Fourth Quarter 2018 Social Weather Survey:

Record-high 47% of Adult Filipinos use the Internet

Record-highs in both urban and rural areas

Record-highs across main demographics

Social Weather Stations

The Fourth Quarter 2018 Social Weather Survey, done on December 16-19, 2018, found

that a record-high 47% of Filipino adults use the Internet.

This is 6 points above the 41% in September 2018, and 5 points above the previous record

of 42% in March 2018 [Chart 1, Table 1].

The proportion of Filipino adults using the Internet (“Kayo po ba ay nag-oonline upang

makapag-Internet o makapagpadala o makatanggap ng mga email? [Do you ever go online to

access the Internet or send and receive email?]”) has been steadily increasing since SWS first

asked about it in June 2006, when it was at 8%. It ranged from 11-19% from September 2007 to

December 2011, and rose to 23-32% from March 2012 to December 2015.

It ranged from 34-42% from April 2016 to September 2018, before it reached a record-

high 47% in December 2018.

Record-highs in both urban and rural areas

Since 2006, the proportion of Internet users among Filipino adults has always been highest

in Metro Manila, although it went down by 5 points from 64% in September to 59% in December

2018 [Chart 2, Table 2].

In Balance Luzon, the proportion rose by 9 points, from the previous record of 47% in

September 2018 to a record-high 56% in December 2018.

In the Visayas, it rose by 7 points, from 28% in September to 35% in December.

In Mindanao, it rose by 5 points, from 27% in September to 32% in December.

The proportion remains higher (since June 2006) in urban areas than in rural areas. In urban

areas, a record-high 62% of Filipino are Internet users (up by 8 points from 54% in September),

compared to rural areas with a record-high 37% (up by 6 points from 31% in September)

[Chart 3, Table 2].

Record-highs across main demographics: class, sex, age, and education levels

Since June 2006, Internet use has always been highest among classes ABC, at 61% in

December 2018 (up by 6 points from 55% in September 2018), followed by class D, at a new

record-high 49% (up by 6 points from 43%), and class E, at 34% (up by 6 points from 28%)

[Chart 4, Table 3].

Beginning December 2015, Internet use has been higher among women, at a new record-

high 49% in December (up by 7 points from the 42% in September), compared to men, at a new

record-high 44% (up by 4 points from 40%) [Chart 5, Table 3].

Internet use has always been higher among younger Filipinos.

It is highest among those aged 18-24, at a new record-high 88% in December (up by 7

points from 81% in September), followed by those aged 25-34, at 69% (up by 4 points from 65%),

those aged 35-44, at a new record-high 56% (up by 12 points from 44%), those aged 45-54, at a

new record-high 32% (up by 5 points from 27%), and those aged 55 years old and above, at a new

record-high 17% (up by 5 points from 12%) [Chart 6, Table 4].

By educational attainment, Internet use has always been highest among college graduates,

at 77% in December (up by 4 points from 73% in September), followed by high school graduates,

at a new record-high 60% (up by 4 points from 56%), elementary graduates, at a new record-high

31% (up by 5 points from 26%), and non-elementary school graduates, at a new record-high 15%

(up by 6 points from 9%) [Chart 7, Table 5].

Survey Background

The December 2018 Social Weather Survey was conducted from December 16-19, 2018

using face-to-face interviews of 1,440 adults (18 years old and above) nationwide: 360 each in

Balance Luzon, Metro Manila, the Visayas, and Mindanao (sampling error margins of ±2.6% for

national percentages, and ±5% each for Balance Luzon, Metro Manila, the Visayas, and

Mindanao).

The area estimates were weighted by the Philippine Statistics Authority medium-

population projections for 2018 to obtain the national estimates.

The quarterly Social Weather Surveys on Internet use are not commissioned, but are done

on SWS’s own initiative and released as a public service.

The exact SWS questionnaire item on internet use is as follows: “Kayo po ba ay nag-

oonline upang makapag-internet o makapagpadala at makatanggap ng mga email? (Gumagamit

ng Internet; Hindi gumagamit ng Internet) [Do you ever go online to access the internet or the

World Wide Web or send and receive email? (Uses the Internet; Does not use the Internet)]”

SWS employs its own staff for the questionnaire design, sampling, fieldwork, data

processing, and analysis, and does not outsource any of its survey operations. The report was

prepared by Antonia Beatrice D. Lee and Jose Miguel Alberto M. Carlos.
