Dear Citizens,
As the Fire Chief of the Fort Myers Beach Fire Control District it is my pleasure to present the summary of activities for the year 2014. As a department, we continue to accept the challenges presented by the economy, increased demands for service, and the adaptation to ever changing technology. The District will continue to explore community partnering as we constantly strive to make a substantial positive impact within our local community. Our firefighters are well respected in the community and continue the endeavor to be great role models! As a department we are consistently working to achieve and / or maintain the highest level of professionalism and efficiency on behalf of those we serve. The District also continues to collaborate with regional fire departments on training, specialized response teams, and of course, mutual aid. These collaborations reduce our overhead costs while at the same time allowing us to provide efficient service levels to our community. I am happy to report that the District completed 2013/2014 under budget and our annual audit, had no negative findings; something we have come to expect and highly appreciate! The District remains in a good financial position and will continue to do so as we continue to live within our means. Improving communications throughout the organization has been a high priority for 2014 and will continue throughout the coming years. The Management Staff and Operations are constantly exploring areas in which communications can be increased, by recognizing a job well done, and resolving issues as they arise. A primary goal of mine is to continue to build and maintain the public and team members’ trust through open communication, transparency in the budget, engaged and thoughtful decision making, and enhancing the growth in all of our personnel that builds depth and breadth for the future! I am reminded daily of the great service the District provides to our community. I am proud of the work we do and am thankful for the support we receive from our community. I want to thank everyone who helped make 2014 a safe and successful year. I look forward to working closely with the dedicated men and women of the District as we seek to effectively serve our citizens with care and compassion. Sincerely,

2014 ELECTION RESULTS FOR THE DISTRICT
The District congratulates the returning Board Members who were up for re‐

The EMS Bureau is overseen by Medical Officer – Captain Randy Kraus. The FMBFD EMS Bureau operates two 24 hour advanced life support (ALS) transport ambulances, and all of our fire apparatus are fully staffed with a Paramedic to ensure ALS care is provided by the closest responding unit to medical emergencies. FMBFD has been providing ambulance transport services since 1962, making our ambulance service the longest standing transport department in Lee County.
Our personnel receive monthly training, annual performance standards testing, daily quality assurance/improvement feedback, and a thorough/comprehensive credentialing process to ensure the level of expertise our community is entitled to. The Bureau of EMS, is committed to compassionately delivering excellent pre‐hospital care, and to protect the safety and health of the residents and visitors of Ft. Myers Beach and Lee County. Our vision is to expand upon our role as a critical public safety agency that delivers exceptional pre‐hospital emergency care, as well as; developing community initiatives to better the lives of those in our community. The department will remain at the forefront of EMS advancements, driving progress in clinical care, operations, research and training. The Fire Prevention Bureau is overseen by the Fire Marshal – Captain Ron Martin. Captain Martin and his staff are responsible for Fire Code Compliance, Inspection, and oversight of construction of all structures that are subjugated to The Florida State Fire Code per the Florida Fire Prevention and Control Act, Chapter 633 of the Florida State Statutes. In Fiscal Year 2013/2014 the Fire Prevention Bureau was proud to welcome (42) new businesses to the Community by providing USE Inspections, the Final Step prior to opening for Business. The Fire Prevention Bureau has inspected a total of
10.9 million square feet of the inspectable property in the community, with much more to come. The Fire Prevention Bureau utilizes a passive model for Fire Code Compliance. What this means to the Community is simple; with the exception of Violations that are imminently hazardous to life or property, the Fire Prevention Team attempts to gain compliance with ongoing education, meetings, and discussion with our customers. Writing citations and costly court appearances is always the last step and quite frankly the absolute last resort in any productive Fire Code Enforcement program. As your Fire Prevention Team we understand coming into compliance with the Florida Fire Prevention Code can be financially burdensome; therefore, we look for ongoing compliance efforts with forward working progress. Utilizing a passive enforcement process 1392 violations were issued, and 781 violations have been resolved; an impressive violation abatement rate of 56%. Both the community and the Fire Prevention Team is to be commended. Finally, it is with great pleasure that we announce (3) community partners, the Shamrock Pub, Lahaina Inn, and the Beach Pub retrofitted their respective establishments with Fire Sprinklers. This is a huge step towards overall community risk reduction and safety for all. FIRE INVESTIGATIONS: The District experience $157,850.00 in Fire Loss in Fiscal Year 2013/2014. This Fire Loss amount represent a 39.4% reduction from 2013/2014 totals. One fire was ruled as Incendiary or Suspicious for a total loss of $2850.00. PUBLIC COMMUNITY EDUCATION: The Fire Prevention Team has been very active in the community, helping to train 200 individuals in American Heart Association CPR, First Aid, and AED usage. In October, the Fire Prevention Team had a tremendously successful Fire Prevention Week at Time Square, educating close to 750 residents on the necessity of working smoke detectors and fire escape planning in the home.

The Operations Division is overseen by Assistant Chief Tom May. In 2014 the District responded to a total of 3138 incidents inclusive of EMS, fire and non‐fire, hazardous, special operations and mutual aid provided. The average response time to these calls averaged 6:27 minutes.

The District recognizes the need to always remain solid on core skills, as well as training on those that are high hazard / low frequency, in order to minimize risk potential as well as ensure that we continue to provide the best quality care and hazard mitigation for our citizens and visitors. In order to maximize the talents of our team members; and minimize the cost, we do most of our training with the South Six. Below are highlights from some of the training that occurred this past year.
Along with Iona McGregor, the District participated in a rapid intervention drill which was designed to rescue a lost and disoriented firefighter. Training took place over three days with approximately 75 units participating in the drill. Battalion Chief Tom Grow assisted with organizing this training.
During the Doo‐Wop Festival at Santini Marina Plaza, the District provides local citizens and visitors with a vehicle extrication demonstration. This drill is part of the NFPA 1410 – Basic Company Evolutions.

Fort Myers Beach Fire Rescue along with Tice Fire Department trained with a new piece of firefighting
equipment purchased by Bayside Estates. With limited hydrants and costs outside of their budget to install
new fire hydrants, Bayside Estates worked with Fire Marshal ‐ Captain Martin on an alternative solution to
their problem; the Turbo Draft, which currently meets the needs of the community. The willingness of the
District and Bayside Estates to find an alternative solution to their problem reflects the Prevention Bureau’s
passive approach when issues arise with community partners. Bayside Estates purchased three Turbo Drafts
for Department use; they are mounted on E‐32, E31, and E30.
How it works; the Turbo Draft utilizes the water stored onboard the fire truck, as the water is pumped into
the Turbo Draft, the water under pressure returns back to the engine with the tank water as well as the
suction flow back to the fire truck. This allows the fire truck to be at least 150 feet away from the water and
still achieve significant net water flow to be utilized for firefighting.
To put the unit in operation, a 2 1⁄2 inch hose line and a 5 inch large diameter hose (LDH) supply line are
stretched from the fire truck with the eductor to the water supply. The eductor is placed in the water and the
2 1/2 line is charged to 150 psi. This immediately starts the flow of water back to the fire truck through the 5
inch LDH supply line. Once the suction flow is established, the first portion of the flow is used to replenish the
tank water in the truck.
Once the tank has been replenished, the water supply has been established and water can be supplied for
use on the fire. At the training we were able to put into service two Turbo Drafts from one engine, we
supplied 200 gpm at 150 psig to the eductor, 750 gpm was developed as a suction flow with a total flow back
to the fire truck of 950 gpm for each Turbo Draft.

The end of an era brings new leadership to the Operations Division. Captain Michael Coenen is
promoted to Shift Commander, Jake Lamb is promoted to Company Officer and Cody Chilson,
Stephen Reynaert and Paul Russell are promoted to Engineer! Congratulations to these
individuals who are committed to the District!

It is with heavy hearts and great sadness that we cannot present the 2014 Civilian of the Year award to our friend and colleague Alan Vacks, as he passed away on September 19, 2014. Even though he is gone, he is remembered as a leader who served
the Fire District through CERT for six (6) years and quickly rose to a
leadership position in the CERT Team. Alan was extremely active in
Public Education offerings by the District and frequently taught CPR,
Pet First Aid, Fire Extinguisher Training and a vast array of other
Disaster/Safety classes.

On June 24, 2014, the USAR Team was activated to locate two children who had wandered away from their parents in the Estero area. FF / Engineer Dan Miller and Captain Mike Coenen are a part of the Lee County USAR Team and were activated to assist in the search. FF / Engineer Dan Miller was the lead for the team that found the young boy. I would like to take this opportunity to thank FF / Engineer Dan Miller and Captain Mike Coenen for their participation as well as our other team members that participate on the USAR Team.
On July 8, 2014 the Center for Public Safety Excellence awarded Captain Ronald L. Martin of the Fort Myers Beach Fire Control District accreditation as a Fire Officer. Captain Ronald L. Martin joins the ranks of 207 Fellow Fire Officers nationwide to have obtained this designation. Please join me and the Center for Public Safety Excellence Peer Review Committee in congratulating Captain Martin on achieving this designation.
District members were presented The Phoenix Award, which is presented to emergency responders who resuscitate a patient in cardiac arrest. Paramedics and Emergency Medical Technicians from Lee County EMS, as well as county communication officers and local firefighters, received awards during the ceremony held Friday, December 12, 2014. We are proud to congratulate the following District employees!

In 2014 three long‐time team members retired. We will miss them and wish them the best in
retirement!
Dave Reckwerdt
Dave was hired in 1991. During his time in service he moved up into the rank Engineer. He was a skilled engineer and he was depended upon for his technical rescue expertise. Dave was commended in 2000 for his research to assure the two new ambulances the District purchased would meet the District’s needs!
Ivan Bestrom
Ivan was hired in 1989. During his tenure he rose through the ranks to become a company officer in May, 2005. In 1999 Ivan was tasked with overseeing the committee in charge of purchasing computer equipment and software to meet the District’s current and future needs. Ivan was instrumental in completing the project and training all District employees on the software!
Tom Edge Tom Edge began his career with the District in 1979 under the supervision of Fire Chief John Duke. Tom was promoted to Captain April 4, 1989 and to Deputy Chief January 2, 2002! Tom was presented with his retirement axe at the Commissioner’s meeting in September, 2014. Tom’s family was present to share in honoring him for his long time service!

The Annual Easter Egg Hunt is always a treat for the children and young at heart! Festivities included a coloring contest sponsored by the Red Coconut along with other fun activities. The District is honored to provide the children with the life‐size Easter Bunny to guide them as they navigate the grounds for precious treasures! Spirit of the Holidays – A tradition that has been led by one of Santa’s most dedicated helpers – Tom Edge. Will he pass the torch as he retires from the District, or will he carry on the tradition of providing the children of the Beach with lots of toys and surprises that warm their heart and strengthens their belief in Santa and his team? Let’s see what 2015 brings!
For the 60th Year the District collected money for the Muscular Dystrophy Association by raising more than $8,292.00. The Local 1826 collected a total of $114,000.00 and was ranked 1st in the State of Florida for most funds collected! Thanks goes out to the shifts for donating your time and effort to a much needed cause! District employees once again helped provide a haunting experience at the 24th Annual Bay Oaks Family Fright Night. The event was a huge success due to the volunteers from the District that helped setup the attractions for the event. Thanks goes out to all the shifts; A‐Shift, B‐Shift and C‐Shift for devoting their time and labor to make it happen!

The journey began July 29th, 2011 when Medical Officer, Captain Randy Kraus along with colleagues traveled to
New York to take possession of two pieces of steel from the World Trade Center which was granted by the Port
Authority of New York and New Jersey. Many would be witness to the transport of the two steel beams, but
would not know the history and significance as it journeyed through several states and later made passage aboard
a train on its destination to Southwest Florida.
The two steel beams would lay in waiting at the US Coast Guard located on Fort Myers Beach due to the lack of
funds needed to erect the Memorial after dedication of the artifacts on September 11, 2011. Months went by until
the effort was revitalized by District staff and a local contractor Brian Sullivan of Boulton Construction. A ground
breaking ceremony was held September 11, 2013 where preparation began to lay the foundation where the Steel’s
journey would end and be placed into its final resting ground. A place to reflect and honor America’s history and
those that fought to defend our freedom.
Funding came from businesses and individuals to obtain the more than $30,000.00 to complete the construction of
the resting place at Station 33. Through hard work and perseverance, the Artifact was presented to the public and
community on September 11, 2014.
It is with a quiet heart and soul that the Memorial has taken shape and rests at Station 33 in hopes that history will
not be forgotten, but rather be touched by all who come in contact with it for years to come!

On September 25th, 2014 the Community Emergency Response Team (CERT) along with
District team members, community members, family and friends said goodbye to a longtime
friend and colleague. Like many of Alan’s friends and acquaintances, we all knew he was a
hands on leader and took his role as the CERT Team Leader of the Fort Myers Beach very
serious! But even serious leaders have fun with their jobs when they love what they do!
However much you like your work, it’s the people that you meet in it that really matter and
our colleague Alan Vacks was one that has left a lasting impression on us all!
