Modifications to SASE came into effect on 6th April 2015. The changes ONLY relate to the Transferable Skills requirements of a framework and they ONLY apply to new Apprenticeship starts on, or after, 6th April 2015. Apprenticeships started before this date must continue to meet the 2013 SASE requirements for Transferable Skills.

The modifications removed the “5 year rule”, meaning that acceptable qualifications, achieved before September 2012, are now in scope. This includes iGCSEs, A and AS Levels, O Levels and Key Skills. However, there are still minimum grade/level requirements that need to be achieved, depending on the level of Apprenticeship being undertaken. There have also been some changes to the minimum grade/level requirements which, in summary are:

Intermediate Apprenticeship: GCSE/iGCSE/A and AS Levels - minimum acceptable grade is now E, irrespective of achievement date (for ALL acceptable GCSEs/iGCSEs/A/AS Levels)

Key Skills - minimum acceptable is Level 1, irrespective of achievement date

O Levels – minimum acceptable grade is C, irrespective of achievement date

Advanced Apprenticeship: GCSE/iGCSE - minimum acceptable grade is now C, irrespective of achievement date (for ALL acceptable GCSEs/iGCSEs)

A/AS Level - minimum acceptable is grade E, irrespective of achievement date

Key Skills - minimum acceptable is Level 2, irrespective of achievement date

O Levels - minimum acceptable grade is C, irrespective of achievement date

Higher Apprenticeship: There remains no mandatory requirement for Transferable Skills qualifications to be achieved.

Please note that some frameworks may have grade/level requirements that are above the SASE minimum requirements.Please check the framework to ascertain where this is the case and/or check directly with the specific Issuing Authority responsiblefor the framework.

PLEASE NOTE THAT THAT THE NEW REQUIREMENTS FOR TRANSFERABLE SKILLS, AS DETAILED ABOVE, OVERRIDETHE NOTES AND GRADES/LEVELS ASSOCIATED WITH THE TRANSFERABLE SKILLS TABLES, WITHIN THIS DOCUMENT. Until the Transferable Skills tables can be updated, any references to “achieved before Sept 2012 and within 5 years of starting Apprenticeship” or “achieved before September 2012, otherwise at any time prior to starting Apprenticeship” can now be ignored.

Over the next few months, the Transferable Skills section within AFO will be amended to reflect the SASE modifications and all current frameworks will be updated and reissued to incorporate these changes. In the meantime, if you are in any doubt as to the requirements of any framework then please contact the relevant Issuing Authority.

To update the framework with new qualification details following review of the Hairdressing andBarbering National Occupational Standards and subsequent Hairdressing qualifications review.

Summary of changes made to this framework

A number of pathways at Intermediate and Advanced level have been removed as thequalifications have been combined in to a single Hairdressing qualification. Old qualificationshave been removed and replaced by revised qualifications. Other minor edits have been madeto various sections of the framework to reflect current best practice and changes as a result ofremoving pathways.

Purpose of this framework

Summary of the purpose of the framework

National Apprenticeship Service (NAS) - Statement on Apprenticeship Quality Definition

An Apprenticeship is a job with an accompanying skills development programme designed byemployers in the sector. It allows the apprentice to gain technical knowledge and real practicalexperience, along with functional and personal skills, required for their immediate job andfuture career. These are acquired through a mix of learning in the workplace, formal off the jobtraining and the opportunity to practice and embed new skills in a real work context. Thisbroader mix differentiates the Apprenticeship experience from training delivered to meetnarrowly focused job needs. All apprentices commencing their Apprenticeship on or after 6thApril 2012 must have an Apprenticeship Agreement between the employer and the apprentice.This can be used to reinforce the understanding of the requirements of the Apprenticeship.

This framework provides a nationally agreed apprenticeship framework for a work basedlearning route into employment for the hairdressing industry, using qualifications that combineboth skills and knowledge. Apprenticeships are the traditional way for training hairdressers.

In the UK there are over 35,700 hairdressing salons employing 200,000 people. There is avariety of salon types. All salons offer cutting, styling and chemical services. Some salons offerservices to both ladies and men. With the growth of clients with different types of hair, there isa need to develop the skills to work on all hair types from Type 1 - Straight hair through toType 4 - Excessively curly hair, this numerical system of hair typing was established to simplifydescribing types of hair and to provide more exact definition for the hair type. This is reinforcedthrough the standards, to give the skills need in the hairdressing industry to deal with clientswith all hair types.

In common with most sectors dominated by small and micro-businesses, there is a relativelyhigh turnover of staff in the hairdressing industry. The Skills Foresight Report for 2007indicates that the annual staff turnover for the hairdressing industry is 29%. The femaledominated aspect and the young age profile (83% aged under 26) of the workforce inevitablymeans that women leave the industry to start a family. However, most return to the sectoraged between 35-44. In addition to this, a high number of people leave to become selfemployed and open their own businesses. Therefore, new apprentices are always required fornew businesses, for staff replacement and for succession planning purposes.

Depending on the optional units which are chosen from the mandatory qualifications and thelevel achieved, learners completing an apprenticeship will undertake roles such as:

Aims and objectives of this framework (England)

AIM

To provide a nationally agreed apprenticeship framework for a work based learning route intoemployment in the industry using qualifications that combine both skills and knowledge whichare based on the latest research with employers. There are over 35,700 hairdressing salons inthe UK employing about 200,000 people.

OBJECTIVES

To provide a structured learning programme that meets the needs of employers andemployees.To provide learners with the skills needed to be a professional hairdresser, able to offer awide range of treatments to clients, with a clear understanding of how their performanceis directly related to the success of the business and their own remuneration. To increase the level of employer involvement in training and development of staff inreadiness for a fall in the number of school leavers which will create the need to recruitfrom older age groups.

This framework will contribute to the Business, Innovation and Skills priorities set out in theSkills for Sustainable Growth (2010) and Governments plans to reform adult learning andskills. It will specifically address:

Fairness

Supporting learners who have not achieved basic skills during their schooling to obtainliteracy and numeracy skills, with Key Skills or Functional Skills accreditation. This willhelp reduce the 16% of adults who do not have Level 1 literacy and numeracy skills.

Responsibility

Requiring apprentices to understand their employment rights and responsibilities and toobtain an understanding of the sector and its career pathways so they can make informedchoices about their future.

Providing clear information for learners about apprenticeships as a pathway from schoolto employment and higher education.Enabling learners to select training and qualifications which are valued by business andwidely available throughout England because this frameworks complies with the latestSpecification for Apprenticeship Standards in England and includes the latestqualifications from the Qualifications and Credit Framework for England.

Skills for Growth

Providing a comprehensive suite of apprenticeship frameworks, of which this is one,covering all the main occupations in the Hair and Beauty Sector, some with a tradition ofentry via apprenticeships, such as hairdressing, and some that do not, such as beautyand spa therapy.Contributing to growth of apprentices to over 200,000 starts per year by 2014-15 andincreased investment in skills. The Hair and Beauty Sector has always been in the TopTen sectors for starts and completions. By expanding the numbers in our non-traditionalapprenticeship sectors we can contribute further to the investment by employers andindividuals in skills.Supporting technician level achievement. The sector regards the Advanced Level as thesign of a professional stylist, therapist or nail technician, but this aspiration needs to bereflected in an increase in take up and completion of Advanced Level Apprenticeships.This framework is part of the comprehensive suite of pathways that will encourage thisaspiration and the wider achievement of professional standards.

Entry conditions for this frameworkThere are no nationally agreed minimum entry or previous requirements for this frameworkbut the following criteria may be used as guidance.

Because the industry has high client expectations and relies on repeat business importance isgiven to:

Appropriate personal presentation including clothing, hair and personal hygiene.Practical, organisational and social skills.Attention to detail and cleanliness.A good sense of humour/amicable nature and communication skills whether dealing faceto face with clients or speaking on the telephone.Willingness to work flexible hours/days as agreed in the employment contract.A high degree of dexterity and coordination.Potential apprentices with a predisposition to certain skin conditions or allergies, such asoccupational dermatitis, eczema or asthma, need to understand that some of thechemicals, liquids and aerosols used in hairdressing may have a significant effect on theirhealth condition.Colour blindness would restrict opportunities in the wide use of artificial colouringproducts and services in the industry. Units relating to colouring hair require the abilityto recognise very subtle tones, shades and changes in a range of colours to ensure thesafe and effective use of chemicals used on hair.

Apprentices must always be interviewed by their potential employer and training provider. They may deem enthusiasm and passion for the subject to be more important than formalqualifications. It is for this reason that the Hair and Beauty Sector has chosen not to be overlyprescriptive about entry requirements.

The training provider and employer are advised to use a range of initial assessment techniquesto identify any additional support needs for the Apprentice from the start of theApprenticeship. This will ensure that those who begin have the potential to complete theprogramme.

It is advantageous to have previous experience of working within the barbering or hairdressingindustry.

Entry to the hairdressing framework is usually at intermediate level with progression toadvanced level. In circumstances where previous qualifications or experience have beengained it is possible to enter at advanced level.

Description of this pathway

This pathway develops skills to foundation level and employment as a Junior Stylist.

The minimum number of credits required for completion of this pathway is 74 credits. Thebreakdown of credits is as follows:

Relationship between competence and knowledge qualifications

LEGAL REQUIREMENT

An Intermediate Level Apprenticeship framework must identify:

An integrated qualification at Level 2 which combines competence and technical knowledgeelements in which each element is separately assessed and in which each element carries atleast 10 credits on the QCF.

The information below refers to the combined qualifications listed in B1 Level 2 NVQ Diploma inHairdressing (B1a, B1b and B1c) and will ensure that the qualification carries 10 credits foreach element.

To achieve the full qualification candidates must complete 7 mandatory units totalling 55credits and optional units to a minimum of 9 credits in order to give an overall total of 64credits. The credit split between knowledge and competence is shown in the structure below:

After consultation with employers it was evident that ICT skills are not an importantrequirement within the hairdressing industry and the decision was made not to include ICT asa mandatory transferable skill . Employee rights and responsibilitiesIn the Hair and Beauty sector evidence of delivery of Employee Rights and Responsibilities(ERR) is a mandatory requirement for a framework completion certificate. This may beevidenced either through:

an appropriate Awarding Organisation ERR qualification. Four qualifications have beenapproved and accredited to date, these are;

Edexcel Level 2 Award in WorkSkills for Effective Learning and Employment 501/1793/21.VTCT Level 2 Award in Employment Awareness in the Hair and Beauty Sector 600/1762/42.City and Guilds Level 2 Award in Employment and Personal Learning at Work 600/2831/23.ITEC Level 2 Award in Employment Awareness in the Hair and Beauty Sector 600/2308/94.

an in house system, such as a workbook, portfolio or online system, that meets theminimum evidence requirements, oran externally provided system, such as a workbook, portfolio or online system that meetsthe minimum evidence requirements.Habia's ERR workbook.

The evidence requirement to demonstrate satisfactory completion of ERR is:

a completion certificate from an Awarding Organisation, orfor an in house or externally provided system, completion of the Apprentice Declaration &Authorisation Form is required. It is not necessary to send the workbook or portfolio atcertification, though this should be retained by the provider for audit purposes.

The course of training in ERR must align to the nine national outcomes which are set out in theSpecification of Apprenticeship Standards for England (SASE).

Health and Safety is embedded within the technical units in the NVQ Diploma. The otherrequirements will be covered primarily at induction, with the remaining aspects delivered atappropriate times during the Apprenticeship programme.

LEGAL REQUIREMENT

An Advanced Level Apprenticeship framework must identify:

An integrated qualification at Level 3 which combines competence and technicalknowledge elements in which each element is separately assessed and in which eachelement carries at least ten credits on the QCF.

The information below refers to the combined qualifications listed in B1 Level 3 NVQ Diploma inHairdressing (B1a, B1b and B1c) and will ensure that the qualification carries 10 credits foreach element.

Employee rights and responsibilitiesAll apprentices must understand their rights and responsibilities with regards to equalopportunities and health and safety. It is important that all apprentices receive a thoroughinduction into their organisation. In the Hair and Beauty sector evidence of delivery ofEmployee Rights and Responsibilities (ERR) is a mandatory requirement for a frameworkcompletion certificate.

This may be evidenced either through:

an appropriate Awarding Organisation ERR qualification. Four qualifications have beenapproved and accredited to date, these are;

Edexcel Level 2 Award in WorkSkills for Effective Learning and Employment 501/1793/21.VTCT Level 2 Award in Employment Awareness in the Hair and Beauty Sector 600/1762/42.City and Guilds Level 2 Award in Employment and Personal Learning at Work 600/2831/23.ITEC Level 2 Award in Employment Awareness in the Hair and Beauty Sector 600/2308/94.

an in house system, such as a workbook, portfolio or online system, that meets theminimum evidence requirements, oran externally provided system, such as a workbook, portfolio or online system that meetsthe minimum evidence requirements, orHabia's ERR workbook.

The evidence requirement to demonstrate satisfactory completion of ERR is:

a completion certificate from an Awarding Organisation,or for an in house or externally provided system, completion of the ApprenticeDeclaration & Authorisation Form is required. It is not necessary to send the workbook orportfolio at certification, though this should be retained by the provider for auditpurposes.

The course of training in ERR must align to the nine national outcomes which are set out in theSpecification of Apprenticeship Standards for England (SASE).

Health and Safety is embedded within the technical units in the NVQ Diploma. The otherrequirements will be covered primarily at induction, with the remaining aspects delivered atappropriate times during the Apprenticeship programme.

Total GLH for each pathway

The total minimum Guided Learning Hours (GLH) for each pathway is shown below. Pleasenote to comply with the Apprenticeship, Skills Children and Learning Act, a minimum of 280GLH must be delivered within the first year and at least 280 GLH (pro rata) in each subsequentyear.

To comply with Skills Funding Agency requirements, learners aged 16-18 must spend aminimum of 12 months on this Apprenticeship programme. Learners aged 19+ must alsospend a minimum of 12 months on this Apprenticeship programme, unless they havedocumented evidence of accredited or recognised prior learning. Where document evidence ofaccredited or recognised prior learning is provided, learners aged 19+ must still spend aminimum of six months on this Apprenticeship. Apprenticeship delivery must be planned tomake full and effective use of the duration, including the opportunity for apprentices to embedand extend their learning through repeated workplace practice.

The minimum hours of employment for an apprentice should be at least 30 hours per week. Byexception, where the individual’s circumstances or the particular nature of employment in agiven sector makes this impossible, then an absolute minimum of 16 hours must be met. Insuch cases the duration of the Apprenticeship should be extended.

Definition:

ON THE JOB = Learning which encourages and enables the apprentice to demonstrate practicaljob-related skills and to practise and apply these skills in the context of the job. This type oflearning will be delivered in the workplace and through practical experience of doing the job.

OFF THE JOB = Learning which encourages and enables the apprentice to develop thetechnical skills of the job and to develop their knowledge of theoretical concepts across a rangeof contexts and the wider market. This type of guided learning will be delivered away from theimmediate pressures of the job. It may be delivered in the workplace, in a college or trainingprovider premises
