WehavebegunaconiferanalysisforourWesternMarylandstateforests,beginningwiththeGreenRidgeStateForest.Thiseffortdisplayedtherawconifercoveratapproximately441acres.Thisprojecthasidentifiedindividualtreesfromsix-inchresolutionimagery,soeveninapurestandofpinetheanalysiswillstillshow"holes"betweenthetrees.ThisGISdatalayerwillshoweverythingovertwometers,sosmallerplantssuchasmountainlaurelwillnotbedisplayed.WewillreviewthisdraftanalysisbeforerunningsimilartestsfortheGarrettcountystateforests.Duringthepastdecade,nestinggoshawkshavebeendiscoveredinplantationsofredpine.GoshawkshadnotbeenseeninMarylandformanyyears,sothiswasapleasantsurprise.Thesestandshadbeentargetedforregeneration,tobereplacedwithnativehardwoods.Sincethen,ourstateforeststaffhasworkedwiththeNaturalHeritageProgramtoidentifythestandslikelytobeattractivetogoshawksandactuallyplantomodifythesestandsusingsilviculturalpracticestoenhancethehabitforgoshawk.SeePotomacGarrettStateForestannualworkplanFY2017,pages114-115,andSavageRiverStateForestannualworkplanFY2017,page78-79.Coniferswhenpresentinstandsproposedformanagementareidentifiedandwhenappropriate,givenpreferenceforretentioninthenextstand.Thiscanbenoticedinourrecentannualworkplans.ReviewofPotomacGarrettStateForestsearchfor“conifer”willhelpidentifythisplannedwork.Thisawarenessfortheneedtosupportlandscapeandspeciesdiversityhasbeenidentifiedwithsuchlanguage:“Whereappropriate,dominantandco-dominanttreeswillberemovedthroughsingletreeandgroupselection,toreleasesuitablewhitepineseedlingsandsaplingsfromcompetition.Thiswillfacilitateexpansionoftheimportantmixedhardwood/conifercovertype.”RedsprucewasonceaneconomicallyimportantsoftwoodspeciesinGarrettCountybuthassincebeenharvestedtothepointonnon-existence.Pocketsofafewtreesarediscoveredandfavoredinmanagementpractices.Managershaveevengonetothepointofdiggingwildseedlingsandtransplantingthemontothestateforests.



NorwaysprucehasbeensuccessfullyplantedonSavageRiverStateForestsomedecadesago.Theauditteamshavevisitedthesestandsandsilviculturalworkduringpreviousaudits.Withthesuccessoftheseplantationsandthedifficultyofgettingredsprucebackintothestands,usingnon-nativeNorwaysprucehasbeendiscussed.WehavemetwiththeNaturalHeritageProgramregardingthisconcept.Whiletheystatedthattheywouldnotpromoteplantingofnon-nativespecies,theycouldseenoreasonnotallowit.WeassuredthemthatanyplanforusingNorwaysprucewouldnotresultinlargeplantationsbutsmallpockets.Furtherdiscussionswillensue,buttheopeningdialoghasbeenpromising.

SCSreview SCSverifiedthegoshawkinformationincludedinthetwoAWPs.NortherngoshawksoccurinNorthAmericaandEurasiainavarietyofforesthabitats.Nestsmaybebuiltinbroadleaforconifertreesdependingonfactorssuchastreesizeandspeciescomposition,canopyclosure,adjacentforageareas,andotherfactors.IntheEasternNorthAmerica,goshawksmayoccurinmixedtreespeciesstands.AccordingtointerviewswithDNRstaff,managementforgoshawkscanbecompatiblewithobjectivesforconiferretentionandregeneration,butmustbeplannedincooperationwithWildlifeandHeritagestaff.TheRedpinestandmaybemaintainedaspartofthisspecies’management.Sofar,riskofRedpinebecominginvasiveorcausingothereffectsisverylow;RedpineoccurswithseveralofthespeciesoffloraandfaunaofWesternMaryland,thoughinecosystemsoftheMidwestandNortheastoftheUSA.FMEdemonstratedadraftofitsNorwayspruceguidelines,whichreferencesaguidelineonlimiteduseofthisspeciesunderspecificcircumstancesasapossiblefunctionalsurrogateforthelossofEasternhemlockduetoitssimilarcovertypeandlongevity.FMEpreparedasummaryofhistoricalconifercoverusingpublicationsfromtheMarylandGeologicalSurveydatingbetween1900-1916.ConiferdensitiesreportedoverthecountiesoftheWesternRegion’sStateForestswerelowerinthatperiodandthathardwoodsdominated.Harvestingofconifersbeforeandduringthattime,however,likelyreducedtheirabundanceanddistribution.Duringtheaudit,moreinformationwasprovidedbymanagersintheWesternRegion:Regardingtheconifercoversummary,thereisnosummaryavailableyetthatcomparesthe1900stotoday.The1900informationdescribestheentirecounty.Atthattime,wedidn'thavethestateforestsystemwehavetoday.Today,wecandissectthecountytolookatjustourstateforests,whichiswhatwehavedone.ConiferCoveronWesternMarylandStateForestsGreenRidge-441acSavageRiver-6,600acPotomac-Garrett-964acA2016county-wideanalysishasnotbeendone,butcanbeeasilywithinacoupledays.Itwouldmakeaninterestingprojecttoseehowwelltheinfoprovidedfrom

EachyearthestateforestsareawardedRecreationTrailGrantsfromtheMarylandStateHighwayAdministration.Thisgranthadbeencappedat$30,000perprojectbuthasrecentlybeenincreasedto$40,000.However,thisdoesmeanthatfewerprojectscanbefundedandthesegrantshavebecomemorecompetitive.DuringarecentmeetingwiththeDNRSecretary,DeputySecretaryandAssistantSecretary,fundingforstateforestroadsandtrailswasdiscussedasanissueofimportanceandhowthisrelatestoourforestcertificationprogram.
