I rise to speak on behalf of all New Democrats on our motion to ban the

use of pesticides used for cosmetic purposes in private homes and public

spaces.

A motion that Im pleased to have rest i n my name.

In so doing Id like to recognise the important work being done on this issue by

our members for Winnipeg Centre, SkeenaBulkley Valley and Victoria.

Mr. Speaker, only five countries in the world use more pesticides per capita

than Canada.

This is an issue that impacts our environment, and its an issue that impactsthe very health of Canadians. [ ?!?! ]

Thats why New Democrats are calling on Parliamentarians from all parties to

support this motion and take a positive step forward together.

Mr. Speaker, in back yards and school yards, parks, gardens and green spaces

across Canada a TOXIC COCKTAIL OF CANCER causing chemicals are being used to

kill weeds, and pests. [ Wrong ! ]

While these carcinogens are very effective at keeping our yards and public

spaces looking green, they are far from being green.

Pesticides that in many cases may have life altering implications not just in the

near term, but decades down the road, such as immune system damage, repro-

ductive damage, skeletal abnormalities, skin damage, and cancer. [ Wrong ! ]

As the CanadianCancerSociet y has said, and I quote

Since the ornamental use of pesticides has no countervailing health benefit

and has the potential to cause harm, we call for a ban on the use of pesticides

on lawns and gardens. [ Wrong ! ]

So Mr. Speaker, why does the federal government continue to allow these can-

cercausing [ sic ] pesticides to be used ? [ ?!?! ]

These chemicals are seeping into our soil, leaching into the w ater we drink, be-

ing absorbed by our homes, harming our bodies and claiming the lives of our

CHILDREN. [ Wrong ! ]

Mr. Speaker, only yesterday, we watched as a warehouse fire broke out near

the village of Debden, Saskatchewan.

The fire burned pesticides, and placed hundreds of school children at potential

health risk.

This dramatic example shows the importance not only of safe pesticide storage,

but the threat such chemicals pose. [ ?!?! ]

Mr. Speaker, the wait and see attitude of past governments puts more and

more Canadians at risk. [ ?!?! ]

The science is in, enough time has been wasted it is incumbent upon us as

Parliamentarians, to do what is right for our communities, the families we rep-

resent, the people who rely on us to be their voice in this place.

It is time to take concrete action to ban the use of these unnecessary cosmetic

pesticides. [ Wrong ! ]

Thats why New Democrats are moving this motion.

Thats why were calling on the pesticide manufacturers to prove that their

products are safe before they can be marketed to the Canadian public. [ ?!?! ]

Just as the government oversees and regulates the use of drugs, the use of pes-

ticides must be held to similar government oversight. [ ?!?! ]

By reversing the onus of proof, with proper scientific and government oversight

we will move Canada forward towarda greener, cleaner, future that is healthi-

How are the health risks from pest control product use assessed,

including risks to children ?

Pest control products are STRINGENTLY REGULATED in Canada.

Before a product is registered for use, it must undergo a COMPREHENSIVE

AND RIGOROUS SCIENTIFIC ASSESSMENT, including the results of epide-

miology and toxicity studies.

If the assessment does not indicate that a product can be used safely, it is

not registered for use in Canada.

Pest control products undergoing reevaluation must meet that same stand-ards.

The human health risk assessment looks for the short and longterm po-

tential of a pest control product to cause adverse health effects such as can-cer, birth defects and endocrine disruption.

A broad range of toxicity studies are examined, which must be conductedfollowing STRICT METHODOLOGIES.

Dose levels that cause an effect in laboratory animals as well as the dose

where no effect is observed are noted.

The dose where there is NO EFFECT is then compared to levels that people

may be exposed to, in order to determine how far apart these numbers are

the larger the difference ( i.e., the farther apart the numbers are ), the

better in terms of ensuring that RISK IS MINIMAL.

ALL sources and routes ( oral, dermal, inhalation ) of potential exposure are

assessed, including exposure from the diet and drinking water and from con-

tact with treated areas like lawns and gardens.

As well, occupational exposures, both during and after pest control product

application, are considered.

Because some population groups may be more susceptible to potential ef-

fects of pest control products, the assessment ensures that the most sensi-tive subpopulations, like CHILDREN and PREGNANT WOMEN, are protected.

Special attention is also given to the unique exposures and physiological

characteristics of children, ensuring that factors such as their unique be-

haviours, different diets and lower body weights are considered.

Pest control products are only registered if there is a wide enough margin of

safety between what people are exposed to and the dose that causes no ef-

fects according to scientific research.

Normally this margin is 100 TO 1,000FOLD.

When a registered product is used according to label directions and when

good hygiene practices are followed, EXPOSURE WILL USUALLY BE MINI-

MAL AND POSE NO RISK.
