Introduction

As per Income Declaration Scheme, 2016, the declaration of undisclosed income is to be

filed using Form for Income Disclosure - Form 1.

As per Notification No. 33/2016, the other Forms accompanying Form for Income

Disclosure - Form 1 are Form 2, Form 3 and Form 4.

Form 2 is an Acknowledgement issued to the declarant by the jurisdictional Principal

Commissioner or Commissioner.

Form 3 shall be furnished by the declarant to the jurisdictional Principal Commissioner

or Commissioner for the proof of payment of tax, surcharge and penalty made after

receiving Form-2.

Form 4 is a Certificate granted by the jurisdictional Principal Commissioner or

Commissioner after submission of Form 3.

Process flow in brief

Pre-Requisites for Uploading Form 1 (Income Declaration Scheme, 2016)

To upload Form for Income Disclosure - Form 1, user should have a valid PAN and

should be registered in e-Filing portal.

Form 1 – Assessee will upload

Form 2 – CIT will issue

Form 3 – Assessee will upload

Form 4 – CIT will issue

A valid XML file should be generated using the JAVA Utility available under

downloads. The JAVA utility of Form 1 can be downloaded from the path

Downloads Forms (Other than ITR) Form 1.

A valid XML can be generated by following the process, Extract the JAVA Utility

of Form 1 Right click and Open the JAR file of Form 1 (Income Declaration

Scheme, 2016) Fill all the Mandatory fields Click on “Generate XML”.

Form 1 (Income Declaration Scheme, 2016) can be uploaded using either DSC or

EVC. If the user opts to use the DSC facility, a valid DSC should be registered in

e-Filing portal for uploading Form 1 and Form 3 (Income Declaration Scheme,

2016).

Prepare and Submit Online Form 1

To Prepare and Submit Online Form 1, the steps are as below:

Step 1: In e-Filing Homepage, Click on "Login Here"

Step 2: Enter User ID (PAN), Password, DOB/DOI and Captcha. Click Login.

Step 3: Post login, go to IDS prepare and Submit Online Form 1.

Step 4: User will be redirected to the following page where the user can select the

option to whom to submit the “Form 1”.

If the user selects “Jurisdictional PCIT/CIT”, then the user can go ahead to fill and

submit “Form 1” using either DSC or EVC.

Step 5: If the user selects “CIT (CPC), Bengaluru”, then the user can fill and submit

“Form 1” only using DSC.

Step 6: After selecting the option, the user can click on “Continue” to open “Form 1”

Submit Online Form 1 Using EVC

Form 1 can be e-Verified using any of the following options.

If the user selects Option1 -I already have an EVC to e-verify the Form, the

following screen appears.

Enter the Electronic Verification Code (EVC) and click on “Submit”

If the user selects Option2 –I do not have EVC and I would like to generate EVC to

e-verify my Form, the following screen appears.

For more details on using EVC- Through Net Banking, EVC- Through Bank Account

Number, EVC- Through Demat Account Number, please refer user manual “e-Verification

of Returns” under Help section

If the user selects Option3- I would like to generate Aadhaar OTP to e-Verify the

Form, the below screen appears.

Follow the above mentioned steps accordingly in order to e-Verify the form using Aadhaar OTP.

Submit Online Form 1 Using DSC

If the user has a registered DSC, the following screen appears on submission of the Form.

“Attach the Signature file”: Upload the signature file generated using DSC

Management Utility for the uploaded XML file. For further details on generating Signature

file click here. Navigate to Step by Step Guide for Uploading XML. On Successful

submission a success message will be displayed on the screen.

Upload Form 1 (Income Declaration Scheme, 2016)

To Upload Form 1, the steps are as below:

Step 2: Enter User ID (PAN), Password, DOB/DOI and Captcha. Click Login.

Step 3: Post login, go to IDS Upload Form 1 (Income Declaration Scheme,

2016).

Step 4: User will be redirected to the following page where the user can select the

option to whom to submit the “Form 1”.

If the user selects “Jurisdictional PCIT/CIT”, then the user can go ahead to fill and

submit “Form 1” using either DSC or EVC.

Step 5: If the user selects “CIT (CPC), Bengaluru”, then the user can fill and submit

“Form 1” only using DSC.

Step 6: After selecting the option, the user can click on “Continue” to go the upload

XML page, attach a valid XML file generated using the JAVA utility of Form 1.

Step 5: “Attach the Valuation Report”: Valuation Report, if any, can be attached.

This is not mandatory.

Upload of Form 1 using EVC

Step 6: Click on “Click here to E-Verify” button.

In order to e-Verify, the user can avail any of the options as displayed in the screen

below.

If the user selects Option1 -I already have an EVC to e-verify the Form, the

following screen appears.

Enter the Electronic Verification Code (EVC) and click on “Submit”

If the user selects Option2 –I do not have EVC and I would like to generate EVC to

e-verify my Form, the following screen appears.

For more details on using EVC- Through Net Banking, EVC- Through Bank Account

Follow the above mentioned steps accordingly in order to e-Verify the form using Aadhaar OTP.

Note: If the user has a registered DSC, upon navigating to Upload Form 1(Income

Declaration Scheme, 2016), the following screen appears.

validation, the Form 1 is uploaded and success message will be displayed on the screen

as the following.

Note:

If the “Original Form 1” is submitted to the “Jurisdictional PCIT/CIT” or “CIT (CPC)”,

then the “Revised Form 1” should also be submitted to such authority with whom the

Original was filed.

View Forms (Income Declaration Scheme, 2016)

To View Form 1, the steps are as below:

Step 1: Login to e-Filing, Go to IDS View Forms (Income Declaration Scheme,

2016).

Step 2: The uploaded Form 1 for Income Disclosure/Online Form 1 details are displayed

under “View Forms (Income Declaration Scheme, 2016)”. Click on the “Receipt

No.” to see the details of Form 1 uploaded for future reference.

Step 3: The Filing Type of the uploaded Form 1 can be viewed. And the uploaded XML file, PDF

and Attachment can be downloaded.

Upload Form 3 - Intimation of Payment of Tax (IDS, 2016)

To submit Form 3, the steps are as below:

Step 1: After the assessee has uploaded Form 1, the CIT will issue Form 2 against such

Form 1. Once the Form 2 has been submitted by the CIT, the assessee will be able to

upload Form 3 post login under IDS View Forms (Income Declaration Scheme,

2016).

Step 2: By clicking on “Submit Form 3” link, the facility to submit online Form 3 shall be

provided as below.

Step 3: Fill all the mandatory fields.

Step 4: Attach the “Proof of Payment”. This is a mandatory Field.

Note: For successful submission of Form 3, either DSC or EVC is mandatory.

Submit Form 3 Using EVC

Form 3 can be e-Verified using any of the following options.

If the user selects Option1 -I already have an EVC to e-verify the Form, the

following screen appears.

Enter the Electronic Verification Code (EVC) and click on “Submit”

If the user selects Option2 –I do not have EVC and I would like to generate EVC to

e-verify my Form, the following screen appears.

For more details on using EVC- Through Net Banking, EVC- Through Bank Account

Follow the above mentioned steps accordingly in order to e-Verify the form using Aadhaar OTP.

Submit Form 3 Using DSC

If the user has a registered DSC, the following screen appears on submission of the Form.

“Attach the Signature file”: Upload the signature file generated using DSC Management Utility

for the uploaded XML file. For further details on generating Signature file click here. Navigate to

Step by Step Guide for submission of Online Form. On Successful validation, Form 3 is submitted

and success message will be displayed on the screen as the following

Note:

Multiple submission of Form 3 is made available in e-Filing portal. Such facility can be availed by

the assessee till the time PCIT/CIT issues Form 4 to the concerned assessee.

View Form 3 - Intimation of Payment of Tax (IDS, 2016)

To View the e-Filed Form 3, the steps are as below:

Step 1: Login to e-Filing, Go to IDS View Forms (Income Declaration Scheme,

2016).

Step 2: The uploaded Form 3 details are displayed under “View Forms (Income

Declaration Scheme, 2016)”. Click on the “Receipt No.” to see the details of Form3

uploaded for future reference.

Step 3: The Form 2 submitted by PCIT/CIT can be viewed. And the uploaded Form 3 PDF and

Attachment can be downloaded.
