WATTS BAR !JCLEAR PLANT (WBN) UNIT 1 AND 2 - PHYSICAL SECURITY AND CONTINGENCY PLAN (PS/CP) REVISION 3

Pursuant to 10 CFR 50.54(p), this letter provides Revision 3 of the PS/CP which supersedes Pages 1 through 89 of Revision 2 submitted on March 27, 1998. This revision incorporates changes to implement improvements to the WBN security system and processes. In addition, a discussion was added concerning contractor security force strikes. TVA has evaluated these changes and does not consider these revisions to decrease the overall effectiveness of the security plan.

Enclosed are four copies (Nos. 6 through 9) assigned to NRC. Copies 10 and 11 are being provided to Region II by copy of this letter. The information is being sent by certified mail and the signud receipt will signify that NRC has received this information and acknowledged that it contains safeguards material to be protected in accordance with 10 CFR 73.21, "Requirements for the
