Bonney Lake OverviewBonney Lake was incorporated as a city in 1949 with a population of 327. The population today is approximately 19,490. Bonney Lake is currently organized as a noncharter code city, under the mayor-council form of government.

Located in the scenic shadow of majestic Mt. Rainier, Bonney Lake has become a premier city for families and community in the Western Washington, Puget Sound, and eastern Pierce County region. Located just a short drive from Seattle and Tacoma, and neighboring Puyallup, Sumner and Enumclaw, Bonney Lake combines living in a country community setting with easy access to city amenities.

DemographicsThe current average household income in the 5-mile ring is $95,807, and is projected to be $104,510 by 2021. Currently there are 19,903+ people living within the city limits of Bonney Lake, however there are more 88,253 people living within a five mile radius of 25 Lake Tapps.

Economy Bonney Lake has attracted over 480 businesses within its city limits. The town’s economy is driven by construction and retail. Bonney Lake is primarily a suburban neighborhood with citizens commuting to work primarily to Tacoma and other Pierce County cities.

Pierce County has the second largest labor market in the state behind King County and Tacoma’s well-diversified employment base reflects both private- and public-sector employers including the Boeing Company, MultiCare Health System, Franciscan Health System, DaVita, the Port of Tacoma, Joint Base Lewis-McChord (JBLM), Intel, Emerald Queen Casino, City of Tacoma, Tacoma Public Utilities and the Puyallup Tribe.

An industry leader and household name, State Farm recently expanded its Pierce County operations with a new claims center in downtown Tacoma and currently employs more than 1,000 people. State Farm also has a regional operations center in nearby DuPont. Amazon is also setting up shop in the area with a new fulfillment center in DuPont. Amazon recently invested more than $100 million in the area with a new fulfillment center in DuPont, which currently employs over 750 people. With its robust military recruiting program, Amazon recently committed to hire at least 1,200 veterans in the coming year.

Commencement Bay, with an average depth of 600 feet, is Tacoma’s natural, deep-water harbor and home to the Port of Tacoma. Tacoma’s real estate and marine cargo operations generate more than 29,000 jobs and nearly $3 billion in economic activity. Combined, marine cargo operations at the ports of Seattle and Tacoma support 48,000 jobs and generate nearly $4.3 billion in economic activity. The Port’s four intermodal rail yards, served by BNSF Railway and Union Pacific Railroad, are linked to its main terminal areas and Interstate 5 by three highway interchanges. The West Coast’s main north/south trucking routes of Interstate 5, State Route 509 and State Route 99 are less than three miles from the terminal and Interstate 90, one of the country’s main east/west transportation routes, connects to Interstate 5 just 30 miles north in Seattle.

As part of the 2005 round of Base Realignment and Closure actions, Fort Lewis and McChord Air Force Base were combined to form Joint Base Lewis-McChord (JBLM) in 2010, one of only 12 joint bases worldwide. The largest military installation on the West Coast and the third largest employer in Washington state, JBLM has 22.8B SF of buildings (not including housing) and covers 414,000 acres (including Yakima Training Center). Currently supporting a military and civilian population of close to 117,000, JBLM will support more than 136,000 soldiers, airmen, dependents and employees by 2016 in addition to approximately 120,000 military retirees.

Financial institutions such as US Bank, Columbia Bank, Key Bank, Umpqua Bank, Investco, JP Morgan Chase, Wells Fargo, Opus Bank, Union Bank of California and BNY Mellon employ more than 3,000 in downtown Tacoma. Distribution and logistics firms, drawn to the area by the Port of Tacoma and the BNSF Railroad, include Fedex Freight, UPS, Regal Logistics, Coca-Cola Bottling Company, Lynden Transport, McLane Northwest, Gordon Trucking, Supervalu, Golden State Foods, Brown & Haley, Toysmith, Carlile Transportation Systems and IKEA. Milgard Manufacturing, Bradken Atlas, AIM Aerospace, Northwest Door, Precisions Machine Works, Concrete Technology, Pacific Crest Industries, Commencement Bay Corrugated and General Plastics are several manufacturing firms in the area.

Anchoring the local healthcare industry and supporting more than 12,000 jobs in Tacoma and Pierce County, are MultiCare Health System and Franciscan Health System, two of the largest providers in the country. DaVita employs another 900 and Group Health an additional 620. State Farm, Regence BlueShield and Propel Insurance represent the insurance industry with a combined labor force of approximately 1,800 and the professional services sector is also well represented. Davies Pearson, PC and Eisenhower & Carlson, PLLC are just two local law firms ranked in Washington’s Top 50 Law Firms, 30 Moss Adams and McGladrey are notable accounting firms and Associated Earth Sciences, Inc. and Geo Engineers are recognized for their environmental consulting and earth science/technology work throughout the region. Fiduciary Consulting, Inc. represents the financial interests of the Weyerhaeuser family and TrueBlue Inc., is headquartered in Tacoma and serves as the parent company to national blue-collar staffing firms Labor Ready, Spartan Staffing, CLP Resources, Plane Techs and Centerline. Boeing, Toray (Composites) America, and Intel further solidify Tacoma’s standing as an economic engine in its own right with another 2,600 jobs in aerospace and high tech.

New Developments These upcoming projects that will diversify Bonney Lake’s employment base and strategically position the city for the future:

• Eastown Commercial Center – The project is located at 21916 SR 410. The proposal is to develop 29,900 square feet of retail space and 235,362 square feet of mini-storage space on a site totaling 17.70 acres at 21916 SR 410 E, as well as a stormwater pond, and associated parking and landscaping.

• Highland Ridge Subdivision – The project is to subdivide 30.84-acres into 88 single-family lots and 7 tracts with a minimum lot size of 4,112 square feet, and an average lot size of 5,735 square feet, and 14.22 acres in undeveloped wetland and wetland buffer area. The first phase of this final plat contains 11 single-family residential lots.

• Skystone Apartments – The City of Bonney Lake has received an application from Skystone Apartments, LLC to construct 288 apartment units on 14.9 acres adjacent to the SE corner of the intersection of Sumner-Buckley Highway East and 192nd Avenue East.

• Park Place – Park Place is proposed to be a 92-unit multi-family development located at the northwest corner of Bonney Lake Boulevard East and West Tapps Highway East, adjacent to Allan Yorke Park. The proposal includes construction of multiple-unit structures with designated parking, and landscaping.

Allan Yorke Master PlanOn 7/19/16, the Bonney Lake City Council listened to a presentation by Bruce Dees & Associates about the park’s new master plan, which details various improvements and overhauls the Bonney Lake community said it wanted. The entirety of this project is expected to cost upward of $16.3 million.

The master plan divides Allan Yorke Park into four main areas, each with their own improvements. North Park is everything north of Bonney Lake Boulevard, including the city’s Public Works building and the Senior Center. Central Park is comprised of the current staging area for Tunes @ Tapps, the two baseball fields and the children’s play area. South Park encompasses the tennis courts and land south of the gazebo close to West Tapps Highway, and East Park is composed of everything east of the gazebo and the boat trailer parking.

Phase 1 would include all of South Park as well as the dog parks and natural-grass little league field in North Park. Priority projects would cost just over $1.76 million, and the secondary improvements raise the cost to $3.48 million. Phase 2 would finish off East Park. Primary improvements would cost more than $2.85 million, and adding the secondary improvements would bring that number up to $5.54 million. Phase 3 completes the rest of North Park with a price tag of $1.83 for the primary projects and $3.53 million with the secondary projects. Central Park is expected to be upgraded last, since it’s the portion of the park most utilized by Bonney Lake residents, Dees explained. Primary improvements start at $1.76 million and jump to $3.77 with the secondary improvements.

Puget Sound OverviewThe Puget Sound region is the largest business center in the Pacific Northwest with cutting-edge companies and an unmatched spirit of innovation. The region is home to some of the world’s most successful businesses including Microsoft, Costco, Nordstrom, Boeing, Amazon.com, Starbucks, Nintendo of America, Tableau Software, Targeted Genetics, Valve Corporation, Weyerhaeuser, PACCAR, Safeco, and many more. Led by the strength of the regional commercial aircraft and information services industries, the Puget Sound economy is well diversified and stable. Boeing has maintained its strong run of orders through international demand and the tech sector is expanding far beyond the Microsoft empire. The unemployment rate in the Greater Seattle region is much lower than the national average, sitting at 4.9%.

PopulationSeattle is the largest city in King County with a 2015 population of 650,834. The Seattle housing market has experienced more than a decade of consistent growth. With demand increasingly outweighing the future supply of apartment units, new construction is on the rise. High-density development is transforming the Seattle area. TransportationSound Transit has had their permit approved with the city of Bellevue and is moving forward on the East Link light rail from Seattle to Mercer Island to South Bellevue. Construction is expected to start spring of 2016. New light rail stations are under construction or recently completed in Capitol Hill and U-District in Seattle and will be operational in 2016. Sound Transit also plans to open a new station in Angle Lake from SeaTac later in 2016. Seattle-Tacoma International Airport is the nation’s 13th busiest airport, handling more than 37.5 million passengers in 2014. To handle the large volume of passengers, Seattle has recently finished connecting downtown to SeaTac by light rail. Trains now carry passengers through 13 stations and run 4.4 miles on elevated tracks, 2.5 miles in tunnels and 7 miles at grade. To integrate the light rail with the existing bus infrastructure, Sound Transit has retrofitted the downtown Seattle Transit Tunnel and its existing stations for joint use by both light rail trains and buses.

Sound Transit is currently expanding light rail service to north Seattle, connecting the University of Washington and Capitol Hill to downtown Seattle and the airport. The University Link will serve the three largest urban centers in the state of Washington – downtown Seattle, Capitol Hill and the University District. The rail extension is currently under construction and will begin service in 2016. The extension will add an additional 3.15 miles that connects downtown Seattle to the University of Washington via Husky Stadium, and will add 71,000 riders to the system by 2030, bringing the system wide total to 114,000 riders.

DevelopmentThe Alaskan Way Viaduct is currently being replaced by a tunnel after the viaduct has continuing settlement damage after the 2001 Nisqually earthquake. The replacement tunnel is a bored road tunnel that is under construction in Seattle. It is scheduled to open in late 2015. The 2-mile tunnel will carry State Route 99 under downtown Seattle from the SoDo neighborhood to South Lake Union in the north. The new replacement tunnel is expected to carry 110,000 vehicles per day. In July 2013 the tunnel boring machine, Bertha, began boring out the tunnel starting digging through the first of ten phases of the tunnel.

The transformation of Seattle’s waterfront is made possible by the removal of the failing Alaskan Way Viaduct and replacement of the deteriorating Elliott Bay Seawall. These waterfront projects open up new public space, from the Olympic Sculpture Park to Pioneer Square, for parks and paths, access to the water, places to enjoy views, vibrant public and cultural spaces,

warehouse district into a thriving hub of workers and retailers, all converging on the location thanks to Amazon’s wealth of employees who are already in the area. Amazon has a total of 6,120,605 SF in South Lake Union, Belltown, Seattle CBD, and Queen Anne, spanning through 23 buildings. New apartment complexes recently opened in neighborhood, and other technology companies are trying to locate in the vicinity of South Lake Union and Fremont. With the construction of the new Amazon towers in the Denny Regrade, Amazon will have room for an additional 12,000 employees and will occupy at least 9.4 million SF.

High-Tech IndustriesThe Puget Sound takes great pride in its high-tech sector which includes software and internet-based companies as well as advanced technology manufacturers. Companies are drawn to the area for many reasons. Since 2006, Seattle had a higher percentage of residents with advanced degrees than anywhere else in the nation. Young, educated high-tech workers find the downtown cores of Bellevue and Seattle to be an extremely attractive places to live, work and play. High-tech companies benefit from close proximity to the University of Washington (UW). UW’s world-class research and educational opportunities foster the growth of new companies, promote collaborative ventures and help ensure the availability of a highly skilled workforce. The cluster of prominent and dynamic high-tech firms already located here is another major appeal bringing new businesses to the area. Information and communications technology (ICT) companies such as Microsoft, Amazon and Tableau Software generate annual revenue within the state of Washington of $39.9 billion and account for 238,900 ICT jobs.

AMAZON | The talent pool for information technology professionals in the Seattle region is so rich that many companies have identified this community as a key location for the future growth of their business. Market Overview

ManufacturingPuget Sound’s manufacturing sector accounts for nearly 87% of the state’s total exports and almost 20% of the state’s living-wage jobs. According to the US Census Bureau, in 2012 Washington State ranked 4th among states in exports, amounting to $74.98 billion in total exports and making up 9.3% of Washington state’s workforce. This number makes up 3.5% of total U.S. exports,

making Washington’s manufacturing sector extremely important to the nation’s balance of trade.

BOEING | Aerospace has long been the largest industry in the Seattle region, thanks to the Boeing Company. As of November 2015, Boeing employs 85,000 workers in the state of Washington. Boeing and other aerospace companies totaled $48.8 billion in exports — 54% of the total for the state. Boeing supported $70 billion in revenues to the state economy, 11% of statewide Gross Business Incomes. In 2012, the aerospace industry provided 132,500 jobs at 1,350 establishments across the state. In 2014, Washington produced 95% of all commercial airplanes manufactured in North America.

Boeing’s new 787 and 777 airplanes are assembled north of Seattle in the city of Everett. The inaugural delivery of the 787 took place in the third quarter of 2011, and the Everett plant currently constructs more than half of all 787’s in production. Boeing’s $1 billion, 1.3 million SF 777X wing plant in Everett is under construction and on track to deliver in May 2016. The first 777X will begin to be assembled in 2017 with the first to enter service as early as 2020. Though Boeing’s orders declined 43% over 2015, they ended the year by delivering a record high 768 commercial aircraft. The company maintains a backlog of 5,848 planes.

Boeing announced in January 2016 that they would slow production of the 747 jets at the production line in Everett to 0.5 per month from 1.3. This is mostly a sign of the sluggish air cargo industry that showed a decline of 1.2% in freight orders in November 2015 from the previous year. Passenger demand is up significantly though, with 5.9% growth in November and announced a 40-plane sale to United in Q1 2016. Orders picked up as FedEx bought 50 767s from Boeing, adding to the workload in Everett. In September, Boeing announced a ramping up of production of the 767 to 2.5 per month starting in 2017 to meet increasing demand.

As Boeing’s demand remains strong, it continues to look at cost-cutting ways, such as expanding their South Carolina operations or increasing investment in robot production technology. Boeing reported a $435 billion order total during a Q2 2015 conference call. With some job losses in 2015, Boeing’s total of 116 new orders in Q1 2015, continuing demand fueled by rivalry with Airbus, and reauthorization of the Export-Import Bank, all point to Boeing continuing to be a strong presence in the Puget Sound.

Port of Seattle / Port of TacomaBecause of its proximity to growing markets in the Pacific Rim, the Puget Sound is expected to experience continued economic growth through international trade. The dramatic economic development and trade expansion of Pacific Rim countries, especially China, has had a significant impact on the region. Trans-Pacific trade with the United States surpassed Trans-Atlantic trade for the first time in 1985 as a result of increased volume and shorter shipping times between Asia and the Northwest. Key exports are aircraft, engines and parts, agricultural products, and wood products. With the formation of The Northwest Seaport Alliance in August 2015 combining the Ports of Seattle and Tacoma, these ports are now the third-largest container gateway in North America. More than 3.5 million containers (20-foot equivalent units or TEUs) in 2015 was a 4% increase from the previous year. This strong rebound of container volumes grew despite the slowing Chinese economy and the lasting effects of the West Coast labor negotiations throughout 2015.

TourismTourism is Washington State’s fourth largest industry behind the aerospace and software industries. The Puget Sound has long had a healthy tourist element in its economy. The King County area attracts more than 19 million people overnight annually for a total of $6.4 billion in visitor expenditures in 2014. Downtown Seattle achieved a hotel occupancy record of 82.2% in 2014, as tabulated by Smith Travel Research. According to the Seattle Convention Center and Visitors Bureau, Seattle’s Convention Center attracted 431,552 visitors at 358 conventions throughout the year 2014, and boasted a total annual operating revenue of $44.95 million. Estimated state sales tax receipts from delegate spending totaled $23.44 million. Washington State Convention Center is expanding with construction slated for early 2017 to add 250,000 SF of exhibition space, 120,000 SF of meeting rooms, 70,000 SF of ballroom and loading space, and retail and transit operations all for a projected 2020 opening.

Seattle continues to remain competitive with Vancouver B.C. in passenger numbers, validating Seattle’s strong position in the Alaska cruise market. Two downtown cruise terminals and convenient air travel make Seattle the preferred choice for Alaska and Pacific

Northwest cruises as the city will host 203 ships and almost 960,000 passengers in 2016. Seattle welcomed 898,032 passengers in the 2015 cruise season. In 2016, Seattle’s cruise ship terminals will serve seven major cruise lines. Each ship will bring in $2.5 million to the local economy. The cruise industry is responsible for more than 3,600 jobs in the region, $441 million in annual business revenue, and $17.2 million in state and local taxes in 2015.

Healthcare and BiotechnologySeattle’s healthcare cluster (hospitals, healthcare products and services, training and research) accounts for 96,000 jobs and contributes over $10 billion annually to the local economy. Seattle is a hub for global health organizations non-profits. The Bill and Melinda Gates Foundation, PATH, the Benaroya Research Institute, and many other world health organizations call Seattle home. Together their endowments amount to more $3.6 billion and their proximity to Seattle’s ICT sector has led to exciting new developments in healthcare regionally, nationally and worldwide. Seattle’s strong position in healthcare, biotechnology and information technology has led to new collaborative developments in bioinformatics (using databases and algorithms to enhance biological research) and health informatics (using computer technologies for the collection, storage, communication and optimal use of health related data).

Clean Technology The Clean technology industry in Seattle/Washington State accounted for 56,762 in “total green employment,” as outlined in the Washington State Employment Security Department’s July 2015 report on 2013 data. Seattle/King County area accounts for more than 35% of this green employment, with 20,100+ employees. Industry sectors with the largest numbers of green jobs in 2013 were construction, administrative and support and waste management and remediation services and professional, scientific, and technical services. Across clean technology industries, overall employment is projected to grow by 4,975 jobs, or 9.5% from 2013 to 2018. The environmental consulting services industry is projected to grow at the highest rate, 36%, adding 895 jobs. Washington State has the single largest electricity transmission program in the United States covering all or part of 14 states. Nearly three fourths of the state’s electrical power is drawn from hydroelectric energy. Seattle City Light, a city owned utility company, has been carbon-neutral for several years.

Sound Transit – Light Rail InfrastructureSound Transit is continuing an aggressive program to better integrate major transportation modes, especially with light rail. Seattle-Tacoma International Airport is the nation’s 15th busiest airport, handling more than 34.7 million passengers in 2013. The airport is a world-class facility with a regional economic impact of over $13.2 billion. SeaTac generates more than 138,000 jobs (89,902 direct jobs) representing more than $2.2 billion in direct earnings and $412 million in state and local taxes. To handle the large volume of passengers, Seattle has recently finished connecting downtown to SeaTac by light rail. Interstate population movement is primarily driven by people seeking or taking new jobs. Washington consistently outperforms nearby states and the nation in demand for workers. Washington State has good prospects for continued economic and demographic growth, given the strength of the housing market, increasing foreign exports, the continued presence of the state’s aerospace industry and the stability of the state’s high-technology industries.
