The document 61/5834/CC was not discussed during the meeting. It was agreed that PT 60335-2-115 will review the comments received on 61/5788/CD in 61/5834/CC and during the EG1 meeting next week in Venice the convenor will update the draft new standard to be proposed as a 3 CD for discussion in Shanghai. The 3 CD will include those comments accepted by PT 60335-2-115 in 61(Bled/PT60335-2-115)19. The 3 CD will be submitted to the Secretariat by 30 June 2019 for circulation in time to be discussed at the meeting in Shanghai.

DECISION: PT 60335-2-115 will review the comments received on 61/5788/CD in 61/5834/CC and during the EG1 meeting next week in Venice will update the draft new standard to be proposed as a 3 CD for discussion in Shanghai. The 3 CD document will be submitted to the Secretariat by 30 June 2019 and will be circulated by the Secretariat on 5 July 2019 for an 8-week comment period.

The report was noted. The proposals of the CTL for each inquiry was discussed and the position of TC 61 on each of them was given.

30. Report of EG1The report in 61(Bled/EG1)04 was noted and EG1 thanked for their activity which ensures a due harmonization and quality of the standards under TC61.

In addition and in this respect, the chairman thanked the full TC stating that the organization of the activity and the structure of the TC strongly contribute in the quality and coherence of text of all the standards (Part1 and all the Parts 2) under the responsibility of the TC.

This was appreciated by the TC which welcomed the statement with an applause.

31. Reports of TC 61 Maintenance Teams, Project Teams, Working Groups and Ad-hoc Groups

Important announcement: Based on observations noted by participants, Mr. Gargantini reminded all groups (WG, MT, PT, etc) that, as agreed in the meeting in Toronto, efforts shall be made to have meetings arranged to strive for participation by all members from all areas of the world. While face to face meetings are beneficial depending on particular topics, web meetings are an efficient means for accomplishing the work of the group, as has been demonstrated recently by several MTs, PTs and WGs. When web meetings are held, the scheduled times need to rotate amongst the members given the time of day by time zone and shall not last no more than three hours to allow for equal participation by all members.

31a. Reports from TC 61 Maintenance Teams

MT 4 - Temperature limits, resistance to heat and fire, use of test probes and presence of children [61(Bled/MT4)63, 61(Bled/MT4)66]

The convenor, Mr. David Brière provided the report from MT 4. Regarding Commercial appliances used by the public, MT 4 requested feedback from TC 61 regarding which appliances, which may be within the scope of MT 32, 61B and 61C, could be used by the general public: toasters (-2-48), juicers (-2-64), microwaves (-2-90), refrigerators (-2-89), etc, so that MT 4 can prepare appropriate DCs. The understanding of MT 4, at this point, is that Note 101 in 2-48 suggests that appliances used by the general public are not within the scope of 2-48. Additionally, 2-9 says that if used professionally, that it is not covered in the scope. So, MT4 assumes that children are not present in commercial environments, including restaurant kitchens and farms; however, it has been noted that children are often in these environments, helping the family business, starting work (such as milking cows) at early ages, etc. Should probe 18 be required in these environments?

It was agreed that when children use an appliance in commercial environments as directed by their parent, this is not a typical situation and does not mean the standard should consider such appliances to be used in an area open to the public. Therefore for appliances used in areas not open to be public and where the children can access/use an appliance directed by parents or careers, probe 18 is not required.

Regarding the MT 4 proposal for 2-115, the proposal will be considered in the 3 CD being drafted by PT 60335-2-115.

The remainder of the report was noted, and the MT is thanked for their ongoing work.

MT 15 - Electrically heated blankets and similar appliances No report was provided from MT 15.

MT 16 - Biological effects of optical radiation [61(Bled/MT16)45]MT 16 identified an inaccuracy in wording in 61/5735/CDV and its precursors. The correction for sub-clause 32.2 was referred to EG1 to correct the text to state “Appliances shall not present an optical radiation risk”.

A decision will be made on whether to transfer 60335-2-113 from WG 30 to MT 16 once WG 30 completes its work on amendment 1 of 60335-2-113. If the decision is confirmed at that time, those members of WG 30 who are interested in joining the work of MT 16 should submit their interest.

The report was noted, and the MT is thanked for their ongoing work.

MT 23 - Functional safety related aspects of electronic circuits, remote control of household appliances and insulation co-ordination [61(Bled/MT23)18]The convenor, Mr. Bern Gehrke provided the report from MT 23. The report was noted, and the MT is thanked for their ongoing work.

MT 46 – Kitchen machines [61(Bled/MT46)34]The convenor, Michelle Andersen provided the report from MT 46. The scope of the MT was confirmed to apply to the requirements in 60335-2-114.

PT 2-115 – Particular requirements for beauty care appliances [61(Bled/PT2-115)43]The convenor, Ms. Wendy Huang provided the report from PT 2-115. See also agenda item 26 for the next steps to be taken in drafting a 3 CD for 2-115.

The report was noted, and the PT is thanked for their ongoing work.

PT 2-119 – Particular requirements for vacuum packaging machines As the PT was only formed at this meeting, the convenor, Mr. Gargantini did not have a need to provide a report at this time.

31c. Report of Working Groups

WG 30 - Cosmetic and beauty appliances incorporating lasers and intense light sources No report was provided by WG 30.

WG 31 - IEC 60335-1 – Batteries [ 61(Bled/WG31)47]The convenor, Mr. Dinand Van Aalderen provided the report from WG 44. It was agreed that with the approaching publication of Annex B in 60335-1 Ed 6, the WG will be transformed to an MT and 60335-2-29 will be included in the scope of the new MT. The decision will be confirmed at the meeting in Shanghai.

In addition, the new MT will review Annex A of 2-29 to address use by children as detailed in the report of MT 4 in 61(Bled/MT4)63 to bring Annex AA’s requirements into the body as the default and then make exclusions for various things like automotive chargers.

The report was noted, and the WG is thanked for their ongoing work.

WG 39 - Exposure to light emitted by LEDs in appliances covered by IEC 60335-2-6 and IEC 60335-2-31 No report was provided by WG 39.

WG 40 - Fires on dishwashers and other wet household appliances [61(Bled/WG40)57, 61(Bled/WG40)55, 61(Bled/WG40)56], 61(Bled/WG40)57, 61(Bled/WG40)77]The convenor, Mr. Bruno Reiter provided the report from WG 40. In light of the proposal planned for 2-5 as shown in 61(Bled/WG40)55, the stability date for the standard will need to be extended to 2022 to give to the WG40, sufficient time to discuss and finalise proposals for all detected sources of fire. In addition, Mr. Reiter expressed interest in adding experts having ITE expertise.

The report was noted, and the WG is thanked for their ongoing work.

WG 44 – Service robot appliances for household and similar use [61(Bled/WG44)67]The convenor, Mr. Dejun Ma provided the report from WG 44. The report was noted, and the WG is thanked for their ongoing work. It was also noted that a first draft of the new Part 2 was prepared by the WG44 and was enclosed to the report. The TC, following the advice of the WG44, considered that the draft Part 2 is not yet duly finalized and needs further discussion in the WG44. At the Shanghai meeting, when the activity would have progressed further, it will be decided if a New Project shall be opened and the draft will have to be circulated to NCs for comments.

WG 47 – Fires in tumble dryers [61(Bled/WG47)78]The convenor, Mr. Gianluca Cecchinato, provided the report from WG 47. Regarding fire hazard on tumble dryers, four main root causes were identified: capacitors, PCBs, self combustion, and

fluff accumulation. Mr. Cecchinato explained that proposals will eventually be developed as a result of the work of WG 47, including that proposals may be needed for Part 1.

SC 61C – Safety of refrigeration appliances for household and commercial use [61(Bled/SC61C)42, 61(Bled/Secretariat)75]The report was noted and the secretary and chair of SC 61C thanked.

The subject of the appeal submitted by the Malaysian National Committee was discussed with the delegates and with the chairman and secretary of SC61C participating in web conference. The document 61(Bled/Secretariat)75 was circulated prior to the discussion on Friday 7 June 2019 to allow delegates to be familiar with the details relating to the appeal submitted by the Malaysian NC. On Friday, the delegates were asked if they are agreeable to discussing the appeal and taking a vote on the question posed. TC 61 unanimously approved to proceed with a vote on the following question, as all information was provided in the document submitted and further clarification was given by the TC 61 chairman at the meeting and this will allow to take an informed decision during the meeting.

Question: Did Malaysian NC provide technical reasons with their negative vote on 61C/792/FDIS as reported in 61C/796A/RVD?

TC 61 Decision: The Malaysian NC did not provide technical reasons with their negative vote in 61C/796A/RVD. Therefore, and in accordance with Directives Part 1, 2.7.3, TC 61 rejected the appeal from Malaysian NC to have their negative vote accepted. The TC 61 Secretariat will inform the Malaysian NC immediately.

TC 61 rationale for the decision taken: 1) The Malaysian NC identified the comments as “Ed”2) Malaysian Comment on clause 1 was not accompanied by a proposed change3) Malaysian Comment on 6.101, where it is stated that climate classes are not

referred to in the standard, is not correct: the term test room climate classes is used and referred to in 5.7 and in 11.8

The Secretariat responded to the appeal from the Malaysian NC on Friday, June 7th.

Furthermore, during the discussion TC 61 also noticed that based on 2.7.3 of Directives Part 1, the Serbian NC vote should have been excluded for the following reasons:

1) The Type of Comment (ge, ed or te) was not identified for any of the Serbian NC comments

2) A proposed change was not provided for any of the Serbian NC comments

In addition, TC 61 decided to include in the report to the SMB the following question of principle: who is in charge of assessing if technical reasons are provided with a negative vote?

TC 61 also invites the SMB to ensure that the IEC voting system does not allow a NC to provide comments where the Type of Comment is not identified and without providing a proposed change, when there is a technical comment.

SC 61D – Appliances for air-conditioning for household and similar purposes [61(Bled/SC61D)25]In the absence of representatives from SC 61D Mr. Gargantini reviewed the report. The report was noted and the secretary and chair of SC 61D thanked.

SC 61H – Safety of electrically-operated farm appliances [61(Bled/SC61H)49]. The report was noted and the secretary and chair of SC 61H thanked.

SC 61J – Electrical motor-operated cleaning appliances for commercial use [61(Bled/SC 61J)62]In the absence of representatives from SC 61J Mr. Gargantini reviewed the report. The report was noted and the secretary and chair of SC 61J thanked.

Any other businessRevisiting the discussion of 60335-2-41, Particular requirements for pumps and 61/5612/DC and 61/5669/INF during the meeting in Busan, it was agreed that TC 61 should contact TC 64 to request their expertise regarding touch voltage on submersible pumps for use in swimming pools when persons, including children, are fully immersed in the pool. In particular, the discussion concentrated on the risks that may arise considering the fact that swimming pools in which submersible pumps are intended to be installed may also use salt water and a person, including children, is fully immersed in the swimming pool for long time that may be, in exceptional cases, of some hours. The question to be answered was: considering the operating conditions mentioned above, can a limit of 30Vd.c. be permitted to avoid the risks of electric shock and of partial paralysis or hypo muscular tension for the persons and children in the swimming pool?

The response from Mr. Jacques Peronnet, TC 64 Chair, was that IEC 61140 is the basic safety publication to apply for the protection against electric shock in equipment. In the latest edition published in 2016, Clause 5.2.6 states that the limit is 6 V a.c. r.m.s. or 15 V ripple-free d.c. in all other cases than when the equipment is normally used in dry locations only and large-area contact

of live parts with the human body is not to be expected. As you are not in dry condition, the limit is 15V DC.

In addition, the current flowing in the body depends on many parameters as the wet or dry conditions, the presence of salt water, and the surface of contact. If the limits of IEC 61140:2016 will be exceeded, use IEC 60479 to determine the exact value (not exceeding the limit of ELV) based on the intended external conditions and the path of current and the surface of contact.

It was decided to keep the requirements in 2-41 as is given considering that, based on the answer received from TC61, the potential change in the standard is not significant.

40. Date and place of next meeting The next meeting of TC 61 will be during the IEC General Meeting in Shanghai on 21 – 25 October. Ms. Shengnan Ma of the Chinese NC shared a video presentation regarding the 2019 IEC General Meeting in Shanghai. In addition, she provided an overview of the meeting in Shanghai, stating that the CN NC has been planning for the meeting for two years in order to provide a successful experience for delegates involved with the important work of the IEC. She also mentioned that the CN NC is honoured to host the General Meeting in 2019, and expressed a sincere welcome to the Shanghai General Meeting. The invitation from CN NC and the introduction by Ms. Ma were welcomed by TC 61 with acclamation.

Mr. Gargantini announced that TC 61 received an invitation from the Korean NC to meet in May 2020. Mr. Sihyun Nam / Mr. Jongnam Uhm, KR NC confirmed the meeting dates are 25-29 May 2020. The invitation of KR NC was enthusiastically accepted.

It was also acknowledged that an invitation for the first meeting of 2020 was also received from the Danish NC. Mr. Gargantini expressed regret that the invitation from the DK NC could not be considered as the invitation from Korean NC was received first and accepted prior to receiving the invitation from Ms. Pernille Tebina. Mr. Gargantini asked if there might be a possibility that the Danish NC would be able to invite TC 61 for the first meeting of 2021.

Regarding the second meeting of 2021, the Chair explained that TC 61 was not invited to meet during the General Meeting in Stockholm. However, the Swedish NC would still like to host TC 61 in 2021 and is presently working with the officers of TC 61 to identify alternate dates at the end of October or beginning of November 2021 for TC 61 to meet in Sweden. The SE NC has advised that it may not be possible to host all interested SCs, WGs, MTs, etc for this meeting in 2021, even if this is still under evaluation.

41. Close of meetingThe Chair thanked the National Committee of Slovenia for hosting the meeting in Bled. In particular, Mr. Danilo Kraner was thanked for arranging a perfect meeting in a beautiful location; his support was greatly appreciated. The Chair further thanked the delegates for their participation and contributions for a positive meeting throughout the full meeting time. He thanked the Vice-Chair (Mr. Dejun Ma) and the Secretary (Ms. Randi Myers) for their support during the meeting. Mr. Christophe Boyer, IEC Technical Officer, was thanked for his attendance, support and contributions.

Mr. MacConnacher congratulated the chair on leading a successful and productive meeting and provided thanks to the other officers as well.

Mr. MacConnacher also announced that this would be his last meeting of IEC TC 61. He noted that he has been participating since 1991. Mr. MacConnacher stated he will remain involved in MT4 and EG1 activities for 12-18 months. Mr. MacConnacher received a round of applause for his years of contributions. Mr. Gargantini thanked Mr. MacConnacher for his many years of participation on IEC TC 61 and wished Stuart good luck in the future.

Mr. Gargantini then closed the meeting at 5:30 PM.
