1 INTRODUCTION
1.1 Background:
1.1.1 CDM concept was launched in India on 24th
March 2011 with a Kick-Off meeting at
Airports Authority of India Corporate Headquarters with the aim of improving the safety,
efficiency and predictability of aircraft movements at airports. The second and third meeting on
Airport CDM was held on 21st December 2011 and 9
th August 2012 respectively at Rajiv Gandhi
Bhawan, Safdarjung Airport, New Delhi.
1.1.2 The fourth meeting on Airport CDM was held on 26th April 2013 0830 hrs. to 1700 hrs. at
the „Seminar Hall‟, Hotel Pride, Newtown ,Kolkata.
1.2 Participants
1.2.1 The meeting was attended by participants from DGCA, Indian Meteorological Department
(IMD), Civil Aviation Authority of Bangladesh, Indian Air force, HIAL, BIAL, DIAL Airports,
IATA, Air India, Indigo, Spice Jet, Jet Airways, Go air; Blue Dart and officers of ATM and OPS
Directorate of Airports Authority of India. Meeting was also attended by a large number of air
traffic controllers and pilots. List of participants is enclosed as Attachment A.
1.2.2 Shri. Arun Mishra, Director General of Civil Aviation was the Chief Guest to the meeting
was. The meeting was chaired by Shri. V. Somasundaram, Member (ANS) AAI.
2.3 Shri Kanhaya Lal, Jt. GM (ATM), AAI CHQ was Secretary to the meeting. Ms.Kalapi
Nair, DGM (ATM), Kolkata Airport was moderator for the meeting.
1.3 Opening of the Meeting
1.3.1. Shri Chandan Sen GM (ATM), Kolkata welcomed the participants to the meeting. In
his speech he urged that the airport CDM being a collaborative process, all stake holders should
join hands for enhancing safety, efficiency and capacity which would bring significant benefits to
airlines as well as to other stake holders.
1.3.2 Capt. Sarvesh Gupta, the Chairman of AOC Kolkata stressed upon the necessity to have
regular meetings to share feedback in order to enhance good communication flow. Keeping in line
with the subject, Mr. P.K. Mishra ED (ASM), AAI threw light on need of proper A-CDM
procedures for reducing fuel consumption as well as to ensure safe and smooth air transport
operations. Dr. B.P. Sharma, the Airport Director NSCBI airport, Kolkata stressed upon
maintaining integrity in sharing information between pilots and controllers which would ultimately
benefit both these communities. RED Eastern Region, Mr. Lekhra, opined that on time
performance by airlines, help extended by DGCA and MLU (IAF) will lead to betterment of
overall performance.
1.3.3 Mr. V Somasundaram, Member (ANS) stressed that the information sharing for CDM
should be fast and real. He also urged everyone to work together to overcome the difficulties in the
implementation of CDM at Kolkata Airport. He also mentioned that A-CDM is one of the
elements of ICAO ASBU. He also highlighted the progress made on upper air space harmonization

in Kolkata region as a part of ongoing ATC automation process. He also mentioned about recent
ANS initiatives taken by AAI.
1.3.4 Shri Arun Mishra, DGCA, the Chief Guest of the meeting informed everyone regarding
CAA (Civil Aviation Authority) which is on the verge of formation. He further informed that CAA
would be an autonomous body with powers to frame regulations for Air navigation services and
resource generation. He also pointed out that a proper CDM process application at an airport
improves situational awareness thus achieving a high degree of safety, least traffic congestion,
reduced delay and fuel burning and thus optimizing resource utilization.
1.3.5 Shri. Rakesh Singh, GM (Ops-ASM), NSCBI Airport, Kolkata gave Vote of Thanks to the
distinguished Guests and to all the delegates.
1.4 Documentation and Working Language:
1.4.1 The meeting was conducted in English. All meeting documentation was in English.

1.5.2 Shri Kanhaya Lal emphasized on power of information sharing for successful
implementation of A-CDM. He presented following action items which were identified in last 3rd
CDM Meeting:
• Monthly A-CDM meetings
• Identification of issues and timeline for resolving such issues by ATS Incharges, Airlines and
Airport Operators;
• Coordination with IMD Headquarter to ensure serviceability and availability of RVR
equipment by AAI;
• Safety assessment and coordination with DGCA for permitting aircraft to start engine while
pushing-back
• Engaging experts for controlling animal/bird nuisance at airport;
• Identification of a common platform for sharing data/information with other
• Streamlining bay allocation;
• Preparation for signing of MOU with other CDM partners.
• Sharing of real time information by Airlines with ATC and airport operators;
• IATA to talk to the member airlines for sharing real time data with ATC and airport operators,
apprise them of the benefits of A-CDM, and identify any legal requirement viz. MOU etc. for
sharing of data;
1.5.3 He requested the Chief Guest Shri. Arun Mishra, DGCA to consider amendment to the Air
Transport Circular 10/2009 so that implementation of A-CDM does not conflict with the
provisions this Circular .
2 REPORT ON THE AGENDA ITEMS:
2.1 Agenda Item 1: Controller-Pilot Interaction Forum (CAPIF)
2.1.1 A brief presentation was given by Mrs P.T. Sinha, Jt.GM (Trg), Kolkata on the concept
of CAPIF (Controller and Pilot Interaction Forum). The presentation stressed on sharing of
information, between the pilots and controllers to ensure safety and efficiency. She stressed on
the formation of a steering committee to promote confidential, non-punitive reporting &
exchange of safety information. The presentation also threw lights on road blocks for effective
information sharing and ways to remove those in order to ensure effective collaboration among the
controllers and pilots thus ensuring smooth air transport operations.
2.1.2 Shri. Kalyan Chaudhury, Jt.GM(SQMS), Kolkata; and Capt. Sarvesh Gupta, Chairman,
AOC, Kolkata invited the Chief Guest to officially launch the CAPIF. The auspicious inaugural
launch of the CAPIF was followed by the interaction session between controllers and pilots.
2.1.3 The interaction session was quite effective, where many issues were discussed face to
face by the pilots and the controllers which helped them in understanding each other problems,
2.1.4 The Chairman, AOC, commented that the practice of confirmation of security checks and
checking of MET minima by ATCO is superfluous. He opined that such superfluous and repeated
transmissions lead to channel overloading. He also stressed that time has come to do away with
unwanted transmissions. Capt Saleem from Indigo further seconded the same and expressed
serious concern over the unusual frequent change of frequency in the north east region.
2.1.5 Shri Arun Mishra, DGCA deliberated the matter and expressed need to look into the matter
and advised to send the proposals of not only this matter but all the other issues. DGCA informed

that such matter would be considered. He suggested to form a small group / team which would
study and suggest how R/T congestion could be reduced. Member (ANS) opined that getting the
confirmation on R/T about the completion of Security checks is a BCAS requirement rather
than an ATC requirement and BCAS also may be consulted before taking action on this point.
2.1.5 Airlines enquired regarding the status of introduction of direct routes between Mumbai and
Kolkata overflying Kalaikunda restricted airspace. They informed that the direct route will lead to
substantial saving of airborne time & would lead to huge reduction of carbon footprint. Wg. Cdr.
Chakraborty from the AF Kalaikunda informed that simultaneous operation of fighter jets and civil
aircraft where the fighter jets maintain visual separation, may lead to infringement of separation
with the civil aircraft. Also the difference in aircraft performance characteristics may lead to
generation of traffic alerts to the civil flights. They also informed and assured that during the lean
period and when there is no fighter operation, civil aircraft may overfly Kalaikunda airspace
subject to mutual co-ordination. While answering to queries from Indigo, Wg. Cdr. Chakraborty
from Kalaikunda AF unit informed that aircraft should directly communicate with Kalaikunda
ATC in case of weather deviation into Kalaikunda airspace on frequency 121.6 MHz (previously
122.7 MHz). Notwithstanding with the above, Mr Somasundaram, Member (ANS) AAI assured
the house that establishment of relevant routes are being deliberated at the HQ levels. Chairman
AOC further emphasized that till such time the permanent solution comes through, a local level
coordination process may be devised in advance when firing ranges are active, affecting Kolkata to
south bound routes. This would help avoiding further penalty on the airlines at the planning stage
itself.
2.1.6 Capt. Sarvesh Gupta, Chairman, AOC informed that speed control for arriving aircraft
during radar vectoring rather than specifying the number in sequence is more useful. Specifying
number in sequence leads to further questions and thus more R/T congestion. Specifying speed
control & estimated landing time seemed most feasible option rather than just giving sequence.
Also proactive withdrawal of STAR restrictions /altitude constraints if possible will also be a
subject of appreciation. Captain Gupta informed that Bangkok often has speed reduction or
increase instructions (at the entry point itself) in increments throughout the same STAR. The
process is less demanding on RT load, fuel efficient and less vectoring is needed and helps
particularly during monsoon conditions. Mr P K Mishra. ED (ASM) AAI CHQ also mentioned
that transmission of estimated landing time may also be a good option. In response to this, it was
informed that since one sector is not always aware of traffic with the other sector and closeness of
Bangladesh airspace in close proximity, for safety reasons, following STAR is always advisable.
Although depending on traffic scenario, sometimes these restrictions are proactively withdrawn by
the ATC unit.
2.1.7 The pilots also requested establishment of clearance delivery unit at Kolkata airport to
reduce RT congestion on SMC frequency during busy hours. In this regard Mr Kalyan Chowdhury
Jt. GM (SQMS) said that such arrangement would be in place shortly while data-link PDC is
already in place. Airlines are encouraged to use data link PDC.
2.1.8 The Pilots & ATCOs understanding of each other‟s working environment and constraints
are significant in enhancing safety and efficiency. Thus, any such opportunity shall be utilized.
Effective briefing of ATCOs on Familiarization Flights about cockpit procedure/work load etc. is
very useful in understanding of cockpit environment. ATCOs should use laid down proforma for
filling up the observation report.
The suggestion from the ATC Guild Secretary was to allow cockpit travel based on the I/Card of
the ATCO. The meeting decided to send proposal to the DGCA for consideration. Also, it was

suggested that pilots should to visit to ATC unit to improve interaction and garner knowledge
about ATC functioning. Shri.Prashant Sanglikar from IATA suggested that it may be included in
the training programme for Pilots.
2.1.9 Concerns were also raised by pilots about the lack of VHF coverage on route G450 at and
beyond OTABA as well as absence of VHF coverage from DOPID to VATLA. This is very
critical during weather deviation. On these issues, it was informed that due to locational
disadvantage (overseas) it is not possible to install conventional surveillance & communication
(VHF) tool. However ADS-C & CPDLC along with HF communication is already available.
Member (ANS) urged the operators to suitably equip their fleet to take advantage of these
facilities.
2.1.10 Coordination with Dhaka ATC was also an issue of discussion which was followed during
the latter part of the meeting. House was informed by Sh.A.K.Jain, GM (FPDS) & Sh.A.K.Datta,
GM (ATM) AAI that unilateral-routes are planned to avoid congestion on route B593 and is
pending approval from CAAB. The proposal sent to CAAB is attached as Attachment B.
2.2 Agenda Item 2: Presentation by GM (ATM) NSCBI Airport, Kolkata, on CDM,
Eastern Region.
2.2.1 An informative and insightful presentation was given by Sri. Kalyan Choudhury, Jt.GM
(ATM-SQMS), on behalf of GM (ATM) Kolkata on A-CDM initiatives at Kolkata.
2.2.2 The presentation focused on infrastructural developments to reduce delay of aircraft on
ground which includes:
Operationalization of „R‟ taxiway thus reducing ROT by 10 sec which implies reduced
separation between arrivals.
Operationalization of „H‟ and „J‟ taxiway to reduce congestion &delay on Apron.
Creation of new taxi lane joining F1 and A.
Expected Operationalization of „K‟ taxiway during LVP which will reduce ROT by 95
seconds.
Provision of Pre-Departure clearance via data link.
ASMGCS installed to reduce Rwy incursion specially approach & landin on wrong RWY
and monitoring of ground traffic.
2.2.3 Also following issues were discussed:
Establishment of a new dynamic ACC sector „North‟, to reduce R/T congestion of 120.1
Mhz, better utilization of airspace and most importantly enhance safety.
Negotiations are in progress for FUA (Flexible Use of Airspace) with Kalaikunda.
Bhubaneswar watch hour was made 24 hrs during FOG-season at Kolkata. Establishment
of Lower Area Control Centre is also in progress.
Automation type „A‟ by Indra at Ranchi is already completed and work on basic strip is in
progress.
TORA of Patna has been increased and work has been undertaken for up gradation of basic
strip.
2.2.4 A glimpse of the under construction website for Kolkata CDM was also shown to the house
with provision of inputs from Airlines Operators and inputs of parameters from ATC

2.3 Agenda Item 3: Presentation by GM (OPS), AAI Kolkata Airport on Kolkata Airport
Master Plan.
2.3.1 The presentation mainly focused on the master plan for development of Kolkata Airport
highlighting
Operationalization of taxiway „R‟, „F2‟,‟H‟,‟H1‟,‟J‟,‟J1‟.
Operationalization of new Apron.
Extension of Rwy 01L/19R.
Upgradation of Simple Approach Lights on Rwy 19R to CAT-I.
New passenger boarding bridge facilities increased to 12.
Improved signage& markings.
Operationalization of new parking stands.
Proposed extension of „F‟ taxiway after demolition of hangars.
20 cages in the operational area have been installed with the help from Govt. of WB to
mitigate jackal menace.
2.3.2 GM (OPS) shared latest developments in the Kolkata airport in addition to the
Operationalization of new terminal with increased passenger handling capacity along with ultra-
modern facilities. He also shed light on the new developments that have taken place in the airside
including introduction of new taxiways and extension of runways thus increasing airport traffic
handling capabilities
2.4 Agenda Item 4: Presentation by Chairman, AOC, Kolkata followed by house
discussion.
2. 4.1 This was an interactive session where the suggestions were given from airline operators side
Rwy vacation taxiway should be forecasted.
Bhubaneswar should be kept open for 24 hrs., to act as an alternate to Kolkata.
Introduction of website where information regarding delays in arrivals with all effective
NOATAMS to be available
2.4.2 In response to these suggestions it was informed by Member (ANS) that new website will
soon be launched which will facilitate all these information. It was also pointed out that during the
recent fog season, Bhubaneswar was kept open round the clock.
2.4.3 A brief presentation was given by Shri. A.K. Jain, GM(ATM-FPDS), AAI CHQ explaining
issues related to VOR procedure Rwy 01L at Kolkata and informed the house that all the problems
was scrutinized and the procedure was found satisfactory.
2.5 Agenda Item 5: Presentation by Airport Director, LGBI Airport, Guwahati.
2.5.1 Mr Barun Sarkar Jt.GM (ATM) on behalf of Airport Director LGBI Airport briefed about
the automation system of Guwahati Airport and progress made on AIDC Agartala. He also
discussed about the coverage of Katihar radar. He informed that Agartala has one standalone ADS-
B system and if integrated with Guwahati and Kolkata systems, will provide good coverage. He
also briefed about the status report of PBN implementation of Guwahati and airfield lighting
control and monitoring system. He also explained about operational constraint due to large ROT as
both arrivals and departures require back-tracking the runway. He briefed about bird hazards in
and around the airport due to presence of water bodies beyond control of AAI.

2.5.2 Shri. Sarkar also stressed on following issues with IAF:
During air exercise IAF generally does not maintain close co-ordination with AAI,
During the IAF exercise “Live Wire 2013”, two incidents reported.
Fence on west side of Rwy by IAF which falls within basic strip of RWY.
Watch tower to the right of Rwy 20 penetrating the transition surface.
2.5.3 Continuing with the issues of North-Eastern region, the requirement for the establishment
of unilateral routes overflying Bangladesh was also brought into notice with the Bangladesh
authorities. It was pointed out that talk is on between both the countries and the issues will be
addressed very soon.
2.5.4 Operators explained problems faced during flying in the north-eastern part of the country.
Aircraft are required to contact Chabua, Dibrugrah, Jhorhat etc, within a span of five minutes.
2.6 Agenda Item 6: Presentation by Chairman, AOC, Kolkata followed by house
discussion.
2.6.1 No presentation as discussions took place at different stages as meeting progressed.
2.7 Agenda Item 7: Presentation by CAAB, Bangladesh.
2.7.1 No presentation as the issues involved required discussions at higher level in organization.
2.8 Agenda Item 8: Presentation by AOC, Bangladesh followed by house discussion.
2. 8.1 There was no presentation from Bangladesh. Airlines informed difficulties faced by them
while overflying Dhaka airspace. On request for unidirectional route, it was informed by
Bangladesh representatives that proposed routes are passing through restricted airspace. Member
(ANS), AAI informed that AAI and CAAB are in consultation process for unidirectional routes
though Bangladesh airspace.
2.9 Agenda Item 9: Presentation by Dy. Dir. Gen IMD, Kolkata on Doppler integration
into Airport operations followed by in-house discussions.
2.9.1 It was a vivid and informative presentation on integration of Doppler weather radar in to
airport operation for providing important information including strong wind speed and detection of
severe weather phenomena such as thunderstorm, hailstorm, tornado and cyclone along with
information on vertical profile of wind upto a height of 7.5 kms. Also additional information like
rainfall rate, and total rainfall associated to a weather system, expected storm surge height,
potential severity of cyclone and highly accurate short term forecast for severe weather and strong
wind are also provided. He also informed that such Doppler radars, imported from Germany, have
already been installed at various locations across the country and forty more yet to be installed.
IMD is working to create facility to keep all these information in the briefing office handy, so that
airlines can have all the predicted information. The presentation also focused on the types of
thunderstorm like single cell, multiple cell and line squall.
2.9.5 During the in-house discussion the representatives from airlines requested for
transmissometer facility to be installed at aerodromes like Patna, Ranchi etc where flight
operations are severely hampered during the fog season leading to diversions, delay, holding of
flights and thus leading to cost escalations. Airlines representatives requested RVR instruments at

NE airports for which they are ready to pay. Mr Pradhan informed that he would convey the
message to DG, IMD. Replying to the query it was said that as per policy such initiatives are first
taken at the metro airports and would shortly be extended to all other aerodromes as well. Also it
was requested by the operators that information regarding short term forecast on Northwester
hitting Kolkata to be provide readily beforehand. It was also requested to provide real time forecast
in place of generalized forecast. It was informed by representative from IMD that such information
services are already available and it was advised to visit IMD Kolkata website regularly to keep
themselves self-informed.
2.10 Agenda Item 10: Presentation by GM (ATM) IGI Airport, New-Delhi, on CDM.
2.10.1 A presentation was made by Mr. M.C.Dangi (GM-ATM), IGI Airport on current status of
implementation of A-CDM at IGI Airport. He mentioned that meetings are held regularly with all
stakeholders for safety analysis and reporting of safety related issues, especially during the fog
season. He also stressed on controller-pilot interaction resulting in better understanding of ATC
and cockpit procedures, reduction in „Go Around‟ incidents, implementation of uniform speed
control, dissemination of Sector Plan, RWY use Plan, SIDs & STARS to pilots in advance.
2.10.2 Coordination meeting with IAF authorities at Allahabad, Gwalior, Bareilly& Agra was
conducted to ensure that IAF Flight on Mission is accommodated without Delay even MLU
officers were also trained on ICAO Flight Planning and ATS Routes which resulted in reduction of
error queue of military flight plans. Meeting was also conducted with IAF Northern Area Control
Centre for resolving long pending issue of Aircraft operations from Jammu & Srinagar.
2.10.3 RWY/ TWY maintenance schedule is decided between AAI and DIAL in a manner to
have least impact on capacity
2.10.4 Fog CDM Cell is an innovative project involving all stakeholders. It is activated when
RVR is below LVTO. It is A-CDM involving partners from Airlines, ATM and DIAL-GMR.
Airlines are informed well in advance about expected departure time which reduces RT
congestion, ensures timely passenger boarding as well as terminal capacity issues.
2.10.5 Arrival Manager activated on trial basis regularly for safety and for quality improvement.
2.10.6 Readdressal of complaints by the airlines regularly without any delay.
2.10.7 Another major initiative by GM (ATM) IGI Airport is the use of all the three runways
simultaneously by introducing new procedures. Three runway operations have resulted in IGIA as
a „no delay’ airport.
2.10.8 Finally, he announced to the house that with the introduction of A-CDM, it will facilitate
handling of additional traffic
2.11 Agenda Item 11: Presentation by DIAL.

developing A-CDM platform and progress made on A-CDM implementation at IGIA. He also
informed about progress made on simultaneous push-back and dual parallel taxiways. Dr.
G.Manish, Jt.GM (ATM), IGIA gave a presentation on A-CDM.

2.11.2 The presentation focused on A-CDM project at IGIA New Delhi as a joint initiative of AAI
and DIAL. It was informed the house that third phase of trial in progress and it is expected to be
operationalized formally by June 05, 2013 after final approval from DGCA.
2.11.3 The presentation highlighted the concepts of A-CDM and its benefits like reduction
congestion at the holding point which would reduce wastage of Aviation Turbine Fuel and
environmental pollution, R/T congestion and also enhance orderly flow of traffic.
2.11.4 It was also informed that operational trial with ATC has been done during different period
of time in a day for familiarization of ATCOs in all the shifts. Night trials were also performed for
allocation of BOBCAT levels.
2.11.5 The aim of A-CDM is to improve punctuality and slot compliance, reduced taxi time and
optimization of stand allocations as well as providing all partners with accurate and timely
information which will allow decisions to be made to ensure that the turn-around of a flight is
efficient and everyone has a common awareness of the situation. In A-CDM, Airlines and GHA
will calculate and send TOBT to ATC using pre-defined rules assuring fairness and consistency of
application. System will fix a Targeted Take-Off Time (TTOT) and generate Target Start up
Approval Time (TSAT). Accurate TSATs is calculated even when airport is under adverse
conditions.
2.11.6 The Airline operators queried if the TTOT can be entered by the operator themselves. The
reply was in affirmation, since this being an open system the operators themselves can update the
TTOT as per which the expected sequence will be generated, although the final sequencing of
departure will rest with the Tower controller depending upon the traffic scenario in order to
accommodate maximum movement with least average delay and efficient resource management.
2.12 Agenda Item 12: Presentation by Chairman, AOC, Delhi followed by house
discussion.
2.12.1 No presentation but short discussions/clarifications by airlines & IATA.
2.13 Agenda Item 13: Presentation by GM (ATM) CSI Airport, Mumbai, on CDM.
2.13.1 Mr. Jayant Dasgupta GM (ATM) Mumbai briefed about the recent developments and A-
CDM initiatives at Mumbai. He stressed that since multiple agencies are involved in Airport
Operation, bigger the Airport, more numbers of agencies are required to be engaged to tackle
multiple activities associated with airport operation. He expressed that all agencies must work in
tandem for optimization of aircraft movement, keeping safety, passenger comfort and commercial
aspect in mind. This is possible only when all the agencies share information related to aircraft
movement to each other. But there may be some information of commercial importance, which
cannot be shared with all the agencies. So the concept of “Common Information Sharing
Platform”, which is the building block of Airport- Collaborative Decision Making (A-CDM), can
be used.
2.13.2 He explained that the objective of A-CDM Project at Mumbai was to reduce congestion at
the holding point and thus reducing wastage of aviation fuel and environmental pollution, reduce
R/T congestion, enhance orderly flow of traffic, enhance transparency of slot management and
achieve Common Situational Awareness(CSA)

2.13.3 He also told that the designing and development of Dynamic Website with provision of
inputs from Airlines Operators and inputs of parameters from ATC, which would generate Target
Start-Up Approval Time (TSAT), could be used as decision support tools to the controllers. It is in
full swing wherein upon receiving Airline operators input: 1) TOBT or No Delay, 2) Parking Stand
Number; system would follow complex algorithm and would select control variables from the
matrix of Runway in use, Apron and Departure Capacity. System will generate Dynamic TSAT
(Equivalent to Revised Slot Time). It will continuously update TSAT to bring it closer to user
preferred timing, i.e. at or after TOBT. ATC input will be 1) Runway in use, 2) Capacity of
Runway, 3) departure Capacity. All parameters will have default values already in place to reduce
requirements of frequent ATC inputs.
2.13.4 He informed that in first phase, the system would work as standalone system. In the second
phase they would introduce limited one way integration with external system. In Second Phase
primary objective will be to generate Expected in Block Time (EIBT), the single most important
Mile Stone for fine tuning TOBT information.This is in line with the concept elements of A-CDM.
In this phase, they will use actual movement data to generate reports and monitor TSAT
adherence. It will be shown in the website for performance monitoring.
2.13.5 In third phase the system will be integrated with other ATC systems in a secured manner.
The system will be able to generate Departure Plan Information (DPI) and accept/utilize Flight
Update Message (FUM) from Central Flow Management Unit (CFMU).
2.14 Agenda Item 14: Presentation by MIAL.
2.14.1 MIAL could not participate, therefore there was no presentation.
2.15 Agenda Item 15: Presentation by Chairman, AOC, Mumbai followed by house
discussion.
2.15.1 No presentation.
2.16 Agenda Item 16: Presentation by GM (ATM) Chennai Airport Chennai, on CDM.
2.16.1 Mr. C.V. Shaji Jt. GM (ATM) Chennai Airport presented an overview of A-CDM at
Chennai airport. He explained that Chennai does not have AOCC system but meetings are held at
regular intervals with airlines, GFS, GHA, Meteorological Department, Air Force, Security,
Custom and Immigration to enhance safety, efficiency and capacity. After December 2011 i.e. 2nd
A-CDM Meeting at CHQ, three CDM meetings have been conducted at Chennai.
2.16.2 Initiatives at Chennai include simultaneous push-back and start-up to aircraft, standard
airport taxi route, new rapid exit taxiway, standard departure routes, standard arrival routes which
would help in reducing R/T congestion, enhanced safety and reduced workload.
2.16.3 He mentioned that a new rapid exit taxiway „M‟ for Rwy 25 reduced ROT for B737 by 30
seconds and for ATR by 45 seconds as well as reduced delay for departures. Although it was
categorically mentioned that ILS for Rwy 25 is not possible and approach procedure will be VOR
based.
2.16.3 He provided following updates on ongoing projects:

Operationalization of Rwy 12-30 with VOR approach procedure whereas ILS installation is
under active consideration.
Operationalization of RNAV 5 routes between southern region busy airport
(VOMM/VOHS-VABB) and Delhi as well as unidirectional RNAV 5 routes between
VOMM-VIDP/VABB/VECC, VOBL-VIDP AND VOHS-VIDP under process.
2.16.4: He also shared experiences about the recent incident of fire at Chennai ATC complex and
ways how it was managed:
UML and UHS handed over to lower ACCs.
UMM, UBL and OCC monitored from stand-by facilities.
Immediate co-ordination was made with Kolkata, Nagpur, Mumbai, Colombo, Jakarta,
Yangon and Kualalumpur ATC centres.
Arrivals were diverted while departures were delayed.
No incidents took place due to the fire hazards hampering air safety.

2.21.1 M.M. Yasheen Jt.GM (ATM) Bengaluru, briefed about the recent developments taking
place at Bangalore for establishing a proper A-CDM system. He explained about the co-ordination
required with two other ATC units HAL and Yelehanka.
2.21.2 Recent initiatives at the station level
Common platform for information sharing.
Emphasis on TSAT and TOBT for dynamic generation of TTOT and based on these
expected departure sequencing.
Based on DOT, no two aircraft can have the same TTOT.
TSAT communicated by ATC to AOCC.
Post fog management to effectively reduce congestion after lifting of fog.
Commissioning of two more taxiways for departures.
Work on Rapid exit taxiway.

2.22.2 AAI participant asked about any timeline for RET so that ROT could be reduced. When
BIAL explained that construction of RET will involve closure of runway. It was pointed out that
with increase in traffic, it would be more complex to close the runway. He informed that there was
no timeline for RET.
2.23 Miscellaneous Discussions/Concluding Remarks and Vote of Thanks:
2.23.1 Capt Sarvesh Gupta expressed his concern on the fact that airport operators are in the
process of developing A-CDM platforms for their respective airports. Due to this, there may not be
compatibility across the airports and may be a bottleneck in implementation of the A-CDM across
all the airports. He suggested that there is a need for some kind of a joint brainstorming so as to
have the software and process on a single platform. ED (ASM) informed that issue would be
examined at CHQ
2.23.1 Shri.Prashant Sanglikar from IATA informed that IATA has been talking to the member
airlines for sharing real time data with ATC and airport operators. They have been apprised of the
benefits of A-CDM. Format for MOU for sharing data can be made available.
2.23.2 Shri Kanhaya Lal, Jt. GM (ATM-SQMS), AAI CHQ presented list of common
terminologies used for A-CDM. Generally these have been adopted from Euro Control as ICAO is
still developing guidelines and ICAO terminologies are almost same as used by Euro Control.
2.23.3 Capt Sarvesh Gupta suggested to have AOC as a member of CDM. He suggested A-CDM
be a part of CDM process which has much wider spectrum of collaborative activities. He also
proposed for development of A-CDM Manual for India with its overall scope and vision.
2.23.4 Few of participants opined that the ROC (Regional Operators‟ Committee) may be merged
to the improved CDM process. Since A-CDM and ROC have different role, proposal was not
agreed to.
2.23.5 The meeting ended with vote of thanks by Mr Kalyan Choudhury Jt. GM (SQMS),
Kolkata.
