EARLY FRENCH HISTORYEarly records of the exploration of the
French in North America tell us that theywere in the area of Cape Vincent as early as1615. This area was also occupied by the in-dians and used as their hunting grounds formany years. In 1655 the French missionarypriests Father Chaumonoit, Father Dablonand Father Simon LeMoyne came amongthe Onondaga Indians to establish missionsand homes.James LeRay de Chaumont acquired
many thousands of acres of land in North-ern New York in the late 1790’s and early1800’s. Cape Vincent was named after hisson, Vincent LeRay. Father and son workedtogether and used their influence back intheir homeland to attract many French emi-gres and refugees of the Napoleonic regimeto come and settle in Cape Vincent and sur-rounding areas.Some of the refugees returned to France
after a few years but a majority of the emi-
gres stayed on and many of their descen-dants still live in the area. Reminders of ourFrench history include many family names,homes, personal belongings, letters andother documents.For more information about Cape Vin-

Talley’s Sheik TC lost his courageous battle
with cancer on January, 13, 2014. TC has been ridden by
Napoleon for the past 8 years.
He was owned by Barbara Belcher of Perch River Ranch. TC will be sadly missed!

Each year the Cape VincentFrench Festival Committee hasthe privilege to acknowledge theoutstanding commitment andcontributions of an individualwho exemplifies volunteerismin support of the French Festi-val. Again this year the com-mittee discussed a number ofdeserving contributors and ul-timately decided by unanimousvote to dedicate the 2014French Festival to GeorgeElmer.
George has been the Master of Cere-monies for the French Festival for the past41 years. He and his wife Marcia residenear Albany, NY. They met at Marcia’sfamily’s business, Docteur’s Cottages,when George and his family spent summersin Cape Vincent. They married in 1973and have 3 children, Shawn, Steven andSherry and a grandson and granddaughter.George and Marcia love to travel to tropi-cal locations during the winter months. Every year George arrives on the Friday
of French Festival weekend and meets withthe committee to catch up on the happen-ings and upcoming events. He gets all theinformation together and organizes it in anotebook in chronological order. He alsoadds entries for the many yearly events toannounce to the attendees. He arranges forthe sound system to be set up correctly andmakes sure the sound will be heardthroughout the festivities. He assists Dave
Parker in getting the PA readywith the French music that isheard during the festival. On Saturday, George meets
the guests of the reviewingstand and visits with themmaking them feel welcome. At11 am he starts the OpeningCeremonies. He introduces theguests and ensures that the pro-gram runs smoothly. Anthemsare sung and Miss French Fes-tival is crowned for the newyear.During the parade George
announces every entry with precision andhumor that only George has the ability toachieve. After the parade, George remainsin place and introduces the performingbands in front of the reviewing stand. Overthe years, he has endured blistering heat,thunder and lightning, pouring rain andblustery winds all with never a complaint.For the past few years, in September,
George has also made his pilgrimage fromAlbany to Cape Vincent for the AnnualCape Vincent Chamber of Commercemembership dinner and Citizen of the Yearceremony. He has been the emcee for theevent and has assisted in making it runsmoothly with his professionalism and wit.The French Festival Committee and the
Cape Vincent Chamber of Commercewould like to thank Master of Ceremonies,George Elmer, for his unwavering commit-ments to the community. We could notimagine a French Festival without you!

Why a “French” Festival?Napoleon Bonaparte is the most widely renowned leader of France and he is often re-
garded as one of the greatest military leaders ever. Napoleon is a widely recognizablerepresentative of France. We cannot claim to have actually had Napoleon himself in theNorth Country but there is no doubt that the Bonaparte name and the French influenceare apparent in the area.While in his heyday, Napoleon gave his several brothers the crowns of countries he
conquered. His older brother, Giuseppe (Joseph) Napoleon Bonaparte was crownedKing of Spain but fled Spain with the crown jewels and other treasures after defeat atthe Battle of Vitoria in 1813. He returned to France and supported and soldiered for hisyounger brother, Napoleon. After Napoleon’s defeat at Waterloo in 1815, Joseph nego-tiated a small part of his remaining valuables with James Le Ray de Chaumont, a natu-ralized American citizen, for some 27,000 acres of land in the North Country.
Napoleon was to join his elder bother in America but choseto surrender to the English and suffered his second exile,this time to the small island of St. Helena. Joseph and acadre of Bonapartists are said to have hatched a plan tospirit Napoleon from St. Helena to Cape Vincent.Rumor has it that the Cup and Saucer House built byCount Pierre Francoise Real (where the Cape VincentCommunity Library stands today) had a never-occu-pied room in the cupola held especially for Napoleon.Although Joseph made several appearances there, thenews of Napoleon’s death in 1821 caused the conspir-ing exiles to leave Cape Vincent. Only the Peugnetbrothers stayed, Theophilus in the Cup and SaucerHouse until it burned in 1867.In 1835, Joseph Bonaparte sold his remaining North
Country holdings to John La Farge, another French-man. Despite Napoleon himself never making his wayto the North Country, Lake Bonaparte was part ofJoseph’s tract and carries the family name. OtherFrench names are obvious throughout the area. JamesLe Ray de Chaumont left his name to two townships inthe area. He was instrumental in the establishment ofmills, wharves and roads that precipitated many Frenchpolitical refugees to settle in the North Country. LeRay built the Stone House here in the former GravellyPoint, for his son, Vincent and named the burgeoningvillage Cape Vincent in his honor. Le Ray de Chau-mont names are prolific in the area as James held, atone point or another, hundreds of thousands of acres -Cape Vincent for one son, Alexandria Bay for another,Theresa for a daughter, even Plessis, after the familydog.
While we honor and respect all the French influ-ence in our history, it is not inappropriate to chooseNapoleon as an excellent ‘symbol’ to lead our FrenchDay Parade.

The Lighthouse, one of the oldest on the Great Lakes, stands at the outlet of Lake Ontario and the head of theSt. Lawrence River. Officially in May 1981, the Coast Guard left the Lighthouse, and the living quarters arenow used by Hostelling International. However, the Coast Guard still administers the light tower with automa-tion operations coming from Oswego. Tibbetts Point has the only operating Fresnel Lens on Lake Ontario.

Museum brilliantly displays the history of Cape Vincent in one of the commu-nities’ oldest buildings. This venerable stone structure was used as a barracksto house soldiers during the War of 1812. Later on, the Forsythe Brothers man-ufactured ironwork for sailing vessels and cookstoves during its days as afoundry and machine shop. It has also served as a Town Barn and the Cham-ber of Commerce offices. In May of 1992, the Museum was dedicated.

The aquarium displays the fish species of the Lake & River. Thefisheries station is the office of the NYS Dept. of EnvironmentalConservation.

ball facilities. The building is the perfect location for mini
conferences of private functions. There is also a 44’x62’
