If uncertainty characterized the 2018 international trade and investment landscape, distinct deadlines with unclear outcomes color the emerging portrait of 2019. Though originally scheduled for March 29 of this year, the European Council and UK Government agreed to postpone the UK’s final exist from the Union until October 31 at the latest. The USMCA (the United States Mexico Canada Agreement) – the intended replacement agreement for NAFTA – remains unratified by the US Congress despite executive approval from all three governments at the G20 summit in November. With tariffs in place between Canada and Mexico and the United States, the greater peril of the US withdrawing from NAFTA entirely, and a divided US government, the road to ratification is uncertain. Finally, fears of a Chinese economic slowdown held by economists and the global market continue to loom large as the year progresses. Across the globe, key political decisions worth trillions will play out before year end.

As the 13th largest economy in the world, the six-county Southern California region supports and is supported by a profound interconnection with the global economy and rich bilateral and multilateral relationships with partners across all continents. Now in its fourth edition, the World Trade Center Los Angeles (WTCLA) and the Los Angeles County Economic Development Corporation (LAEDC) once again present a report on the status and trends of international trade and investment in Southern California (defined as the counties of Los Angeles, Orange,

Riverside, San Bernardino, San Diego and Ventura). In addition to continuing to provide critical information regarding the region’s economic

interactions with its global partners, taking the form of statistics and trends concerning foreign-owned enterprises (FOEs), this body of research turns aside from ongoing global economic phenomena to reflect on FOEs in the context of regional sustainability. Indeed, since the previous report, Gavin Newsom has been inaugurated as governor of the State of California, and with a new state Legislature has enumerated policy goals for his administration of which climate change features prominently. In collaboration with the University of California Los Angeles (UCLA) International Institute and Center for Neighborhood Knowledge, this report presents an analysis of FOE location relative to several sustainability indicators: 1) average commute miles of workers; 2) jobs density; and 3) the availability of high-quality transit opportunities.

In 2018, 10,305 foreign-owned firms are estimated to operate in Southern California, representing roughly 1.2 percent of all firms in the region. These firms are estimated to employ 425,579 residents, which account for 5.4 percent of the region’s employment, who earned an estimated $31 billion in wages last year.

SUSTAINABILITY ANALYSIS

In 2008, just over ten years ago, California passed S.B. 375 as part of the state’s commitment to reduce greenhouse gas emissions. That legislation requires regions to include “Sustainable Community Strategies” (SCS) in their regional transportation plans, laying out the ways that regions will implement coordinated planning in housing, jobs, and transportation to reduce private vehicle travel. Last fall, the California Air Resources Board released their first systematic report on SCS performance, the findings of which suggest that the state is falling behind in reaching those goals and that “more and accelerated action is critical for public health, equity, economic, and climate success.” 1 The following analysis evaluates the locational performance of foreign-owned enterprises (FOEs) relative to indicators of development and investments that support the state’s ambitious climate change initiative.2

This section of the World Trade Center Los Angeles’ (WTCLA) 2019 Foreign Direct Investment Report examines foreign-owned enterprises in the context of regional sustainability. The analysis looks at the location of FOEs in the Southern California region relative to three sustainability indicators: a) average commute miles of workers; b) job density; and c) the availability of high-quality transit opportunities.

Generally, the locations of FOEs are neither more or less aligned with desired sustainable outcomes than the typical Southern California establishment. International companies do perform better in the job density category. Whether companies are aware or not of the potential positive sustainability effects, their location in higher density areas can help to push forward progress toward SCS goals. Still, there is much more that can be done across the region to better meet these goals. There are climate change mitigation benefits as well as productivity benefits that can come from achieving better sustainability outcomes. There can be opportunities for companies to create and contribute toward solutions that meet greenhouse gas reduction goals and, at the same time, benefit industry, workers, communities, and the region as a whole.

SOUTHERN CALIFORNIA REGIONThe following analysis takes all census tracts3 in Southern California and

calculates for each three sustainability indicators, capturing some key features of sustainable planning strategies. Indicators include:

• Average person miles traveled (PMT) to work: This is calculated by taking the total commute distances of workers to a census tract and dividing by the number of workers. The desired outcome is to decrease private automobile commutes and reduce associated greenhouse gas emissions.

• Job Density (jobs per square mile): Density can have a positive impact through the promotion of agglomeration effects, facilitating face-to-face interaction and reducing trip distances for businesses, employees, and consumers.

• High quality transit location (HQTL) coverage4: This measures the available public transportation opportunities within a tract. The location of jobs, housing, and other destinations in areas well-served by transit can encourage greater usage and a shift away from private autos.

FOEs are spatially assigned to the census tract in which they are located. The analysis compares the distribution of 2018 FOEs to the distribution of all establishments in Southern California. FOEs are over-represented when more than 20% fall into a given category. More desirable outcomes would be for FOEs to be over-represented in places ranked highest in sustainability-consistent outcomes. Results are reported for the distribution of FOE establishments.5

BREAKDOWNS OF FOE SUSTAINABILITY

The following tables break down FOEs by three characteristics: by county, by ownership region, and by industry sector. For these, the typical FOE of a given characteristic is measured against the typical Southern California establishment by comparing the averages of each. A score over 1.00 indicates that FOEs have a higher average compared to the typical Southern California establishment. For average PMT the more sustainable outcome would be for FOEs to have a score lower than 1.00. For job density and HQTL coverage, a score above 1.00 would indicate that FOEs are performing better than the average Southern California establishment in terms of sustainability.

For example: The typical FOE in Los Angeles is situated in an area where: a) the average commute of its workers is roughly on par with that of the typical Southern California establishment (with a parity score of 1.01 indicating that Los Angeles commutes are just about 1% longer than the Southern California average); b) in an area that is 3.23 times more job dense than the location of a typical Southern California establishment; and c) is in an area that is covered by about 39% more high quality transit (with a parity score of 1.39) than the typical Southern California establishment.
