1. Chair's announcements

1.1 Interpretation

Interpretation was available in German, English, Italian, French, Danish, Maltese, Portuguese andPolish.

Note: Maltese to be made available if a Coordinators' meeting is part of a committee slot.

1.2 Debriefing of Dutch Presidency in EMPL (PR)

In Amsterdam, during a bilateral, NL Minister Asscher agreed to see if it would bepossible agenda-wise to come to EMPL to look back at the outcomes of the NL CouncilPresidency. However, the envisaged date, 15-16 June, might be problematic.

1.3 Presentation Slovak Presidency programme in EMPL (PR)

The presentation of the Slovak Presidency programme in EMPL has been scheduled forthe 31st of August from 15:00 to 16:30 hrs. (Owing to the informal ministers' meeting, MrJán Richter, Minister for Labour, Social Affairs and the Family is not available on 13-14July 2016.)

1.4 Conflicts of competence

Note: Conflicts of competence to be taken as a distinct item in the future.

1.4.1 Youth Employment Initiative implementation report - conflicts with CONT and BUDG(PR)

Decision

The Coordinators agreed to continue to block the INI report by CONT or similar initiativesby other committees, suggesting that CONT contribute to the EMPL Implementation Reportby means of an opinion. [PR: letter to CCC]

1.4.2 Rejection of IMCO request to apply Rule 53+ to the Posting of Workers Directive (RS,PR)

1.4.3 Establishment of the Structural Reform Support Programme for the period 2017 to 2020and amending Regulations (EU) No 1303/2013 and (EU) No 1305/2013 (REGI) (MA)

1.5 Follow-up to previous decisions of the Coordinators (for information - discussion onlywhere explicitly requested)

1.5.1 Monitoring mission to Greece on 19-20 May 2016 (PR/AH)

Update: Letter to President Schulz signed. Decision by CoP on 4 May and by Bureau on 9May. Detailed programme from Greek government still awaited. Preliminarycomposition of the delegation: Mr Händel, Chair; Ms Steinruck, S&D; Ms Kuneva,local Member, GUE/NGL; Mr Fountoulis, local Member, NA.

Decision: The policy department was instructed to submit updated notes on Greece, tothe extent feasible at short notice.

1.5.2 Invitation to Mr Allen Larsson concerning the Social Pillar (MK)

Update: Mr Larsson confirmed that he would be available to give a technical presentationon the Pillar on 16 June.

1.5.3 Invitations to Commissioners

On 14 April 2016, the Coordinators decided to invite Commissioner Avramopoulos(responsible for Migration, Home Affairs and Citizenship) for an exchange of views.[PR] - Letter under preparation

Commissioner Thyssen will participate in an exchange of views in EMPL under theStructured Dialogue exercise on 24 May, from 15:00 to 16:45 (extended).

VP Dombrovskis (Structured Dialogue) is not available on 24 May, the Secretariat isexploring other options. Update: None of the dates suggested by EMPL suits them.They propose 23/05, 15.00-18.00, possibly with Thyssen if she is available. However,we don't have EMPL meeting that day. [MM]

Commissioner Šefčovič (consequences for employment triggered by the energytransition) confirmed his participation for 15 June (15.00 – 16.00, to be extended ifpossible) [CO]

VP Katainen will address EMPL on 21 June, from 15.00 to 16.00 (could be extendeduntil 16:30, other business allowing), to discuss the implementation of theCommission Work Programme for that year and the preparation of the futureCommission Work Programme. [MM]

Commissioner Oettinger was invited by letter from the Chair to an exchange of viewswith the EMPL Committee, to discuss the impact of the Commission's Digital Agenda/ the Digital Single Market Act on the Committee's field of responsibilities, inparticular with regard to employment, wages and skills. Mr Oettinger is available on15 June, 17h30-18h30 (tbc) (LS/RS)

Invitation to Commissioner Malmström for a presentation (MK) - Coordinators'decision of 17 March 2016:Update: Preliminary contacts were established. Answer received: "We wouldrather suggest a date early in the second half of the year or may ask our servicesto replace the Commissioner on this occasion."

1.5.4 Economic dialogue on the country specific recommendations with Vice-PresidentDombrovskis, Commissioner Moscovici and Thyssen

The annual economic dialogue on the country specific recommendations with Vice-President Dombrovskis, Commissioner Moscovici and Thyssen will be held as jointECON-EMPL meeting on 14 June 2016, 16.30-18.30 - unchanged.

1.5.5 Joint ECON/EMPL hearing on "Reasons, repercussions and remedies of economicinequality in the EU" (MM)

Invitations to Mr Mark Pearson, OECD, Deputy Director for Employment, Labour andSocial Affairs and Mrs Kate Pickett, Professor of Epidemiology.

The availability of both experts was confirmed in email. Official invitation letter willfollow.

Decision: Political groups were invited to send the names of interested Members to theSecretariat by Thursday 12 May cob.

1.7 Access to Finance for SMEs and increasing the diversity of SME funding in a CapitalMarkets Union - EMPL/8/05925 - 2016/2032(INI)

Decision

In the light of the tight schedule of the lead committee, no opinion will be drawn up and thepoints paid by ECR for this opinion are returned back.

1.8 Votes with electronic voting cards

Decision

The Coordinators held an exchange of views and agreed to endorse the position of theChair that Members who had forgotten their voting card would exceptionally be allowed tohave their vote counted until their staff bring them a duplicate2.

1.9 Quality of translations

Decision

The Coordinators instructed the Chair to write to DG Translation so as to point to recentconcrete problems in the quality of translations.

3.1 Own-initiative report "A European Pillar of Social Rights, including the Social Triple Aand Minimum Income Policies"(MK)

Decision

The Coordinators

took note that authorisation had been requested by letter of 25 April 2016 and thatthe Conference of Presidents had not yet authorised the report;

decided to maintain 'minimum income policies' as a separate own-initiative reportwith its original position(now called "3a") on the candidate list;

decided to simplify the title of the own-initiative report to the wording "A EuropeanPillar of Social Rights" on the understanding that the Social Triple A would becovered as well; [MK: letter with new title]

decided that the S&D Group nominate a rapporteur so as to accelerate theprocedure (deadline of the consultation being 31 December 2016, seeCOM(2016)127);

instructed the policy department to submit proposals for products to be madeavailable before the closure of the prospective deadline for amendments, noting thatthis additional task might entail changes to the timing of other products.

3 Rule 133 : Motions for resolutions

1. Any Member may table a motion for a resolution on a matter falling within the spheres of activity of theEuropean Union. The motion may not comprise more than 200 words.2. The committee responsible shall decide what procedure is to be adopted.It may combine the motion for a resolution with other motions for resolutions or reports.It may adopt an opinion, which may take the form of a letter.It may decide to draw up a report under Rule 52.3. The authors of a motion for a resolution shall be informed of the decisions of the committee and of theConference of Presidents.4. The report shall contain the text of the motion for a resolution.5. Opinions in the form of a letter addressed to other institutions of the European Union shall be forwarded bythe President.6. The author or authors of a motion for a resolution tabled under Rule 123(2), 128(5) or 135(2) shall be entitledto withdraw it before the final vote.7.
