1. Review of /Follow-up on action points from the last meeting

The TOR for wash Technical Working Group was finalized and shared on 13th February 2018 to all partners via the Sector Information Management System. However some few participants informed that they did not receive it.

1. Inventory of chapters/sections / paragraphs of WASH guidelines which need to be

updated/amended in light of the current context. A number of pages were screened to find out issues to be addressed in reviewing the guidelines.

On Access to Water and Sanitation (page 9) it was agreed that the situational analysis needs to be updated based on recent data from the JMP/WHO/UNICEF report, REACH Assessment, Sector data analysis.

Institutional WASH in Emergency Structure (Page 13): There is a need to map out all stakeholders including donors, actors who recently joined the response. This should also include an updated 5W map.

The information on Diarrhea rates and Cholera section on Page 19 needs to be updated based on the recent response to Cholera outbreak

Operational Principles and practices (Page 21) need to be reviewed to include basic principles for design, operation and maintenance. It should include pictures of best practices.

Water quality (Page 28): Review with minimum requirement for turbidity (Maximum 5 NTU in current could not apply to emergency). It was proposed to include in this section information on how to address issues of chemical contaminants. It could also provide

ACF to find and share more information on reverse osmose technics;

HPTWG to harmonize IEC material to be included in the Guideline

Other partner to share their comments and observations using a template to be shared by SCI

SCI to share the template to be completed by partners

The WASH Sector Coordinator to share the WASH Guidelines to all partners;

Invite protection partners to the next TWG meeting to discussion about integration of protection issues.

information on reverse osmose technics. For Chlorinator (variable rate chlorinator, Page 30:

table 9), it was agreed to include specification for DC and AC models. The issue of dosing pump which was not recommended in the current guideline should be further discussed to propose specification that matched solar powered boreholes.

On Sanitation (Page 33): Minimum standards need to be reviewed with clear justification of why choosing National instead of Sphere. (i.e National 50p/latrine vs Sphere 30p/latrine). The Option 1 & 2 described on Page 34 needs to be reviewed to add more options (i.e double vault latrine, pour flash etc.). Also on Page 45 Operation and maintenance should be reviewed to include conditions of construction and utilization.

Cost of desludging (Page 46): Cost of desludging and cost of community member Kit should be updated

Waste management (Page 57): Update section add different models of incinerators.

Nutrition and Food security (Page 60): GAM and SAM data need to be updated and also include minimum package for FSL CP and Education.

Cholera (Page 63) section should include conditions of utilization of the bleach available in local market (hypo 3.5%). Information could be updated based on recent cholera response. It was recommended to review jar test using 10 liters volume rather than 20l. The example for chlorine dosing should be reviewed to correct error in calculation: (0.5 L instead of 5L). In addition IEC materials for awareness and sensitization should be included.

Emergency Latrine design (Page 77): Review the design taking into account challenges in terms of desludging, availability of space and feedback form users.

Water infrastructure (Page 88) Include hybrid system (Solar and Generator);

calculation 0.5L not 5L Acknowledgement, Limitation, Acronyms should be

updated to be updated.

2. Discussion on latrine design The group agreed to first put together key minimum

requirements for latrines component (pit, superstructure, ventilation system etc.) before requesting a voluntary agency/individual to make the drawings.

It was observed that partners are not constructing latrines in compliance with the current design which allows infiltration of effluent. Pits are built just like septic tanks without soak pit. As result, latrines get filled up very fast.

Cultural consideration and protection issues should be taken into account in designing latrines; (gender segregating, back to back arrangement, etc.)

Pit volume/dimension (depth) should be adjustable to users and context based on dimensioning formula provided;

Latrines design should consider on-site-treatment of sludge (example of double vault VIP latrines and pour flash latrines presented by Save the Children in annex)

Latrines should be attached to bathrooms to avoid being used for bathing. For the same purpose, the drop hole should be raised above the floor.

The design should include one cubicle bloc, 2 cubicle bloc, 3 cubicles bloc and 4 cubicle bloc; with separated BOQ.

A lid should be provided for each latrine. Design should include 3 types of superstructure:

permanent with concrete blocks, semi-permanent with zinc and temporary with tarpaulin.

Full description of each latrine parts and functions should be attached to the drawing

SCI to double check the recommended minimum dimensions of the Ventilation system.
