FP7 - Consultations

FP7 - Context

• Research (as never before) is high on the political agenda

• First communications on FP7 should reinforce the Commission’s

proposal in the New Financial Perspectives

• The decision on the New Financial perspectives will progress in parallel to the FP7 decision process

• Essential to develop and put forward solid arguments supporting the Commission’s proposal

FP7 proposal must be credible and address the real needs for RTD and reliable implementation schemes

FP7 - ICT Context

• The Union Priorities for 2007-2013: Achieving the Lisbon goals

– Sustainable development (competitiveness, cohesion and sustainable management and protection of natural resources)

– European citizenship (freedom, justice, security, access to basic public goods)

– Europe as a global partner (role on the international scene)

• ICT has an essential role in achieving these priorities

– ICT for sustainable growth / productivity– ICT for security– ICT for solidarity …

FP7 - Continuity

• Networking and collaboration (e.g. current IST activities)– Similar principles as in FP6– Will take account of the analysis of the new FP6 instruments

• Research capacities– Further support to research infrastructures and human resources at

Community level– GEANT + GRIDs+…. (to be defined)

• Coordination of national and regional programmes and policies (ERA)– Support through specific networking mechanisms

• Support to Basic Research through Individual Grants– Stimulating competition

FP7/new - Private-public partnerships

• Implemented through “European Technology Platforms (ETPs)”

– bring together the main stakeholders in a research and development field

– develop a strategic research agenda and a roadmap to achieve these goals

– stakeholders include industry, academia and the investors in research (public or private)

• Issues to clarify :

– Criteria for selecting ETPs– Legal and financial mechanisms that can be used to support an ETP– Constituency to be involved and openness of an ETP– How to launch an ETP– How many ETPs can we realistically support

Conclusions so far ...

• ICT is a main tool to support Community policy priorities:– Sustainable growth: ICT provides 50% of productivity growth in Europe and

all main OECD countries– Cohesion and Citizenship: Better services of general interest, Better

participation in democracy and public life– Europe’s role on the international scene: Key for ensuring citizens security

• ICT is not sufficient, ICT research is essential

• We should ensure that the importance of ICT is reflected in FP7

• We should also realise that ICT has evolved – It is increasingly combined with other fields– To develop solutions that integrate ICT with other technologies– To address new fields: e.g. bio-nano-cogno…
