The 2018 year for the Franklin County Board of Developmental Disabilities
(FCBDD) was one of the most significant in the history of the organization.
In response to requirements of the Centers for Medicare and Medicaid
Services (CMS), the Board finalized the implementation plans to transition all
adult services operations to ARC Industries. One phase of this resulted in a
major transition of adult transportation services. Vans are now used rather
than school buses, resulting in shorter, more efficient routes and more
opportunities for community experiences. Effective on January 1, 2019, former
FCBDD Adult Services staff transitioned to ARC Industries.
Thanks to the leadership of Franklin County Commissioners Kevin Boyce,
Marilyn Brown and John O’Grady, services and finances continue to be stable.
We will begin collecting on the renewed ten year levy in 2019 with a
commitment to continued stability in services for over 20,000 children and
adults.
Our Board is proud of the quality services provided, evidenced by our
highest 5 star rating for early childhood services from Step Up to Quality; 3
year maximum Accreditation from the Commission on Accreditation of
Rehabilitation Facilities (CARF) and the maximum 5 year accreditation from the
Ohio Department of Developmental Disabilities. Our staff continue to meet
high standards of the Ohio Department of Education and the Ohio Department
of Developmental Disabilities.
As we move forward in 2019, we extend thanks to the community for
consistent support of services for individuals who have developmental
disabilities and their families. Services provided directly by the Board or by
dozens of community partner agencies and providers are helping people to
live, learn and work in our communities. We recognize that all people,
regardless of ability, are important, valued and contributing members of our
communities.

Continued to support Franklin County
Guardianship Services Board and
provided required training for several
hundred guardians.
2018 Community Star Awards recognized fourteen outstanding individuals and organizations, including: Mildred Blumenfeld, Parent/Family Member; William Browning, Jr., Volunteer/Good Neighbor; Stephon Draper, Young Adult; Paula English, Adult Services Staff; Jeff Girard - DSW, Inc., Employer; Jean Goss, Transportation Staff; Lighthouse Supported Living, Provider Organization; Maria Lopez, Residential Staff; Monica Plucinski, Early Childhood Staff; Pat Rafter, Creative Housing, Inc., Management Staff; Chris Reese, Support Services; Jennifer Schneid, School Staff; Winston Tidwell, Service Coordination Staff; and Brian Zeufle, Adult Participant / Self-Advocate.

Maintained excellent school-age

Central School and at collaborative
sites in the Reynoldsburg and
South-Western School Districts.

direct service professionals who

services in the community.

Mission Statement
The mission of the Franklin County Board of Developmental Disabilities is to provide programs, services, and
supports to eligible children, adults, and their families so individuals with developmental disabilities can live, learn, and
work in our community. Simply put, the Board is ‘helping people to live, learn and work in our community’.
Services for Children
Services for children include early childhood intervention and educational programs, home based services, school
and special services for children ranging in age from birth to age twenty-two.
Services for Adults
Services for adults include vocational training, habilitation services, supported employment and services for
senior citizens who have developmental disabilities.
Specialized Services
Specialized services include service coordination, supported living, family resources, psychological and behavioral
services, transportation, recreation, Special Olympics and specialized therapeutic services for individuals of all ages
who have developmental disabilities.

Accreditations
The Franklin County Board of Developmental
Disabilities has a five-year accreditation from the Ohio
Department of Developmental Disabilities. In addition,
specific programs meet the following standards:
Schools and Early Childhood Education Programs:
5 Star Rating for “Step Up to Quality” from Ohio Department of Education.
Adult Services Programs:
Three-year accreditation, Commission on Accreditation of Rehabilitation Facilities – CARF.
Certified by the U.S. Department of Labor; State Use Committee of Ohio.
Enrollees:
At any one time, the Board supports over 11,000
children and adults who have developmental disabilities
and their families. The youngest participant in programs
was referred at birth and the most senior participant was
93 years old. Throughout the entire year, when including
individuals who disenrolled from services or who are
served through partnerships, over 20,000 individuals and
family members are served.
Staff:
Staff statistics indicate that 73.6% of the staff are
females and 20% are minorities. The Board employed
over 1,000 full and part-time staff members, the majority
of whom provided direct services or support to children
and adults on a daily basis. Staff must be appropriately
licensed or certified by the Ohio Department of Education,
the Ohio Department of Developmental Disabilities, or the
appropriate licensure authority.
