GRA worked with the managers who had responsibility for tender preparation and ongoing operational activitiesto determine and review:

● What to specify - Commercial requirements, operational requirements, performance expectations, routes & volumes, quality & regulatory needs, reporting/visibility and response requirements

● How to configure the RFP document to best communicate freight and commercial needs● How to assess responses to best compare and to understand points of difference

GRA engaged in pre-tender discussions with a number of potential freight partners in order to provide ongoingadvice on the technical needs of the client and the capability of the suppliers.

At the conclusion of the review, the client had a tender-ready document that clearly articulated its freightneeds, how it would commercially and operationally engage with freight partners, what its performanceexpectations were, how it expected exceptions to be managed and how it should be engaged during atransition phase (if any).

Further, it had a guide on how to assess and rank the responses against weighted criteria that reflected thevalue of each of the criteria to the client.
