This year’s Wisconsin Freight Rail Day promises to be a worthwhile and informative event. This is our 7th year of hosting this gathering of those committed to freight railroads and the transportation service they provide. Our morning session this year focuses on the sector of freight rail service dedicated to supporting our nation’s energy needs. The nation’s frac sand mining activity is centered in our state. As our nation moves toward greater energy efficiencies and cleaner sources, railroads play a significant part of providing and using cleaner and newer technologies. After a ‘networking’ lunch, we’ll have the honor of hearing the latest from Wisconsin’s governor, Scott Walker. The afternoon’s program will provide a view of modern-day railroading with informed speakers in transportation, business, and decision-making. We feel fortunate to again have a strong line-up of presenters. Meeting in the state Capital again this year, we also are planning opportunities for contact with our Wisconsin public decision-makers. As Wisconsin moves Forward, our freight rail industry is prepared to help carry the load.

Presenter Bios

Rick Shearer became CEO of Superior Silica Sands in 2010. Since then, Superior Silica Sands has shown extraordinary growth, with two major new frac sand operations in Wisconsin, now becoming the 5th largest frac sand supplier in North America. Rick holds a Bachelor of Science Degree from A-B College in West Virginia and a MBA from Eastern Michigan University.

After spending 20 years at Union Carbide Corporation in the Chemicals & Plastics business, Rick left a division Vice President position there to enter the industrial minerals business in 1991. At that time he led the Boron and Sodium Sulphate business at North American Chemical Company in Kansas City. This role included managing operations and sales on a global basis leading to a dramatic company turn-around which culminated in the business being the third largest producer of boron products worldwide. When the parent company of North American Chemical bought U.S. Silica Company in 1997, Rick moved into the Job of President and COO at this major industrial sand company based in Berkeley Springs, West Virginia. During his tenure at U.S. Silica, Rick became the founding chairman of the Industrial Minerals Association of North America, the leading industrial minerals trade association on the continent. After eight years leading U.S. Silica Company to record growth and record profits, he then served as CEO of a Canadian based minerals company named Black Bull Resources.

Rayola Dougher is a senior economic advisor at the American Petroleum Institute and is a member of API’s Media Relations Department. She is one of API’s principal spokespersons and covers a wide range of issues affecting the oil and natural gas industry, including crude oil and gasoline prices, industry taxes and earnings, exploration and production, hydraulic fracturing, and refining and marketing topics. Ms. Dougher has been interviewed on national news shows (ABC, CBS, NBC, PBS NewsHour, CNN, and Fox) as well as programs like the Today Show. She also has been interviewed on numerous radio news shows, extensively quoted in newspapers and has testified before federal and state legislators. Prior to joining API, Ms. Dougher was at the Institute for Energy

Analysis where her research focused on carbon dioxide related issues and international energy demand and supply forecasts. She holds a Masters degree in Economic Development and East Asian studies from American University and a Bachelors degree in History and Political Science from the State University of New York at Brockport. Lawrence H. (Larry) Kaufman has spent more than 35 years promoting, working for, and commenting on U.S. railroads. He was transportation correspondent for Business Week magazine and broke the news of the Penn Central bankruptcy in June 1970. At the Association of American Railroads, he led public affairs when the industry was deregulated. Then he was vice president for public affairs of the Burlington Northern Railroad. He then covered transportation issues for The Journal of Commerce before joining the Southern Pacific Transportation Co. He now writes regularly on transportation issues for The Journal of Commerce magazine and Rail Business newsletter.

Scott Walker is Governor of the State of Wisconsin. Scott was born in Colorado Springs, Colorado to Pat and Llewlyn Walker. He first moved to Plainfield, Iowa before his settling in small town Delevan, Wisconsin in 1977. Growing up, Scott was an active Boy Scout and ultimately earned the Eagle Scout rank. Walker continues to be involved with scouting. Through the American Legion, he also went to Ripon, Wisconsin for Badger Boys State and then on Washington, D.C. for Boys Nation. Walker has credited that experience with sparking his political interest.

He left Marquette University in his senior year to join the Red Cross in a marketing position. He also worked briefly for IBM while he was a student at Marquette.

In 1993, Walker ran for and was elected to the State Assembly in a special election for the 14th District. He was re-elected four times and served nine years in the State Assembly.

Walker ran for Milwaukee County Executive in 2002 and won a special election that year after former County Executive Tom Ament resigned during a pension scandal that affected the county. He was re-elected as County Executive for Wisconsin's largest county in 2004 and 2008. In his 2008 re-election bid, Walker won over 57 percent of the vote. Walker officially stepped down as County Executive on December 28, 2010 shortly after being elected the 45th Governor of Wisconsin.

Since becoming governor, he has proposed bold reforms that have eliminated the state's $3.6 billion budget deficit without raising taxes and gave school districts and local governments the tools to balance their budgets without the massive layoffs seen in other states. To date, these profound changes have saved Wisconsin taxpayers more than $1 billion which lead to property taxes on a median valued home to go down for the first time in 12 years.

On June 5, 2012, Scott Walker became the first governor in American history to win a recall election. He won the election with more votes and by a higher percentage than he had won in 2010.

Governor Walker is married to Tonette and they have two college-age sons - Matt and Alex. They are active members of their church in Wauwatosa and remain active with numerous charitable programs.

Scott Manley is Wisconsin Manufacturers and Commerce Vice President for Government Relations. Scott joined WMC in 2005 after serving more than ten years as a policy advisor in the Wisconsin State Senate, where he focused his policy work in the areas of environment, natural resources, taxation and the judiciary. While serving as Chief of Staff to Senator Cathy Stepp, Manley assisted in WMC’s effort to draft and negotiate the Job Creation Act (Act 118). Scott serves as chief lobbyist for WMC, and oversees the government relations program by directing a team of lobbyists and policy experts. Together they work with legislators and state agency officials to advance WMC’s agenda to make Wisconsin the most competitive state in the nation for jobs and business. He also manages WMC’s issue advocacy program, as well as the Association’s political action efforts. Manley previously represented WMC on environmental and energy policies. Manley currently serves as Secretary of the Wisconsin Civil Justice Council, and previously served on the Clean Air Task Force, the DNR Air Permit Improvement Initiative, the Brownfields Study Group, and the Industry Workgroup of the Governor’s Global Warming Task Force. Scott graduated with a Bachelor of Science degree in Political Science from the University of Wisconsin-Madison.

Adam Nordstrom is a Partner of CC&H and represents the interests of local and state governments, freight and passenger railroads, transit agencies, and other transportation, contracting and construction oriented clients.

For the past 13 years he has directed the firm’s development of grassroots lobbying strategies. In this capacity Mr. Nordstrom works to build relationships between the firm, clients, and Members of Congress through facility tours, media events, and fundraisers that bring Congressmen, clients, the press and the public together. Mr. Nordstrom coordinates major Washington lobbying events such as “Railroad Day on the Hill," an annual event bringing hundreds of transportation stakeholders to Washington to attend meetings with hundreds of Members of Congress and Administration officials.

Mr. Nordstrom has developed expertise in diverse and difficult issues surrounding transit funding, federal research funding, solid waste transportation regulation, renewable energy, federal and state tax policy, and the interplay between, and primacy of federal, state, and local law in a variety of policy contexts.

Prior to joining CC&H, Mr. Nordstrom served in various capacities on the 1994 gubernatorial campaign of Kansas Governor Bill Graves and the 1996 and 1998 Senate campaigns of Senator Sam Brownback. He worked in the House and Senate as an aide to Senator Brownback from 1995 to 1999. Since 2003 Mr. Nordstrom has served as the Washington Director for the current and two immediate past Governors of Kansas serving as a liaison between state agencies and the federal government.

Mr. Nordstrom is a graduate of The George Washington University School of Business and Public Management in Washington, DC with a B.A. in International Business, focusing on international finance and trade, and a J.D. from the George Mason University School of Law in Arlington, VA. Mr. Nordstrom is a member of the Virginia State Bar.

Jeff Plale is the Wisconsin Railroad Commissioner, a stockbroker and former Democratic legislator from South Milwaukee, Wisconsin who served as a member of the Wisconsin Senate (representing the 7th District from 2003 until 2011) and of the Wisconsin State Assembly from 1996 through 2003. Plale graduated from South Milwaukee High School. He worked as a stockbroker at Strong Capital Management from 1988 to 1996. He earned a B.A. in communications and public relations from Marquette University in 1990, and an M.A. in the same field in 1992. In 1992, he was elected as an alderman for South Milwaukee. He was first elected to the 21st District of the Assembly (South Milwaukee, Oak Creek and a small portion of Cudahy) in a March 1996 special election, He was re-elected through 2002, and resigned in May 2003 after being elected to the Senate in an April 2003 special election. He served in the Wisconsin State Senate until January, 2011. Among his assignments, he chaired the Senate Committee on Energy Commerce, Utilities and Rail. In 2011 Governor Walker appointed Jeff Plale as Wisconsin’s Railroad Commissioner.

Russell McGurk is president of GoRail, an Alexandria, VA-based non-profit organization that unites community leaders, rail stakeholders and the public in support of a stronger economy, job creation, a cleaner environment, and improved quality of life by advocating for increased use of freight rail. McGurk was chief of staff to a Member of the US House of Representatives and has more than 25 years experience in senior management, policy and communications positions on Capitol Hill, in state government and in political and issue campaigns.

Murray Hamilton serves as Managing Director, Merchandise Marketing & Sales, in Canadian Pacific’s Merchandise line of business. Murray has responsibility for CP’s North American sales efforts for Mines and Metals, Forest Products and Automotive lines of business. He is located in Toronto, Ontario. He has 26 years of experience with the railway. His career with CP started in 1986 when he joined the Intermodal Marketing and Sales team in Edmonton, AB. Murray has had assignments in Toronto, Calgary (2), Detroit, Winnipeg and most recently again in Toronto and has held leadership roles in all three of CP lines of business; Intermodal, Merchandise and Bulk. Murray is married with two children and has an undergraduate degree with a major in economics from the University of Alberta.
