PUERTO PRINCESA – Some 300 bikers joined the PalawanFun Ride on Sunday as organizers focused on the protectionof the environment and the endangered Batac tribe.

Ruby Rose “Besie” Rustia, president of the Global Link-ages for the Filipino Youth Inc. (GLFYI), described as “highlysuccessful” the fun ride graced by Mayor Edward Hagedorn,Sen. Manuel “Lito” Lapid and his son Mark Lapid, generalmanager of the Philippine Tourism Authority (PTA).

The GLFYI and the Puerto Princesa Mountain BikingSociety (PPMBA) led by Judge Jose Bayani Usman orga-nized the fun run to help save the dwindling Batac tribe num-bering to only about 300 today.

Usman said they had observed the sad plight of the Batacwhen they visit them during their regular biking activity as agroup.

“They have lesser chance to survive due to poor healthconditions and diminishing areas where they get their food ,”said Usman.

“We want to help them in any we can before it’s too late,”he added.

The organizers will give portions of the earning to the Batactribe. They will give more water pumps and help the childrenget the proper vaccinations.

Usman and Dennis Rustia, also of the PPMBA, also plant-ed hundreds of trees at the watershed here.

“Next year, we make sure the trees we planted will grow,”said Usman as he and Rustia vowed to make a “bigger” funride next year.

Dr. Thomas Guest, an American professor at the Univer-sity of Guam, said he will bring his fellow bikers in the nextPalawan Fun Run.

“I was impressed. It’s pretty good for a first time event,”said Guest, who was not able to join fun ride due to leg injury.

Rustia of Guagua, Pampanga said she will invite “morebikers” from Central Luzon next year.

Organizers thanked their major sponsors, including theDepartment of Tourism, PTA, Zest Air and Turrisimo GardenHotel here and the Pampanga-based Creative Travel and Tours.

BALANGA CITY – This component city on Mondaymidnight crowned the fairest and most talented fromamong 10 lovely ladies in the closing of the yearly“Mutya ng Balanga” pageant held at the Plaza Mayorde Balanga.

Candidate No. 6, Ann Barbara Lohfink of BarangayCupang Proper, was crowned “Mutya ng Balanga 2010”.She is 16 years old and just graduated from high school.She answered brilliantly a question about the environ-ment that she said should be protected and cared for.

The candidates coming from different barangays inthe city were in stunning costumes as they joined aproduction number and introduced themselves to thebig audience. In swimsuits and later in long gowns,they presented themselves on the beautifully-adornedstage.

It was not only a night of fashion display but of songsand dances. Physical appearance was not only judgedbut the following segment was a test of wit for the mostlyteenaged girls.

After the elimination round, the remaining five weresubjected to different questions. “Kahit isa lang angboto ko sa milyong-milyong boto mahalaga ito, everyvote counts,” a candidate answered when asked whather vote in the coming elections means to her.

Balanga City Mayor Joet Garcia with wife Isabelcrowned the new “Mutya”. “May all of you experiencewhat it means to be Mutya ng Balanga,” the mayor toldthe candidates at the start of the program.

Utterly abysmal was the non-performance of 4th District Rep.Anna York Puyat Bondoc-Sagum, in the district as in the House,for the past six years.

Not a single bill she authored – did she ever? – was enactedinto law. Her best, and only, privilege speech in the august halls ofCongress was declaring “Present!” at the attendance call.

An odious comparison: The two-termer Bondoc-Sagum layinga big fat rotten egg in terms of legislation vis-à-vis the first termer3rd District Rep. Aurelio “Dong” Gonzales conceiving and birthingthe mini-Marshall Plan that is the billion-peso Bacolor RehabiltationLaw. Most odious comparison indeed.

In the district, Bondoc-Sagum’s promise of two reliable districthospitals finding non-fulfillment in the “Mona Lisa state” of the SanLuis and Macabebe district hospitals. State of dilapidation bringingto mind the refrain of that Mona Lisa song, “…they just lie there,and they die there…” meant for their poor patients.

In the district too, overpriced but short-deliveredand “under-specificationed” infrastructure projectsmonopolized by one EDSA Construction,reportedly owned by an uncle of Bondoc-Sagum’shusband, and one Sambo Construction, ownedby a purported veterinarian, and husband of amayoralty candidate fighting her own father. Yeah,that same Sambo in the news lately threateningwith libel a loyal factotum of his father-in-law forsaying he – Sambo – is swamped with a torrentof estafa cases.

An ingrate! So is Bondoc-Sagum likened tothe asp that bit the hand that fed it in herdeclaration of her intent to contest the HouseSpeakership against the President from whom shegot the largesse of development, with whom shetravelled the world.

So discoursed congressional candidate ReneMaglanque, with the closing exhortation: End thedepression and stagnation of the fourth districtwrought by the Bondoc-Sagum doldrums. Bringin the fresh air of change, of true development, ofprogress.

A former assistant secretary at the Departmentof Transportation and Communications,Maglanque has a clear-cut mission for the fourthdistrict: a final solution to the perennial floodingthat will, at the same time, engender greaterproductivity, and for the nation: a total overhaul ofthe procurement law, to make it air-tight againstcorruption.

An engineer by training and a builder byprofession, Maglanque has in his heart a billcreating the Pampanga River DevelopmentAuthority that will oversee the management ofthe province’s main water channel that covers

flood control, the provision of irrigation water allyear-round, the river’s utilization in eco-tourismas well as in transportation. Think river cruisesand water festivals there. A long-term goal is thedevelopment of the Pampanga River as analternative source of drinking water for MetroManila. A most brilliant idea there, given thisseason of El Niño.

Maglanque says: “Even Masantol andMacabebe, hometown of Mrs. Bondoc-Sagum willfinally be free from floods and instant inundationafter a brief rain, when a massive watermanagement and development program has beenset in place.”

Yeah, for all her six years in the House,Bondoc-Sagum has not spared her owntownmates from destructive floods, notedMaglanque.

“Look at how her posters emphasize herdoctora persona with that stethoscope danglingfrom her shoulder. Puro prop lang yan. She maybe a doctor but she has yet to treat even just onepatient in the whole fourth district,” sneeredMaglanque.

So what has Bondoc-Sagum to say of hertwice-beaten rival?

“Gusto niyang dagdagan ko pa ang lamangkong 80,000 boto sa kanya noong 2007. (He’dlike me to increase my margin of over 80,000votes in 2007).”

Unperturbed, even oozing with confidence,Maglanque says Bondoc-Sagum is in for a “bigsurprise” this time around.

“Let her to her delusions. The political equationhas totally changed,” said the persistentcontender.

It ain’t over“GILBERT TEODORO may be lagging behind nationally,but in HAU he’s been the leading candidate for threemonths now.”

So said Robby Tantingco, assistant vice president forstudent services and affairs of Holy Angel University, thebiggest private university in Central Luzon.

Tantingco was reacting to the results of the surveyconducted April 14 and 20 on HAU students andemployees where out of the 1,081 respondents, 615 saidthey would vote for Teodoro.

Leading presidentiable Benigno “Noynoy” Aquino IIIwas a distant second with 253 votes, followed by MannyVillar (105 votes), Richard Gordon (72 votes), EddieVillanueva (20 votes), Nicanor Perlas (8 votes), andJoseph Estrada (6 votes). No one voted for JambyMadrigal.

The ranking of presidential candidates, Tantingconoted, was exactly the same as in the first HAU mockelections held in January. This, even as Teodoro widenedhis lead over Aquino, who in turn also widened his leadover Villar.

“It shows that our students don’t have the bandwagonmentality. They vote for the one they consider the bestcandidate, even if they know he will lose,” Tantingco said.

No losing there, we beg to disagree with Tantingco.Though a microcosm, the HAU vote is reflective of

the voice, nay, choice of the studentry of the wholecountry. Given the consistency of Teodoro as mockelections topper in other campuses in the country – fromMetro Manila to Cebu, from Nueva Ecija to Davao, fromIlocos to Cagayan de Oro.

With the enlightened youth going for an enlightenedchoice, it really ain’t over yet. Or have we forgotten that itis the youth that comprise the biggest block of voters inthe country?

Angeles’ prideREJOICE, ANGELES City!

The first ever Kapampangan bestowed the Order ofLakandula Award, Grand Cross Rank of Bayani is anAngeleno.

For his outstanding contribution to nation-building inhis various capacities as a former Cabinet secretary,Edgardo “EdPam” Pamintuan was conferred by no lessthan President Gloria Macapagal-Arroyo one of thehighest honors the Republic could give to a citizen whohas dedicated his life to public service and thus serve asan example to his countrymen.

“I am offering to and sharing this award with my fellowAngeleños who have always supported me... This is astrong testimony that even if I was not here during mystint as Cabinet secretary, I was doing a lot for AngelesCity and the country.” So Pamintuan dedicated the honorsto the people he is now committed to serve as localexecutive.

Could the choice for Angeles City mayor be any clearerthan that?

I’m telling you, things are getting out of hand. Or maybe I’mdiscovering that things were never in my hands.

SENATOR Richard Gordon, presidential bet of Bagong Bayan Partyfired a shotgun aimed at his rivals. But is obvious that much of thefire is aimed at Noy Noy Aquino apart from the Social WeatherStation which he sued in court.

It is also very clear that Senator Gordon is a traditional politicians(trapo and not a tadpole as my barber calls all trapos) having beenmayor senator and a cabinet officials all appointive positionspolitical rewards.

The problem with some trapos is they all know of the country’sproblems. They also know all the solutions. However, many of thesetrapos get tripped on their way to their offices (na tisod lang) andthey forgot the problems and the solutions. ing activities done by Tet-angco’s men, reported asearly as December 2008,in Barangay Lourdes, Mi-nalin town, which is anarea not permitted forquarrying.

The drivers, whenflagged down, could notproduce any documentthat would prove their ac-tivities to be legal, i.e. ac-creditation, hauling passor sticker. It was alsolearned from the driversthat the materials extract-ed in the area would bebrought as filling materi-als to Provence, a subdi-vision in Malolos City,Bulacan which is ownedby Camella Communities.

It was on this samedate, Dabu said, that Tet-angco, along with plain-clothesmen, some ofwhom were armed,blocked their way. “I re-minded him that whatthey were doing is illegal,asked him to submit alldocumentary require-ments and to stop quar-rying activities in themeantime, to which heverbally agreed.” ButDabu added, she laterlearned that Tetangco pre-vented the apprehendedtruck drivers from bringingthe dump trucks to thecapitol compound for pro-cessing, but instead di-rected them to proceedwhere they were original-ly supposed to bring theirextracted materials.

Sigua and four othermunicipal councilors, in ameeting on the same day,were also reminded oftheir violations and wereasked to secure a quarrypermit and have thetrucks accredited beforenegotiations for a settle-ment could begin. Dabuclaimed that these verbalinstructions were notheeded by those con-cerned and instead, pro-ceeded with their illegalquarrying activities.

After nearly a month,on February 10, 2009,Dabu and members of thequarry monitoring teamtraveled to the same quar-ry site and to another onein Sampaga, Apalit where

they were allegedly ha-rassed by Sigua and mem-bers of the Apalit police.

Meantime, Dabu,along with the quarry mon-itoring team, claimed tohave gotten in touch withthe people at Provence inMalolos City who con-firmed that the contract fortheir filling materials wasawarded to Tetangco.Dabu and company alsonotified Camella Commu-nities, the developer ofProvence, of the notice ofviolation sent to Tetangcoas well as their compa-ny’s liability in continuingto accept filling materialsfrom the latter.

In Dabu’s affidavit, an-other case of harassmentwas done on May 15, 2009when four dump truckswithout any proper docu-mentation were intercept-ed by the quarry monitor-ing team along MacArthurHighway, Sto. Domingo,Minalin. Sigua reportedlyharassed the team to re-lease the trucks, but whenthis did not work, Tetang-co himself arrived and in-structed the truck driversto proceed to their desti-nation. This he did, Dabuemphasized, despite thepresence of police officersfrom Minalin and knowingthat Dabu was monitoringthe developments via thetelephone.

From this time on, asthe affidavit of complaintfiled by Dabu stated, Tet-angco and companystopped the illegal quar-rying activities and re-sumed on February 16,2010. From this day on-wards, Dabu claimed, Tet-angco’s group did thehauling and delivery of atleast 200 dump truck-loads of earth filling ma-terials on a daily basis,again to Provence Subdi-vision, in Malolos City andthe Highview Hills Subdi-vison in Apalit.

To this day, Dabustated, Tetangco and co-horts’ illegal quarryingactivities continue, alsothe harassment beingdone to members of thequarry monitoring team.

“The members of thequarry monitoring teamfear for their safety while

doing the work they aremandated to do and aredemoralized because ofthe blatant disregard forthe law by Tetangco,

Sigua and company”,which is also allegedly onereason which promptedDabu to file the complaintagainst them.

She also said that theyhave all the evidences,complete with witnessesand photos of the afore-mentioned happenings,

that would prove thestrength of her caseagainst the culprits.

Tarrobago said the rec-ommendations will be sub-mitted to the United Na-tions, the members of thediplomatic corps, the Com-mission on Elections(Comelec), the PhilippineCongress and different civ-il society groups in thePhilippines and other coun-tries.

Tarrobago noted thatforeign observers fromCompact-IOM were also inthe country in 2007 andlater also made recommen-dations.

In the coming elections,Pampanga, Nueva Ecija,Maguindanao, Negros andPasig City were chosen asdestinations for the interna-tional observers.

In this province, five ofthe foreign observers planto meet with Pres. He said that on elec-tions day on May 10, theforeign observers wouldroam Pampanga to moni-tor the conduct of the pollsin “key Pampanga munici-palities and cities.” Theywill stay on up to May 11to observe the provincialcanvassing.

Tarrobago said that onMay 12, all the 27 foreignobservers deployed in vari-ous parts of the country willpool their assessment ofthe conduct of the electionsand write their report up toMay 13. On May 14, theyare expected to announcetheir observations and rec-ommendations in a pressconference in Manila andthen meet with the diplo-matic corps.

In 2007, the automationof the coming electionswas one of the recommen-dations of Compact-IOM.

Its other recommenda-tions included:

- separation of nationaland local elections begin-ning with the national elec-tions for President, Senateand House of Representa-tives in 2010 followed byprovincial, city and munici-pal elections the year af-ter;

- development of guide-lines to reduce electoralexpenses and increasetransparency and ac-countability of electoralfunding;

- development by theComelec of a publicly avail-

able transparent standardsand guidelines for the loca-tion and size of precinctsand locations of polling sta-tions;

- additional proceduresto ensure the privacy of cit-izens ballots;

- clear guidelines for theconduct of elections inelection hotspots and ar-eas of concern.

- separation of the judi-cial and administrative func-tions of the Comelec andthe establishment of a newindependent court to set-tle disputes over electoralconduct in a timely and in-dependent manner;

- additional funding tocivil society organizationsfor voter education, pollwatching, capacity-buildingand training of volunteers.

CASTILLEJOS, Zambales—After four years of hid-ing from the police, he was finally locked up in jail.

Elements of the Provincial Public Safety Man-agement Company, 2nd & 3RD Maneuver Platoon ar-rested the No. 1 “Top Most Wanted Person” in thismunicipality, Sunday morning,

Chief Inspector Arnel Dial, identified the suspectas Edgardo Galang Custodio, 27, single, driver andresident of Purok 3, Barangay Mangan Vaca, Sub-ic, Zambales.

Report said that at about 10 in the morning, thesuspect was flagged down along Nagbunga Road,Barangay Nagbunga, San Marcelino, Zambales onboard a tricycle on his way to a family gathering tohis in-laws in Barangay Rabanes, San Marcelino,Zambales.

The police said Custodio was convicted for thethree counts of rape under Republic Act 7610 byJudge Renato J. Dilag of RTC B-73 Olongapo Cityon Sept. 21, 2006.

A warrant of arrest for murder was also issuedagainst Custodio by Judge Clodualdo M. Monta ofRTC B-75 Olongapo City on July 16, 2007.

Custodio is now temporarily detained at theCastillejos Municipal Police Station.
