The NQA Plan is provided in accordance with 10 CFR 50.54(a)(3) and 30 CFR 50.55(f)(3). Enclosure 2 itemizes the changes to the NQA Plan since Revision 8 was implemented and provides appropriate justification. This fulfills TVA's commitment to update the NQA Plan 60 days following NRC's approval of TVA's proposal to eliminate the independent technical review function from Nuclear Licensing. The proposed changes wero discussed in TVA letters to NRC dates' March 2, 1999, June 29, 1999, and August 25, 1999. NRC approved TVA's proposal on August 26, 1999. Since this safety evaluation approved the changes associated with the independent technical review function in advance, they are not considered a reduction in coummitment for this revision. No other changes in Revision 9 represent a reduction in commitment from the previous revision. In suammary, the changes involve reassignment of procurement-related responsibilities from Engineering .md Technical Services to the Procurement organization, elimination of independent technical reviews from Nuclrar Licensing, inclusion of responsibility for independent technical reviews iii the Engineering organization with a related responsibility in Nuclear Support, reflect updated organizational charts, refertnce to 10 CFR 72, and other refinements. 9oa&3si
