France is now readying to roll-out its Sésam / Vitale programme in which the entire population will receive a family healthcare card before the end of next year and then an individual card before the end of 2000. Belgium, in joint project between the government and Mutualites Belges, representing the seven big Belgian insurers who manage state and personal healthcare programmes will launch a Social ID Card starting December 1997 and plans to issue 10.5 million by mid-1998. An emergency file containing essential data likeblood group and allergies will also be included.

Ascom Monétel has announced it is to supply“several thousand” Twin 10 “intelligent” cardreaders for healthcare professionals and 5,000consultation stations for use by the public.

The Twin 10 card readers are based on Ascom’sEFT10 payment terminal and can be used to readthe cards of healthcare professionals and peopleinsured under the various healthcare schemes, to fillin and safeguard the electronic healthcare forms.

The consultation stations will enable people in thenational health scheme to check the content of theircard and update the data automatically in direct liaisonwith the health insurance centres. The stations havebeen designed for use by the general public: Minitel-style screen, simplified keyboard with just sevenkeys, ergonomic card reader, and protection againstvandalism. Ascom will also supply the nationaladminstration platform for the 5,000 terminals.

Dassault Automatismes et Telecommunications willalso be supplying card readers for the healthcareprofessionals.

Social ID Card for Belgium

Belgium is launching a nationwide Social ID Cardand plans to issue 10.5 million cards by the end ofJune 1998.

The GPM (Gemplus Protected Memory) cards with1K bytes EEPROM will contain the insured personsname, address, social ID number and the name ofthe healthcare insurer.

Initially the card will be used simply foridentification, but later may be used for electronicprescriptions.

The French healthcare insurance card has a historygoing back to the first trial in 1986 which wasfollowed by a series of trials leading to refinementsin the scheme.

The Sésam / Vitale Groupement d’IntéretEconomique (GIE) represents the National SalariedEmployees’ Health Insurance Fund (CNAMTS),the National Independent Professions HealthInsurance Fund (CANAM), the Social AgriculturalMutual Insurance Central Fund (CCMSA), theNational Union of Special Regimes (UNRS), theFarmers’ Health Insurance Grouping (GAMEX),the Health Insurance Fund for Ministers of Religion(CAMAC), the Civil Servants’ Mutual InsuranceFund (MFP). The health professionals arerepresented by the National Centre of the MedicalProfessions (CNPS).

Sésam / Vitale is based on the secure exchange ofelectronic data between healthcare professionalsand the compulsory and complementing socialinsurance organisations. The card contains the nameof the person insured, social security number,identity of beneficiaries, type of social securitycover, social security fund, basic cover andcomplementary cover, if applicable, rate ofreimbursement. The information enablesimmediate registration of the patient’s entitlementsand electronic transmission of the treatment form.

National roll-out will be in two stages. The firstcard to be issued will be a family card with some12 million being distributed. In the second stagethe family card will be replaced with a secondgeneration, technically enhanced Smart Card forindividuals amounting to around 55 million cardsby the year 2000.

Smart Cards of different types are being suppliedby Schlumberger, Bull SA-ORGA, CP8 Oberthürand Solaic.

Schlumberger says when the Vitale projectmigratesto the second stage, with the entirepopulation of France receiving individual electronicnational health cards, increased memory capacity onthe cards will enable patients’ medical records to bestored enhancing the quality of treatment.

LT to Decide on Prestige Contract

London Transport is in the final stages of decidingif it will award the multi-million contract for a newautomatic ticketing system for London’s buses andUnderground to the only private sector bidder.

LT emphasised to SCN that it has not yet awardedthe contract to TranSys a consortium of EDS(Electronic Data Systems) Ltd., ICL Enterprises,Cubic Corporation and W S Atkins Consultants Ltd.A decision is not expected before October this year.

Initially, LT, which is seeking a partnership with theprivate sector to finance its Prestige ticketingproject, anticipated four bids from consortia,including players like IBM and BT, but only theTranSys bid was submitted.

Prestige is a new automatic ticketing system forLondon Underground and London buses which islikely to use contactless Smart Cards with thebenefits of holding more information than magneticstripe cards and having the capability of being readwithout taking them out of a wallet or bag.

Prestige aims to give LT’s customers a ticketingsystem that is quick, convenient and easy tounderstand while providing improved informationabout customers and their travel patterns.

Ticket fraud

Smart Cards could also help to reduce ticket fraudwhich last year is said to have cost LT about £33million. By using Smart Cards, there is also anopportunity to integrate the ticketing system withproducts from other organisations.

TranSys plans to invest £180 million in a privatefinance partnership with LT. All of LondonUnderground’s 273 stations will be fitted with thelatest gating technology, new passenger operatedticket selling devices with touch screen, multi-lingual interfaces and, in the ticket offices, new tillsto allow a wider range of payment methods.

All 6,000 London buses, operated by over 40independent companies, will be equipped with newticketing machines, and there will be an interfacewith British Rail.

Travellers in London will be able touse the most sophisticated ticketing system in theworld. Prestige represents a significant step towardsLondon Transport’s vision of an integrated publictransport service and we are proud to be part of thatvision.”

EDS and Cubic Corporation each hold a 37.5 percent stake in TranSys. ICL has 20 per cent and WSAtkins has five per cent.

If the contract is awarded to TranSys it will beresponsible for the financing of the programme todesign, build, maintain and operate the Prestigeservice. EDS would undertake all operationalresponsibilities for delivering the system whileCubic would supply and maintain all newtechnology. ICL would deliver EPOS, tilltechnology and new central computing systems.WS Atkins would provide traffic planning andconsultancy services to TranSys.

TranSys would be paid on a performance relatedbasis after the system is up and running - paymentsbeing linked to the availability of the system andusage by bus and underground passengers.

Vietnamese Contract for Ascom

Ascom Payphone Systems has won a contract withVNPT, the Vietnamese national telecom operator,to supply 600 Proxim units with the Eurochip cardas well as a national off-line supervision system andsix provincial supervision systems.

This equipment will be manufactured in France atthe Ascom Monétel plant in Valence for delivery inSeptember.

VNPT plans to install 6,500 payphones and 61supervision systems (one for each province) in stagetwo starting in September this year.

Chip Giants’ Contactless Plan

Motorola Semiconductor Products and SGS-Thomson Microelectronics - leading suppliers ofSmart Card chips - have announced that they haveagreed to ensure that their contactless Smart Cardmicrocontroller products are compatible andinteroperable. The technical collaboration will alsocover Smart Card terminals.

The companies say that their contactless productswill conform to the emerging ISO/IEC 14443Contactless Integrated Circuit Cards standardcurrently being developed by industry task forces.

Both see a major market for contactless andcombined contact and contactless Smart Cards. Theability to replace existing ticketing systems with amulti-application Smart Card which acts as both atransport pass in contactless operation and as anelectronic purse contact card is likely to appeal topublic transport operators, retailers and financialinstitutions.

The first products from both companies will beginproduction during 1998. Motorola’s single-chipcontact and contactless microcontroller will offer4K bytes EEPROM, 20K bytes ROM and 256 bytesRAM.

The first product from SGS-Thomson will be acontact and contactless Smart Card chip, theST16RF42 featuring an MCU architecture whichhas already been used in products that have receivedITSEC level E3 certifications. It offers 2K bytesEEPROM, 16K bytes ROM and 380 bytes of RAM.This chip will be rapidly followed by a secondoffering 8K bytes of EEPROM.

NCR/Intellect will Bid for MPC

Australia-based Intellect and NCR Malaysia are tobid for the national Multi Purpose Card (MPC) inMalaysia. The card and the associated systems willenable Malaysians to carry out a wide range ofapplications from electronic purse to acting as adriver’s licence and a national ID card.

The two companies announced the signing of aformal partnership agreement last month and a dayafter the Malaysian Prime Minister, Dr MahathirMohamad, announced the release of a Request forProposal for the MPC.

Geoff Gander, Intellect’s General Manager for theAsia Pacific, said: “It is a tremendous opportunityfor our two companies to work together on theground floor of one of the most excitingtechnological developments not only in the AsianPacific region, but worldwide.”

He said that others would join the NCR/Intellectconsortium in the near future.

En Khairun Zainal Makhtar, Managing Director ofNCR Malaysia, said they would be completing acomprehensive response for the Malaysiangovernment over the next few months. It wouldcombine Intellect’s technology and experience inSmart Card solutions implementaton, with NCR’sstrength in financial systems.

Smart Card Connectors

The latest Molex family of 6- and 8-way IC Cardconnectors from Hawnt Electronics are compactminiature devices suited to long-life operation inspace-limited applications.

The 8-way devices have been developed to meetall pay-TV and set top box specifications, while the6-way components comply with digital GSMrequirements relating to SIM (Subscriber IdentityModule) interconnection in mobile phones.

Designed as surface mount devices, the newconnectors have a variety of options to suit “snap-in”, soldering or compression-mounting techiques.The 8-way devices can also be supplied with a SmartCard to PC Card adapter.

Siemens to Produce “Java” Chips

Siemens Microsystems has signed an agreement tolicense Java Technology from Sun Microsystemsto produce a new generation of Smart Card chipsthat will accelerate execution of the JavaCardinstruction set. The new chips, based on Sun’s Javatechnology, are expected to be used in a variety ofSmart Card applications including banking,electronic commerce, mobile communications andhealthcare.

Ulrich Hamann, General Manager and VicePresident of Siemens Chip Card ICs, said: “TheJava-enabled chip technology increases theinformation capacity of the chips. Consequently itallows more information and additional functionsto be included, all on the same Smart Card.

“Java technology is a perfect match with our plansto develop a new Smart Card integrated circuitplatform for secure Internet commerce products.Java’s open software and the ability to upgrade andload in new applications after the cards are issuedwill revolutionise the way people live and work.”

The new chip platform will be based on Siemens’recently announced high-end Triple E line,SLE66CXXs (SCN June 1997, page 112). The 16-bit card will offer a bilingual instruction set for 8051as well as Java code, and will be optimized to directlyexecute Java applications on the industry standardJavaCard platform. Siemens says the product isexpected to be available in volume quantities bymid-1998.

G&D to use Java Technology

German Smart Card manufacturer, Giesecke &Devrient, has announced that it will expand its SmartCard product line by developing a Java-capableSmart Card and applications based on the Java CardAPI following the signing of a license agreementwith Sun Microsystems, Inc.

G&D says it intends to take an active role in thedevelopment of Java Card technology based on itssecure STARCOS operating system.

“Our aim is to expand the product line of highsecurity Smart Cards by taking part in globalstandardisation,” said Jürgen Nehls, Head of G&D’sCards and Card Systems Division.

“With Java G&D will have easier access to newmarkets such as Internet payment, electroniccommerce and loyalty programs, therebystrengthening its market postion,” he explained.

The Munich company will present its firstapplications on a Java Card at the CeBIT ‘98 fairin Hannover, Germany.

ImagineCard Web Application

Gemplus has announced the launch of the firstImagineCard Web application, a service that enablesthe company’s value-added resellers (VARs) tosecurely access a page on the Gemplus web sitededicated to supplying information to its third-partypartners.

Using a Gemplus GPK2000 Smart Card as an IDkey for remote authentication, the VARs can accessprogram support information such as new productplans, the status of product upgrades, trainingschedules and the latest technology developments.Gemplus expects to extend the service to provideadditional resources to its strategic partners andmajor customers by the end of the year.

The company says the availability of the securedon-line resources will provide partners with easyand timely access to information that is bothconfidential and tailored to the partner’s needs, asthe Smart Card will customise access to the site’sresources based on company profile.

Gemplus is part of the ImagineCard Alliance withHewlett-Packard and Informix Software, Inc.,which has developed solutions to make web andcorporate services more secure.

The Gemplus application uses ImagineCard Web1.0 on an HP9000-712 server, running HP-UX 10.2and the Informix On-Line Dynamic Serverdatabase. The GPK2000 2K bytes EEPROM SmartCard has a cryptographic co-processor for RSA-based digital signature authentication.

Loyalty Scheme in Taipei

ChinaTrust Commercial Bank and Hang TenEnterprises clothing store, Hypercom and Gemplusjoined forces to launch the first implementation ofVisa’s chip loyalty specifications in Taipei lastmonth.

The specifications have been created to assist VisaMember banks to take advantage of chip cardtechnology and to help create a global platform toenable interoperability between chip loyaltyprogrammes in different markets.

Cardholders receive rewards equal to five per centof purchase amounts, up to 10 per cent discountfrom points accumulated, and points based on bothtransaction amounts and frequency of purchases.An extra discount is given on the cardholder’sbirthday.

The card also includes the credit function on thechip using the Visa Easy Entry Standard, a basiclevel of chip migration of the credit function whichduplicates the data from the magnetic stripe withoutadding any additional security features. At a HangTen outlet, the credit transaction takes place on thechip, but at other outlets the credit transactionutilises the magnetic stripe.

The ChinaTrust Hang Ten Visa card can be used atany of Hang Ten’s 200 stores in Taiwan and its otherretail store brands, AGE, Michel Rene and Valentinojeans.

It is planned to expand the Hang Ten programmeto the clothing chain’s stores in Singapore, HongKong and the Philippines.

Combined Card Launch in Spain

Visa España member banks and transport authoritiesin the cities of Madrid and Barcelona are to pioneera combined contact and contactless Smart Card inSpain.

The banks are planning to add a contactless optionto the Visa Cash card with trials starting later thisyear. The bank card chip will work as a contact

card in some sectors and as a contactless card fortravel in buses, the underground system and trains.

Cardholders will be able to load the card with valuein a network of ATMs and use it like a transportcard or to pay for other services and purchases atretail outlets.

Grupo Motorola Semiconductores has beenselected to develop the new chips. Visa says thetransport card will have a single contactlessmicrocomputer with 4K bytes EEPROM, 20K bytesof ROM and 256 bytes of RAM.

Roxburgh Chip Card Connector

Roxburgh Electronics has launched a new low costAMC 130 vandal resistant chip card connectordesigned for public terminal applications.

ISO 7816 compatible, the device is designed for500,000 operations and offers the option offront/side mounting, M3 inserts, fraud detection anda patented security gate.

Measuring 66mm x 60.9mm x 25.4mm, the AMC130 features a large debris slot; half card dropoutfor jam-proof operations.

Design Award for DataCard

DataCard’s Jigsaw modular point of sale solutionwas selected as one of the best-designed productsfor 1996 by an international panel of industrialdesign experts. The panel reviewed more than 1,400entries and presented the top products with the EssenRed Dot Design Innovation Awards.

Jigsaw was chosen for its aesthetic appeal and itsmodular architecture that allows customers toconfigure the product to the specific needs of thecashier and retail customer. It was also praised for“easy card swipes, Smart Card inserts and keypadusage.”

Tom Kettell, Marketing Vice President ofDataCard’s financial systems business unit, saidJigsaw’s design was contributing to sales worldwidethat had exceeded the most aggressive forecasts.

“For a long time, people thought they had fewchoices when they needed transaction terminals andPIN pads,” he said. “Most of the products lookedand performed the same, but when they see Jigsaw,they realise they do not have to settle for the sameold boxy products.”

BIB to use TSI Software

British Interactive Broadcasting (BIB), theinteractive TV services consortium, has selectedThomson Sun Interactive’s (TSI) OpenTV toprovide set top box system software for its digital,interactive TV services in the UK.

The OpenTV software includes an applicationprogramming interface (API) which will form partof the technology package for BskyB’s digitalservices launch in the Spring of 1998.

Viewers will be able to access interactive servicesincluding home shopping, banking, travel andholiday services, educational applications and localcommunity and national public informationservices.

In addition, working with Oracle Corporation,OpenTV will enable subscribers to connect to anInternet service and have e-mail capability throughtheir televisions.

BTG, the UK-based technology transfer company,is to license the Cryptag Census tagging systemdeveloped by Identec Ltd to manufacturersworldwide. The radio frequency identification issaid to be capable of reading 55 tags per secondwith an error rate of 1:100 million while beingvirtually impossible to counterfeit.

Cryptag Census can be used for monitoring themovement of assets and/or associated personnel,access control applications at secured sites such asgovernment offices, power stations, military camps,police stations, hospitals and financial institutions. Tagged assets could be antiques, works of art,weapons, bank notes in transit, laptop computersand other items liable to be stolen.

Other uses are said to include safety relatedapplications where it is essential to know wherepeople are. These include “roll-call” systems fordeep mines and personnel tracking in oil refineriesand chemical works, as well as time and attendancesystems.

QuickLink Roll-out in NSW

QuickLink, Australia’s largest multi-function,reloadable Smart Card, is being rolled out in Perth,Western Australia, in a contract awarded by the NewSouth Wales Government.

The system is based on the Banksys, Belgium-basedtechnology and around 750,000 Smart Cards willbe issued before the end of this year. This willrepresent the initial card base for the national roll-out and is expected to increase to over three millioncards by early 1998.

ERG’s subsidiary, QuickLink Card Systems Ltd(QuickLink), will be the operator of the system andprovide the network in which the cards are used.Cardholders will be able to use the electronic pursecards at various outlets and obtain benefits throughdiscounts and loyalty schemes. Value can be loadedonto the card using cash or by means of debit/creditcards.

The QuickLink system, which is designed as anopen system, supports multiple issuers of cards suchas government agencies and financial and non-financial organisations.

QuickLink won the NSW Government contract toimplement a trial Smart Card system in Newcastleto evaluate the technology in government and otherapplications. It involved the NSW transportauthorities, major retailers including McDonalds,Coca Cola, BP and Telstra and over 200 smallerretailers including delicatessens, news agents,restaurants and coffee shops.

The trial is reported to have achieved its objectivesof testing the technology and cardholder andconsumer acceptance, leading to the start of thenational roll-out.

ERG is an Australian company specialising in SmartCard, automatic fare collection andtelecommunications systems and equipment. SET Launch in Japan

The first purchase using the Secure ElectronicTransaction (SET) standard in Japan was made inTokyo early this month by a Toshiba Corporationexecutive who purchased a bottle of Japanese Sakefrom “Click & Shop,” the Internet mall managedby the Hankyu Corporation for Visa and Toshiba’sjoint project, Smart Commerce Japan.

It is the first SET pilot to use multiple softwarevendors which include IBM, Netscape andCyberCash to test interoperabilily of differentsoftware and technologies.

The Hankyu Persona Visa Card which is beingissued in the Smart Commerce Japan pilot willfeature the credit function on an IC chip. In theinitial phase, 200 employees of Visa, Toshiba andHankyu are utilising the SET protocol for Internetshopping.

In phase two, to be launched in October, 5,000 Visachip cards will be issued to the general public. Onethousand cardholders will be provided withintegrated circuit chip card reader/writers to attachto their personal computers for chip-based secureelectronic commerce.

The other cardholders will be able to make chip-based secure electronic purchases at 30 kioskslocated throughout the Kobe and Osaka area ofJapan and purchases from home using the SETprotocol at their computer.

Gambling on the Net

Joining the growing number of 'virtual' pastimes,is the recently launched 'Casino-on-Net'. Unlikeexisting Internet based casinos, the 'Casino-on-Net'is the first to offer multi-user facilities. This enablesindividuals from around the world to see, talk toand play against each other.

The system operates using a CD-ROM which carriesmany of the system's utilities and multimedia files;greatly increasing the performance and speed of on-line the games.

New members are issued $1000 in virtual cash toplay with. Once a player is comfortable with thesystem they may open an account with the Casinoand begin to gamble with real money. Effectively,the Casino acts as a bank for the players.

At present, the system uses certain credit cards andcheques which are sent between player and Casino. Clearly, this process is far from ideal or secure butthe Casino is currently introducing a Smart Cardsolution based on Cryptochip Full RSAAuthentication & Signature Technology. This willbe used to validate a player's membership, creditcard and bank details. Also, full electronic pursefacilities are being evaluated for future use. Bothcard systems will operate via a specially developedkeyboard reader that requires no 'hard' installation

Smart Snacks for Students

Mars Electronics International has successfullycompleted a major installation of its card readers tosnack vending machines at the University of York.The site is one of two university implementationsby Mondex - the other is Exeter (see SCN October1996).

Mars Electronics ‘MultiCard Smart’ vending cardreader was type approved for compatibility with thenew Mondex Card in March of this year (see SCNFebruary 1997).

Students can now borrow books, log onto computersand pay for food using the Mondex Card. Furtherapplications to be introduced include launderettesand copying machines.

Advantage Card holders will be able to collect onepoint for every 25 pence spent; a far better rate thanis currently provided by many of the supermarketloyalty schemes.

Boots customers will be able to treat themselves toa wide variety of items listed in a special AdvantageCard Guide.

A local paper in Nottingham states that the cardlaunch will cost Boots £52 million. Marketing alonewill account for £24 million. Boots believes thecard will help sales grow by 4% and over eightmillion applications for the card are expected in thefirst year of the scheme.

GPT Card Technology has won a £4 million orderto supply 80% of the Smart memory cards to beused in the Advantage scheme. Gemplus willprovide the remaining 20% of cards.

Siemens Semiconductors has been named as theexclusive supplier of the memory chip to be usedin the loyalty programme. Siemens will supplymore than six million of its SLE 4443 secure memoryICs which offers 2Kbits of secure memory.

The launch of the Advantage Card is the firstexample of a ‘high street name’ choosing SmartCard technology over the more conventionalmagnetic stripe card. Following the announcementSiemens said they expect “the market for smartloyalty cards to increase rapidly”.

Road Tolling in Leicester

Leicester City Council is to introduce the UK’s firstpay-as-you-drive pricing experiment as part of aGovernment and European Commission-backedresearch programme. The pilot will involve 100volunteers who regularly commute into the cityalong the A47 western approach road.

Each volunteer’s car will be fitted with an On BoardUnit (OBU) - an automatic radio identificationdevice the size of a cigarette packet mounted on thewindscreen behind the rear view mirror. At the startof each journey the volunteer will insert a SmartCard into the OBU. The card is pre-programmedwith monetary value. Each time the volunteer drivespast a roadside radio beacon they will hear a bleep.This means money has been automatically deductedfrom the card.

The scheme will link Smart Card technology withthe latest techniques in pollution monitoring,computerised traffic signal systems and 4km ofpriority bus lanes.

During the experiment a number of different pricingscenarios will be investigated to assess the pricelevel at which drivers decide to change their modeof transport. The amount of money deducted couldbe increased on days when air pollution and trafficcongestion are severe - the toll could be as high as£10.

Volunteers could avoid these tolls by choosing touse their Smart Card to pay for a cut-price park andride service operating from a purpose built site onthe edge of the city. Commuters will be able toleave their cars in a secure car park free of charge.The service will run every ten minutes using 24hour bus lanes. A similar experiment in Stuttgart,Germany showed that week day card use in the citycentre fell by 15%.

The Department of the Environment, Transport andthe Regions (DETR), Leicester City Council,Transport Research Laboratory, HowardHumphreys Transport Planning and LeicesterCounty Council are all involved in the £2.5 millionproject.

Electronic Salary for Employees

Banco do Ceara, the Brazilian state bank in Caera,and responsible for paying 120,000 stateemployees’ monthly salaries, is turning to SmartCard technology to improve profitability.

The problem is that most employees earn less than$400 per month and around 80,000 have no chequeaccount and only use the bank to withdraw theirsalaries at the start of the month.

Now FDS in Brazil has come up with a solution -a Smart Card-based system with a network of 54automated banking terminals in workplaces andmajor shopping centres.

State employees can now use the card to calculatehow much they have earned by converting hours tocash and then withdraw a corresponding amountfrom the ATM.

As the system expands to points of sale, they willbe able to use the card as an electronic purse to payfor food and other items directly.

Smart Lobbying Group for Retailers

Retailers and terminal manufacturers wishing tointroduce Smart Cards are being urged to join a newgroup called The Smart Card Reader LobbyingGroup set up by Retail Logic, card authorisationspecialists.

Steve Turner, Group founder and TechnologyStrategy Manager at Retail Logic, said: “Standardspecifications which govern the interface betweenthe Smart Card and the POS terminal andcommunications between the retailer and the bankare, in fact, already in existence. It is the confusionthat surrounds which functions should be performedby the hardware and which by the software thatmust be addressed.”

He said the group was lobbying APACS, Visa andEuropay to formulate a standard set of protocols.

Smart Health Credit Card

A health-related Smart credit card that can recordand store personal health information and also makepayments at retail outlets has been launched in HongKong.

American International Assurance (AIA) Companyand Standard Chartered Bank jointly developed thescheme which is targeted at health-consciousinsurance policyholders.

Peter Wong, Head of Personal Banking, Hong Kong& China, Standard Chartered Bank, explained: “TheSmart chip technology makes it possible for peopleto carry with them their medical history, personaland health-related information, in addition to all theshopping convenience and financial flexibility thata credit card normally offers.

Technology advancement

“This technological advancement sets a scene forthe future of credit cards - a trend towards developingmulti-function cards to meet customers’ variousneeds.”

The microchip can store personal and medicalrecords including: name, identity card number, dateof birth, blood type,, organ donation information,emergency contact person and telephone number,five most recent illness records, five long-termmedication records, most recent medication recordand five allergy records.

The card is being offered to AIA’s life insurancepolicyholders. A total of five hospitals and 80 clinicshave already signed up to join the programme.

Cardholders will be able to earn bonus points whenthey spend with the card. For every dollar spent,one bonus point is earned and cash discount can beredeemed instantly on further spending atdesignated clinics and merchant outlets.

Web-compatible payphone

A Web-compatible payphone is being launched inEurope by Schlumberger Electronic Transactions.Called telWEB, the new ISDN product offers voice,fax, e-mail and interactive intranet/Internetcommunications while still retaining the compactand familiar shape of a payphone.

Based on field-proven technology from Canada, ituses a large touch-sensitive colour LCD forinteraction with users, presenting choices by meansof friendly graphical dial pads, keyboards, buttons,icons and menus. Payment is via a card readeraccepting magnetic stripe or chip based bank orphone cards.

Web pages are loaded rapidly - typically within asecond or two - thanks to a powerful Windows NTcomputer with 32Mb RAM and the ISDN link.Faxes are sent or received via slots in the front panelwhich opens once a user's card is accepted. E-mailis received and sent using standard Internetprotocols and a virtual keyboard.

Target installations are high traffic sites such asstations, airports, exhibition and conference venues,city centres, tourist attractions, colleges universitiesand also locations which have the potential to openup state of the art communications and webtechnology to customers that either do not own ahome PC or who rarely use public call boxes.

The technology was pioneered by AbsoluTechnologies of Canada and following an agreementearlier this year, Schlumberger has made a numberof modifications to the payphone to adapt it forEurope. These include conversion of the ISDNcommunications module to conform with ETSIstandards and the provision of Smart Card optionsto accommodate resident SAM-based authenticationof payment cards and electronic purses.

Hypercom/GlobeSet Agreement

Oki Agreement with Banksys

Oki Advanced Products has signed an agreementwith Banksys for the certification and marketing ofthe Oki Value-Checker Personal Smart CardReaders for the Proton Smart Card electronic pursesystem worldwide.

Banksys, developer and operator of the Belgianelectronic purse, currently has over 20 millionProton cards issued worldwide.

Oki's Value-Checker readers enable users to checkthe balance and transactions on their Smart Cardsand come in two styles - a small key chain readerthat operates when a card is inserted, and as apatented card sleeve design that stores the card whennot in use. The sleeve style fits easily in a user'swallet or purse.

Golf Clubs Turning to Smart Cards

Golf Clubs in the UK are now purchasing SmartCards in preference to magnetic stripe cards for theirmembers, says Bob Cuthbertson, ManagingDirector of Smart Card International.

"The advantages are seen as the cashless purse,inbuilt loyalty schemes and progressive discountfeatures," he explained.

"Members are being encouraged to add cash to thecard for use in the bar by offering bonus incentivesand convenience of payment. Unlike losing cash,if members lose their card it can be reissued withno loss of cash or loyalty points."

SCI received eight new registrations from golf clubslast month alone. In conjunction with Cardinal UK

and Hengstler, SCI are adding vending and accesscontrol to the Gemplus 2K bit card.

Education is another strong market for the company.Although July is traditionally a quiet month, 20schools are registered for installations duringSeptember. A recent installation was at ManchesterUniversity where Smart Cards will be used forpayments in bars and restaurants.

One of the largest users of Smart Cards for thepayment of schools meals is the Highland region inScotland where a further six schools are taking thesystem this year.

Mobile E-Commerce Terminal

Wireless GSM communications and Smart Cardtechnology have been combined to create a tiny,lightweight (330g), hand held, portable terminal forbusiness people on the move.

Argentina Telco Studying an EP

Gemplus and a task force from various departmentsof Telecom Argentina are jointly studying anelectronic purse project for the Argentine publictelecom operator.

The telco wants to renew its phone card market andto promote increased usage of Smart phone cardswith several value-added services. Suggestionsbeing considered include lotteries, prize draws,advertising and a card that can be used at cinemas.

Gemplus has delivered more than 40 million cardsto Telecom Argentina since 1993.

In practice of course it is not practical to set up suchtrusted key exchange systems on a peer level. Onesolution to this problem is to have a Central Trusted Keycentre. In this case each of the corresponding entities hasagreed to trust the central key authority. We can makethis work on a linear key relationship as shown infigure 3, opposite.

In this case each node has a key relationship with theTrusted Key Centre. When two nodes wish to intercommunicate they request a key from the trusted keycentre to use for that session. The trusted key centre canencipher this key separately for both parties using theparticular key relationship established for each node.

It is quite clear that such schemes are difficult toimplement and operate, even the establishment of theinitial node keys can cause significant operationalproblems.

Now the important part of our discussion here is to notethat we can implement such systems far more easily withpublic key systems but, and its a big but, we are stilltotally reliant on how much we trust this key centre. Letsnow look at the Public Key version with our same fournodes in figure 4, page 158.

In this situation each of the nodes A,B,C and D havetheir own unique Public Key/Secret Key pair. As wehave mentioned previously in order to use some bodyelse’s Public Key you need to be assured of itsauthenticity. This is the role of the Trusted Key Centrewhich is usually referred to as the Certification Authorityor CA. One of the roles of the CA (Yes there are manyother roles and that is the problem) is to take each of thePublic Keys from its club of correspondents and todigitally sign this key using its own Secret Key whichwe have shown here as SK (TKC).

Certification Authorities.

We so often hear the term Certification Authority (CA)that many people are confused as to what it really means,in fact there is probably no unified theory for the exactrole of a CA and little thought has been given by mostplayers in the electronic commerce scene as to its realsignificance.

We need to start our discussion with a look at “TRUST”.This is the security role that totally underwrites the riskmanagement between corresponding entities. Lets lookat two parties A and B that wish to establish secureelectronic communications.

If A and B share in a secure fashion the key K then theyare able to set up a trusted channel. It is necessary to usethe word able in so much as there is an implicit assumptionthat the cryptographic protocol is itself securelyimplemented. You must allow for replay of messagesand the deletion of messages. The cryptographicmechanism only allows you to detect unauthorisedmessage manipulation which is far to weak for the basisof secure communications. In practice one always addsadditional information to the message relating to date,time or sequencing data. Such data is of course protectedwithin the cryptographic message.

Now in our simple example for a symmetric exchangethe Trust relates to our confidence in the managementof the key K. If we are absolutely sure that it is onlyshared by A and B alone then each party may trust themessage interchange. The problem here of course relatesto the practical difficulty in arranging such keymanagement, particularly when there are a large numberof correspondents. Just look at four nodes A,B,C,D thatwish to be able to interchange messages in a securefashion (figure 2, opposite).

The Basic PublicKey System

The resulting cipher is called a key certificate. There arevarious ways of calculating a key certificate but by farthe most important is X509 (Version 3). This standardwas initially produced for the telecomms organisationCCITT (hence the X number) but has now beenincorporated by ISO under the 9594 set of standards (aspart 8). Apart from the users public key the format forthis key certificate includes a number of mandatory fields(e.g X509 version No, Certificate serial number,algorithm type, validity period, key owners unique I.D)

and in version 3 a number of additional optional fields.

So each node in the system apart from storing its ownPublic Key and Secret Key would keep a copy of thetrusted key centres public key and surprise surprise youneed to be absolutely sure about the correctness of yourcopy. In addition each node would generally keep a copyof its own key certificate.

Now lets consider our secure messaging from A to B.

It is not necessary to have any prior knowledge of Bbecause we can get hold of B’s public key certificate(from A or anywhere else). Before use we would ofcourse check the validity of this certificate using ourassured copy of the trusted key centres public key. Themessage flow is shown in figure 5, opposite left.

Now its worth just stopping here to see what has happened.B has sent A a secret message (perhaps a symmetric keyfor session encipherment) which was enciphered withA’s public key. This public key was received from A’skey certificate signed by the trusted key centre. It mustbe readily apparent that B in this case is totally dependentof the security effectiveness of the trusted key centre. Iffor any reason whatsoever A’s public key is not validthen B is totally exposed on the data it sends to A.

This brings us to the subject of authority andresponsibility. There can be no point in using a trustedcertification authority unless you are prepared to acceptthe level of security offered by that CA. But how do youknow? What happens if it subsequently turns out that thepublic key certificate purporting to come from A wasactually assigned to some rouge dealer. It is very clearthat when we are using electronic commerce our overallsecurity and therefore risk exposure is totally dictatedby the CA. There is little point in using any CA that doesnot guarantee the effectiveness of its service. Thiswarranty should relate to the financial exposure beingundertaken by the users.

It is now clear that there are a number of roles that mustbe fulfilled by the Certificate Authority or by that partythat underwrites the risk exposure of the user, the moreimportant roles are as follows,

In particular the role of Entity registration is at the hubof the use of certification for electronic commerce. Ifyou don’t know who is the owner of the certificate thenit has little value. The whole operation of registrationand certificate issuance in the electronic commerce worldcompares to the old idea of a Bankers Reference. Perhapsthe operation of CA’s will become a new role for theBanking Industry.

A smart television monitors what you watch, so isable to make judgements as to what your buyinghabits are and what you can afford to buy -information that may be accessed by a third party.A smart bin reads the barcode on items you throwaway, that way compiling a shopping list that canbe down loaded to the local store for replacement.Cameras monitor visitors to the house who can leavevideo messages which can then be retrieved throughthe laptop. All of these technologies are availableto day and in some cases are in use.

The idea behind this project, which will remain inplace until April 1998, is to test and improve thesetechnologies. Each company that is involved canuse the amenity to show clients and staff around aswell as small groups of students.

In the discussion that followed from our trip aroundCatalyst the consensus was that there will not beone card for all the activities that a Smart Card couldbe used for. For instance a bank would probably notwant its logo on a card along with certain othercompanies for a number of reasons. It would notbe advisable for one card to have the monopoly,there would need to be some cards with a numberof applications on it, so the customer should beable to buy which applications they need. So thequestion then is who owns the card? Who owns theapplication? Should it be a bank or a retailer? Whodo the public trust most? A recent survey suggestedthat Marks & Spencer was trusted more than banks.
