“That’s cool!” “That’s nice.” It has been some time since Japanese contents and products became popular, beginning with animated fi lms. “Cool Japan” refl ects “Japanese skills,” which features common strengths of Japanese products which are known for their extreme precision and high quality. Cool Japan takes advantage of technological capabilities and the high quality of manufacture that are the specialty of Japan, while establishing a new value axis. METI continues to support the strengths of industrial infrastructures or the “manufacturing, information and service industries” and fosters industrial groups that are expected to see new demand. From Aerospace to Traditional Crafts“Manufacturing” is Japan’s area of specialty. High attention is given to the MRJ (Mitsubishi Regional Jet), a domestically developed airplane launched for the fi rst time in about half a century in Japan. MRJ is a state-of-the-art jet made with cutting-edge Japanese aircraft technology. It delivers superior environmental performance such as lower fuel consumption and lower noise. METI facilitates improvement of the business environment for the growth of Japan’s aircraft industry, which is one of the new industries that will drive the sophistication of Japan’s manufacturing industry as a whole. When it comes to “Japanese skills,” we should never forget traditional crafts. METI supports the promotion of regional industries and the creation of employment opportunities under the Japanese Traditional Crafts Designation System (211 crafts have been designated as of May 2009) and through support programs such as those aimed at handing down technologies and techniques, to create demand and train successors.

In the meantime, METI is implementing various measures to support the formed and fabricated materials industry sector (supporting industry) which is specialized in casting, forging and metallic molding, and which underlies manufacturing activities in Japan. These support measures include those aimed at improving fundamental technologies of manufacturing SMEs and contributing to the improvement of transaction practices with the use of the “Formed and Fabricated Materials Industry Transaction Guidelines.” Furthermore, METI is focusing on fi ne ceramics that are used as semiconductor materials and high-function materials whose market is expanding. The Japan Fine Ceramics Center established the “Nanostructures Research Laboratory” (commonly known as the Nanotech

Center) in 2007 to contribute to the growth of a new, leading industry in the fi eld of nanotechnology-based materials development. Utilizing IT to Improve Energy Savings and ProductivityWhat is getting attention in the information and service industries? “Green IT Projects” are attracting attention in the information industry. Energy saving is one of today's most pressing issues, with the use of IT devices such as home information appliances expanding explosively not only in business settings, but also in society as a whole. METI supports the establishment of energy saving technology for various device groups constituting data centers that consume ever more power, as well as the development of organic EL displays and semiconductor devices. In addition, METI strives to strengthen energy saving and related industries in the development of fundamental technology for “Green Cloud Computing,” which improves energy effi ciency.

Productivity is an issue that the service industry must address. A comparison between Japan, the U.S., and Europe revealed that Japan still trails behind the U.S. and Europe in terms of productivity growth. To overcome this issue, METI has established the “Service Productivity and Innovation for Growth” platform, a common platform for industry-academia-government collaboration to direct efforts to promote IT use and the conversion of services into engineered methods. One of the examples is “healthcare and assistive robots and robotic devices.” METI is facilitating the development, support, and formulation of screening guidelines for robot technology for advanced personal care and livelihood-support services for which demand is expected to grow as society ages. METI has also begun drawing up standards to ensure the safe use of robots.

Cross-industrial projects will be in greater demand in the future. The key to their success is public-private partnership. Cool Japan will be refi ned further when industry-academia-government collaboration-based industrial logic is pursued with a focus on creativity, technological capability, and Kansei value.

Ideas of People in the WorkplaceThe basic principle of METI’s manufacturing, information, and service policy is to plan and promote various measures from the point of view close to that of people working on the front line. METI is working on policy issues in a wide range of fi elds. These fi elds include the manufacturing sector, which produces materials, machinery, and household goods, etc. as well as the information sector, which will play a major role in the Introduction of IT, the service sector which accounts for 70% of Japan’s GDP, and contents industries that produce movies, music, and games. How should we strengthen Japan’s specialty areas? What is required to simulate the growth of new business in the Internet era? METI is promoting policies to realize high-added value industrial activities from both individual and economic points of view.
