 meeting to May 31. Chairman Moss moved to approve, seconded by Vogel. Votes were as follows: Dace, yes; Barker, yes; Moss, yes; Robin, yes; Vogel, yes; and Lee Denney and Mary Shannon absent The motion passed to approve proposed change to the ODL Board meeting schedule for 2019.

There being no additional business, Chairman Moss asked for a motion to adjourn. Vogel moved to adjourn, seconded by Barker. Votes were as follows: Dace, yes; Barker, yes; Moss, yes; Robin, yes; Vogel, yes; and Lee Denney and Mary Shannon absent. The motion carried.

The next DOL Board meeting is scheduled for May 31,2019 at 10:00 a.m. in the South Conference Room of the Allen Wright Memorial Library Building, 200 N.E. 18th Street, Oklahoma City, OK 73105.
