PERSPECTIVES
Let’s bring down povertyrate!
Friday, 6 April, 2012
According to the statistics of UNDP andUNICEF, Myanmar’s poverty rate was 32percent in 2005 and 26 percent, in 2010. Indeveloped countries, agriculture sectoraccounts for 15 percent of GDP while theservices sector and manufacturing sector aremaking up 85 percent of GDP. So, it isimpossible to be a developed country by relyingonly on agricultural sector. About 70 percent
of the country’s population resides in ruralareas. Majority of people living below thepoverty line are in rural areas. So, improvinglivelihood for rural populace is the firstpriority.
With a view to bringing down the povertyrate in the country, the government has laiddown eight rural development and povertyreduction tasks—development of agriculturalproductivity, development of livestock breedingand fisheries, development of rural small-scaleproductivity, development of micro saving andcredit associations, development of cooperativetasks, development of rural socio-economy,development of rural energy and environmentalconservation.
The central committee and subcommittees
on eight rural development and povertyreduction tasks are set up and eight majortasks are being implemented in all states/regions, targeting to reduce the poverty ratefrom 26 percent at present to 16 percent by2015. Myanmar’s Human Development Index(HDI) is low compared to other ASEANcountries. The country needs high individualincomes to achieve higher HDI.
As part of its programme, loans arebeing disbursed to vendors and needy people.Cooperation of local people is of greatimportance for development of micro savingand credit associations. It will be necessary todouble the living status if the country is toachieve the Millennium Development Goals(MDGs) by 2015.

CO2 ‘drove end to last ice age’LONDON, 5 April — A
new, detailed record of pastclimate change providescompelling evidence that thelast ice age was ended by arise in temperature driven byan increase in atmosphericcarbon dioxide. The finding isbased on a very broad rangeof data, including even theshells of ancient tiny oceananimals. A paper describingthe research appears in thisweek’s edition of Nature. Theteam behind the study saysits work further strengthensideas about global warming.
“At the end of the last iceage, CO2 rose from about 180parts per million (ppm) in theatmosphere to about 260; andtoday we’re at 392,” explainedlead author Dr Jeremy Shakun.“So, in the last 100 years we’vegone up about 100 ppm - aboutthe same as at the end of thelast ice age, which I think putsit into perspective becauseit’s not a small amount.
Rising CO2 at the end ofthe ice age had a huge effecton global climate.” The studycovers the period in Earthhistory from roughly 20,000to 10,000 years ago.

great ice sheets known tocover parts of the NorthernHemisphere were in retreat.
The key result from thenew study is that it shows thecarbon dioxide rise during thismajor transition ran slightlyahead of increases in globaltemperature.
This runs contrary to therecord obtained solely fromthe analysis of Antarctic icecores which had indicated theopposite - that temperatureelevation in the southernpolar region actually preceded(or at least ran concurrent to)the climb in CO2.— Internet
Memory decline speeds up in years before deathWASHINGTON, 5 April — Memory declines faster than any
other time in the two-and-a-half years before death of old age,a new study finds. In the years before death, the rate ofmemory decline speeds up eight to 17 times, according to theresearch. The study examined the brains of 174 Catholicpriests, nuns and monks who had undergone memory testingfor six to 15 years before their deaths. After death, researchersled by Rush University Medical Centre scientist RobertWilson investigated the participants’ brains.
They found that the characteristic plaques and tanglesof Alzheimer’s disease (which occur before the disease isdiagnosable) are not to blame for the fast rate of the decline.Alzheimer’s tangles and plaques were associated with thedecline starting earlier, but not with it going faster. That pointsto another culprit for the memory problems.
“The findings suggest that the changes in mental abilities
during the two to three years before death are not drivendirectly by processes related to Alzheimer’s disease, butinstead that the memory and other cognitive decline mayinvolve some biological changes in the brain specific to theend of life,” Oregon Health and Science University professorHiroko Dodge, who was not involved in the study, wrote inan editorial accompanying the new paper.
“The study by Wilson and his co-authors deepens ourunderstanding of terminal cognitive decline.” With furtherstudy, Dodge wrote, researchers could develop algorithms todetect and analyze memory changes to identify people in thisterminal phase of life.
The study and editorial appeared online on 4 April in thejournal Neurology. A second study, also led by Wilson, findsthat mental activity can boost brainpower in old age.

Instead, the AmericanSociety of Clinical Oncology urged“appropriate palliative and supportive care.”

Metal-on-metal hips cancer fears allayed
STOCKHOLMS, 5 April —When people learn they havecancer, they might face aheightened risk of suicide or afatal heart attack in the daysand weeks that follow, according to a large new study.Using nationwide census anddeath registry data thatcovered more than 6 millionpeople over a 15-year periodending in 2006, Swedishresearchers tabulated thesuicides and cardiovascularfatalities among people withnew cancer diagnoses andcompared them to similardeaths in those withoutcancer. Suicide risk was more

than 12 times higher for peoplewith cancer during the firstweek after diagnosis and nearlyfive times higher during thefirst three months, they found.Death from cardiovascularcauses — particularly heartattack — was 5.6 times higherin the week after a cancerdiagnosis and 3.3 times higherin the first month. Hard-to-treat cancers with poor oddsfor survival, including cancersof the esophagus, pancreas, liver, lung and central nervoussystem, were most common inthese types of deaths, theresearchers said.
“That the risk increaseappeared so quickly aftercancer diagnosis and thendecreased in magnitudeduring the first year afterdiagnosis really illustrated therole of the diagnosis itself onthese adverse outcomes,” said
study co-author Dr Katja Fall,a senior lecturer inepidemiology at the Universityof Orebro. “It largely arguesagainst [death] from cancertreatment and progression thatpresumably take time toaccumulate.”—Internet

Another recommendation involved avoidinghigh-tech scans for patients with early prostateor breast cancer that appears at low risk ofspreading, because such scans can beexpensive and show little benefit to the patient.
The American Society of NuclearCardiology urged physicians to take steps tolower patients’ exposure to radiation wheneverpossible, and to avoid cardiac imaging scansin patients at low risk of heart failure. Similarly, the American College of Physicians warnedthat electrocardiogram tests of heart functionwith no symptoms and low risk for heart diseasedo not improve patient outcomes. Nor are CTand MRI scans needed for people with lowback pain, or for people with fainting symptomsin absence of signs of seizure or otherneurological signs, it said.

Cancer risk was just oneof the fears linked to theimplants. Regulators havealready called for them to bemonitored closely followingreports of high failure rates.Tiny metal ions made up ofcobalt and chromium arethought to break off from theimplants and leak into theblood, with fears that this leadsto muscle and bone damage,
and neurological issues. The data for this study,
based on the National JointRegistry of England andWales, covered 40,576 patientswith metal-on-metal hipimplants and 248,995 who hadother types. The study foundno evidence of an increasedrisk of any type of cancer in thepatients. However, research-ers said “as some cancers havea long latency period it isimportant that we study thelonger-term outcomes andcontinue to investigate theeffects of exposure toorthopaedic metals”.

(1)He had just turned one when I met the
boy again. He started to learn some wordsfrom his surroundings and to speak. Thisbrilliant kid learned more new words in afew days and turned some passivevocabulary to active ones. He could wellcall Dad and Mom. But there are stillsome funny and lovely mistakes he oftenmakes. He always indicates his boo-booas “Grandpa” because he got one whileplaying with his grandpa. He could notpronounce the word “bro” but “sis”. Hisword for any man is “uncle”. By the timehe met a couple, he addressed them as“Uncle and sis”. Though, he had twofavourite words - flower and football. Hemurmurs, “Pan...Pan,” for flower inMyanmar every time he found any floweranywhere. He repeated, “Ball...ball,” forfootball he plays with his Dad. It may bestrange to you that the boy loves flowers.Who says boys cannot like flower? Ourchildren are born pure. They never hidelikes of them. And they have got greatsense of beauty naturally. Who spoils this?

The girl says, “You’rethe offspring of your father, not my mother.”What a surprise! The girl at this very youngage can use the word “offspring” well. Theboy stops retorting and starts gazing paddyfields by the road. I am sure he does not seeanything through weeping eyes. The word“offspring” of the girl gives me a scare andwill surely mark a scar in her brother’s hazychildhood memory. These words may betaught to the girl by someone, maybe hermother. Alas! Our world is so dirty that ourchildren are painted black so fast.

LONDON, 5 April — Seven crew members have beenrescued from a stricken cargo ship that ran aground off theConwy coast in rough seas. Two lifeboats and a helicopterwere called at 20:30 BST on Tuesday after the ship hit a rocknear a quarry jetty at Llanddulas, near Colwyn Bay. Anoperation to refloat the stricken vessel is expected to beginlater. Concerns now are that the ship’s fuel tanks may havebeen ruptured and pollution crews are on alert.
The Marine and Coastguard Agency (MCA) said thecargo ship was in one piece following the incident, but the fearwas that it could begin to leak some of the 40,000 litres of fuelit is carrying. A Welsh Government spokesman said: “TheWelsh Government is closely monitoring the emergingsituation at Llanddulas. “We are being kept fully informed ofdevelopments.” The RNLI said the vessel—thought to be acoaster, which used the jetty to load limestone — hit a rockon the breakwater at Llanddulas and ended up broadside onthe shore.
It added that the Llandudno and Rhyl all-weather lifeboats
