The concepts of ‘global citizenship’ and ‘global competence’ have gained increasing currency over the past 20 years. The term global citizenship, especially, is now routinely used in a wide range of political, social, cultural, economic, diplomatic and educational contexts.

There is also significant government interest in deepening Australia’s global engagement – particularly in the Asian region – through the business, industry, science, education and research sectors.

This outward focus is increasingly reflected in national policy and Australia’s political and public diplomacy. However, it is not altogether clear how best to express and embed global citizenship in various national enterprises – including education.

This one-day national symposium will bring focus to the discussion and critically examine what we mean by global citizenship and global competence for Australian higher education students.

IEAA acknowledges the financial and other support provided by the Australian Government Department of Education. This event is also supported by the Office for Learning and Teaching and the Victorian Department of State Development, Business and Innovation.

IEAA Research Roundtable 2014TRANSNATIONAL RESEARCH COLLABORATION The International Research Roundtable is a one-day event organised by IEAA and held annually in conjunction with the Australian International Education Conference (AIEC).

It includes:

■ An international panel discussion on the state of current world research in international education

■ A scan of new research released in the past year ■ Current and recently completed research and thesis summaries and updates.

TARGET AUDIENCEThe Research Roundtable caters to the interests and needs of established and new researchers, including current research students, across a wide range of disciplines researching on international education; education industry practitioners and research users; government policy makers; research commissioning/funding agencies.

KEY THEMES

■ What explains the interest in global collaboration? How does it reveal the ways in which knowledge is now produced and disseminated?

■ How do higher education institutions justify and align transnational research collaboration to their broader strategic priorities?

■ How do institutions choose transnational research partners, view and manage opportunities and negotiate challenges associated with the issue of ownership and commercialisation, as well as differences across cultural and academic traditions?

Richard BakerProfessor Richard Baker is Pro-Vice Chancellor (Student Experience) and Professor of Geography and Deputy Dean in the ANU College of Medicine, Biology and Environment and ANU College of Physical and Mathematical Sciences.

The Pro Vice-Chancellor (Student Experience) provides leadership of strategic initiatives that enhance standards of student learning and improve the quality of the student experience.Prior to this, Professor Baker had a long history of educational leadership at ANU. Trained in the fields of geography and archaeology at ANU and the University of Adelaide, he has also worked at the Northern Territory Museum and the National Museum of Australia. His research has focussed on issues related to Indigenous land management and how to effectively link teaching and research.

Brett BlackerBrett Blacker is Director, International at the University of Newcastle, supporting the university’s internationalisation agenda and international student experience. Brett is a long-standing Board Member, current Vice-President and incoming President of IEAA.

He completed a Bachelor in Management and Marketing as well as a Masters in Leadership and Management in Education at the University of Newcastle before commencing a marketing role with Newcastle’s International Development Office.

He was appointed the Director of Murdoch International, Murdoch University in 2004. Over the proceeding years his portfolio expanded to include Residential Services as well as the Alumni, Careers and Employment Office.

Brett also worked in the commercial sector as National Business Development Manager and subsequently General Manager: Health, OSHC Worldcare, Mondial Assistance (Allianz Insurance) from 2008–2011.

Sally CappSally has extensive experience in CEO and executive leadership roles in both government and large corporations. Immediately before joining KPMG, Sally represented the Government of Victoria as Agent General across Europe and Israel

for over three years. Prior to that Sally was the CEO for the Committee for Melbourne for three years working on Federal and State Government policy issues. Sally’s particular focus is on government, infrastructure, technology and manufacturing.

Sally has acted on a number of Boards including for private and public companies, ASX listed companies, and not for profit organisations.

Joan CooperEmeritus Professor Joan Cooper is a Higher Education Consultant. She has extensive experience in senior executive positions in Australian universities. She retired in March 2012 from the position of Pro-Vice-Chancellor (Students)

& Registrar at UNSW. Professor Cooper was formerly Deputy Vice-Chancellor (Academic) at Flinders University. She is a former Dean of Informatics at the University of Wollongong, where she served as Chair of the University Senate, and has held senior positions at two other Australian universities

Just prior to her retirement from UNSW in 2012 she initiated and implemented the Diploma of Professional Practice (DPP); an institution-wide enterprise that was developed to enhance UNSW students’ opportunities to develop their graduate capabilities. This intention of the DPP is to enhance students’ employability as well as their understanding of professional work and career readiness. Professor Cooper has continued at UNSW in part-time strategic role to oversee the implementation of the DPP.

Debnath GuharoyDebnath Guharoy is Regional Director-Asia, Roy Morgan Research and Chairman Australia- Indonesia Business Council, Victoria.

His career in marketing services cuts across the Asia-Pacific region. He has worked in both

local CEO and regional roles at JWT. He was the youngest international vice-president in the world’s oldest ad agency. After five years as a successful ad agency partner, Debnath tasted failure as an internet entrepreneur in a start-up that had the support of Roy Morgan Research. He turned to market research and consulting with the company in Australia. He is also a part-time columnist, writer and speaker. Having lived in seven countries and worked in 17, Debnath is instinctively at home anywhere in the Asia-Pacific region. An Australian citizen by choice, Melbourne’s Bayside has been home since 1998.

Anita HarrisAssociate Professor Anita Harris is an ARC Future Fellow undertaking a project entitled ‘Young People and Social Inclusion in the Multicultural City’ and an ARC Discovery Project (2011–2013) on ‘The Civic Life of Young Australian Muslims:

Active Citizenship, Community Belonging and Social Inclusion’. Anita was previously a Mid-Career Research Fellow at the University of Queensland, where she was also Deputy Director of the Centre for Critical and Cultural Studies.

Her research interests include youth identities and cultures; citizenship, participation and new politics; and globalisation and multiculturalism. She is best known as a leader in the interdisciplinary field of girls’ studies. She has recently completed an ARC Discovery project on young people’s emergent practices of political engagement and civic connection (2005–2009).

Richard JamesRichard James is Pro Vice-Chancellor (Equity and Student Engagement) at the University of Melbourne, and has accountabilities for student equity, staff equity and student engagement including the development and

implementation of equity programs and policies.Richard holds a chair in higher education in the Centre for Studies in Higher Education and is a well-known researcher and commentator on higher education policy in Australia. He has wide-ranging research interests in higher education that centre on the quality of the student experience. His research program spans access and equity, the transition to university, student finances, student engagement, quality assurance and academic standards. Richard is a member of the Higher Education Standards panel and a Fellow of the Australian Council for Educational Leaders.

Rob LawrenceRob Lawrence is a marketing and communications strategist and Director of Prospect Research and Marketing, whose clients include many universities in Australia and overseas. Rob’s desire to find creative outcomes and

informed intelligence underpin his research reputation that is now known internationally. In the past few years, Prospect has produced research and strategy plans across 30 countries.

Every year, Rob and his team interview tens of thousands of students, employers, business and opinion leaders, and educators in the pursuit of market intelligence and accurate, inspirational and insightful results. Rob presents at numerous conferences and the results of various independent papers and research studies are made available to all clients on a regular basis. Kathleen LilleyDr. Kathleen Lilley is an educator, researcher and project manager in international higher education. As Australian Project Leader for an Australian–European Joint Mobility Project (2008–2011), Kathleen found the notion of global citizenship to

be under explored in terms of international mobility, universities and employability.

Kathleen’s research has resulted in a number of scholarly publications and is attracting both academic and industry attention. Her interest lies in seeking wider national and regional policy and practice perspectives for the university and workplace context of global citizenship, cultural competence and Asian capabilities.

In addition to success in the award of a number of grants, Kathleen has extensive project management skills and experience with a strong employment history at Brisbane’s three universities through her role as Centre Manager for the Queensland Centre for Public Health.

Helmut LueckenhausenEmeritus Professor Helmut Lueckenhausen is inaugural Executive Dean of Design at Think Education, a member of Laureate International Universities.Helmut also represents the internationalisation endeavour at Think.

Helmut has many years experience in the academic aspects of design, from lecturing in 3D Design to becoming Dean, Faculty of Design at Swinburne University of Technology and serving as Chair of the Academic Board for nine years.

Before accepting the position at Think, Helmut had been Pro-Vice Chancellor Internationalisation at Swinburne. Prior to this role, for six years, Helmut was Pro-Vice Chancellor and Chief Executive, Swinburne University of Technology Sarawak.

Don MarkwellThe Executive Director of the Menzies Research Centre, Dr Don Markwell, is Senior Adviser on Higher Education to the federal Minister for Education, the Hon Christopher Pyne MP.

Born in outback Queensland and Rhodes Scholar for Queensland in 1981, he

was the first Rhodes Scholar to be appointed Warden of Rhodes House, Oxford (2009–12). He was previously Deputy Vice-Chancellor (Education) at the University of Western Australia (2007–09), Warden of Trinity College at the University of Melbourne (1997–2007), and Fellow & Tutor in Politics at Merton College, Oxford (1986-97).

He has written extensively on constitutional issues, international relations, economic thought, and educational issues. Among much other policy-related work, highlights of Dr Markwell’s year-long leadership of the Menzies Centre included publication of the book State of the Nation: aspects of Australian public policy and a detailed consultation process for development of the Coalition’s New Colombo Plan.

Dennis MurrayDennis is Director of Murray Goold International and a Senior Honorary Fellow at the LH Martin Institute for Leadership and Management of Tertiary Education at the University of Melbourne where he is responsible for and teaches the subject

‘Management of International Tertiary Education’ in the Master of Tertiary Education Management course.

Dennis established and was Foundation Executive Director of IEAA. He has 25 years executive leadership and management positions in the internationalisation of higher education. He researches, consults and publishes on higher education internationalisation strategy, leadership and management and in associated public policy.

Danny OngDanny Ong is in his final stages of completing his PhD at Monash University on how domestic and international doctoral candidates construct their work experiences.

During his undergraduate years, he was heavily engaged with international

student activities, notably as the President of Monash University International Student Services (MUISS) in 2005. Using this experience, he authored the International Students’ Handbook – Living and Studying in Australia with UNSW Press in 2009. Danny continues to share his experience with international students by presenting at seminars and actively mentoring student leaders.

Danny is currently working as the Multicultural Employment Consultant at Monash University. He works extensively with government agencies, local councils, professional bodies and businesses to offer suitable employment opportunities for international students to be active members of the Australian society.

Prem RamburuthPrem Ramburuth is a Professor in International Business in the Australian School of Business (ASB) and is President of the Academic Board at UNSW.

Prem’s area of expertise focuses on cross-cultural and diversity management in business

and higher education. She is recognised nationally and internationally for her scholarship in learning and teaching.

Prem is an active researcher and has attracted over $1.5 million for her research activities. She has published in many renowned higher education journals.

Fazal RizviFazal Rizvi is a Professor in Education in the Graduate School of Education at the University of Melbourne. He joined the university in July 2010 after coming from the University of Illinois at Urbana Champaign, where he directed the Global

Studies in Education program.

Fazal’s background is in Philosophy, but much of his research has addressed issues in education policy. Over the past two decades, this research has focused on issues of identity and culture in transnational contexts; the global mobility of students; and theories of globalisation and the internationalisation of higher education.

His recent books include Youth Moves: Identities and Education in a Global Era (Routledge 2007), (Routledge 1996), Globalization and the Study of Education (Wiley 2009) and Globalizing Educational Policy (Routledge 2010).

Fazal is currently on the board of Asia Education Foundation, and was recently elected a Fellow of the Academy of the Social Sciences in Australia.

Zlatko SkrbisProfessor Zlatko Skrbis is Vice-Provost (Graduate Education) at Monash University. His portfolio responsibilities include coursework and research graduate education onshore and offshore and the development of early career researchers.

Before joining Monash in 2013, he was Dean of Graduate School at The University of Queensland. Professor Skrbis is the immediate past convener of the Universities Australia Council of Deans and Directors of Graduate Research. He held prestigious fellowship appointments at The University of Warwick (2008) and The University of Manchester (2010).

SPEAKER BIOGRAPHIES

Professor Skrbis is an Honorary Monash-Warwick Professor and Honorary Professor in Sociology at The University of Queensland. Professor Skrbis holds undergraduate degrees in philosophy and sociology of culture from the University of Ljubljana and a PhD in sociology from Flinders University of South Australia. His research spans the areas of migration studies, social theory and life-course studies.

His recent books include Cosmopolitanism: Uses of the Idea (2013, with Woodward), The Sociology of Cosmopolitanism (2009, with Kendall and Woodward) and Constructing Singapore (2008, with Barr; Arabic translation in 2013).

Andrew SmithAndrew Smith is Vice-President (Engagement) at Swinburne University of Technology and was formerly CEO of Swinburne College.

Andrew’s professional life has encompassed both the public and private education sectors. Prior

to his appointment at Swinburne College, he was CEO of the Australian Council for Private Education and Training (ACPET). He has strong track record of expertise and strategic leadership in the education, training and not-for-profit sector.

His role as Vice-President (Engagement) involves coordination of expertise from across the university to design and implement strategic projects to achieve Swinburne’s goal to be the partner of choice for industries and communities and to generate support from alumni and philanthropists.

Ly TranLy is a Senior Lecturer in the School of Education, Deakin University. Prior to this, she was a staff member at RMIT University, Monash University and a Lecturer at Hue University, Vietnam.

Ly’s research interests are broadly situated in the areas of international

education, curriculum studies, staff professional development and the sociology of education. Her ongoing research focuses on the nexus between international students’ investment in overseas study and migration and the internationalisation of the student experience.

Ly has recently been a Chief Investigator on a Discovery Project funded by the Australian Research Council, addressing the learning experiences of international students, teachers’ professionalism, teachers’ adaptation of teaching practices and the internationalisation of vocational education.

Sharon WinocurDr. Sharon Winocur is Executive Director of the Business Higher Education Roundtable (B/HERT). She joined B/HERT in August 2008 after previously having held senior executive positions in the Victorian and Queensland Public Service following a

successful university career as both an academic and an administrator.

Following an academic career in psychology, Dr. Winocur established the first Office of Equal Opportunity and UQ-Link at the University of Queensland, a specialist program for academically able students from low SES backgrounds who demonstrated great potential is still operating over 20 years later.
