Tis past weekend, thousandso people gathered to watch Civ-il War reenactors rom aroundthe nation recreate the specta-cle o the battle o Cedar Creek, which occurred in Middletownon October 19, 1864.
Te event lasted both Satur-day and Sunday, with reena-tors in blue and gray, some onthundering horses recreatingthe gruesome reality o the
Civil War. Te beautiul coolautumn weather probably hadsomething to do with the swell-ing crowds o people who linedup to watch the spectacle o ar-ticial violence.
Te reenactment went owithout a hitch, beginning withsome cavalry demonstrationsand continuing into the battle.Cedar Creek Battleeld Foun-dation President im Stoweopened the event, speaking oa member that recently diedand dedicating a library in the
visitors center to her memoryand honor.
Te battle taught the crowdsthat the combat o the CivilWar was certainly a loud a-air, as rows o muskets dis-charged simultaneously andcannon boomed, belching reand smoke into the air. Somereenactors ell to the ground, pretending to have been struck, some o them writhing as i
wounded while others stayedperectly still throughout the re-
enactment. Te crowds seemeddelighted with the scenes osoldiers ghting uriously witheach other.
Beore the inantry clashed, the cavalrymen thundered to-ward one another simulating acavalry skirmish that openedthe battle about a mile awayrom the site o the reenact-ment, which took place downthe street rom Belle Groveplantation where the battleswirled. Ater this the Unioninantry advanced, and thenwere pushed back, just as they
were in real lie. However, theirwithdrawal was more orderedthan the wild melee that actu-ally accompanied the massivesurprise attack mastermindedby the Conederate high com-

Te reverse auction is a com-mercial online service that al-lows VA buyers to purchasequality products everythingrom printers to bath towels at signicant savings. Tesystem has saved VA $2 millionsince March.
A new way o buying medi-cal supplies or its hospitals hassaved the Department o Vet-erans Aairs $2 million sinceMarch 2011
Some people use coupons tosave money when they go shop-ping.
Sadly, the coupon route isnot an option or the Depart-ment o Veterans Aairs when
it goes shopping or the medi-cal supplies it needs to care orAmericas Veterans. But the pro-essional buyers at VA recentlygured out a way to buy qualitymerchandise or a lot less, andits already saved VA big bucks in2011 alone.
Earlier this year we began us-ing a commercial online reverseauction service, explained Susanaylor, Deputy Chie Procure-ment Ocer or the VeteransHealth Administrations Oceo Procurement and Logistics. Its ree to the government, itrequires no sotware or systeminstallation to use, and its al-ready saved us about two mil-lion dollars since March. In thiskind o economic environment, two million dollars is not smallchange.
Its online shopping, pureand simple. Better yet, its one-stop online shopping. - NorbertDoyle, Acting Chie Procurementand Logistics Ocer, VHA
aylor noted that in addition tothe cost savings, the reverse auc-tion has also been helpul in sup-porting VHAs socio-economicsmall business goals. Sixty-our
percent o our reverse auctionawards this year went to smallbusinesses, she said, and halo those went to Veteran-ownedsmall businesses.
So whats a reverse auction,anyway?
A reverse auction is a com-petitive process in which a buyer, like VA, solicits bids rom sellersduring a period o time set by thebuyer, aylor explained. Dur-ing the reverse auction, sellershave the opportunity to submit asingle bid or multiple decreasingbids. So the more competitivethe requirement, the better thesavings.
Let me give you an example,
she continued. Recently, weposted a buy or exam lights tothe GSA Contract Community. It closed with ve sellers biddinga total o 19 times. Te winningbid was $7,233thats 14 per-cent under what we estimatedthe lights would cost. Fourteenpercent isnt too shoddy. Ill take14 percent any day.
aylor, who brought the re-verse auction idea with her whenshe transerred to VA rom an-other agency, gave another ex-ample o just how much moneythe Department is saving withthis new way o buying.
We posted a buy to the OpenMarket or sterilization trays. Itclosed with 13 sellers bidding a
total o 32 times. Te winningbid was $27,253, which is 10percent below the governmentestimate. en percent here, 14percent thereit adds up prettyquickly.
Norbert Doyle, Acting ChieProcurement and Logistics O-cer, said VHAs purchasing pro-cess was less ecient, and lesscost eective, beore the reverseauction came along.
Previously, VHA contractingpersonnel had to log in to multi-ple systems to post their require-ments, he explained. Tey werealso relying on conventionalprocesses such as the phone, ax,and email to obtain quotes rom
vendors. On top o that, any supple-
mental price negotiation in- volved manual, time-intensiveeorts. Te reverse auctioneliminates all o that. Its onlineshopping, pure and simple. Bet-ter yet, its one-stop online shop-ping.
Susan aylor agreed that thereverse auction saves both mon-ey and time. (And time, as we allknow, is money.)
Our buyers can now use asingle tool to quickly post to awide range o dierent com-petitive scenarios, she said. Forexample, we can try posting tothe VA Federal Supply Schedulecontract community. Ten, i
the item is unavailable throughthat community, we can repostwith a ew clicks to GSA, NASA,SEWP (Solutions or EnterpriseProcurement), or the open mar-ket.
Similar advantages are avail-able or managing what we callset-asides, aylor continued.Reverse auction enables buy-ers like VA to solicit only Disad-
vantaged Veteran-Owned Small
Businesses. Ten, we can repost theto the Veteran-OBusiness or other smunities.
Everybody winVA wins, the Ameer wins, small buMost importantly, win.

FCPS recognizes National School Bus Saety W
Te Frederick County School
Board has proclaimed Octo-ber 17-21, National School BusSaety Week. Te theme o this
years event is Be Aware-Knowthe Danger Zone. Frederick
County Public Schools rans-
portation Director Chuck Pugli-si says, Studies have proven that
the most dangerous part o theschool bus ride or students is
when they get on and o the bus.
Tis years theme is intended toremind the general public to payclose attention to buses when
they see them on the street. Tetheme also serves as a reminder
to students that they need to be
sae when boarding and exitingthe bus. Te danger zone is im-
mediately in ront o and behindthe bus. Since it is important
or students to remain in viewo the driver, they should always
ollow the drivers hand signal to
cross. In the early 1990s, the Nation-
al Association or Pupil rans-portation, the National School
ransportation Association,
and the National Association oState Directors o Pupil rans-
portation Services joined orcesto orm the National School Bus
Saety Week Committee and
coordinate School Bus SaetyWeek activities throughout the
country. Te members o thecommittee, joined by several
other sponsors, make this an-
nual event possible.Te purpose o National
School Bus Saety Week is toemphasize the need or mo-
torists and students to use in-
creased care when near a schoolbus. National School Bus Saety
Week also provides the oppor-tunity to explain and emphasize
the School Bus Stop Law, re-
mind school bus drivers o theimportance o their duties and
keep the public advised on theimportant role pupil transporta-
tion plays in the total education
program.
Each day, the Frederick Coun-ty Public Schools bus feet trav-els in excess o 11,000 miles tak-
ing students to and rom school,
on eld trips and to academicand athletic competitions. Over
the course o the school year, theschool bus feet will amass more
than 2.4 million miles.
All Frederick County Public
School buses include the saetyequipment mandated by the
Virginia Department o Educa-
tion as well as additional saetycomponents such as retractable
chains or driving in snow andice, heated outside mirrors, and
og lamps. In addition, all Fred-
erick County school buses areinspected every 2,500 miles as
required by law.Puglisi says, School buses
have an excellent saety record

RICHMOND Overworked andunder-trained social service em-ployees are largely to blame orVirginia paying millions in Med-icaid benets to ineligible recipi-ents, according to a state report.
Virginia is looking to addressthese errors by 2014, when asmany as 400,000 new Medicaid re-cipients are expected to join about1 million current enrollees in asystem that costs billions annuallyto operate.
Te two-year study ound thatthe state could be overspending asmuch as $263 million a year or aslittle as $18 million based on 2009
data.We dont have the records to
know whether or not (the Medic-aid recipients) were eligible. Sincethe records arent there, they couldhave been eligible. Teres no wayto know, Ashley Colvin, chie leg-islative analyst or the Joint Leg-islative Audit and Review Com-mission, or JLARC, said about thecost disparity.
Most improper payments toproviders 20 percent o allMedicaid claims occurred be-cause caseworkers enrolled peoplewho were ineligible or who did notsubmit the required paperwork to
determine their eligibility, saidColvin, who audited case les orhis report.
Colvin, author o the study, ear-lier this week presented the resultsinto raud, abuse and error rates inthe states Medicaid system to thecommission during its monthlymeeting. Te study also recom-mended using a computer-basedenrollment process and strength-ening internal auditing proce-dures.
Colvin said the state has ewercaseworkers to handle the ava-lanche o new applications asmore Virginians seek help during
the Great Recession. Tese case-workers also renew applicationsor existing recipients and handleapplications or other assistanceprograms, like ood stamps andenergy assistance.
Virginias city and county gov-ernments employ about 2,400 caseworkers. But as many as 300 morecaseworkers are needed statewide, said Chris Spanos, a lobbyist orthe Virginia League o Social Ser-
vices Executives, which representscity and county social services de-
partments directors. Were short hundreds o work-
ers, which puts everyone underpressure, Spanos said.
Since 2007, the number o peo-ple enrolled in Medicaid has in-creased 14 percent in Virginia.
Te state also has lagged behindon training its workers to navigategovernment databases and regula-tions, Spanos said.
It appears that current train-ing is inadequate to ensure thatcaseworkers comply with cur-
rent Medicaid policy, Colvinsaid. Both (the state Departmento Medical Assistance Services)and (the state Department o So-cial Services) report new typeso training are needed. And localdepartment sta also told us theyneed training in how to under-stand legal documents involvingestates or stock transers.
Cindi B. Jones, director o theDepartment o Medical AssistanceService, did not address Colvinsconcerns about the lack o trainingeither in her remarks to JLARC orin a letter she submitted to the
commission. Jones reached or commen

Every time I come to a NAS-CAR track and Danica Patrickis there, an old Elton John songcomes to mind, only with newwords.
And ... the same words.Danica, Danica, Danica ...
Danica, Danica, Danica ... Dani-ca, Danica ...
Danica is not alright or ght-

instrumental in making stock-carracing grow. Shes just there, al-

A very attractive woman. Menenjoy seeing very attractive wom-

Keep Pets SafeThis Halloween
DEAR PAWS CORNER: LastHalloween, our dog Valiant raninto the room as my kids were tear-ing into their trick-or-treat candyand ate several wrappers and acouple of pieces of chocolate. Wehad to rush him to the emergencypet hospital in another town. For-tunately, he only had to stay over-night for observation and he passedthe wrappers without incident, but
the veterinary assistant said thatthey see incidents like this everyyear at Halloween.
Please remind your readers notto let their pets near all the good-ies being handed out, as theyrenot healthy (and can even be poi-sonous) and they could ingest dan-gerous items like candy wrappers.
Beth in Madison, Wisc.
DEAR BETH: Thank you for thereminder! Halloween is a fun holidayfor kids and families, but it can be adangerous time for your pets if pre-cautions arent taken.Keep candy bowls and treats on a
high counter or shelf where pets cantreach.Monitor your pets at all times as
trick-or-treaters wander the neigh- borhood so they dont ingest any-thing harmful, and to keep approach-ing children safe. If youre having a Halloween
party or if your pet is very excitable, confine it to a quiet room or kennelcage with food, toys and a blanket orcushion until the festivities are over.Check in periodically. If you see or suspect your pet has
ingested chocolate, wrappers or anyother dangerous item, contact theveterinarian or emergency pet clinicimmediately.
