MAYOR'S REPORT.

T o the Ratepayers of the T own of 1;)artmouth. Ladies and Gentlemen;-

I have the honor to submit the statement of the T own's affairs for 1921.

You will notice by the statement that there is a large amount-_.or unpaid ta xes ; this is partly due to the 'condi­t ion which made it impossible for some to pay, but largely to a system which has long been pract iced, of al­lowing taxes Oil real estate to Tun for three years, (the li mit of the Lien Law). This is a bad custom, very ex­pensive and must be changed or the T own will be in financial trouble.

A large amount of work has been done on the streets, but the funds available did not permit doing necessary work on outlyin g portions of the- Town. This should be kept in mind by the In-comi ng Council. I regret that the recommendation of the Council to pave Portland Street, was not approved by the citizens. '

Wa ter and Sewerage pipes have been laid in difi'('rent parts of the T own during ~he y~ar. Cameron Street and Ferry Road work was kept for the Winter to pro­vide for the unemployed. It will cost sli ghtly more t o do this work in the Winter, but is justified as they are both needed for the present and future dev elopment of that part of the T own and are employing a large number of men, who would otherwise be idle.

J l~dgc Foster who has been faithful in ,his duties as Town Solicitor for a numbcr of years has resigned, but will continuc 'as Stipendiary Magistrate.

Early in the year Mr. ' McKenzie, after long and faith ­ful service as Chief of Police, resigned, and was suc­ceeded by Mr. A. W . Liddell, who has proven a worthy succesor. Mr. McKenzie was appointed Vendor and has been satisfa:ctory.

Owing to the growing unemployment situation and i;;creasil:g demands upon the Charity Committee, it "',as thought best to appoint an official, who could devote his time to that department. Mr. Darnell, returned soldier, and well qualified, being out of employment was engaged. Thi s has ben found very satisfactory as the Council have been able to keep in touch with the situat ion and apply remedies as far as in their power.

Dartmouth is very for tunate in having a H ealth Center, of the Massachusetts-Halifax Health Commission situated here. :Much excellent work has been done. T he nurses are indefatigable in their efforts and have rendered splen did sen'ices. They have b een a grate assistance to the T O'"n Officials, in a variety of ways. The Vlctorian Order of Nurses have likewise been hi gh ly useful and very many s ick have received the comforts of nursing who would otherwise have been deprived of it. Unfort­unately thi s Orde r is in financial difficulties and some­th ing mlls t be done to help them to at least keep up to the present strength.

T he T ow ns' credit s tan ds high, indicat ed by the recent sa le of bon ds. Many Bre-Laws of importance have been pa5sed by your Council and 2ppmved by the Li eut. Goycmer-in-Connci l. Probably the most import­and is the Buildin g By- Laws. The T own Plan, for years under consideration has at last been approved by the Li eut . Governor-in-Council. Thi s, with the Building Bye Laws will have good and far rcachlng effect in the future.

The Town is in urgent need of new Public Buildings, which must receive attention when conditions improV(:. Street li gh ting is most inadequate. The Police Force should be strengthened . Street paving should be begun at once as it will not only improve the Town but also decrease the up-keep of the Streets, and .the taxation would be reduced.

The Council has given unsparingly of their time and ability to their duties and the Official s are giving their very best service in the interests of the T own.

The rate of taxation was $3.00 per $100, $1.26 for Schools and $1.74 for Town purposes making the generaf rate same as last year.

The year 1921 wiIt probably' be rem embered in Dart· mouth and in fact throughout the world , as the year of the great busi ness depression. Coming, as it has after an era of great business development, the contrast has been

s triking, and problems of financing has developed on ae· 1:0unt of this situation, which required serious consider­ation. The outstanding taxes, as will be seen on perusal of the report. appear to be large, but on an an alysis of the returns it will be found that th e proportion of taxes col­lected compares favorably with other years, despite the fact th at collection of same, on account of the depression was much more difficult.

The Tax rate of $3.00 is a fair one considering the assessmen t, b ut the serious considerat ion of the public should be given to the fact that our schools rate is a very large proportion of the tota l rate, and considering also the proportion of the T ow n Rate that is fixed charge, it emphasises the fac t th at Dartmouth has invested heavily in her Educational I nsti tutions. and mu"t "go slow" in further expenditures for T own improvement if reasonable tax rates are to b e made.

The lack of cheap power for manufacturing purposes together with the lack of effort on the part of our citizens to provide any inducement to enterprises, is to be regrett­~d. Dartmouth has the natural advantage which many places do not possess. and the building up of your Town depends to a large extent on Manufacturin g enterprises. Effort to build up the Town will result in something much mor~ tangible than criticism of tax rates and assessments.

STREETS AND PUBLIC PROPERTY.

Property beg to submit the following report;-

STREETS.

The estimates for the year have been exceeded pri· maril), through a progressive policy pursued of oi ling the main streets of the T own, for which no provision was made. and in the ea rly part of the yf'ar of cutting away the cliff of rock on Synott's Hill (an unemploym ent relief meas;Jre) and a lso in the Fan of completing this work; while the cost of Synott's Hill has been borne by current revenue it is ~oped that this amount will be capitalized during th~ <"_om· mg yea r.

A large amount of macadam road repairing has been c:lrried ou t and unless a program of permanent paving is \l1~dertaken an annual expenditure wiil have to be incurred" to keep these roads in any sort of repair, and work on other roads in urgent need of repair and macadam ising will ha,-c to be indefinitely held up.

A long felt need has been undertaken this year, of numbering the houses in the Town.

"1'arvia" surface coating has been tried on vVater Street from Portland Street to Stairs Street and proved high ly satisfactory, thi s treatment of a good surfaced water bound macadam road is a protection to the road, as it forms a wearing su rface not produced by oiling, yet at the' same time alleviates the dust nuisance.

\Ve would strongly recommend that, where practicable more of this "Tarvia" surfacing be carried out.

TOWN HORSES. The T own horses account has been exceeded due to an

extra teamster being engaged to enable the use of two single teams instead of using all double teams, the single

team s being more advantageous on cer tain work and localities ; a large amount was also expended on neces­sary renc\va ls and repairs.

\ Ve have disposed of three horses, since the end of the fi nancial year, fo r $364.50 which with a estimated saving in ,\'ages and feed of $750.00, makes a total of !; l 1 14.50, this amount will morc than purchase three new horses when required about April 1st; it is recom­mended that the incoming Committee purchase three young horses in the spring and in the fall three of the oldes t horses be sold.

SifREET LIGHTING

I n July a change was made in the Street Lighting System by di spens ing with the services of Mr. John Nich ols and removing the transformers from our own s tati on to that of the Dartmouth El ectric Light Co. where the lights are turned on by thei r representative and a time switch turns them out in the morning a monthly charge. of $10.00 is paid for this and the operating is being satisfac­torily carried out and an anllual sa\-ing being made.

The street lights haye been extended in various parts of the T own du ring the past year.

Realizing the need of better lighting on Portland and \Vater Streets your Committee have, chiefly through pri­\"ate enterpri se, been able to in stal new fixtures and higher candle power lamps, the cost of this installation being borne solely by the property owners along the lighted line; these lights are now in operation and are unques­tionably a vast improvement"

A switch has been provided whereby half the lights are turned o ff before midnight each day, this will save considerably in the consumption of current and st ill leave a well lit thoroughfare.

work carri ed out durin g the year 1921 :-

In th e early pa rt of th e year owing mainly to the amollnt of un-employment in the T own the proposal to cut away the rock cl i ff on the Eastern side of Synott's Hill was authorized and nearly half compl eted by the time winter broke up, when it was abandoned temporarily as other work opened up; the removal of this rock is a part of the W in dmi ll Road widening scheme.

Synott's Hill has always been a source of trouble caused by the large stream of storm water flowing from School Street and damaging not on ly the surface of the road s but private properties on the "Vestern side of the Street; in order to alleviate this and to thoroughly fix up the road it was decided to carry on this. work in the Fair, the work was let by constract to the McNab Construction­Co. Ltd ., but owing to the lateness of the season and the early coming of winter the work was not completed, the_ largest portion of the rock. however, has been removed leaving chiefly the grading of the surface to be done.

All th e above work has been borne by the General ICurrent Funds, I would suggest that the amount expend­·ed should be transferred to Capital Expenditure as the 'work, as s tated above, rightly comes under the heading

of "Windmill Road Widening."

The allev iation of the dust nuisance was, with mark­ed success, carried out on the main thoroughfares of the Town by Oiling the surface of the road-the streets so treated being as follows:-

\Vater St reet , from Portland to Stairs Streets, was treated with a surface coat of Tarvia, known as Tarvia "B" , this gi\'cs a wearing surface to the road and reduces the dus t; if wcather had. permitted a second coat was to have been giycn this road to hayc assured a complete water-proofing coat.

1 would s trongly recommend the further use of Tar­yia surface treatm ent where there is a hard well consoli­dated surface to the road.

\ Vater bound macadam road repairs have been car­r ied out on the follo\Ving streets;-

Queen St., School St., Dundas St., Ochterloney St., Prince Albert Road., \Ventworth St ., P ortland St. , \Vindmill Road ., Prince St., Pleasant St., Oak St., Tu lip St., and minor patching; on this work upwards of S(X)() tons of broken stone were used.

Grading ha s been done on several streets, cleaning g utters in the Spring an d Fall and the usual routine work.

House numbering was commenced during the year and will be completed early this year.

T he force consists of the same as last year, two paid firemen, that is, the drivers of the Motor Fire Engines. and three voluntary Companies; the Dartmouth Engine Co., Dartmouth Axe and Ladder Co., and the Union Protej:­tion Company.

During the year there wcrc five actual fires . Damage estimated $7300.00. In addition to these there were twenty fires whicfi caused little or no damage. Owing to the promptness and efficiency of the Fire Department these fires were checked before getting headway. T here were also twenty-nine chemica l calls which were respond­ed to by the two paid men of the Departmen t. Had it not been for the promptness on the part of these men some of these fires might have caused considerable dam­age.

The mcn arc now suppli ed with uniforms which add g-reatly to the ir appcarancc on special occasions, such as Pa rades, etc .

Thc new Motor Drh·cn Laddcr Truck wit h Chcmical attachment (McLean No. 1.) arrived in fir st class condition and was duly taken oyer by the Council, an d is an addi­tion to the Fire Apparatus that any City may be proud of.

At the beginning of the year there were at the County H ome twel ve (12) patients. Two (2) w ere admitted from the Nova Scotia H ospital, one ( I) died and one (1) was discharged, leaving at the end of the year twelve (12) patients. seven (i) males and five (5) females. The rate of Board is now $4.50 per week per pat ient.

Assistance by paying their board to residents of the Town has been given regularly in the cases of defendant persons. The number of persons on thi s lis t is now nine (9), four adu lts and five children, and the board amounts to $i6.00 per month. In additi on to this, your committee h,\Ve had to find board and clothing for four (4) children of Edward Strum. They have been placed with Sidney Bond, Porte r's Lake at $32.00 per month for the four. A child of Mrs. Albert Gri swold has also been placed at the Infant s H ome, Halifax, and the board there is costing $5.00 per week.

T he temporary assistance granted a number of Iamil­ies . in the nature of coa l, provisions and clothing, has been particularly heavy this year.

During the yea r an Employment and Welfare Bureau wa s opened in the T ow n Hall and Mr. \10.1. H. D arnell was appointed secretary. For informatlon and statistic$. re­garding this work I would refer to the Secretary's report, to be found on another page.

LUNATICS.

The amount estima ted for this service was $1800.00. The anlOunt expended was $2360.40. Of this amount the' sum of $577.62 has been recovered, making the net ex­penditure $1782.78 or $17.22 less than estimated.

On January 1st. 1921, there were at the Nova Scotia H ospital, chargeable to the T own , eight (8) patients, {our (4) male and fou r (4) females. DU'ring the year one (1) female was admitted, one (l) was transferred t o the County Hom e, and two (2) were discharged. One (1 J male was admitted, and one (1) male was transferred , to the County H ome, leaving at the close of the year four (4)

male patients and two (2) female patients, decrease of two during the year.

The rate of board at the Nova Scotia H ospital is now $32.50 per patient per month.

ANNUAL REPORT OF POLICE AND LICENSR COMMITTEE

The amount placed in the estimate for Police Service was $5665.00 and the amount expended was $6699.91.

The amount estimated for Li cense was $1(0),00 and . the amount coll ected, $821.00.

During the year Chid of Police, William McKenzie and Police Officer Reuben Tu ptin resigned from the force. Alan Li ddell was appointed Chief of Police and William McPherson Police Officer , in th eir places.

For three months Officer \ Vorrell was taken off duty and employed coll ecting overdue taxes for the T own and Frederi ck Rayment was employed as Extra Constable on ni ght duty during the time.

The Chief of P olice and three officers constituted the force for the year. ,Thi s force is totally inadequate for a T own the size of Dartmouth and entails long hours of duty.

Although the duty of dist ributing tax notices and water and sewer notices was not imposed, the coll ection of rates and t axes, and the distributiol;l of assessment not ices was carried out by the Officers.

The Town has increased in size and population greatly in recent years and the area to be patrolled is extensive, also the Town that has sprung up to the South of us has add ed greatly to the work of your Officers.

Sanitary inspect ion, collection of taxes and other civil <luties which are not Police duties, greatly add to the work of Police Officers.

Your Committee are. of opinion that now is the time :that your Police Force 'should be increased by at least two more Officers and your Police Officers relieved of all ;other duties than legitimale Police' Work.

l>EPOl>T OF LEGAL VENDOR COMMITTEE.

During 1921 the Town Council decided to try the experiment of controlling the $ale cif liquor in the Town by the appointment of a Vendor. The result of this action has been as satisfactory as could be e>.-pected under the -present unsatisfactory prohibition Act. The Council In appointing a Vendor, considered first the desirability of the Town controlling the sale and distribution, and secondly the 'Securing of any revenue hom the sale, for the T own treasury.

As both wholesale and retail prices are contro1led by the Government purchasing Commission, 'the profit made by the Town is comparitively small, but as the primary purpose was the controlling of the dIstribution of the liquor, so as to comply with the prohibition Act, the experiment can be regarded as being a success.

Victoria Road-a sma!i el< tension of the Sewer and water was made from Stairs Street Southerly.

Matt Street-the sewer and wate r mains ha\'c been extended [rom Fni rsbanks Street towards \Vindruill Road to serve a new property built by Mr. Corkery.

Erskine Street-East of McKay Street the sewer and water has been extended to sef\'c th e Hubl ey Estate.

Cameron and Harve:,' Streets-a sat isfactory agreement has been made with the p ro perty ov;ners on these SireNS, by which the cost of grading and laying of water mains will be born e by th e owners; the work of layi:1g sewer and water mains has been commenced and is we!! in hand.

Lyle Street-the provision of sewcr and water along Lyle St. East of \Vindmill Road ,is b ring successfully carried out and witl be completed early in the coming year.

Relief Sewer- the relief sewer through private property from Ihe foot of Erskine Sireet to Maitland Street, authorized last year but deferred last year has been completed this year and p rOI-eu I'c ry satisfactory.

Outfall Sewer- this matter was again thoroughly gone into by your commiltee and by changin g the location from that previously recommended not only a saving to the Town resulted but a better scheme of drainage was brought ' about.

The scheme. finally brought in by your commiUee was to lay this sewer along the Old Ferry Road from Pleasant Street to the Harbour; this work was commenced during the winter and has g reatly assisted un·employment.

Stairs Street-the flooding of properties on Stairs Street between \ Ventworth and King St reets, due to the small sewer, has bee n ronedied by your committee's recommendation to re­place the present 12in. sewer with an 18i n. sewer between \ Ventworth and Edward Streets being approved by Council ; this work will be put in hand in the spring of the coming year.

The metering of several water consumers was autholized, but not carried out owing to the necessity of having all the metered consumers re-organized and placed on a more uniform basis: it is recommended that tb is; question be thoroughly gone into during the coming yea r.

\ Ve strongly recommend tbat provision be made to con­tinue the ou t fall sewer being laid as far as the head of the O ld F erry Road on Portland Streel, for the purpose or' taking care of the enormO\1S amount of storm water and of later being able to supply Gaston Road and other properties with sewer and 'l!;ater.

REPORT OF HEALTH OFFICER

I beg to submit my feport as health officer for the year 1921.

\ Ve have passed through a year free from the more ser ious epidemics. \\' hooping cough was the on ly dis­ease that was epidemic during the year.

The sanitary inspectors wcrc vcry actiyc and many un­sanitary conditions were rectified.

The sanitary production and distribution of milk calls for attention and carly legi slation should be put through in thi s regard.

Halifax in common with many places is haying her milk marketed in bottles as well as employing a veternary surgeon to inspect sou rces of supply, DartmoutF. eQuid . probably get the benefit of his services at a vcry reasonable sum.

The milk supply is vcry largt:ly responsible for infant I

mortality in the summer tim e. It is our duty to red uce this by taking these precautions.

The town should acquire the watershed of its water supply. There are some very dangerous conditions exist· ing such as a dwelling within ten or fifteen feet of the lake. A typh oid epidemic at somc time in the future may be a very probable occurancc.

Gentlemen :-We have audited the books and accounts of the Town

Clerk and Treasurer of the Town of Dartmouth; and al so the accounts of the . Board of School Commissioners for year ending December 31st 1921 and we enclose abstract of the Receipts and Expenditures on Town General Account, Permanent Sidewalks, Widening Wi ndmill Road, 'Vater Maintenance Account, Water & Sewer Con­struction Account, F erry Interest account, Tax Sale Fund, Firemen 's Fund, Board of School Commissioners Current Account and Board of School Commissioners Capital ac­count.

Statements showing the bonded indebtedness of the Town and also the Sinking Fund Investments are also en­closed. The securities representing the Sinking Fund Investments have been duly verified.

Statement of Current Assets and Liabilities on Town Gen eral Account is also enclosed.

The Towns' Incorporation Act requires the auditors to prepare a statement of the Assets and Liabilities. This we have been unable to do as the books of the Town do not show the value of the various undertakings, such as streets, water and sewer construction. :.;chools. etc.. T n enable a correct statement of the Assets and Liabilities to be prepared we would suggest that the various items of the Town's Assets be valued, and ~he valuation arrived at duly entered on the T€lwn's books.

REPORT OF SCHOOL COMMISSIONERS.

To the Ratepayers of the T O\vn of Dartmouth.

Ladies and Gentlemen :- 1 b(g to submit my rqort of the Board of School Commissi0ners for the year 1921.

The Board found it neccssary through the increased enrollment to make more school accommodation. It was :\t firs t decided to build a four roomed wooden school near i\'1aynard's Lake. The citizens howen:r thoug!lt differ­entfy. and so four rooms are now bei ng added to Haw­thorne School. Thi s will make a tweh-e roomed building ,·cry commodious and modern. Tbe c:)st whcn com­pleted will be approximately $45 ,0Cl0. This addition to the schools will only Ole-commodate the present population as

The Board must face the necessity of providing more accom­modations later, as the town is fast gt"owing toward the nced of ;'!.nother building in the South end.

Miss Katherine :Manson and I\li ss Pearl Keeler who had sen·ed the Board faithfully and well for a n\tmbt'r of ycars, resigned their posi tions on the teaching staff in J une. i\Iiss Abbie Beazley and Miss Maud Bonang were appointed to fi ll the vacancies th us caused .

During the last summer the outside woodwork of Greenvale and Hawthorne Schools were re-painted. The main corriders of H awt horne school were wainscotted with burlap. Storm porches Wf:re bui!t over the outside doors of Victoria School. 'fh.: heating apparatus of the later school not pro,·ing saisfactory it was found neces­sary to impro,·e it by making !-,""Ime :l.1terations, wh ich we re done under the the direction of .I\·fr . Eagar. The total cost of these improvements was approxi mately $1912.

Through a recent act of the legislature the city of Ha lifax is now compelled to pay towards th e support of

the County Schools. The resu lt is Dartmouth Sch)ols during the past yea r received $1300. This is quite gratifying as form erly Dartmouth had been compelled to pay often as much as $3<XlO, The coun~y school ratc has so advanced that had H al ifax not been compelled to pay its share, Dartmouth would now be paying $10,000 in stead of receiving a substantial sum.

The total amount spent by th e town of Dartmouth for schools in 1921 was $55,339, as the total enroll ment of ou r schools is 1750 the cost to the town per pupi l is $31.62. This sum is quite moderate when compared with some oth er schools especially Halifax where the co"t per pupil is about $55.00.

Some few changes were made in the arrangement of the teachi ng staff as follows :-Miss Celia K eeler who had been teaching grade V Hawthorne was transfe; retj t., glade II in the same building. while Mi ss Abbie Be-:.zley was given the position thus vacated. Miss Maud Bona nt; who received an appointmen t to the staff in July was given the position vacated by Miss Manson. 'Vith the exception of over crowding in some O f the classes, the schools could be said to have begun under more favou rable circumstances than for a number of years. For it number of years prizes were given for excell ence of work done during the year. In the common $::hool grades, the prizes were awarded for the best yearly averages. In the High School, on the other hand, the result of the government examination determined the winners. This was done away with after the out-break of the war. A return of the system wpuld nQ doubt be productive of good results. . . -

I beg herewith to submit a report on the operations of the Hou si"ng Commi"ssion for the year 1921.

The houses in course of construction at tfte first of the' year haye all been completed and are now occupied.

By the T o,vn Council takin g adVantage of the B ousing­Act we ha,·e now 28 modern houses scattered through the­town adding considerably to its appearance and also to the assessmen t roll".

The monthly instalments are being paid on the whole satisfactori ly considering the lack of employment, a few ha'·e fallen slightly in arrears bu t will no doubt catch up. when conditions improve.

One borrower had some tronble complet ing his house hav ing attempted to build a house larger than the amount borrowed justified, however arrangements were made by which the Commission were enabled to fini sh his house and­pay off su ndry liens. He has occupi ed th e hou se since the­first Of the year.

The second $100,000 authorized by the T own to be borrowed ha s all been applied for, but it was so late in the season before it was full y arranged for that the applicants decided to put o ff building t ill the spring.

T he fonowing is a report of the wo rk of the Employ­ment Bureau from July 23rd, the date of open ing-, to the p.nd of the year.

During the period there was a fairly steady demand for labour up to the end of NO\'ember, particularly workers in the building trade and domest ics, the applications for the latter far exceeding the supply.

In the month of D ecember work slackened ' conside r­ably and a number re-registered. There was also an in­crease in new registrations, mainly outside workers, due tf) weather conditions-.

FERRY REPORT FOR 1921.

f o the Ratepayers of the Town of Dartmouth,

Lad ies and Gentlemen;-

I have much pleasure in submitting my report for the year 1921, especially in view of the im proved financid condi tion of the ferry, as shown by the statements here­with, and other improvements which must greatly increase the prospects of successfu l future operation.

In 1920 there was an operating loss of ~1 7,i91.0l whereas 1921 shows operating profit of $9113.56, .an im­provement of $26.904.57. I nmaking thi s comparison no charges for depreciation have been made. The new rates arc partly responsible for the better show ing, but a large amoun t is made up by increased miscellaneous revenue and decreased expenses.

The decreased expenses include $1475.% saved on I

coat, and $7363.39 on general repairs and operating ex­penses. On the other hand interest, workmen's compen- ' satioh and employers' liability charges and wages are hi gher. O n the basis of the wages scale put into effect in the summer of 1920, the 1921 increase was expected to be about $6OCXJ. , but owing to certain economies this amou nt was cut in hali.

Referring to the accompanying statement of the auditors, a net operating loss is shown for 1921. This is because even the increased earnings this year were not sufficient to pay the depreciation charges necessary to per­petuate the ferry.

The boa ts and oth er properties are wearing out and mus t be replaced . Sufficient reserves should have been set aside out of earnin gs to accomplish this and should at this time be equal to the difference between the present value . and repla..::ement cost. T hese reserves should now be at leas t $200,0CX). and these not having been provided the ferry is actually in the position of having a real operating

deficit ,,£ this amount, even though there are sufficient assets to cover the debt to the town and other liabilities. Unless the t ravelling pub lic pay enough to cover these charges in addition to those for operating and maintenance , the town will some day have such replacement charges to pay an d it will be a very heavy bill .

In order to arrive at some basis for calculating such reserves, studies have been made, properties revalued upon advice of competent outside authority and arranged in a com prehensive accounting system designed to provide the information necessary to properly ascertain the amount of such reserves as well as to have data available for rate studies and proper management.

Realizing that the old methods of administration could not undertake to pro,·jde a system to accomplish this, the Commission came to the unanimous conclusion durin g the year that the ferry needed some one with special training and experience to study accounting, traffic, operating and engineering problems and to administer the business of the ferry, and after careful enquiry as to his qualifications , engaged the services of Mr. C. H. Williston, a young sivil engineer, holding an important position as Traffic Engineer with a large operating Company, and having other experience specially fitting him for handling the business of the ferry. Mr. Williston took up his work with energy and enthusiasm and the results to date have fully justified his appointment.

This year 1-Ir. Prescott J ohnston who in the capaci­ty of Secretary had served the ferry faithfully and well for twenty years resigned on account of declining health, nd was superannuated. He was replaced by Mr.

'Vvilliston who was appointed Secretary and Manager.

During the year special study was made of the 'matter of insurance on ferry property. Some . necessary :changes were made at small expense and are-classification Df the property for insurance purposes secured, after which :a Dew contract was made giving more insurance than be­:rore at a lower cost.

New and additional sources of revenue have been dc\"c\oped amounting to over $4{XX). per year, and many sav ings and economies have been made by reduction· in staff and changes in business methods. In ticket buying and handling alone a yearly saving of about $10c0. has been effected.

Much work has been done this year to put the ferry properties in a good state of repair, but there is still much to be done in this respect. Every endeavor should be made to keep the property in first class repair and make each portion self·supporting as far as possible.

Studies are being made to endeavor to reduce tr:ms· ieot rates and cheaper fares for children will probably be put into effect in th@; near future. The only hope the travelling public can have of a very large reduction being made, howe\-er, is by a subsidy from the local Govern­ment or oth er sou rce of thi s kind. This, I believe, is quite possible. ,

The claim of the ferry against the Canadian Nation­al Railway has been pract ically settled, thus ending a matter that has long hampered the Commission in making its plan.

In short the public should receive the best possible sen "ice at the least possible cost , and by proper methods and study both of these objects can be attained and at the same time put the ferry on th e firm financ ial footing which is its due. Before this point is reached, however, there is mllch information to be gathered and many .ob .. stacles to be o\"crcome, many of them only by the cooOpera­tion of the public itself, who if realizing the difficulties. l will do their part , will not only help the service but ulti­mately benefit themselves.
