    Te Virginia Departmento Education (VDOE) has an-nounced that the on-time gradu-ation rate or Frederick CountyPublic Schools Class o 2011was 84.8 percent. Te rate is orstudents who entered the ninthgrade or the rst time duringthe 2007-08 school year. Te on-time graduation rate or the Classo 2011 at James Wood HighSchool was 85.2 percent. Terate or Millbrook High Schoolwas 83.7 percent while SherandoHigh Schools rate was 85.5 per-cent. Virginias on-time gradua-tion rate or the Class o 2011 was86.6 percent. O Virginias 329high schools and schools withgraduating classes, 192 achievedgraduation rates higher than thestate rate o 86.6 percent, twoschools equaled the state rateand 135 were lower. In additionto releasing the on-time gradua-tion rate or the Class o 2011, theVDOE today released updatedgraduation data or students whoentered the ninth grade or therst time in 2006-07. FrederickCountys ve-year cohort gradu-ation rate stands at 85.4 per-cent. Virginias ve-year cohortgraduation rate is 87 percent.Te Virginia On-ime Gradua-tion Rate is calculated by divid-

    ing the number o students in thecohort earning a Virginia Boardo Education-approved diplomain 2011 (or earlier) by the num-

    ber o students who entered theninth grade or the rst time in2007-08 (plus transers in minustransers out). Unlike estimatedgraduation rates, the VirginiaOn-time Graduation Rate takesinto consideration student mo-bility, changes in enrollment, andpromotion and retention policiesand decisions.

    Te Virginia On-ime Gradua-tion Rate also provides exibilityor students with disabilities andlimited-English procient (LEP)students, who are reported ason-time graduates regardless owhen they earn a diploma. Forexample, a student with disabili-ties who entered the ninth gradeor the rst time in 2005-2006 andgraduated in June 2011 would beassigned to the 2007-08 ninth-grade cohort and counted as anon-time graduate.Te VirginiaOn-ime Graduation Rate di-ers rom the Federal GraduationIndicator (FGI) which is used incalculating Adequate Yearly Prog-ress (AYP) ratings. Te VirginiaOn-ime Graduation Rate recog-nizes all Board o Education-ap-proved diplomas while the FGIincludes only Standard and Ad- vanced Studies diplomas. In ad-dition, the FGI does not includespecial education or GED cre-

    dentials which results in studentsearning such credentials beingclassied as dropouts. According

    to the inormation released todayby the VDOE, 91 percent o allstudents in Frederick Countys2011 cohort have earned either adiploma or a GED. In addition,92 percent o all students in the2010 cohort have done the same.Assistant Superintendent or In-struction Peter Vernimb says,Each high school cohort is di-erent, but we are pleased thatour on-time graduation rate orthe Class or 2011 is slightly high-er than the rate or the Class o2010. We also are pleased to seethat the ve-year cohort gradua-tion rate has increased since be-ing reported or the rst time lastyear. Tat indicates that althoughsome students didnt graduatewith their peers ater our yearsin high school, they continuedtheir high school courseworkand went on to earn a diploma.Vernimb adds, Its important torecognize that a school or schooldivisions dropout rate is not theinverse o the Virginia On-imeGraduation Rate.

    According to the Virginia On-ime Graduation Rate ormula,an on-time Virginia public schoolgraduate is a student who earnsone o ve Board o Educationrecognized diplomas Ad-vanced, Standard, Modied Stan-

    dard, Special or General Diploma within our years o the rsttime he or she entered the ninth

    grade. Students earning a GEDor a Certicate o Completion arenot dropouts, but are not count-ed as on-time graduates whencalculating the Virginia On-imeGraduation Rate. Te VDOE alsoreleased inormation on dropoutrates today. Te dropout rate orFrederick County Public Schools2011 cohort is 6.8 percent com-pared to the statewide rate o 7.2percent. Tat gure representsall students in the cohort whohave not graduated, completeda credential or have discontin-ued school. Frederick Countysdropout rate or the 2010 cohortis 7.3 percent. Vernimb says,When considering cohort drop-out rates, one must recognizethat they are a cumulative gurecovering our or ve years de-pending on the cohort.     Homeowners all victim to scams trying to avoid oreclo

    RICHMOND Randy Edwardsand his wie Sandra werent be-hind on their mortgage paymentswhen they met with represen-tatives rom Nationwide LoanModication Bureau LLC lastyear.

    But Sandra, 54, was planning totake time o rom work or ootsurgery, and with her husband ondisability, the couple wanted torenance their mortgage to en-sure they could continue makingthe monthly payments on theirVirginia Beach home.

    Tey heard about Nationwiderom someone they knew whom they declined to identiy and company sta membersRhonda Wyland and principlemanager Jason Gillentine guar-

    anteed the Edwardses that theirmortgage would be modied.

    Te couple paid $2,400 in ad- vance or Nationwides services,but seven or eight months passedwithout any news on their appli-cation, the couple said.

    Tats when they saw a localtelevision news report about Na-tionwide and Gillentine, who wasaccused o taking money romhomeowners, like the Edwardses,and doing nothing to help themmodiy their loans.

    I dont understand why some-body like that cant be arrested. Itaint no telling how many peoplehe cheated out o that money,Sandra Edwards said o Gillen-tine, with whom they workedto le their application. I couldhave done a whole lot o thingswith that $2,400.

    58, are among the hundreds ovictims o mortgage modicationscams that sent the state Attorney

    Generals Ofce to court seekingrestitution.

    So ar the state has targeted oursoutheastern Virginia businessesor illegally charging advanceees or mortgage applicationand renancing assistance. Butsimilar businesses have openedtheir doors throughout the stateincluding in the Winchester area,where the oreclosure rate is thehighest in the state.

    Whenever there is a crisis,there is an opportunity or un-scrupulous individuals to takeadvantage o olks who are goingthrough difcult times. We aremaking it a priority to stop ore-closure rescue scammers rompreying on vulnerable people,Attorney General Ken Cuccinellisaid o his ofces eort to go a-ter these businesses.

    Enorcement

    Although the oreclosure ratein Virginia has remained lowcompared with other states, thepercentage o houses in ore-closure has remained steady at2 percent since March 2009, ac-cording to the Virginia HousingDevelopment Authority.

    But one-third o mortgages inthe state are underwater, mean-ing homeowners owe more thantheir house is worth, which can

    diminish their ability to renegoti-ate their loan, according to Core-Logic, a Caliornia-based real es-

    tate data and research company.As o July, the Winchester area

    has seen the highest oreclosurerate in the state at 0.45 percent,ollowed by 0.4 percent in south-eastern Virginia, according tostate housing data.

    Businesses have popped upstatewide to provide homeown-ers with mortgage assistance.Some oer legitimate services,while others charge exorbitantees and make little or no eortto negotiate with their clientsbanks, according to housingcounselors who work with ore-closure clients.

    manager and the same womanwho worked with the Edwardses,said R.L. Brad Street has been dis-solved, and she declined to com-

    ment urther when contacted byVirginia Statehouse News.

    Risky business

    Most o these companies area scam, said Jay Speer, executivedirector o the Virginia PovertyLaw Center, which advocates orlow-income Virginians and stud-ies issues related to poverty, likehousing.

    Loan modication scams are awidespread problem in Virginiaand across the country. Mortgagelenders have exacerbated theproblem by mishandling home-owners pleas or help, he said.

    In the northern ShenandoahValley, Lorie Noakes has workedwith homeowners who have paid$500 to $1,800 to have a companyrenegotiate their loans unsuc-cessully. Ten they turn to her,said Noakes, executive directoro Blue Ridge Housing Network,a nonprot rst-time homebuyerprogram.

    Te agency began oering reeoreclosure counseling severalyears ago when ballooning mort-gage payments and rising interestrates were common. oday No-akes clients struggle to pay theirmonthly mortgage bill becausethey are unemployed or havelower-paying jobs, she said.

    Negotiating with a bank or alower interest rate or extendedrepayment period can take two tothree months without any guar-antees, she said.

    Mortgage lenders dont make it

    In a previous article I wroteabout the huge spotlight that willbe on Virginia or both sides inthe upcoming 2012 Presidentialelection, due to the tough econo-my and the Presidents unpopu-larity in the industrial Midwest.Tis week I want to look at whatmight happen in March whenthe Republicans o the state casttheir votes or the Republicannominee.

    Virginia historically has notbeen that important in the pri-mary process, due to its late

    date. However, it did have someimportance in the 2008 Demo-cratic nomination struggle.2008 saw a bitter, drawn-outstruggle between Hillary Clintonand Barack Obama. Obama hadwon Iowa and South Carolina,while Hillary had shocked ev-eryone with a comeback win inNew Hampshire. Te two wereessentially tied when Obamawent on a string o several unan-swered victories in February thatincluded a big win in Virginia.

    It is entirely possible that thecontest will be decided by March,with someone winning Iowa and

    or New Hampshire and wrap-

    ping it up early. Tis would in-dicate severe problems or Presi-

    dent Obama who is counting ona bloody and negative Repub-lican primary ght. However,the recent outcry or New JerseyGovernor Chris Christie to getinto the race (he has chosen notto) shows how unhappy and un-excited with the eld the Repub-lican tea party base. Tis dis-content means that the primaryvoters, who tend to be rom thepartys base, could have a hardtime deciding between the di-erent contenders that they dontparticularly like.

    Should Virginia become im-

    portant, it would likely be atwo person race similar to theObama/Hillary battle in 2008and it would likely have becomenegative. Most political cam-paigns start out positive, but byMarch the knives would likelyhave come out as the contend-ers struggle to one up the other.It would also likely involve MittRomney, the weak rontrunnerwho appeals to moderates, and a

    conservative member o the teaparty like Rick Perry or Michelle

    Bachmann.Mitt Romney would likely

    campaign heavily in the North-ern Virginia area, where an inuxo Democrats also includes manyupper middle class suburban Re-publicans who voted or Obamain 2008 and would probably likeRomneys moderate stances andconsider voting or him. Tesevoters would also be more likelyto be uneasy with the positionso a Bachmann or Perry that theymight consider extreme.

    Rick Perry and Michelle Bach-mann would be very likely to

    make an appearance in Freder-ick County where the voters arevery conservative, while Romneywould probably visit Winchesterwhere more Obama Republicansreside. Frederick County itselwould be tough or Mitt Rom-ney to win unless his argumentthat he is the best bet to beat thePresident wins over conserva-tive voters. Te ear o a secondObama term, something that

    looks increasingly unlikely butstill possible, could jolt some tea

    partiers into voting or Romney.Regardless o who the con-

    tenders are, a March competi-

    DEAR PAWS CORNER: Wehave several apparently stray catsthat can be seen wandering theneighborhood in the early morningand at night. Im not sure wherethey came from, but there is alarge stand of pine trees and scrubbehind our subdivision. Im afraidto let my cats out even during theday, as I worry they could come incontact with or be attacked by oneof these strays. What can I do?Gary in Tampa

    DEAR GARY: Contact your localanimal-control office about the straycats. They may be a colony of feralcats cats that have lived their entirelives apart from humans. If so, theymost likely cant be socialized.

    This is an ongoing problem in Flor-ida, particularly, as feral cat coloniesgrow in suburban areas. And yes, itmakes going outside somewhat dan-gerous for your housecats. If possible,keep them indoors at all times. If youhave a screened enclosure, they canhang out there, as long as the screenhas no holes that would allow themto escape.

    Keep your cats immunizations upto date, as diseases like FIV (felineimmunodeficiency virus) and rabiesare common among feral cat popula-tions. If one of your cats is attacked oryou see it in contact with a feral cat,take your cat straight to the vet.Now, it is possible that animal con-

    trol will not trap the cats wandering

    your neighborhood. Or, they maycatch them, yet youll see more catsturn up. What some animal welfaregroups are doing since sheltersare full already is trapping thecats, having them spayed or neuteredand given immunizations, and thenreleasing them back to their colony.The hope is that fewer breeding catswill reduce the feral population.
