FGDC Standards Process• OMB Circular A-16 directs FGDC to develop
data standards for implementing the National Spatial Data Infrastructure.
• Data standards facilitate the development, sharing, and use of geospatial data.
• Eight standards adopted by FGDC to date, with several standards often bundled into a single standard for the purposes of the standards development and review process.

Framework Data Standard: Background
• Intended to establish data exchange for seven themes of geospatial data (next slide).
• Data exchange is promoted through a common means of describing data content, and thereby decreasing acquisition costs for creators and users.
• Initiated through the Geospatial One-Stop initiative to help create common geographic base data.
• Responsibility for final development transferred to FGDC standards process.

Framework Data Standard: Public, Expert and FGDC review
Public and stakeholder participation– Notice sent to 100,000 professionals
throughout all segments of the geographic information community.
– Nearly 5000 comments were received and adjudicated through public review.
Expert Review:
The American National Standards Institute (ANSI) “INCITS” groups reviewed the standard. It also conducted a public review and had no responses.
Framework Data Standard: Technical Details
• specifies a minimal level of data content for the interchange of framework data
• includes an integrated application schema in UML that specifies, as appropriate, feature types, attribute types, attribute domain, feature relationhips, spatial representation, data organization, and metadata based on the ISO 19100 series of geographic information standards.
• includes informative annexes for implementation using Geography Markup Language (GML).
Why FGDC endorsement?
To make the Standard freely available• ANSI holds copyright on published American National Standards
(ANS) and charges $30 per standard• Users are obliged to buy the published ANS, even though standards
development was funded by the Federal government• While ANSI holds the copyright on published ANS, the source
materials are ours• On this basis, we are submitting the version sent to INCITS for
approval for FGDC endorsement.
Why FGDC Endorsement?Validation for use in E-Government Initiatives and LoBs
• For the E-Gov process, the Office of Management and Budget/General Services Administration policy mandates the use of validated E-Gov standards for the acquisition and deployment of
E-Gov services. • National Institute of Science and Technology (NIST) has been
assigned to validate E-Gov standards. • For the FGDC standards, NIST states that, "Because the FGDC
standards already undergo an extensive public/private sector review process, NIST has decided to declare the FGDC standards as already validated by the FGDC process without having them go through an additional NIST evaluation panel process."
Why FGDC Endorsement?Validation for use in E-Government Initiatives and LoBs
• The validated FGDC-endorsed standards will be listed on the NIST E-Gov Standards Resource Center Web pages at http://ts.nist.gov/standards/e-gov/.
• The FGDC Coordination Group voted to approve the Framework Data Standard at its April 2008 meeting and recommended FGDC Steering Committee endorsement.
