MANDATORY REQUIREMENTS :

Sealed envelop, clearly marking the tender description, should be submitted in a single

stage single envelop basis duly completed in all respects. Bidders are required to submit its

Proposal in accordance with the Mandatory Requirements as mentioned below. Failing to which

the proposal will not be considered.

3 The bidder should be an KPRA registered having active status. In case of

fresh application for registration, KPRA acknowledgement should

4 The bidder should have at-least 5 years’ experience since incorporation

of business, shall be eligible to participate in the tender.

5 Bidder must have executed similar works at least 3 maintenance

agreements with Banks having 150 and above branches network.

6 Details of offices throughout Pakistan, Especially Offices in major cities of

Pakistan with complete addresses preferably Peshawar, Lahore, Multan,

Sukkhar, Faisalabad, Sahiwal, Rwp/Islamabad, Karachi, Quetta,

Muzaffarabad etc

Details of Technical Staff (trained/DAE/Engineer staff specially in the field

of UPS and in electrical and electronics).

6 The bidder shall provide undertaking on stamp paper dully attested by

notary public that they have not been blacklisted by any of the Provincial

/ Federal Government or organizations of the State / Federal Government

in Pakistan. The bidder should not be in litigation with its customers/clients.

7 Bidder shall provide last three year audited balance sheets.

8 Rs.100,000/- bid security (any banking instrument excluding pay order)

shall be provided.

9 Bidder shall provide undertaking on stamp paper dully attested by notary

public for provision of performance guarantee (issue by schedule bank) in

favor of The Bank of Khyber.

10 Bidder shall provide Integrity pact on stamp paper dully attested by

notary public.

11 Bidder shall provide fair charges on stamp paper dully attested by notary

public.

12 Bidder shall stamp and sign each page of this bid document.

Contract will be awarded to lowest bidder of Lot-A. Lot-B quoted rate will not be

considered for award of contract.

GENERAL REQUIREMENTS/TERMS AND CONDITIONS

1. Procurement shall be done as per KPPRA procurement rules on single stage single

envelope basis.

2. Company seal / stamp must be fixed on both Technical Proposal and Financial Proposal.

3. Bidder should quoted prices for both lots, single lot bid shall be rejected.

4. All the firms applied for the Tender must provide documents in line with the Mandatory

requirements and should qualify the mandatory Criteria. If any firm fails to qualify the bid

shall be considered non responsive

5. Any bid submitted after due date and time will not be entertained.

6. Bid Security (Any banking instrument excluding pay order) of Rs.100,000/- must be

attached with proposal in separate sealed envelope in favor of The Bank of Khyber.

7. Successful bidder shall provide Rs.150,000/- performance guarantee (issue by the

schedule Bank only) in favor of the Bank of Khyber, before execution of contract. Other

Bid Securities will be returned.

8. All quoted rates must be in PKR inclusive of all Taxes applicable, such as GST, Income Tax,

etc.

9. The quoted rates shall remain valid for 90 days, after the date of opening the tender.

10. Successful bidder rates for Lot-A and Lot-B shall remain same for two years i.e. contract

period. Transportation and installation shall be responsibility of the vendor.

11. Successful bidder contract can be extended subject to satisfactory performance during

further one year subject satisfactory performance, if Bank required.

12. The Bank of Khyber will not be responsible for any costs or expenses incurred by bidders in

connection with the preparation or delivery of bids.

13. BID document terms and & conditions shall prevail over the company/firm own standard

terms and conditions.

14. Contract terms and conditions shall be in line with BID documents terms & conditions and

mutually agreed terms and conditions.

15. Other provinces revenue authority’s taxes shall be deducted, if applicable.

16. Company shall provide annual two visits (one visit in six months) to each UPS and rest of

the emergency calls remain free of cost.

17. Lab facility availability for inspection of UPS’s and Batteries.

18. Repair/Maintenance is covered in SLA with the Company during the contract period.

19. Backup facility for at least 10 Branches or 20 UPS (03 and 06 KVA) should be provided by

the Company.

20. SLA rates will remain intact during the contract period and any other UPS added in the

system are covered at same approved rate.

21. Installation and shifting charges for UPS along with Battery Banks.

22. Surety that UPS minor/emergency complaints must be attended on same day for big

cities and within 24 hours time for remote areas and for major works to be covered within

three working days.

23. Critical spare parts inventory to be kept by the contractor.

24. Complete repairing of faulty UPS’s (inclusive of all faulty parts) during the contract

period.

25. Minimum response time to be provided on given complaints.

26. Repair/replacement of all faulty parts (except batteries, main board complete and UPS if

burnt out) and trouble shooting of the sub-assemblies/parts will be done by the

contractor trained technician only.

27. UPS backup facility (up to 10 branches or 20 UPS) is covered in SLA.

28. Factory trained engineers availability on emergency complaint calls (within same day for

city and offices /cities mentioned in company profile and 24 hours for remote areas)

29. The contractor should ensure prompt, trouble free and error free, reliable and accurate

maintenance services.

30. No conditional bid will be acceptable.

31. BID document terms and & conditions shall prevail over the company/firm own standard terms

and conditions.

32. No negotiations and revised bids will be allowed.

33. Any bid not received as per terms and conditions laid down in this document are liable

to be ignored. No offer shall be considered if:

Received without bid security;

It is received after the date and time fixed for its receipt;

The tender document and the bid is unsigned;

The offer is ambiguous;

The offer is conditional i.e. advance payment, or currency fluctuations etc.

The offer is from blacklisted firm in any Federal / Provincial Govt. Dept.:

34. Pre bid meeting will be held on 17 December, 2019, at 11.00 am at the Office of,

Incharge Procurement Department, 29 A The Mall, Peshawar Cantt.

35. For any query, clarification regarding BID document contents, the applicants may send a

written request at least 5 days prior to the opening date through registered posts/Courier

Service Company.

36. Bidders are required to submit sealed proposals to the office of the In charge

Procurement Department, The Bank of Khyber on or before 25 December, 2019 at 10.30

am. Tender Opening on same day at 11.00 am at 29-A The Mall, The Bank of Khyber,

procurement of a contract, right, interest, privilege or other obligation or benefit in whatsoever form from

The Bank of Khyber, except that which has been expressly declared pursuant hereto.

available to The Bank of Khyber under any law, contract or other instrument, be voidable at the option of
