With increased demand on its highways, ports and neighborhoods, Los Angeles is facing a transportation crossroads. Tra;c congestion is impacting commute times, causing the backup of commerce and deterioration of our quality of life. This is happen-ing as the region deals with rising competition in the global market-place and the challenges of securing transportation infrastructure as part of homeland security efforts. Join leaders from transportation, business, government and the community to talk about solutions to the transportation issues facing Los Angeles.
What is Mobility 21? Mobility 21 was created in 2002 to bring together leaders from transportation, government, business, labor and the community to develop solutions to transportation issues facing Los Angeles County. Members of the Mobility 21 coalition have also made their voices heard in Sacramento and Washington, D.C. as advocates for more investment in transportation for Los Angeles. Mobility 21 is presented by the Los Angeles Area Chamber of Commerce and Los Angeles County Metropolitan Transportation Authority in partnership with the Automobile Club of Southern California.

Concurrent Breakout Sessions 9:45 a.m. – 11:45 a.m.
Join experts in developing and recommending solutions to be advocated to state and federal elected officials on one of the following topics:
Transportation and its Role in the Global Economy: How can this County Remain Competitive?
The nation’s economy greatly depends on our region’s ability to move people and goods throughout Southern California and beyond to the rest of the country. Increasing traffic congestion is making it more difficult to deliver commerce and causing longer commutes for workers. The result? Missed business opportunities, reduced productivity and declining economic competitiveness. Add to that, the rise of Asia’s manufacturing capacity and the increasing competitiveness of the global economy. This session will focus on how transportation is affecting Los Angeles County’s ability to compete in the global marketplace and what can be done to maintain the region’s place in the world economy.
Sponsored by Maersk, Inc.
Transportation and Quality of Life in LA...Stop, Even if You've Heard This One Before
Congestion in Los Angeles is the worst in the nation; housing affordability is at a record low; and consumer demand to move goods throughout our region continues to outpace projections. The county's ability to remain economically competitive and environmentally healthy depends on efficient movement of people and products, as well as on an array of choices in where we can live, work, learn and play. In this session, we will explore how to "measure what we treasure" – moving beyond the measurements and tools we currently use and toward a paradigm that better reflects the challenges ahead and the quality of life we aspire to in Los Angeles County.

Finance Plenary Congestion in Los Angeles County is the worst in the nation; the State of California has run out of money to build and operate our highways while the demand on our system to move more people and goods is unprecedented. How can we pay to maintain and improve our infrastructure in light of the state fiscal challenges? Several innovative public/private financing tools are being used nationwide that could provide more funding options to improve congestion and keep our region more mobile, healthy and competitive.Speakers:Nicholas Hann, Managing Director, Macquarie North America Ltd.Tim Ransdell, Executive Director, California Institute for Federal Policy Research

Homeland Security: Ensuring the Safety of Transportation
Homeland Security Secretary Michael Chertoff has argued for the allocation of federal funds for homeland security to be based on strategic needs rather than fixed allocations to individual states. This session will begin with an update on federal and state funding priorities for 2006/07, and a policy overview of risk assessments for transportation projects. A panel will also discuss the application of homeland security resources for our region’s transportation infrastructure needs, and how businesses can partner to meet these needs.
