Introduction1 Allgemeine Erläuterungen

1.1 Legal bases

Foreign trade statistics are based especially on the following legislation:

- Law on Statistics for Federal Purposes (Federal Statistic Law) of 22 January 1987 (Federal Law Gazette, partI, pp. 462, 565)

- Council Regulation (EC) No. 1172/95 of 22 May 1995 on statistics relating to the trading of goods by theCommunity and its Member States with non-member countries (OJ no. L 118, p. 10)

- Commission Regulation (EC) No 1917/2000 of 7 September 2000 laying down certain provisions for theimplementation of Council Regulation (EC) No 1172/95 as regards statistics on external trade (OJ no L 229,p. 14)

1.2 Subject

The subject of foreign trade statistics is Germany’s cross-border trading of goods with other countries.Other countries in sense of foreign trade statistics are territories outside the statistical territory.

A distinction is made between intra-Community trade (trade with EU Member States) and extra-Communitytrade (trade with non-member states) in foreign trade statistics since 1993.

1.3 Statistical territory

The statistical territory covers the Federal Republic of Germany (excluding the Büsingen customs exclave).

1.4 Trade system

Foreign trade statistics is presented on the systems of general trade and special trade. General tradecovers all goods moved into and moved out of Germany, except transit operations and goods ofintermediate foreign traffic (these are not subject to foreign trade statistics). Special trade only coversgoods that are moved into Germany for use, consumption, treatment or processing, and goods leavingGermany that were produced, treated or processed in the country.


2 Special trade

The data of the present publication relate to the system of special trade.

2.1 ImportsThe system of special trade includes the following types of imports:

- imports for free movement

- imports for inward processing under contract or on processors own account

- imports after outward processing

Special trade includes imports from storage into free movement or for inward processing.

2.2 ExportsThe system of special trade includes the following types of exports:

- exports from free movement

- exports after inward processing under contract or on processor’s own account

- exports for outward processing.

2.3 Exemptions

As regards intra-Community trade statistics all private persons are exempted from the obligation to provideinformation. Businesses are exempted from the obligation to submit a declaration for the puporses of intra-Community trade statistics if, in the current and the previous year, their scope of dispatches to otherMember States and their scope of arrivals from those countries each have not exceeded the currentlyspecified threshold or 300 000 Euro.

As regards the extra-Community trade statistics consignments of goods up to a value of 1000 Euro areexempted from declaration, provided the total weight of the consignment does not exceed 1000kilograms.

2.4 Commodity classification

The commodities are shown according to the Standard International Trade Classification, Revision 4 (SITC-Rev.4).

2.5 Partner countries

As partner countries the country of origin (imports) and the country of destination (exports) are shown. Thecountry of destination is the country where the goods from Germany are to be used or consumed, treatedor processed. The country of origin is the country where a commodity was completely obtained orproduced or the country of its final substantial and economically justified treatment or processing.

2.6 Quantities

The quantity of goods, i.e. their net mass, is presented in decitons (1dt = 100 kg). A commodity’s net massis defined as its mass excluding all packaging.


2.7 Values

Conforming to international standards, the value of goods is based on their value free at border (statisticalvalue). Usually, this value is derived from the amount invoiced for a commodity bought (imports) or sold(exports), a cost delimitation free German border being required. Duties, taxes or other levies imposed onimportation or exportation are not included in the statistical value. In processing trade, the statisticalvalue is composed of the invoice price – processing cost (wages, material, accessories) – plus the value ofthe previously exported or imported unprocessed goods and insurance and freight charges up to theGerman border.

The statistical value is presented in Euro und US-$. The values published in US-$ have been subsequentlycomputed from the Euro values. For this purpose the conversion rates from the European Central Bankwere applied.
