When we think about Plato’s philosophy, his Laws is usually not the first work that comes to mind. Plato’s final magnum opus is a perplexing text in many ways, even apart from the fact that its very ex-istence forces us to reflect on the question of how it relates to Plato’s other major po-litical work, Republic. The debate about Plato’s Laws usually disregards its com-position and the way in which the legis-lation takes shape in the dialogue. This book offers a fresh reading of Plato’s Laws that treats its form as an integral part of its philosophy, and asks what the way in

which Plato’s legislative project is given shape in the text suggests about the sta-tus of that project. It argues that the leg-islative project is strikingly pragmatic for a work of Platonic philosophy and should therefore be understood in its own terms. Rather than laying down a definitive law code for a new colony (Magnesia) that is based on, or at least in some way presup-poses, a metaphysical norm, Plato’s last work creates its own moral framework, in which lawgiving provides a convenient practical test for a notion of virtue under-stood as social conditioning.

the author

Christopher Collard held posts in the Universities of Liverpool, Kent, Swansea and Oxford, where he now lives in retire-ment. His principal books are annotated editions of Eurip-ides’ Supplices and Hecuba; (in collabora tion) Iphigenia at Aulis, the fragmen tary plays, and Cyclops and the major fragments of Greek satyric dra-ma; an annotated translation of Aeschylus; a volume of his selected papers. He has been a General Editor of the Aris and Phillips Classical Texts, includ-ing twenty volumes of Eurip-ides, and an editor of Classical Quarterly.

Stevens began identifying and collecting colloquialisms in Tragedy in 1937, refined his definitions in 1945 and finished his work with the monograph upon Euripides of 1976. This revised and enlarged edition assesses the contribution to the field by subsequent scholars. It adds many expressions to Stevens’ list, which is now divided into two categories: expressions that are confidently iden tified as colloquial, and almost as many that are probable or possible. An unexpected finding is that Sophocles used hardly fewer such expressions than Euripides. The books’ chief aim is to broaden the evidential basis for colloquia lisms in Tragedy, and to attempt a more useful evaluation of their usage: statistics are gathered on their distribution and location, and their frequent concentration in types of dramatic and stylistic context. Many individual passages, and the possible use of collo-quialisms for characterizati on, are discussed. The book includes full indices locorum for expressions and usages.

David Rafferty is Lecturer in Classical Studies at Massey University in New Zealand. His research focuses on Roman po-litical and institutional history under the Republic.

This study is the first comprehensive treatment of the provincial allocations system in the late Roman Republic, between the provincial law carried by Gaius Gracchus in 123 BCE and that carried by Pompeius Magnus in 52 BCE. It considers the actual process of allocations, from the Senate’s decree of consular and praetorian provinces through to the transfer of command on the ground. Different chapters address the system of allotment (sortitio), the authorisation of troops and funds (ornatio), and the ritual prerequisites for departure, all based solidly on the surviving evidence. An appendix recording the Senate’s year-by-year decisions supports this and allows us to see trends in the data.Since provincial questions were of central importance to the senatorial class, they were the source of many of the political contests which dominate our source record. And at every stage, the institutions shaped the politics. A new picture emerges, of structural conflicts revolving around the relationship between consuls and tribunes. As Rafferty argues, this made the pro-vincial allocations system one of the central causes of Rome’s growing political dysfunction in the late Republic.

Cristina Rosillo-López is Associ-ate Professor in Ancient History at the Universidad Pablo de Olavide, Spain. She has pub-lished several articles and book chapters on Late Republican political culture, oratory, and the socio-economic history of ancient Rome.

From assemblies to courts of justice, from the Senate to the battlefield, from Rome to the provinces: public opinion could vary and take many guises. Roman politicians were aware of its existence and influence, and engaged with it.This book offers a study of public opinion in the Roman Repub-lic, with an emphasis from the 3rd to 1st centuries BC. It focusses on four main issues: nature and components of public opin-ion; public opinion in relation to military and administrative questions; the interaction between public opinion and public dialogue and, finally, the transmission of public opinion. It furthermore asks the following question: Who was the populus Romanus? How did public opinion influence specific political or military decisions? Can Habermas’ view of public opinion be applied to the Roman Republic? How was the rhetoric of fear applied to public opinion?Drawing on the more recent interpretations of Roman Republic, this volume studies the mechanisms that make public opinion and politics work at many different levels. It provides an engag-ing view on political communication and the interaction be-tween the elite and the people.

Since Bouthoul’s seminal work on polemology (1951), war stud-ies have been increasingly influenced by sociology, psychology and psychoanalysis, memory studies, and even literary theory; while also weathering the storms of the cultural turn and, more generally, postmodernism: These are challenges that raised new questions, or offered new answers. How is war memorialized and commemorated? How do individuals react to war trauma? How are individual reactions and narratives implemented in collective thoughts, narratives and memories? How do societies remember wars, and how do these memories, in turn, affect po-litical structures? How are public commemorations organized? These are some of the questions contemporary war studies are still engaged in. By presenting case studies both ancient and modern, from the ancient Greeks and Romans through medi-eval and modern times to contemporary history, this volume stimulates reflection on how and why individuals and societies remember and commemorate war.

After having been for decades the province of a relatively small group of scholars, the Hellenistic polis has become central to the research agenda of Ancient historians more broadly. This development can be traced from the early nineties of the last century, and has picked up pace in a sustained fashion at the turn of the millennium. Recent research has started approach-ing the Greek polis of the centuries between Alexander and Cleopatra as a specific historical phenomenon, striving to define its most peculiar aspects from as many angles as possible, and to point to new avenues of interpretation that might contribute to recognizing its historical role. In this general framework, this volume attempts to explore new lines of thought, to question established ways of reading the evidence, and to take stock of recent developments. The con-tributors do not subscribe to any particular shared approach; on the contrary, their approaches and questions stem from many different scholarly traditions and methodologies. Rather than seeking to achieve a complete coverage, the volume provides a selection of current research agendas, in many cases offering glimpses of ongoing projects.

The Christian ascetic way of life clustered mainly around the Mediterranean and roughly covered the period between 350 and 800. It is determined by norm and exercise. But what are norm and exercise with regard to Christian asceticism? Whatever re-nunciations may be required in order to practice a given ascetic regimen, no goal can be achieved without a specific technique (or a set of exercises) and without following a principle of order (or a norm). This implies an intense dialectic which sometimes seems to resolve into a perfect identity: regula et vita, “rule and life”, or, in a more neutral language, “norm and exercise”. This set of papers addresses this crucial point and thereby challenges the usual chronological as well as geographical divisions in the history of early Christianity. As a result, the categories of norm and exercise are presented as a new solution to put the available sources in order.

In early America, the notion that settlers ought to receive unde-veloped land for free was enormously popular among the rural poor and social reformers. Well into the Jacksonian era, howe-ver, Congress considered the demand fiscally and economically irresponsible. Increasingly, this led proponents to cast the idea as a military matter: Land grantees would supplant troops in the efforts to take the continent over from Indian nations and rival colonial powers. Julius Wilm’s book examines the free land debates of the 1790s to 1850s and reconstructs the settlement experiences under the donation laws for Florida (1842) and the Oregon Territory (1850). Both laws promised to bring the inte-rests of poorer whites and their government into a more har-monious relation – to the exclusion of African Americans and for the explicit purpose of displacing Native peoples. Drawing on new records, Wilm details the trajectory of settlements and shows how the settler-imperialist experiments fell apart and undermined the rationale of the donation laws. After home see-kers fled Florida due to malaria and militias in Oregon triggered uncontrollable violence, settlers came to be seen as unreliable agents of government aims.

“This is the single most detailed exploration of free land in ante-bellum America. Wilm does a marvelous job exploring the limits of settler colonialism as a framework for settlement in Florida, where it failed. For the case of Oregon, he shows that settler occupation was appealing to federal legislators because it would ‘substitute the ax, the plow, and the hoe, for the gun, the sword, and the bayonet.’ That the government knowingly held out a promise of free land in order to encourage squatter sovereignty is a most compelling argument.”Amy S. Greenberg, Pennsylvania State University

Julius Wilm has a doctorate in Anglo-American history from the University of Cologne. Currently, he teaches Ameri-can history at the University of Copenhagen.

American protestant missionaries, sent by the American Board of Commissioners for Foreign Missions, initiated transcultural knowledge to Ottoman Syria. This book focusses on the gene-ration of that knowledge involving local people from 1820 until the end of the nineteenth century. It includes the study of secularity, the formation of knowledge on topography and particularly biblical topography, networ-king between academic societies, the development of a font of type for printing in Arabic and the introduction of journals in Arabic language. The material and analysis presented illustrate how modernity became a global phenomenon and who “owns” modernity.

European Integration and new Anti-Europeanism III

Perceptions of External States on European Integration

The history of European integration has always known “exter-nal states” that did not want or were not able to join the process of European integration. The EU might indeed not be seen as attractive: Since 2008, it has had to face many crises, first the financial crisis, then the migration and Schengen crises in 2015, and finally the “leave” vote in Great Britain in 2016, the so-called “Brexit”. Euro-skepticism has continually increased in EU-member states as the rejection of various EU treaties proved. On national as well as EU levels, the strength of anti-European parties has grown. The present volume, edited by Birte Wassenberg and Patrick Moreau, concentrates on these “external states”, particularly their attitude towards Europe. By looking at the geopolitical context, a wide range from historical constants to a changing of attitudes is shown and proves that the EU remains a fundamen-tal actor of European politics and that its attraction continues to be very powerful.

Page 14: Franz Steiner VerlagFranz Steiner Verlag Franz Steiner Verlag When we think about Plato s philosophy, his Laws is usually not the rst work that comes to mind. Plato s nal magnum even

In Europe, the Schengen crisis, spurred off by the unexpected migration flow in 2015, led to a re-questioning of the functions of “borders” in European integration. Especially the ideal of a “Europe without borders” is crumbling and the re-introduction of border controls in several EU member states not only slows down the process of European Integration, but also represents an obstacle to cross-border cooperation. One of the main conse-quences of this crisis is also growing euroscepticism and a new fear of integration which might even lead to the disintegration of the EU. The present publication regroups the contributions to four “castle-talks on cross-border cooperation” organized at the château Pourtalès, in Strasbourg, between 2012 and 2016, in the framework of Birte Wassenberg’s Erasmus and Jean Monnet activities supported by the European Commission. The different contributions deal with the theoretical link between borders, in-ternational relations and cross-border cooperation, by examin-ing borders as places of cross-border governance, as gatekeepers of sovereignty and security, as “scars” of history and as places of reconciliation.

the Author

Michel Serfati is Professor of the Higher Chair of Mathemat-ics (Emeritus); for twenty-five years he runs the seminar of Epistemology and History of Mathematical Ideas of the IREM at Paris VII University, which is held at the Institut Henri Poincaré.

The invention of mathematical transcendence in the seven-teenth century is linked to Leibniz, who always claimed it to be his own creation. However, Descartes had created a completely new symbolic frame in which one considers plane curves, which was a real upheaval. Leibniz initially appreciated this Cartesian frame. Although, as we see in the book, during his research he was confronted with inexpressible contexts he then called “tran-scendent”.The development of a concept of mathematical transcendence is at the core of this book. The description follows a pragmatic path by highlighting how and why aspects of the concept were developed and which obstacles were encountered by mathema-ticians. Also, there were some dead ends which are described here. Leibniz exceeded Descartes’ ideas on a symbolical level (transcendent expressions), a geometrical level (transcendent curves) aswell as a numerical level (transcendent numbers) those are also examined in detail.

Until recently, knowledge of Georgia was limited in Western Europe, as this now independent country had been part of the Soviet Union until 1991. Georgia is well known for its hospitality, wine and cuisine, and also for the mountain peaks of the Cau-casus which reach above 5000 meters. Otherwise few people know that there are different languages and ethnic groups in Georgia, that a separate Georgian alphabet exists and that Georgia has a fascinating history of more than 2000 years. The National Atlas presents detailed information with maps and accompanying text for the visitor as well as for scientists and business travellers. The National Atlas of Georgia, published for the first time in English by the Institute of Geography of Tbilisi State University as a strongly revised, updated and completed edition, offers the most current geographic information on Georgia today. The thematic maps are created using the latest digital techniques, detailing the physical environment, climate, economy, popula-tion, and historical milestones of the country. Maps, tables and texts are updated with the latest information from the following statistical sources: the National Statistics Office of Georgia, the Agency of Protected Areas and the Georgian National Tourism Administration. The accomplishment of this National Atlas of Georgia is the result of an intense cooperation between Tbilisi State University and Justus-Liebig-University Giessen and was supported by the German Federal Ministry of Education and Research.
