The Hon’ble Chairman, GB drew attention of Shri Rajiv Kapoor Ji and said that a

thought has been going the round during discussions at various forums that the

Universities, particularly Indian universities, are going to focus towards liberal

arts, education, engineering and fine arts. But, the prime purpose of the

universities in the west is about structuring the university around local needs,

local developments, environments etc. Up to certain extent the community

aspects and all that we have been taking care of well but when it comes to local

industry engagements, still there is gap though industries are quite open and

receptive. He expressed that if institutions work on considering todays

requirements like Artificial intelligence, Machine learning, and its implementation

for industry especially in manufacturing which is the real need today many

industries, working in agriculture, manufacturing, automobile will be benefitted.

MRU can think of working in one particular area in which it has strong skillset that

is AI, ML as these courses are being offered in the university for quite some time.

If Hon’ble member can connect with the industry who desire to get its benefit in

some niche area the university can contribute in its implementation. The

university in collaboration with industry can form a separate group which

understands the local needs of the industry around Faridabad, Gurgaon and pick

their requirements in those specific areas where need is there for future

development and work jointly on such projects. He felt in identifying such an

area(s) Mr. Rajiv can suggest as to how MRU can take it forward.

Mr. Rajiv Kapoor expressed that it is a very valid point and this is what industry

has been currently looking forward especially in the areas like AI, ML etc. Manav

Rachna University can create a Centre of Excellence as it is situated in good

industrial belt. He suggested that two things are important in this aspect; one is

11 | P a g e ( M i n u t e s o f t h e 1 4 t h M e e t i n g o f G B - 3 0 . 0 9 . 2 0 2 0

awareness to industry and the second is the right faculty with commitment.

Whenever the industry looks at the Universities, the very first question which

comes to their mind is whether the students have been given practical

experience or have they been taught just theory. Therefore, getting the right

people from the industry as faculty or as an employee of the Centre of

Excellence is vital as they would be the brand ambassador who will bring

exposure from the industry and then utilize your resources to spread learning

across. He suggested that the universities may develop some specific learning

programs in some areas in Auto sector or Electronics Sector; those industries

can be targeted and move together forward. Industries look forward to people

who have the practical understanding as to how industry is running, how are they

executing the resources on the floor.

He opined that a separate meeting may be arranged for the purpose to make a

task force which may come up with an actionable plan, and run the programs for

the industries. With this pandemic happening, every industry is looking forward

for reducing the dependence on manpower, and are interested in automating the

processes and systems. Industries really have shortage of manpower when they

need it the most. So, automation is going to happen in big way. Hence, this is the

right time to start planning for that when industry is coming into action. So, MRU

should have a task force and get experts from around; he would suggest some

people who could conceptualize the entire thing in a practical mode.

Mr. Kapoor also stated that one thing that Indian industry lacks is designin in-

house; as there are limited core designing facility in the country. The Industries

look towards Europe when they have to design anything from automobile to

consumer products. India does not have design House. We may bring some

expertise from outside, set up a centre of excellence and may involve students

becoming good designers.

Vice Chancellor informed that MRU has established the Altair Centre of

Excellence for Product Development and Design where lot of simulation work is

being done. The Centre of Excellence has been working in association with

Design Tech. Company to train our students, to give them live projects from the

industry. Over a period of time, the center shall evolve itself in this area definitely,

and shortly industry will realize its utility for them. Now, Altair Engg. has engaged

six students as intern who are working with them on industry problems. Thus,

MRU has been working in the area of Design as desired by the hon’ble member.

12 | P a g e ( M i n u t e s o f t h e 1 4 t h M e e t i n g o f G B - 3 0 . 0 9 . 2 0 2 0

Hon’ble Chancellor suggested that a small group may be formed and it may be

seen how MRU can take it forward. MRU can focus on the area that can cater to

various segments, such as automobile sector. A Centre specific to one particular

skill set where both the universities can be associated as both have very

competent people working in this area with industry partners viz. Zebia, IBM,

Quick Heal etc. who can supplement and help them, may be established.

Shri V.K. Gaur expressed that University should understand the ground reality,

assess the felt need of environment, identify right persons who have expertise in

those areas and work together to get best results for the society.

The Vice Chancellor MRU informed that ICT Academy which has signed with

MRU consisted of 100 plus industries. Government of India has given the task of

training for digitization to faculty and students. Faculty of MRU has interacted

with the experts; so they know what is exactly required and expected from them.

He agreed with Mr. Kapoor that it needs a core group to focus on these areas

which can interact with different industries and understand their requirement

during this period of transformation. Faculty which was earlier focusing on theory

have now understood the need of new requirements and new tools to handle

various issues faced by the society. During this period many issues of industries

also have been handled through a virtual environment which will be beneficial to

the industry in future as well. He felt confident that faculty and students together

will now be able to help industry in identifying the problems and solving them.

Dr. N. C. Wadhwa mentioned that when he was distributing the Plants in 10

adopted villages, five each adopted by both the universities under Unnat Bharat

Abhiyan, C E O Zila Parishad brought to his notice that all the five villages

adopted by MRU are no more villages, they fall under urban areas, hence, new

villages required to be adopted because these villages have no elected

Panchayats, no elected Surpunches. He has already shared this concern with

the Dean of Student Welfare, Prof. Shruti Vashist. Hence, MRU should identify

five new villages and go for adoption of the same as at times UGC or the State

Govt. may object to it. V C assured him that he would be in touch with him in

identifying new villages and extend them the benefit of this scheme.

Shri Kathuria ji, Trustee and one of the Hon’ble members desired to know

whether MRU can have small Centres in those villages as part of the university.

VC assured the honorable member that he will see to it after consultation with Dr

Wadhwa. Dr. Kathuria Ji further said, the idea behind the UBA scheme is to

13 | P a g e ( M i n u t e s o f t h e 1 4 t h M e e t i n g o f G B - 3 0 . 0 9 . 2 0 2 0

make them aware, give them some knowledge in the area they are facing

challenges that MRU should do.

It was submitted for information that, the revised budget for the year 2020-21 was

approved by the GB on the recommendation of the Board of Management in its

12th meeting held on 24.01.2020. But, due to ongoing pandemic and closure of

the university from 22.3.20, the University formed a view that certain services

may not be required to the extent it was thought initially and hence expenditure

on this account may not be required to be made during the year. Therefore, it

was resolved to review the receipt and anticipated expenditure which may not

take place during the year 2020-21.

Receipts of the University being primarily linked with the number of admissions

and drop outs from the old batches, the same could be known only after all the

admissions are closed for the current academic year. It was proposed that the

expenditure may have to be reduced accordingly keeping in view the requirement

during the first six months i.e. from April to September and likely expenditure that

may be required to be incurred during the remaining six months of the financial

year.

Accordingly, budget for the year as revised to the extent of expenditure was

placed before the Finance Committee on 21.09.2020 for consideration. As per

the revised budget, the proposed expenditure has come down from Rs. 4,595.17

Lacs to Rs. 3765.87 Lacs resulting short fall in income over expenditure from Rs.
