FRANKLIN COUNTY MILITARY OUTREACH PROGRAM CHARTER Charter for the Chambersburg Chapter No.1 in the state of Pennsylvania. This is to certify that the Executive Committee of the Franklin County Military Outreach Program is hereby granted a local chapter. The required number of persons duly qualified for membership having applied for a charter and such application having been approved in due form. Now therefore pursuant to the powers conferred by the local constitution of the Military Outreach Program this chapter is granted and those applying, together with such others as may unite with them, are hereby authorized to establish and maintain a chapter of the Franklin County Military Outreach Program at Chambersburg, Pennsylvania to e know as the initial and organizing chapter. Chapter No. 1 Department of Pennsylvania and this chapter unless revoked or suspended shall be conclusive evidence of the lawful existence thereof.

Charter for the Chambersburg Chapter No.1 in the state of Pennsylvania. This is to certify that the Executive Committee of the Franklin County Military Outreach Program is hereby granted a local chapter.

The mission of the Franklin County Military Outreach Program (FCMOP) is to provide assistance to the immediate families of both service members and spouses of all locally deployed service members on a variety of military and veteran’s related topics. Our organization offers fellowship and camaraderie, benefits counseling assistance, and referral assistance to behavioral health counseling services through the various local, county, state, and national service organizations equipped to facilitate those important needs. We are also dedicated to helping deployed service members and their immediate families, receive all the community support possible within our capabilities, especially during times of deployment.

As an organization, we will also strive to provide limited financial support (like phone cards, gas expense cards, emergency transportation funds, and similar monetary grants), based on a real need, and our ability to provide such benefits and services at the time requested. Additionally, we will assist in helping newly disabled service members and their immediate families to locate and contact the proper government agencies, and to facilitate their applying for Veterans Administration disability and medical care.

History of our Program

The Franklin County Military Outreach Program was formed by Fred Bucci, Gary Stopyra and Bobby Rideout. We felt their was a need in our area to help families of military members understand

the various programs available to the families of the service members. Once a soldier gets married the parents are basically

left uninformed. The spouse is considered the next of kin. We felt that with all of our experience we could help educate the love

ones of our military men and women. There are numerous services organizations in our community but nothing that helps

educate those left behind once the service member deploys.

It was with this though in mind that we decided a program to help keep families informed was needed. Currently our

membership is small and our funds are limited. We are hoping to change that today by educating you and asking

for your assistance so we can help us help you. Our strength is in our numbers. Our motto is “ FREEDOM ISN’T

FREE”. WE WILL BE A TAX EXEMPT ON-PROFIT ORGANIZATION. THIS GIVES US A 501C3 STATUS WHICH

ALLOWS FOR ALL DONATIONS TO BE TAX DEDUCIBLE. We currently have $ 5,090.91 in cash and $ 2198.79 in property

assets. We are looking for ways to raise funds to assist members when the need a raises. Mr. Michael Nunn a local

Vietnam veteran graciously donated $5,000.00 of his personal funds to help us get started. When I asked

Michael why he was doing this, he stated, “That because when he returned home from Vietnam he was spat on and called a baby killer and he wished that their was a similar

organization back then”.

Representative Kauffman has also informed us that a $5,000.00 grant could be provided pending our 501c3 status . This grant will be utilized for locating and restoring an office space. We need all the volunteer and financial support possible in order to make this program viable. Please help us help those whom are fighting for our freedom. All the school districts in Franklin County have agreed to adopt a soldier that is deployed. We are currently raffling off a U.S. Flag that was flown over Baghdad by members of the 2-12th Cav. Platoon out of Fort Bliss Texas. Tickets can be purchased as follows: 1 ticket for $1.00, 5 tickets for $3.00 and 10 tickets for $5.00. The Conococheague Players and Towne Singers will be honoring WWII veterans on 9 November 2008 at 2PM. This program will be held at the Thompson Chapel, located at Wilson College in Chambersburg. WWII veterans and their escorts are admitted free. All others will be charged $10.00. All proceeds will be given to the FCMOP.
