    Middletown own Council Meeting and Public HearBy Sue GoldenFrederick County Report

    Te Middletown own Coun-cil met on uesday, October11th. Prior to the Council meet-ing, the Council held public hear-ings on three issues: an increasein the real estate tax rate rom.065 per $100, to .10 per $100, achange to pay the mayors salaryin monthly installments, as op-posed to the current paymento twice a year, and a change tomake the Code o Middletowngender-neutral. Tere were nospeakers at the hearings.

    Te Council unanimouslypassed the latter two issues. Te

    real estate tax issue was shelveduntil inormation requested bythe Council is provided and re-

    viewed.Mayor Mark Brown inormed

    the Council that Councilor Ger-ald D. (Dave) Sinclair was not eli-gible to vote as a Councilor, whilehe was acting Mayor. Tereore,the vote to raise the ees orturning o and on water or latepayment passed on its rst andsecond readings by three votesto two, at the last own Councilmeeting. Currently, a delinquentbill is charged ten percent until

    paid. I the bill is not paid within35 days, the water is shut o bythe own. Te own charges $25

    to reconnect the water line, inaddition to the ten percent. Te

    new ordinance will maintain theten percent delinquent ee, butcharge $50 to shut o the water,$50 to reconnect the water, and$50 i the own reconnects thewater during other than businesshours. Councilor Donna M.D.Gray called the ordinance out-rageous, and said people couldnot aord to pay their water bills,never mind pay the ees. Te or-dinance passed, with CouncilorGray and Councilor Charles H.Harbaugh IV voting no. A publichearing will be held on Novem-ber 14, at 6:45 pm.

    Te Council also sparred over

    moving the place and time oown elections. Currently, theelections are held at own Hallin May. Te Council is looking atmoving the elections to coincidewith the November elections,which are held at MiddletownElementary School. Te owno Stephens City is looking atthe same change. According tothe Frederick County Registrar,

    Rick Miller, the own will savemoney by sharing expenses with

    the County and State in No- vember. Mr. Miller estimates a$3,000 savings, although thatis not rm. Te Councilors dis-agreed on whether money wouldbe saved, and also over the actthat everyone on the Council,and the Mayor, will serve six ex-tra months in oce i the dateis changed. Councilor Gray dis-puted the savings. Te ordinancepassed on the rst and secondreadings, with Councilors Grayand Harbaugh voting no.

    Tere also was discussion othe act that, ater over a de-cade o the Middletown Police

    Department handling securityor the Cedar Creek BattleeldFoundation, at a discountedprice, during the reenactmento the Battle o Cedar Creek, theChie o Police, Phillip Breeden,received a call within a montho the event rom the Founda-tion, saying that the MiddletownPolice would not be needed this

    year. Te Mayor commented

    that, even though the ownthought o the reenactment as

    a own event, the own is notincluded. Te Mayor has oughtor years to have the shuttle busrun through Middletown, to noavail.

    During September there were30 calls or service to the PoliceDepartment, and the Depart-ment wrote 40 citations. TeDepartment has two new elonycases, and received two indict-ments. Te Department recentlyhired a new ocer, Gru Her-man. Te Department received35 applications or the position.

    While presenting the monthlybills to Council, Councilor Carl

    H. Bernhards, Jr., noted that theown usually pays about $25,000

    Tis past Sunday aternoon,Sherando High School studentshad the chance to see what it islike to drive under the infu-ence and to see how danger-ous it is to text while driving.Te Fight to Drive Right was

    an event organized by DECAstudents with the assistanceo members o the FrederickCounty Sheris Oce.

    Te student parking lot atSherando was set up with di-erent courses to show studentshow texting and driving whileintoxicated can aect their abil-ity to drive saely. O course,alcoholic beverages were notused, but students wore gogglesthat simulate what it eels like todrive while under the infuence

    o alcohol. Members o Freder-ick County Sheris Oce hadset up cones or the courses. TeSherando Bands gol cart was

    driven or the alcohol impair-ment course. While a deputysheri rode with a student, an-other deputy would throw ob-

    jects into the course to see howwell the driver would be able tomaneuver around the object.Students scores were based onhow well they could saely avoidthe objects without hitting anycones. A John Deere Gatorwas used or the texting course.A member o one o the She-rando DECA teams would textthe student who was drivingand the student would have totext back. A deputy would scorethe student on how many cones

    Tis past weekend, thousandso people gathered to watch Civ-il War reenactors rom aroundthe nation recreate the specta-cle o the battle o Cedar Creek,which occurred in Middletownon October 19, 1864.

    Te event lasted both Satur-day and Sunday, with reena-tors in blue and gray, some onthundering horses recreatingthe gruesome reality o the

    Civil War. Te beautiul coolautumn weather probably hadsomething to do with the swell-ing crowds o people who linedup to watch the spectacle o ar-ticial violence.

    Te reenactment went owithout a hitch, beginning withsome cavalry demonstrationsand continuing into the battle.Cedar Creek Battleeld Foun-dation President im Stoweopened the event, speaking oa member that recently diedand dedicating a library in the

    visitors center to her memoryand honor.

    Te battle taught the crowdsthat the combat o the CivilWar was certainly a loud a-air, as rows o muskets dis-charged simultaneously andcannon boomed, belching reand smoke into the air. Somereenactors ell to the ground,pretending to have been struck,some o them writhing as i

    wounded while others stayedperectly still throughout the re-

    enactment. Te crowds seemeddelighted with the scenes osoldiers ghting uriously witheach other.

    Beore the inantry clashed,the cavalrymen thundered to-ward one another simulating acavalry skirmish that openedthe battle about a mile awayrom the site o the reenact-ment, which took place downthe street rom Belle Groveplantation where the battleswirled. Ater this the Unioninantry advanced, and thenwere pushed back, just as they

    were in real lie. However, theirwithdrawal was more orderedthan the wild melee that actu-ally accompanied the massivesurprise attack mastermindedby the Conederate high com-

    A reverse auction is a com-petitive process in which a buyer,like VA, solicits bids rom sellersduring a period o time set by thebuyer, aylor explained. Dur-ing the reverse auction, sellershave the opportunity to submit asingle bid or multiple decreasingbids. So the more competitivethe requirement, the better thesavings.

    RICHMOND Overworked andunder-trained social service em-ployees are largely to blame orVirginia paying millions in Med-icaid benets to ineligible recipi-ents, according to a state report.

    Virginia is looking to addressthese errors by 2014, when asmany as 400,000 new Medicaid re-cipients are expected to join about1 million current enrollees in asystem that costs billions annuallyto operate.

    Te two-year study ound thatthe state could be overspending asmuch as $263 million a year or aslittle as $18 million based on 2009

    data.We dont have the records to

    know whether or not (the Medic-aid recipients) were eligible. Sincethe records arent there, they couldhave been eligible. Teres no wayto know, Ashley Colvin, chie leg-islative analyst or the Joint Leg-islative Audit and Review Com-mission, or JLARC, said about thecost disparity.

    Most improper payments toproviders 20 percent o allMedicaid claims occurred be-cause caseworkers enrolled peoplewho were ineligible or who did notsubmit the required paperwork to

    determine their eligibility, saidColvin, who audited case les orhis report.

    Colvin, author o the study, ear-lier this week presented the resultsinto raud, abuse and error rates inthe states Medicaid system to thecommission during its monthlymeeting. Te study also recom-mended using a computer-basedenrollment process and strength-ening internal auditing proce-dures.

    Colvin said the state has ewercaseworkers to handle the ava-lanche o new applications asmore Virginians seek help during

    the Great Recession. Tese case-workers also renew applicationsor existing recipients and handleapplications or other assistanceprograms, like ood stamps andenergy assistance.

    Virginias city and county gov-ernments employ about 2,400 caseworkers. But as many as 300 morecaseworkers are needed statewide,said Chris Spanos, a lobbyist orthe Virginia League o Social Ser-

    vices Executives, which representscity and county social services de-

    partments directors.Were short hundreds o work-

    ers, which puts everyone underpressure, Spanos said.

    Since 2007, the number o peo-ple enrolled in Medicaid has in-creased 14 percent in Virginia.

    Te state also has lagged behindon training its workers to navigategovernment databases and regula-tions, Spanos said.

    It appears that current train-ing is inadequate to ensure thatcaseworkers comply with cur-

    rent Medicaid policy, Colvinsaid. Both (the state Departmento Medical Assistance Services)and (the state Department o So-cial Services) report new typeso training are needed. And localdepartment sta also told us theyneed training in how to under-stand legal documents involvingestates or stock transers.

The scene wasone o jubilation when the Warriorsstormed the eld in celebration,hugging and tackling each other tothe ground in pure happiness.

    For most o the game, it seemedas i the Warriors would be deeated or the ourth strathe Judges, despite the act the Warriors record seemedtheir superiority. The Judges scored twice in the rst Warriors squandered several promising drives. Sherando Jalen Brisco did not look at his best, foating passes thtercepted and missing open receivers. Brisco was candperormance.I didnt have my best game, but we never gave up, said
