    unloaded in the North Cargo Berth-IV

    will be stacked in the container stack

    yard located about 0.50kms from the

    berth.

    1.15 Facilities for treatment or

    Yes Port’s owned Sewage Treatment

    Plant is available in the Harbour

    Estate. Solid waste or liquid effluents

    are not allowed to be discharged in

    the Harbour basin / Port waters.

    No The construction and operation of

    the proposed berths will be carried

    out by PPP operator. Port will not

    provide any facilities for housing of

    operational workers.

    south, Madurai, Trichy, Chennai and

    Bangalore in the north.

    The nearest Airport is located at

    Vagaikulam 22 km west of

    V.O.Chidambaranar Port.

    not arise. The existing road leading

    to North Cargo Berth-I & North Cargo

    construction stage is minimum. The

    estimated power requirement in the

    operation stage for North Cargo

    Berth-III will be 10,000 KVA and for

    North Cargo Berth IV will be 8000

    KVA for conveyors, equipment and

    illumination. The power supply will be

    taken from the nearest substation

    under the control of Tamil Nadu

    Electricity Board.

    Reclaimer. The North Cargo Berth-

    IV will be provided with RMQCs,

    RTGCs, Reach stackers, Harbour

    Mobile crane for unloading of cargo

    from the ships and conveying of

    cargoes from the berths. Therefore

    spillage of cargo is very minimum.

    However, during construction

    stage, the construction materials

    waste or surplus are expected.

    This will be cleared / removed from

    the site in time to time.

    4.2 Municipal waste (domestic and or

    commercial wastes)

    Yes The construction workers are not

    allowed for housing in the project

    site. They are only allowed in the

    residential area 6kms away from

    the Project site.

    township area and disposed off in a

    proper manner.

    Sufficient sprinklers will be

    installed in the stack yard not

    only to control dust pollution but

    also to guard against self-

    ignition. The dredged materials

    will be pumped through pipes to

    the reclamation area.

    5.4 Emissions from construction

    crane for unloading of cargo from

    the ships and conveying of

    cargoes from the berths

    Hence, generation of dust due to

    cargo handling and transporting

    will be meager and negligible.

    However, sufficient dust

    controlling equipments will be

    installed. Similarly, the

    generation of dust during

    construction stage shall be

    prevented by taking necessary

    preventive measures. No

    sewage or waste materials will

    be allowed to discharge in the

    Port’s water or in the land area of

    the Port.

    has not witnessed any serious

    accidents in the past years.

    collisions, sinking of vessels,

    failure of crane operation,

    sabotage, failure of Harbour

    security etc., in the Port area.

    Many awareness and training

    programs are being conducted

    among the cargo handling

    labourers for prevention of

    accidents.

    V.O.Chidambaranar Port was on

    13-11-1992 with a wind speed

    reaching upto 113 km / hour.

    Occurrence of fog is rare and

    insignificant. A detailed Disaster

    Ministry is adopted in the Port.

    (IV) Proposed Terms of Reference for EIA studies

    The proposed project site (i.e,) Construction North Cargo Berth-III, North Cargo

    Berth-IV and dredging the dock basin in front of North Cargo Berth-II, North Cargo

    Berth-III & North Cargo Berth-IV is within the enclosed harbour basin. It is a

    development of the existing available infrastructure in the harbour.

    V.O.Chidambaranar Port had filed an application seeking environment clearance

    during November, 2010. MoEF Vide letter dated 27.05.2011 issued the ToR for EIA

    study. The EIA study was carried out by Centre for Environment, health and safety,

    Annamali University, Chidambaram, Tamil Nadu one of the accredited EIA

    consultants of Ministry of Environment & Forest (MoEF). The Consultant furnished

    EIA report during October, 2013. In the mean time, Port requested MoEF to extend

    the validity of ToR. MoEF in their letter dated on 7th November 2013, has extended

    the validity of ToR upto 26.05.2014. The Public hearing for the project was held on

    27th December, 2013 and the Tamilnadu State CRZ committee in their meeting held

    on 05.04.2014 had recommended the project. The Expert Appraisal Committee of

    MoEF&CC had considered the project and MoEF&CC issued Environmental & CRZ

    Clearance on 02.01.2015.
