    Calgary (pronounced /klri, klri/) is the largest city in the Province of Alberta, Canada.The Calgary census metropolitan area (CMA) is the third most diverse in Canada in terms ofvisible minorities after Toronto and Vancouver when considering only CMAs with population

    greater than 200,000. It is located in the south of the province, in an area of foothills and high

    plains, approximately 80 km (50 mi) east of the front ranges of the Canadian Rockies. The city

    The city[ OF CALGARY ] is moving ahead with a bylaw to reduce the

    use of pesticides, with a final draft to be brought forward in DECEM-BER [2009].

    Critics and some aldermen [ COUNCIL MEMBERS ] say the city hasfurther weakened its pesticide bylaw after council voted Monday notto move forward on targets for eliminating herbicide use.

    He said there are too many unanswered questions, including the ef-fect on golf courses and how much control council can have overprivate property.

    " Most important, how is this enforced ?" he said. " We'recreating something unenforceable."

    Overall, council gave the goahead in a 132 vote to develop a bylaw

    reducing herbicide use. Alderman LINDA FOXMELLWAY and Al-

    derman JOE CONNELLY were opposed.

    It will come back to the utilities and environment committee

    which held a lengthy hearing on the issue in OCTOBER early next

    month [ DECEMBER, 2009 ], when the public will again have anopportunity to comment.

    It must then also return to council.

    The principles that will now be part of the bylaw include banningproducts that are overused, such as those that require dilutionand any that are sprayed over a large area rather than applied tospecific spots.

    A system to notify neighbours that a pesticide has been used will

    also be developed.

    And there will be increased standards for those licensed to applythe chemicals, such as lawn care companies.

    " We struck the right balance, " Alderman DIANE COLLEY

    URQUHART said. [ DEFINITELY !]

    " Some people did not feel we went far enough. Others thinkwe went too far."

    During the OCTOBER [2009] hearings, the committee heard thatthe province's decision to ban weed and feed products will help toreduce the amount of herbicide that ends up in the city's water.

    It also heard from many people with varying opinions on the safetyof herbicides people use on their lawns.

    Calgary is the biggest city in Canada without comprehensive antiherbicide rules. [ SO WHAT ? ]

    [CALGARY ]C ITY COUNCIL HAS FOUND SOME RARE MIDDLE GROUND THAT

    WILL REDUCE PESTICIDE USE WHILE STILL ALLOWING SPOT SPRAYING.

    The bylaw still needs to be written, but administration now has

    clear direction. What's out is an outright ban. As proven in other

    municipalities, bans on the use of pesticides do not work because

    they are unenforceable, short of creating property police to patrol

    lawns.

    The new rules call for tougher licensing standards for commerciallawncare companies, the reduction or ban of herbicides that must

    be diluted, and those that are intended to be used over large areas.

    The Coalition for a Healthy Calgary believes short of a ban, the

    bylaw is toothless. This position fails to acknowledge Alberta will

    become only the second province to ban the sale of combination fer-

    tilizer and herbicide products come JANUARY 1, 2010.

    That renders municipal bans on usage unnecessary. As long as the

    products are available for purchase, no municipal ban will stop

    some people from using them on their lawns.

    Banning the sale is what really works. Products that combine fertil-

    izer with herbicide, are among the biggest culprits of the whole de-

    bate. Weed and feed products are often overapplied, with the ex-

    cess chemical washing into the storm drainage system and pollut-

    ing our waterways.

    LAWN CARE COMPANIES AND OTHER COMMERCIAL USERS OF PESTICIDES

    POINT OUT THESE PRODUCTS, WHEN USED CORRECTLY, ARE NOT UNSAFE.

    Calgary will limit the heavy spraying of pesticides by individualsbut exempt professionally licensed applicators, according to a newly

    released draft bylaw that aldermen [ COUNCIL MEMBERS ] will con-siderWEDNESDAY. [DECEMBER 2ND,2009]

    It sets out $150 fines for individuals who do not follow the new

    rules and up to $500 for licensed officials who do not keep properrecords. But the citys bylaw division has already warned the bylawwill be tough to enforce and wouldnt even start a publiceducation

    campaign in earnest until a year after the rules take effect in JANU-ARY[2009].

    " The only shock is that its going to be even more minimal

    than we thought," said the Canadian Cancer Society s EVIE

    " The impact is going to be very minimal, so Calgarians cantexpect a big difference."

    Calgary is the largest city Canadian without a comprehensive by-

    law governing pesticide use. Many municipalities have full ban onnonessential or " cosmetic "use of the yard chemicals, butCalgary is taking a softer approach.

    Companies like Green Drop and Weed Man have said they follow

    best practises to avoid overuse of pesticides. Alderman LINDA FOX

    MELLWAY said ITS NOT THE PROFESSIONALS THE BYLAW WANTS TO TAR-GET, BUT ORDINARY CITIZENS.

    " People do not know how to use this stuff," said FOX

    MELLWAY, chairwoman of the committee that will hold another pub-lic hearing Wednesday to help shape the debate.

    " The guys trained in using this know not to broadly spray.They know how to use this stuff its money to them."

    The last public hearing on Calgary s pesticide bylaw endured latein the night, with various industry and antipesticide speakers aswell as aHealth Canada official, who noted that his agency rigor-ously tests the chemical products to ensure theyre not harmfulwhen used properly. This weeks meeting will be the last chance forpublic input before the final bylaw is crafted.

    Earlier this month, council voted to reject a motion calling for cityto gradually move toward a fuller pesticide ban, with many alder-

    men [ COUNCIL MEMBERS ] saying tougher rules would be virtuallyunenforceable on private property.

    Alderman JOE CECI is holding out hopes that colleagues minds willchange on a bylaw he said is too weak. " I do not see how its go-ing to address the real health concerns people have ex-

    pressed to me about pest icides in Calgary,"Cecisaid.

    Calgary s proposals would take effect JANUARY 1 [ 2009 ], thesame day as the province begins banning sale of all weedandfeedproducts.

    Individuals who arent licensed to use pesticides would be barredfrom using hoseend spray chemicals and any that require dilution,

    but can still spotspray pests or weeds. Anyone who gets paid toapply pesticides will need a licence, keep records and post noticesfor at least a day after using the chemical treatments.

    The bylaw also doesnt impose a crackdown on pesticide use oncityowned parks or sports fields. The city has tried limiting itschemical use through an integrated pest management plan, andlast year cut its herbicide use to 981 kilograms, down 80 per centover the previous years levels.

    City administration wont spend any extra money in 2010 on pub-lic awareness around pesticides or enforcement, but is requesting$500,000 for programs in 2011.
