FRIDAY MORNING HUDDLE DATE: May 8, 2020 Personal Protective Equipment: Asante Health System posed the question to other health facilities regarding current PPE usage and the state requirements for PPE to begin offering elective procedures. A poll of facilities on the Huddle indicated that most facilities are operating on a contingency strategy, though a few are operating on a conventional strategy. There is some concern around being able to ramp up to a crisis strategy if a surge occurs. Schools, who donated PPE supplies to facilities at the beginning of the COVID-19 pandemic, are now having trouble finding supplies for their Summer/Fall terms. There is concern the shortage of PPE may extend to additional medical supplies (syringes, alcohol wipes, catheters, iv supplies) needed for skills labs. Some schools are coordinating their supply purchases with other health and/or science departments and submitting bulk orders. Other schools are continuing to coordinate with local health facilities to receive expired supplies for use in sim/skills labs. The idea was floated of engaging local workforce investment boards, Higher Education Coordinating Council to pool supply needs into one large order for medical education purposes. Some school and health systems are looking at using cloth gowns/masks in sim/skills labs to preserve PPE for patient use. Regulation Updates: Licensing updates. The Oregon State Board of Nursing has made several updates to the licensing process related to reactivations, emergency authorizations and renewal deferments. The attached document contains specific details on the proposed changes, which were voted on at this week’s board meeting. Alternative Clinical Placements. The Board will be contacting nursing programs this week to confirm they will continue to allow alternative clinical placements for Summer Term students. The Board will meet this summer to discuss whether this modification will continue to be necessary for Fall Term and make decisions on a term-by-term basis. Online Didactic. OSBN COVID-19 Response: Revision May 4th, 2020

Based upon staff feedback regarding the previously established COVID 19 response, the following modifications are proposed.

Current Action Proposed Action Rationale

Reactivations:

• License is currently inactive or retired

• Open to anyone previously licensed in Oregon.

• No background check

• Once reactivated the license is valid until the next renewal date, regardless of COVID-19 Emergency Declaration

• Current license was inactive or retired prior to 12/31/2019.

• Do a state-based non-fingerprint background check which has a 1- day turn around.

• Must identify where the licensee will work once license reactivated.

• Once reactivated the license is valid until the next renewal date, regardless of COVID-19 Emergency Declaration.

• For COVID response needs only.

The reactivation process was developed to increase the nursing workforce for the COVID response. We never intended that we would approve applications from out of state without intention of working in Oregon; safety is critical, and a 1-day background check will achieve both safety and efficiency. This will ensure questionable applicants do not slip through a temporarily restructured system.

Emergency Authorizations:

• Use emergency authorization process for all applications.

• Change emergency authorization process for Long-Term Care facilities only. Use language in ORS 678.031&034 to allow emergency authorization in Long-Term Care facilities rather than same process used for acute care

• Keep existing process for non- long-term care facilities.

Statutory authority allows licensure exceptions for use of staff for a period of 60 days as long as the Board has an application on file. While working, the applicants are undergoing background checks and other state qualifiers. Given the highly vulnerable population in long-term care, this process allows for greater safety checks. Cannot use the same process in Acute Care because statute limits the type of acute care unit where this exception may be used.

Renewals:

• Renewals deferred for 60 days. • Clarify that renewals are deferred

during the COVID emergency response.

• In consultation with the Governor’s office, the Board will determine when the deferment is no longer applicable and the licensee will have 30 days to pay full renewal after deferral rescinded.

We have heard confusion as to whether the deferral is for 60 days or for the length of the Emergency Declaration. After consultation with the Governor’s office, the Board will decide when the deferment will end and affected licensees will have 30 days to pay their renewal fee.

• Clarify that employers, based on accreditation status, might not honor the deferment of license renewal. On the online verification site the expiration date will not change. There will be a notice about the deferment.
