• KSA 12-1697: Same; tax levy by city or county; basis of tax; payment and collection; requirements prior to levy.• (a) “provide revenues to promote tourism and conventions”

• KSA 12-1696: Promotions of Tourism and Conventions; definitions.• (e) "Convention and tourism promotion" means: (1) Activities to

attract visitors into the community through marketing efforts, including advertising, directed to at least one of the five basic convention and tourism market segments consisting of group tours, pleasure travelers, association meetings and conventions, trade shows and corporate meetings and travel; and (2) support of those activities and organizations which encourage increased lodging facility occupancy;

Current Issues• Transient Guest Tax Agreement By and between the County of Franklin

County, Kansas and Franklin County Visitors Information Center, Inc.• March 2011- Agreement signed

• “Deeds and home/land “will remain affiliated with the Ottawa Chamber of Commerce for up to three years from date of this agreement.”

• Transfer of Deed requires the approval of the Franklin County Commission

• Termination of agreement/relationship – Property reverts to County or party designated by the County Commission.

• Term of agreement• Automatic annual renewal• 90 day written notice

count was the lowest on record at 3,515• 2014 – 3,073 Weekly Avg: 59 Daily Avg: 8.54 visitors• Comparisons with last years numbers month to month – all

were declining• Previous numbers?

• Murray – 10,000 first couple years• Jason – 5,000 to 7,000 annually

• Breakout;• Mon – Fri 9 am to 5 pm = 8 hrs.• Sat 9 am to 4 pm = 7 hrs.• Sun noon to 4 pm = 4 hrs.Total: 51 hrs. weekly Annually: 2,652 hrs. open
