CHIHUAHUA Three El Paso Residents Murdered in Ciudad Juarez, Chihuahua – 08 October 2011
Three individuals identified as residents of El Paso were
killed within a one-week time period during two separate
incidents in Ciudad Juarez, Chihuahua. These incidents
were reported as follows:
Incident one: on 03 October 2011, Victor Hugo
Lopez Jr., 21, was shot sixteen times as he was
traveling in a vehicle along Jacarandas and
Almendros Streets in the Jardines del Bosque
neighborhood [31.70086,-106.405249].
Incident two: on 30 September 2011, four
individuals were attacked by hitmen as they were
traveling in a van with Texas plates in front of a
shopping center located at the intersection of Zaragoza Boulevard and Oscar Flores Sanchez
Street [31.659518,-106.442671]. At this point, the victims have been identified as Paulo Noe
Williams, 19, Rosa Williams, 35 (mother of Paulo), Alberto Nieto (the brother of Rosa), and Alba
Nieto (the wife of Alberto). According to family members, the Williams were in Juarez to pick
up a family member who had been released from jail.
Comment: In 2010, 50 U.S. citizens were killed in Ciudad Juarez, and to date in 2011, 15 have been
killed. Throughout Mexico, at least 100 U.S. citizens have been killed (time period not specified).

The message contained within all the banners was the same and read as follows: “You see, Chapos
(referring to individuals working for El Chapo) and Mayos (referring to individuals working for El Mayo
Zambada), those agreements with the government have come to term. They already asked you for El
Flaco, Gabino, Marrufo, Adan Zalazar and Dientes de Ajo because of the clandestine graves in Durango,
to calm the activity in your Plazas, and to put a stop to the shit you do to the citizens. Sincerely, NCJ”

GUERRERO
Dismembered Body with Narco Message Directed to President Felipe Calderon and the Governor
of Guerrero Posted in Ciudad Altamirano, Guerrero – 06 October 2011
On 06 October 2011 at
approximately 0100 hours,
authorities recovered the
body of a dismembered
male murder victim from
the Los Heroes traffic
circle in Ciudad Altamirano
[18.357621,-100.665836],
Guerrero. The body of the
victim was wrapped in a
blanket along with his
severed head, forearms, and feet. The victim had also been shot in the head and in the neck. The narco
banner left with the body read as follows:
“Mr. President Felipe Calderon Hinojosa: the SSP Secretariat of Guerrero, Ramon Almonte Borja, is
supporting the Devil’s Command and La Barredora to extort teachers in Acapulco, Guerrero. They (the
Devil’s Command and La Barredora) work for Los Caballeros Templarios. Jose Almonte Borja, the
bother of Ramon Almonte Borja, is incarcerated in the U.S. on drug trafficking charges. Investigate the
SSP Secretariat of Guerrero, and you will find out the truth. Mr. Governor Angel Aguirre Rivero: if you
don’t remove Ramon Almonte Borja from office, the next murder victims will be your family members”.
The now deceased individual has not yet been identified.

Seven Murder Victims with Messages Signed by Los Caballeros Templarios Recovered in
Zihuatanejo, Guerrero – 06 October 2011
On 02 October around 0200 hours, the bodies of seven male
murder victims were recovered near a telephone pole located
in front of the Sol fountain located along the Paseo de
Zihuatanejo Boulevard. A narco message left at the scene
read as follows: “Los Caballeros Templarios do not kill
innocent people; only those who cause harm to citizens”.

MICHOACAN Soldiers Arrest 19 Alleged Organized Crime Operators to Include a PRD Representative in
Coalcoman, Michoacan – 08 October 2011
A raid conducted by soldiers led to the arrest of 19 alleged organized crime operators at a farm located in
the Villa Victoria village of Coalcoman [18.767946,-103.144455], Michoacan. Following this operation,
one of the individuals now in police custody was identified as Higinio Fernandez, the PRD party Leader
of Chihicuila. Items seized during this operation included a pick-up and multiple weapons. At this point,
the identities of the other 18 individuals have not been released.
Comment: In approximately five weeks, elections will be held to appoint a new Governor, 113
municipal presidents, and 40 local representatives in Michoacan.

SINALOA
Authorities Seize 2.0 Metric Tons of Marijuana from Two U.S. Citizens in Sinaloa – 06 October
2011
On 05 October 2011, federal police arrested two individuals identified as being citizens from San Diego,
CA, after discovering they were transporting 962 packages of marijuana weighing 2.0 metric tons. The

arrests in question were carried out after officers stopped the motor home (California plates 5GGY369) in
which the two U.S. citizens were traveling in at 4+300 kilometer mark along the Los Mochis stretch of
the Mexico-Nogales highway in Sinaloa. While searching the vehicle, officers discovered the packages
of marijuana in the roof.

Authorities Destroy 61.7 Metric Tons of Marijuana in Cerro Pelon, Sinaloa – 07 October 2011
An operation conducted by authorities led to the
destruction of 13 marijuana fields and to drying areas
that were located near the Cerro Pelon village in
Concordia [23.287632,-106.067591], Sinaloa. The
fields combined measured approximately 76,200 square
meters while the quantity of marijuana seized from was
reported as 59.5 metric tons. An additional 2.2 metric
tons were seized from two drying sites site in the area.
All of the seized marijuana was destroyed on site.

SONORA
Sonora State Police Receive Training on 40mm Grenade Launchers – 02 October 2011
In an effort to provide a more advanced skill set to police operating in Sonora, 17
local officers recently received specialized training with a 40mm grenade
launcher. Training was provided by soldiers assigned to the 73rd
Infantry
Battalion which operates in the Fourth Military Zone out of Hermosillo, Sonora.

Soldiers Seize 4.7 Kilograms of Heroin at a Checkpoint in Querobabi, Sonora – 07 October 2011
Soldiers assigned to the 4th
Military Zone seized 10 packages of heroin weighing 4.7 kilograms after
searching a vehicle at a checkpoint located in Querobabi, Sonora. The shipment in question had been
hidden in a compartment near the engine, and was being transported in a tractor-trailer with the moniker
“MS Carriers” written on its side. Following this seizure, the driver of the vehicle was arrested; however,
his name was not reported.

Bodies of 10 Murder Victims Recovered in Veracruz, Veracruz – 08 October 2011
On 08 October 2011, authorities recovered the bodies of 10 murder victims
during two separate operations in Veracruz, Veracruz. Details regarding
these incidents were reported as follows:
Incident one: information provided to authorities aided them in recovering
the bodies of seven murder victims from the interior of a white Ford Lobo
in the Laguna Real neighborhood of [19.149547,-96.153746], Veracruz City.
Incident two: authorities recovered the bodies of three murder victims in the Colinas de Santa Fe

Marines Arrest 20 Los Zetas and New Generation of Jalisco Cartel Operators Believed to be

the arrest of 20 organized
crime operators in Veracruz.
Details regarding these
operations were reported as
follows:
Those individuals
arrested pertained to two criminal groups to include Los Zetas (12) and the New Generation
Cartel of Jalisco (8).

Two Plaza leaders were also arrested during this operation and were identified as Aquiles CRUZ,
aka El Chilaquil, of Los Zetas and Alfredo CARMONA Aranda, aka El Capi, of the New
Generation Cartel of Jalisco.
Those individuals from the New Generation Cartel of Jalisco have been accused of being
involved in the recent murders of 36 individuals that were recovered in areas within Veracruz to
include Jardines de Mocambo, Costa Verde, and Costa de Oro. They have also been linked to the
murder of 35 Los Zetas operators that were abandoned on the Voladores de Papantla Bridge on
20 September 2011.
Those items seized from these individuals following their arrests were reported as follows:
3 vehicles
5 rifles
6 handguns
48 magazines
Nearly 2,000 rounds of ammunition
Computer and communications equipment

QUERETARO
Amplifying Information Regarding La Familia Michoacana Cell Commanded by Carlos
MORALES Ramon, El Dragon, in Querétaro – 06 October2011
On 29 September 2011, an operation conducted by authorities led to
the arrest of three La Familia operators accused of having killed 26
individuals in municipalities to include Ecatepec, Coacalco,
Nextlalpan, Jaltenco, Zumpango, and Tultitlán. Those individuals now
in police custody were identified as:
Carlos MORALES Ramon, 42, aka El Dragon, of
Queretaro. Following his arrest, El Dragon, was identified
as being in charge of charging extortion fees, managing drug dealers, and ordering murders.
Manuel RAMÍREZ Medina, 31, aka El Meño, of Apatzingan. Started in the organization as a
drug dealer and a hitman.
Eligorio TAFOYA Díaz, 21, aka El Moreno, of Apatzingan. This individual began working
for La Familia Michoacana at the age of 16, and later served as a bodyguard for Servando
Gomez Martines, aka La Tuta. He was also promoted to a leadership position in which he
oversaw 50 individuals.

NUEVO LEON
Authorities Detain 250 Police and Transit Officers in Linares, Nuevo Leon – 09 October 2011
On 08 October 2011 at around 0700 hours, Army soldiers
detained 250 municipal officers in the Linares [24.857936,-
99.566174], Nuevo Leon. These arrests were carried out
following complaints against these officers regarding their
participation in extortion operations and the alleged
kidnappings of businessmen, farmers, and ranchers in the
region. With the most recent arrests, a total of 472 municipal
officers within eight regions in Nuevo Leon are being
investigated.

At Least 40 Suspects Escape from Narco Camp near Vallecillo, Nuevo Leon – 07 October 2011
Following the murder of two Federal Police officers at the 125 kilometer mark along the Highway that
leads to Laredo, authorities raided a narco camp near Vallecillo [26.659886,-99.985714], Nuevo Leon.
Once at the camp, at least 40 suspects fled the area in multiple vehicles. Those items seized from this
location included:
7 late-model vehicles, all reported as stolen
An arsenal of weapons
More than 100 communications radios
Camouflage clothing bearing the MARINA logo

Panama – 09 October 2011
On 06 October 2011, National Police detained two Lithuanian nationals after discovering they had
swallowed an undetermined quantity of cocaine capsules before arriving at the Tocumen International
Airport [9.0669,-79.3872] in Panama City, Panama. To date in 2011, authorities have arrested more than
40 individuals (mainly foreign nationals) attempting to traffic drugs out of the country.

Six Colombian Drug Traffickers Killed in Guatemala – 11 October 2011
Six Colombian drug traffickers were gunned down over the
weekend in Sumpango [14.649652,-90.736942] (in the Department
of Sacatepéquez), and in Guatemala City, Guatemala. These same
individuals were subsequently identified as:

Police speculate that the now deceased individuals were in the country to coordinate cocaine shipments
and to transport cash derived from the sale of the cocaine back to Panama.

Female Drug Trafficker Wanted in the United States is Arrested in Guatemala – 11 October 2011
Authorities recently arrested
Lucrecia Hernández
Preciado, 38, on 2nd
Ave and
13th Street in Zone 10

Guatemala City, Guatemala.
Following her arrest, she was
identified as being involved
in coordinating shipments of
cocaine from South America to the United States.
Information regarding the participation of Lucrecia in the drug trafficking industry was gathered
following the arrest of her husband, Miguel Ángel Lara Zacarías, after he and his crew attempted to
abandon 347 kilograms of cocaine due to the fact they had been detected by Coast Guard elements on 18
May 2011. Subsequent information extracted from the cell phones of the crew and Lucrecia’s husband
provided sufficient evidence to prove her involvement in the business.
Comment: An extradition request was issued for Lucrecia in Florida.
