The event, organized by KSIS radio personality Doug Sokolowski and Tony Gal- lagher, chef de gare of the 40 & 8, drew nearly 100 people to the lawn of the courthouse and the signature doughboy statue to honor veterans of what many deemed at the time as “the war to end all wars.” Sokolowski and Gallagher told attendees they were moved to organize the event after the Feb. 27 death of Frank Buck- les, a Missourian and the last surviving veteran of WWI. “These men and women took up the torch to defend free- dom,” Sokolowski told the crowd. Doran Cart, curator of col- lections at the WWI Museum in Kansas City, served as the day’s main speaker and illus- trated his speech with numer- ous first-hand accounts from WWI vets. “They were all ordinary people in extraordinary cir- cumstances. Their voices still ring true through the years,” Cart said. Those in attendance also heard from Army veteran Maj. Hector Maldonado, a natural- ized citizen born in Mexico, and Col. Rick Milligan, 509th Mission Support Group com- mander. Faith Bemiss, whose son Christopher was injured while serving in Afghanistan, also read an original poem re- lating the realities of combat and healing from the scars of battle. Maldonado told the crowd that the best way for people to honor the veterans of WWI is to recognize and thank living veterans so their sacrifice is not forgotten. Larry Stevenson, a Vietnam veteran and member of the 40&8 in Sedalia, presented a corsage and a red poppy to Mary Alice Malmo, who repre- sented the families of dece- dents of World War I veterans. Malmo’s father, William Stevenson, was the last surviv- ing WWI vet in Pettis County. He passed away in 1996. Blue, channel cats are cavity nesters

Every year between the last week of Mayand the end of June, catfish anglers from otherstates come to Truman Lake to cash in on analbeit brief bonanza that most local anglersknow nothing about.

This is a good thing for the operators ofmotels, restaurants, tackle shops and marinas inWarsaw, Clinton and Osceola, of course, butsomehow it doesn’t seem quite right that “for-eigners” are carting home ice chests full of“our” catfish filets. Hopefully, this column willhelp our side catch up.

The secret to catfish angling so easy some-one from (insert your least favorite state) coulddo it is the fact that both blue and channel cat-fish are cavity nesters.

This means that, instead of fanning out bedson the lake bottom like most fish do, catfishseek out natural cavities like hollow logs, pro-tected nooks beneath log jams, muskrat andbeaver tunnels and caves and crevices betweenlarge rocks.

With a single exception, all of those possiblespawning sites are nearly impossible to find, letalone to fish. This exception is, of course, rockcrevices.

Rock falls at the base of bluffs provide cat-fish with a few good spawning sites, but it’s theriprap that lines Truman’s dam, bridge abut-ments and causeways that offers hundreds, ifnot thousands, of spawning crevices in a rela-tively small area.

I’ve never thought there was anything inher-ently wrong with the fact that doing somethingwas easy.

Locating riprap, which, by its nature,extends well above the waterline, is so absurdlyeasy that anyone who can’t do it might want toconsider taking up golf.

Mastering the fine art of riprap catfishangling is a little more complex, and it helps tounderstand what’s going on beneath the surface.

First, a male catfish finds and cleans out acrevice that’s not only defensible but that alsohas the proper eye appeal to attract the fancy ofone of the female catfish swimming past.

Sooner of later (probably sooner) a femalewill deposit all of her roe — it looks like a massof golden-yellow tapioca — in the bottom ofthe crevice and promptly swim off for partsunknown.

The male stands guard over the nest until theeggs hatch about a week later and for anotherweek after that until the fry leave the nest.

This behavior pattern is not well suited forthe let-the-bait-soak tactics most catfisheranglers use most of the time.

With a few modifications, it’s a perfectmatch for the pitching and casting techniquesso beloved by bass anglers.

The first of those modifications is to lightenup.

Many bass and most muskie anglers would

nod in approval at the heavy-action rods, 65-pound test running line and 30-pound test fluo-rocarbon leaders I generally use when goingafter catfish.

These same fellow fishermen would rolltheir eyes if they saw the medium-action spin-ning outfit spooled with 12-pound test monofil-ament I choose when I’m fishing riprap, butthere are methods to my madness.

The best method I’ve found or heard of fortempting catfish spawning in riprap is to slowlyswim a jig tipped with a night crawler or leechdown or parallel to the riprap’s slope.

The jig must stay within inches of the top ofthe rocks to be perceived as either a threat or ameal to the catfish, but — assuming you’re notpassionate about spending most of your fishingtime tying on new jigs — the jig can’t dip downinto the rocks.

With a little practice, a 1/16-ounce jig iseasy to keep above the rocks. Selecting a jigpoured around a No. 2 hook allows for surerhook sets.

Don’t worry, despite its small diameter, a jighook will keep you attached to a trophy catfishif you do your part.

Depending on turbidity, catfish prefer tospawn anywhere from 18 inches to 18 feetbeneath the surface, a fact which makes steeplysloping riprap banks even more attractive.

Since a catfish will bolt for deep water assoon as it feels a hook, fish the maximum depthyou expect to find spawning fish first by castingparallel to the bank and allowing the jig to sinkbefore beginning the retrieve.

Keep working up the slope until it becomesobvious the water you’re swimming your jigthrough is too shallow to hold fish.

There will be times when spawning catfishhave to be tormented into striking.

That’s when I switch to a slip float I can setto suspend my bait a few inches above the topof the rocks.

I usually use the same jig and live-baittrailer combinations I use without the float, butother hook styles and baits are worth trying aswell.

As should be obvious, slip float rigs must becast parallel to the bank so the depth of thewater will remain constant throughout theretrieve. Adjust the float as necessary wheneverthe depth changes.

Jefferson City, Missouriwill be received at the office of the Secretary to the Commission in the Missouri De-partment of Transportation Central Office Building, 105 West Capitol Avenue, Jef-ferson City, Missouri.

The proposed work includes:• Job Order Contracting Guardrail Repair on the above state roadat various locations within District 5.

The wage rates applicable to this project have been predetermined as required by law and are set forth in the appendices. When federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962.” (P.L. 87-581, 76 State 357) and implementing regulations.

By virtue of statutory authority, preference shall be given on other than Federal Aid Projects, to materials, products, supplies, provisions, and other articles, produced, manufactured, made or grown within the state of Missouri, where same are of a suitable character and can be obtained at reasonable market prices in the state and are of a quality suited to the purpose intended and can be secured without additional cost over foreign products or products of other states.

The commission hereby notifies all bidders that it will affirmatively in-sure that in any contract entered into pursuant to this advertisement, minority busi-ness enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, relig-ion, creed, sex, age, ancestry, or national origin in consideration for an award.
