FOREWORD
Trade flow between Europe and other con�nents is growing steadily every year, and intercon�nental trade routes and traffic are cri�cal to global and na�onal economic vitality. There are important and specific trade flow trends that cause significant impacts on the balance of trade and GDP growth in the EU, infrastructure, carriages and transport modali�es, logis�cal costs and procedures, man-ufacturing ac�vi�es, passenger and freight flows in the Trans-European Core Transport Networks, and the environment. For example, in 2014 all intercon�nental traffic increased by: 5.2% between Asia and Europe, 5.5% between Africa and Europe, and 4.8% between America and Europe. More specifically, mari�me trade flows have shown sustained growth, and projec�ons suggest this will con�nue, with an increasing concentra�on around Asia. It is also expected that freight volumes over the Eurasian land bridge will increase by 80% by 2050, while the interconnec�on between neighbouring countries and regions - par�cularly in the case of Eastern Europe and the Mediterranean Basin - and the promo�on of new intercon�nental routes, are addi�onal key issues. A further trend is that the economic ac�vity generated by the increasing trade flow is concentrated around major ci�es and in smart inter-ci�es links including the major gates of these connec�ons: ports, airports, rail-way sta�ons, and inter-modal terminals where flows are channelled. These have become a vital requirement in a global world. Knowledge is cri�cal: FERRMED and EU CORE NET CITIES PLATFORM promote the crea�on of Tribunes, in the most significant ci�es, in order to communicate the bo<om-up requirements posed by the aforemen�oned challenges and opportuni�es in the Core Network Corridors. It is also vital to iden�fy the drivers of change, challenges, and opportuni�es for the European economy and transport networks that result from changes in trade balances. Key experts from all over the world will examine these ma<ers in depth at the Conference, and proposals and recommenda�ons from the conference will be stated in a corresponding FERRMED Declara�on. FERRMED TARGETS AND MAIN ACTIVITIES
FERRMED is going forward promo�ng the development of the Associa�on main targets: FERRMED
Standards implementa�on all over EU (mainly in EU Core Network), the connec�ons improvement
between ports and their hinterlands (including the corresponding inland terminals), the concep�on
of a high priority Great Axis Rail Freight Network Scandinavia – Rhine – Rhone – Western Mediterra-
nean, the promo�on of the EU CORE NET CITIES PLATFORM and the organiza�on of FERRMED – EU
CORE NET CITIES Tribunes all over Europe.
Between April 2014 and May 2015 FERRMED has par�cipated in close to 100 events. In most of
them (Mee�ngs, Working Groups, Conferences and Seminars) our Associa�on has par�cipated as
speaker and/or Round Tables moderator. Several presenta�ons and conferences have been made/
organized by FERRMED, like:
Presenta�ons: Close to 20 FERRMED Project presenta�ons have been held in different European
ci�es.
Conferences: 3 huge conferences were organized by FERRMED.
Mee�ngs: More than 50 mee�ngs with significant stakeholders (Companies, Ins�tu�ons, Gov-
ernments from Regions and Member States, European Commission, European Parliament, etc)
have been held during this period, regarding FERRMED targets development all over EU.
Furthermore, FERRMED has held two Ordinary General Assemblies, two Steering Commi<ees
mee�ngs and three Technical Working Group mee�ngs. One significant point stated in 2015 is the
launching of the FERRMED—EU CORE NET CITIES TRIBUNES, which main objec�ves are:
To promote smart interci�es links according to FERRMED and EU CORE NET CITIES PLAT-
FORM objec�ves
To convey bo<om-up ini�a�ves and requests to EC, EU Parliament, Member States and Re-
gions, related to Core Network intermodal corridors development and enhancement
(including infrastructure and opera�onal issues).
To analyze the present problems and forecasted condi�ons in the different kinds of inter-
ci�es links.
To propose innova�ve solu�ons including more sustainable and socioeconomic balance be-
tween transporta�on modes.
The First Tribune “Bo�om-up ini�a�ves for smart interci�es links —Transporta�on & Logis�cs”,
concerning the Mediterranean Corridor Sec�ons: Torino – Lyon – Marseille – Barcelona – Valencia –
Almería and Barcelona – Lleida – Zaragoza, was held in Barcelona on 27th January 2015

RAILWAY GOVERNANCE PROPOSAL
In the span of �me between September 2014 and July 2015 several important documents were re-
leased from the European Commission and Transport Council concerning 4th Railway governance is-
sues, on which we observe the sugges�on of bilateral arrangements between IM and RU even within
ver�cal integrated structures.
FERRMED argues that coopera�on agreements alone are not the most suitable tool to cooperate.
We understand that the Coordina�on Commi<ees with the par�cipa�on of he involved users and
stakeholders jointly with IM’s and RU have to be considered. On the other hand IM have to be duly
coordinated by ERA par�cularly in interna�onal train paths assigna�ons.
TO DRIVE FORWARD THE RAIL SECTOR’S GROWTH AND
COMPETITIVENESS
In that sense, FERRMED fully agrees in the declara�on made on June 30th 2015 by CLECAT, ERFA,
EPF, ESC, T&E and UIRR duly stated in the open le<er to the transport council, with regard to incen-
�vising a compe��ve environment and private investment, more coopera�on and coordina�on, as
well as, full financial transparency and sustainability in the rail system. Moreover quality of service
and informa�on for customers should be at the heart of the aforemen�oned rail system.
LIST OF PROPOSALS SELECTED FOR RECEIVING EU FI-
NANCIAL ASSISTANCE IN THE FIELD OF CONNECTING EU-
ROPE FACILITY IN THE TRANSPORT SECTOR
Once again we see that the selected calls for proposals (launched on September 11th, 2014) are
more oriented to member states priori�es than European preferences. Many of them are not con-
centrated in the 9 main corridors or in its immediate area of influence.
As it is already known, FERRMED posi�on (see FERRMED Declara�on concerning the “EU FULL FER-
RMED RAIL FREIGHT CORRIDORS”, Brussels March 6th, 2013) clearly stated to start the investments
in the most important Core Network Corridors (approximately in 13.000 km from a total of approx.
50.000) It is enough in order to link the main ports, industrial areas and huge ci�es all over the EU.
This has to be the first priority if we want to increase the socio-economic compe��veness at short
term and the European added value.
As we have asserted in several occasions, the most important socioeconomic vectors in EU and
neighbouring countries are: FERRMED Great Axis Rail Network (or EU locomo�ve economic regions
(EULER) network); Eurasian vector (from UK to Russia and China) and Mediterranean Vector.

It is in the area of influence of these vectors where the investments have to priori�zed. In that
sense, we welcome various planned investments in Corridors like Rhine-Alpine, Sacandinavian
– Mediterranean, North Sea – Mediterranean, and Mediterranean as a part of the FERRMED
Great Axis Rail Network (EULER VECTOR). Unfortunately the same could not be said in the
case of the Corridors related to Eurasian Vector (as it is the case of the North Sea Bal�c Corri-
dor and Rhine – Danube (as key elements of the Eurasian Vector).
On the other hand, it is very important to censure the deplorable situa�on of many sec�ons
of the Mediterranean Corridor, par�cularly in Spain, with planned ac�ons that are far late and
poorly conceived.
Regarding the Mediterranean socio-economic vector there is a very good news: the new Suez
Canal Expansion, but s�ll there are a lot of issues pending regarding short sea shipping lines in
Black and Mediterranean Seas.

DIVERGENCES IN ACCESSIBILITY
It is recognized that many peripheral areas, par�cularly in the new member states s�ll remain
poorly connected to European transport network, specifically in the case of railway.
FERRMED claims to prepare a plan in order to increase the accessibility between different
main urban areas all over the EU, taking into account railway as a basic transport system.
It is not understandable that Lyon – Barcelona with a distance of a li<le bit more of 600 kms
the High Speed trains take five hours to make the journey.
A high-speed network among all the main urban agglomera�ons, have to be developed includ-
ing high speed overnight trains that could prac�cally link in 10÷12 hours the most remote of
prac�cally all these main ci�es all over EU.
RAIL FREIGHT TRANSPORTATION
FERRMED insists once again in the complete implementa�on of FERRMED Standards (ERTMS
included) in the main Corridors of the Core Network star�ng for the ones more fully related to
the three vectors of EU key development (EULER, EURASIAN and MEDITERRANEAN).
PROGRAMME AND PRIORITIES OF LUXEMBOURG EU
PRESIDENCY
FERRMED welcomes the priori�es stated in the briefing note of the Luxembourg presidency,
which strives to achieve the aims of the EU transport policy looking for an effec�ve, safe, relia-
ble, accessible and sociably responsible mobility. It will also endeavours to create adequate
condi�ons for a sustainable innova�ve transport industry in order to generate first rate jobs
and good working condi�ons to bolster the European prosperity and economic compe��ve-
ness, whilst respec�ng the social, financial and ecological balance.
It is an important declara�on of inten�ons that will count with full FERRMED support.

FIRTS FERRMED/ CZF/ EU CORE NET CITIES TRIBUNE
FERRMED claims the Mediterranean Corridor between Turín and Almería to be fully operative in 2 or 3 years
FERRMED, CZF and EU CORE NET CITIES have organized the first Tribune about the advancement of the actions in the Mediterranean Corridor, in the Recinte Modernista of Sant Pau in Barcelona. This was an important event, because of the subject treated, and as it was the first of a series that will be developed across EU concerning the different Corri-dors that constitute the “Core Network”.
In this occasion, FERRMED jointly with the EU CORE NET CITIES PLATFORM executive secretariat have published a detailed report of the actual situation. These actions should be carried on immediately, in a short and medium term in the Mediterranean Corridor, between Turin and Almería, including the branch Barcelona-Lleida-Zaragoza, in order that within 2 or 3 years it can be fully operable in a first phase.
EU CORE CITIES NET is an independent association of 42 cities, promoted by FERRMED and BCN City Council, which aims to consolidate and improve the interconnections between cities, from different points of view: transportation, logistics, energy, urban planning, data sharing and business management. All the cities that are linked to the Trans-European Core Network can be part of this partnership. Cities such as Dublin, Lyon, Turin, Montpelier, Genève, Gratz, Liege, Strasbourg and Barcelona, Málaga, Murcia, Alcoy and Castellón in Spain, among others are members of this as-sociation.
The report has identified the problems in land transport network and includes an Action Plan, emphasizing the measures to have the Mediterranean Corridor fully interoperable, and able to gradually rebalance the traffic between road and rail, reducing socio-economic costs and improving environmental conditions.
FERRMED requests:
• To accomplish the proposed Action Plan
• The appointment of Corridor sub-coordinators at country level for infrastructure development (immediate/short term)
• Observatories about railway saturation and demand trends in key sectors of the Corridor (immediate/short term)
• International Committee in order to promote new railway routes in the Corridor to or from any destinations within the EU. Specialization by type of commodities (immediate/short term)
• Organism in order to coordinate international train paths, particularly in the borders. Relationship with ERA (short term)
• Periodical bottom-up Tribunes organization to follow the real progress of the different official action plans (immediate/short term)
• New Strategic Logistics Plan at EU level (short/medium term)
It also proposes the organization of Periodical Forums across Europe to track the actual progress of the different official action plans, based on data provided by the mixed observatories formed by public and private companies (from now / short term).

Also, the Tribune had the participation of prominent representatives of the European Commission and the member states concerned, to whom the report has been delivered, urging for appropriate measures to be taken in order to have a fully manoeuvrable and interoperable Mediterranean Rail Corridor in 2 or 3 years. This will result in a highly positive impact on transport costs and environmental aspects. Finally, the report notes the economic impact of the Mediterranean Corridor, which only in the Spanish State: will save energy, time and environmental emissions in the period 2016-2045, for an amount of 67,267 euros. These savings will affect the competitiveness of enterprises.

STATEMENT
Last year marked the beginning of a new Transport Infrastructure policy for Europe in which seaports play a crucial role as im- portant nodes and start and end points of the nine multimodal corridors. Today, European seaports are clearly on the TEN-T map. In fact, according to data from the European Commission, European ports convey most of the traffic outside the Union, in particular more than 75% by weight and more than 51% by goods’ value. It also represents over 37% of domestic transport among EU countries.
International trade has undergone a radical change during the last six decades. On the one hand, globalization has caused world trade to grow three times faster than the economy. On the other hand, the emergence of Asian countries as frontline economic players has shifted the main trade flows. In this context, the relevance of ports as basic elements of the continent competitiveness will increase.
In order to exercise this key role for the European economy there are two essential aspects to con-sider. The first one, a proper connection with the TEN-T corridors, the second one the development of a legal framework allowing free competition among ports.
Related to the first issue, becoming a gateway implies the capability of distributing the cargo to an extended hinterland, and that requires good land connections and proper integration with the rest of the transport modes: rail and road and where available, inland waterways. The Work Plan of the Eu-ropean Coordinator for the Mediterranean Corridor was published last month. It establishes that proper rail connections with hinterland are the most relevant critical issue for ports. Rail connection should be addressed in terms of: (1) developments inside the port in order to connect the different terminals with the port rail access; (2) connection between port and rail network (i.e. “last mail con-nection”); (3) long distance connections because of bottlenecks and missing sections alongside the corridors affect the development of services with origin and destination in the port and (4) the devel-opment of adequate ICT integration between ports and land transport modes, mainly rail.
The good connection of ports to TEN-T core network should be accompanied by an effective promo-tion of short sea shipping and motorways of the sea. Maritime is one of the most sustainable transport modes and the efforts carried on by maritime regulations and shipping industry during the last years are pushing to a still more environmental friendly sea transport. These efforts should con-tinue in the next future with additional reductions in emissions.
Related to the second aspect, the establishment of a framework on market access to port services and financial transparency of ports is necessary in order to develop a level playing field for port au-thorities. Additionally, the harmonization of customs and inspection procedures in all European ports is a desirable improvement for ports competitiveness and competition.
As a conclusion, the integration of ports to the European core transport network will facilitate the de-velopment of the European commerce and will improve the competitiveness of our industry.

Barcelona Europe South Terminal (BEST) is the first semi-automated container terminal developed by the world’s leading port investor, developer and operator, Hutchison Port Holdings, and one of the most modern and efficient terminals in Southern Europe. BEST currently has eleven super post-Panamax quay cranes, 36 automatic stacking cranes (ASCs) and 26 shuttle carriers operating along a 1,000 meters berth with a draft de pth f 16.5 meters. As well as the latest equipment, BEST has implemented the latest technological developments in Southern Europe. This has been made possible by the terminal operating system developed by HPH called nGen (Next Generation Terminal Management System). This management system that complements the functional design of the terminal makes possible to achieve high productivity rates, especially when servicing multiple mega-vessels simultaneously. Since its official opening in September 2012, BEST has provided excellent yields, reaching a Vessel Operating Rate (VOR) of more than 220 moves per hour and an annual average per crane of over 40 moves per hour, one of the highest rates of productivity in Europe. The terminal also has one of the most modern entry/exit gate complexes in Europe and one of the largest rail terminals at a container port with an eight-track railway facility with mixed gauge (Iberian
and UIC), connecting BEST daily to many differ-ent destinations in Spain and Southern Eu-rope. The next phase of the terminal’s development is already underway and will increase the terminal area from 60 to 79 hectares. When it becomes fully operational, the enlarged facility will in-crease equipment numbers to 48 ASCs with a 1,500 meters berth and a draft of 16.5 meters. BEST, located in the Port of Barcelona, has ex-cellent road and railway connections with the main highway and railway network of Spain and the rest of Europe and a strong network of mari-time connections with the closest ports. The de-velopment of these routes, along with Barcelo-na’s privileged and stra-
tegic location makes BEST the main gateway of entry of goods in the Euro-pean market.

CFL multimodal is a global service provider covering the entire logistics chain. The ideal geographic location of the intermodal terminal (combined terminal and Modalohr platform) and the marshalling yard on the crossroad between the North-South & East-West axes positions CFL multimodal as a central logistics hub.
Luxembourg’s new intermodal terminal will open in 2016.
A new intermodal terminal is under construction and will open in 2016, offering more connections to major European economic centres and ports. It will have a capacity of 300,000 container handlings per year on the combined terminal and 300,000 trailer shipments per year on the Modalohr platform.
The terminal will be directly linked to CFL multimodal’s new multifunctional warehouse. This new facility will bring togeth-er CFL multimodal’s different high added-value logistics activities on one single site.
ECOlogistics for our future The development of alternative modes of transport and logistics solutions is a major focus for CFL multimodal. By con-stantly developing new destinations for the combined transport activities and improving the existing infrastructure, CFL multimodal contributes to promote the modal shift from road to rail.

Dans cet esprit, la CCI de région milite en faveur de la réalisa-tion ou la modernisation :
Des deux corridors « Mer du Nord / Méditerranée » et « Méditerranéen » qui incluent en particulier la modernisation de la desserte du Port de Marseille-Fos, la construction du Contourne-ment Ferroviaire de l’Agglomération Lyonnaise et de la liaison Tran-salpine Lyon-Turin (tunnel de base et accès) ;
d’un réseau de fret ferroviaire européen massifié, interconnecté par des plates-formes logistiques multimodales pour renforcer la vocation logistique européenne du nœud ferroviaire de l’aggloméra-tion lyonnaise ;
de la nécessité d’apporter un service ferroviaire plus compétitif aux entreprises.
Au regard de ces grands objectifs, la CCI de région Rhône-Alpes s’est engagée depuis plus de 10 ans dans l’association FERRMED pour promouvoir cet axe qui relie les grands ports maritimes méditer-ranéens aux grands centres économiques et urbains du Nord et du Centre de l’Europe.
