Tejaswini: Socio-economic Empowerment of Adolescent Girls and Young Women (P150576)

Education Services for Adolescent Girls and Young Women in Dumka and Ramgarh districts of Jharkhand, India

1. Background

The Jharkhand Women Development Society (JWDS) is an autonomous society set up by the Government of Jharkhand with the broad objective to implement and manage state-level women’s development programs run by the Department of Women, Child Development and Social Security (DWCDSS). Its main vision is to protect and promote the rights of women and adolescent girls by ensuring their care, protection, development and socio-economic empowerment through various policies and programs.

DWCDSS, through JWDS, is implementing a Project titled ‘Tejaswini: Socio-economic Empowerment of Adolescent Girls & Young Women (AGYW)’ in the state of Jharkhand, funded by the World Bank. The Project aims to improve access to market-driven skills training and completion of secondary education1 for AGYW in selected districts of Jharkhand. Tejaswini project emphasizes two basic levels of intervention. The first is the community-level: community-based platforms (“clubs” and “centers”) for AGYW to come together for regular activities and support, counseling and guidance, life skills education, livelihood support services, and information on, and access to, broader services and opportunities—especially project-contracted training and courses delivered at the institution-level. The second is the institution-level: working with partner institutions through performance-based contracts to deliver vocational training, business skills training, and educational services (including bridge education, support for mainstream education and academic support for non-formal education through open schooling) to a subset of AGYW, and making it easier for them to participate by addressing critical constraints.

The intended beneficiaries for the education services under the Project are out-of-school AGYW in the age group of 14 to 20 years. Refer Annex – I for more details on the education services. The Project will work closely with the Department of Human Resource Development, Govt. of Jharkhand, for ensuring mainstream education, while for the open schooling, the Project will work with the National Institute of Open Schooling (NIOS). Refer Annex – II for more details on open schooling component of the project.

For provision of education services in Dumka and Ramgarh districts, JWDS plans to engage an Agency (hereafter referred to as Education Service Provider- ESP) to enable project beneficiaries to complete of secondary education through bridge education followed by mainstreaming in formal schools or open schooling.

2. Objective

The objective of this consulting assignment is to provide educational services including bridge education, support for mainstream education and academic support for non-formal education through open schooling to eligible project beneficiaries under Tejaswini project in

The ESP will be responsible for training the bridge educators of CSPs. Besides, providing follow up support and forward linkages to the successful beneficiaries will also be a critical component of the overall service.

3. Scope of Work

The scope of work for this assignment will include providing the following education services to AGYW in two districts, namely, Dumka and Ramgarh, over a period of three years. The ESP (single or in consortium) must apply for providing services in both the districts of Dumka and Ramgarh.

i. Mobilization and identification of AGYW: The Project has engaged two separate Community Service Providers (CSPs) for Dumka and Ramgarh districts. AGYW will be mobilized by CSPs and organized into community level clubs known as “Tejaswini clubs”. For every eight clubs, there will be a cluster centre known as “Tejaswini Kendra”.

All club members will first receive seven days program induction training and a three/four-month module on life skills training at the club level. Following this, counselling of AGYW will be done by CSP at Tejaswini Kendra level to inform them about different tracks- education and skill training under Tejaswini project and other options outside of project. During this counselling, the ESP will be required to provide group information sessions to inform potential beneficiaries about the education services under the project with a view to help them understand on the efforts and time required for successful completion. Subsequent to counselling, aptitude tests of AGYW interested in education or skills services, will be conducted at the Tejaswini Kendra level using scientific tools. The Aptitude test reports will be made available to the ESP to enable it to identify and select2 best fit candidates for the education sub-component and such selection/rejection of candidates will be done in consultation with CSP and BRIU3. It must be noted that the first criteria for eligibility in education track of Tejaswini project is that the beneficiary must be out of school. In Tejaswini project, out of school AGYW is being defined as those AGYW who have been out of school for at least 18 months as on the date of the aptitude test. The same is to be verified by CSP in consultation with schools, District Superintendent of Education/ District Education Officer and community.

ii. Bridge Education: ESP will form separate batches4 of selected candidates in order to provide bridge education for appropriate class. Bridge education will be delivered in designated cluster level spaces (see Section-4) by the Bridge Educators of the ESP. A

bridge education curriculum5 for Tejaswini is being developed by JWDS. Candidates who are interested in and can be linked to mainstream education will undergo three-month module, while others will undergo one additional month to prepare them for open schooling. The ESP should provide 3 bridge educators for every two batches of candidates. In addition, every Tejaswini Kendra will have bridge educator cum life skills trainers provided by CSP. These trainers will provide additional bridge education support to the candidates under close guidance and supervision of ESP bridge educators. The primary responsibility of bridge education lies with ESP, while CSP bridge educators will provide peripheral support. Master Trainers from ESP will train bridge educators for delivering class appropriate bridge education using specific module under Tejaswini. Master Trainers themselves will undergo training on this from the content developers of bridge education curriculum. The beneficiaries will be continuously assessed on their learning and improvement benchmarked to their own cognitive level during the 2nd

aptitude test. Based on these assessments, some candidates may need additional bridging support, of up to a month. ESP will conduct all assessments including a final open schooling readiness assessment for those beneficiaries interested in open schooling. At least 70% of the batch under bridge education should be able to go forward in terms of mainstream education or open schooling as detailed in (iii) and (iv) below.

iii. Mainstream Education: The Project in close collaboration with the Department of HRD Jharkhand will facilitate mainstreaming of those AGYW who are interested in joining back schools. Such AGYW will be mainstreamed by the ESP in government schools. ESP will be responsible for undertaking a mapping of such schools in their catchment area and having a formal understanding with these schools for mainstreaming of Tejaswini beneficiaries. JWDS will facilitate such linkages between the ESP and the schools. In order to ensure continuance and retention of mainstreamed girls, the ESP will be responsible to provide regular follow up support to these candidates for a period of six months after AGYW’s enrolment in the school.

iv. Open Schooling: Tejaswini beneficiaries who are interested and selected for open schooling will be provided intensive study support by ESP following NIOS curriculum. The ESP will create separate batches for class 8 and class 10 and follow below detailed approach:

a) Register beneficiaries under Open Basic Education (OBE) at Level C for class 8 or class 10 under NIOS.

b) Provide Regular Study Support6 at Tejaswini Kendra to enrolled beneficiaries for 12 months, so that in one year they can complete five subjects that are necessary for NIOS certificate.

c) Arrange for beneficiaries to undergo NIOS examination7 and obtain pass certificate.

d) Choice of subjects: The subjects that will be taught to the AGYW will depend on their age (which determines whether they have a good probability of being mainstreamed in formal schools), their willingness to pursue further education after secondary education, their interest in the subjects and their aptitude. Accordingly, two separate packages8 may need to be delivered to the different groups:

i. For AGYW who are likely to pursue further education through formal institutions post open schooling track under Tejaswini, the subjects that will be taught include English, Hindi, and 3 other subjects out of Science, Social Science, Mathematics and Basic Computer Skill.

ii. For AGYW not likely to be mainstreamed and/or not interested in further education after open schooling track under Tejaswini, the subjects that will be taught include Hindi, Home Science*, Painting*, Data Entry Operations* and one vocational subject (exact subject to be decided).

*These subjects have practical component

v. Follow Up Support

The ESP will be responsible for providing regular follow up support to the AGYW, as detailed below:

a. Beneficiaries who have been facilitated for mainstream education post bridge education will receive support for six months to ensure their continuance in education, provide any additional education guidance if required.

b. Beneficiaries who complete open schooling track under Tejaswini will receive support for six months after obtaining NIOS pass certificate during which time they will be facilitated for forward linkages such as further education, skill training etc. under the Tejaswini project or even otherwise such as in skill training courses of National Skill Development Corporation, Deen Dayal Upadhaya Grameen Kaushal Yojana. These services will be provided in consultation with CSP, DRIU9 and BRIU.

4. Service Delivery

Location: In both Ramgarh and Dumka, local full time designated spaces, cluster centres10, will be leased and operated by CSPs in 204 sites (refer Table-1). The ESP will be required to select up to 50% of these cluster centres, wherein the education services (bridge education and open schooling study support) will be provided. Selection of location will depend on accessibility, space and other local conditions or requirements. The respective DRIU of 7 NIOS examinations are held twice every year- once in April and once in October. Hence, batches must start 12 months prior to scheduled examination months8 Study subjects mentioned in the packages are indicative and will be finalized in discussion with JWDS 9 District Resource Implementation Unit of JWDS10 For every 8 Tejaswini clubs, one cluster centre will be set up

JWDS will be responsible for ensuring availability of these locations to the respective ESPs, at no cost for delivering education services to the beneficiaries. However, in case of non-availability of required infrastructure in the cluster centre, the ESP will be allowed to lease a space after seeking due approval for the same from JWDS.

Total 75** This is a broad estimate. However, the exact number of locations should be determined by ESP in consultation with JWDS, and the same should be approved through their inception reports.

Infrastructure of cluster centres: All cluster centers will be equipped with the basic infrastructure support envisaged under the project. However, teaching-learning equipment required for providing education services to beneficiaries will need to be provided by ESP. For the infrastructure required for practical component of some of the subjects, the ESP will assess the extent to which support can be delivered at the cluster centre level; facilitate beneficiaries to access such support from NIOS accredited study centres or other study centres with such facilities.

Transport: The ESP will have to arrange for transport/transport reimbursement for beneficiaries to access the learning centres (eg., cluster centre, any district level centre for vocational training/practical class). This will be applicable for beneficiaries who need to commute for this purpose for 5 km or more from their place of residence.

Phae wise implementation: The ESP services will be provided phase wise. The ESP will need to plan their staff according to the phase wise roll-out strategy. See Table below for phase

wise roll out details. Overall target for Dumka and Ramgarh is 4059 and 2436 beneficiaries respectively over three years.

Trainers and Study Hours

The ESP will provide subject specific Master Trainers who will train the below:

a) Bridge educators of CSPs, b) Bridge Educators of ESP,c) Academic Coaches of ESP: The ESP will provide subject specific academic

coaches to provide regular structured coaching support to candidates. Master trainers will also provide regular guidance to the coaches. On this aspect, Master Trainers will undergo training under the Project.

For every two batches, about 5 academic coaches (specialized in different subjects as per curriculum package) will be required from the ESP. The coaches will have to travel locally, within 2 Tejaswini Kendra located few blocks apart, in order to provide regular study support to the beneficiaries. On average, every beneficiary should be able to receive 6 hours of regular study support per week over 2/3 days from the academic coaches. In addition, the coaches will also inform the beneficiaries about the timetable for the personal contact programme (PCP) and practical classes at the NIOS study centres to which the beneficiary has been registered, so that they can also attend these. The ESP should ensure that the beneficiaries are able to access laboratory facilities of the NIOS study centres for relevant subjects. Beneficiaries may need support in submitting tutor marked assignments (TMA)13 of NIOS, which comprises 20% of evaluation score. The ESP should also facilitate beneficiaries in accessing web-based PCP modules of NIOS.

The study support will be available to the beneficiaries on a regular basis at every cluster centre. Over and above the days when the academic coaches will be present, the Bridge Educators of the CSP will be present at the Cluster centre for regular support. ESP’s academic coaches will hold structured sessions for 6 hours every week; the Bridge Educators will hold need based classes to provide peripheral study support for 6 hours in total over

remaining 3/4 days of the week. In total, each beneficiary must receive 52814 hours of study support under Tejaswini over a period of 11 months, besides registration and examination time. On the two days under Academic Coaches, the ESP must ensure attendance of the beneficiaries. ESP will also have to monitor attendance of beneficiaries using Aadhar linked biometric attendance system device to be provided by ESP). 70% attendance in study support would be a mandatory requirement for project beneficiaries. In cases where a beneficiary’s attendance starts to decrease, the ESP must take necessary steps to counsel the beneficiary and her family to understand and address the reasons for lack of attendance.

5. Code of Conduct

In consideration of the particular sensitivity and vulnerability of the target beneficiaries, the ESP must be prepared to adhere to the utmost highest standard of professional conduct in all aspects of service delivery. The ESP will develop a code of conduct with zero tolerance for 14 Every week 6hrs study support from ESP and 6 hrs from bridge educators. Total study support over 11 months out of the total 12 month duration (excluding 1 month for registration & examination) is 528 hrs.

abuse or harassment and train all staff that will have direct engagement with beneficiaries on respectful and courteous conduct that promotes the well-being and empowerment of AGYW. The ESP staff’s behavior with regard to project beneficiaries will be closely monitored and any grievances lodged with the Project’s Grievance Redressal system will be closely followed up.

6. Expected Outcome

The ESP will be required to achieve the following outcomes:

a. At least 70% of bridge education candidates are linked to mainstream education or open schooling

b. For every batch of open schooling, at least 70 % of candidates complete the respective course (class 8 and class 10) successfully

c. 100% bridge educators cum skill providers (CSP staff) in the two districts are trained by ESP Master Trainers

7. Payment

Payment per beneficiary for open schooling registration and assessment will be made as per NIOS norms and do not need to be quoted.

The ESP will have to quote the cost for providing education services in two parts.

Part I will be an amount for (a) providing bridge education to beneficiaries and (b) training of CSP bridge educators.

(a) Payment for bridge education is to be quoted for every batch and will be made on completion of bridge education of the batch inclusive of all assessments conditional upon meeting outcome as per 6(a).

(b) Payment for CSP bridge educators should be a lumpsum quoted annually, on the assumption that such trainings will be conducted twice in a year for the first two years. Payment will be made pro-rata, based on outcome mentioned in section 6.c., i.e., percent of bridge educators trained.

Part II will be a per batch fee for providing study support to beneficiaries for open schooling. The payment to the ESP for beneficiaries in a batch will be only for a one-time study support over 12 months. The amount specified for Part II for each batch of beneficiaries, shall be disbursed in four installments as follows:

- 1st installment: On registration of beneficiaries to NIOS and commencement of education services to the batch – 10% of total cost of Part II

- 2rd installment: On 70% attendance of batch till midterm- 10% of total cost of Part II- 3th installment: On attainment of class NIOS certificate– 60% of total cost of Part II- 4th installment: On verification of status of beneficiaries after 6 months of pass out–

20 % of total cost

The 3rd installment would be released to ESP subject to the following:

i) ESP shall be eligible for 100% payment if outcome achievement is as specified in section 6 (b) of this contract (i.e. 70% batch completion)

ii) ESP will be paid on pro rata basis if outcome achievement is 50-69 %

iii) ESP may be asked to discontinue the services if the outcome achievement over the period of one year is 49% and below

In order to encourage ESP which exceeds the prescribed outcomes, the following additional incentives should be provided:

a) For every batch, if outcome achievement is above 70% and upto 85%, the ESP will be paid an additional amount of 10% of total cost of Part II for the batch.

b) For every batch, if outcome achievement is above 85%, the ESP will be paid an additional amount of 15% of total cost of Part II for the batch.

Completion of secondary education through bridge education under Tejaswini followed by mainstream education: For beneficiaries who are mainstreamed by ESP in government schools post bridge education and who then successfully complete class 8 or 10 therein, during the Project period, the Project will pay additional 50% of per beneficiary fee for bridge education to the ESP for each such candidate. This is to incentivize ESP to follow up and provide continued support to mainstreamed candidates to complete secondary education.

8. Deliverables and timeline

The expected duration of this assignment is 3 years. The key deliverables and tentative timelines of this assignment are as follows:

All trainers and coaches must be fluent in English and Hindi, with good communication skills, experience in teaching-learning methods, experience in encouraging, motivating and teaching out of school adolescents and youth.

10. Reporting Arrangement

The selected ESP will lead the implementation of the project under the guidance and supervision of the DRIUs of the JWDS. The Agency will report to the Project Director, JWDS/COO, Tejaswini and will work closely with the State Program Implementation Unit (SPIU). The State Program Manager- Education in the JWDS PIU would be the focal point of contact for ESP in JWDS. JWDS would put in place the procedures and processes for reviewing ESP on progress in project implementation and delivering the outcomes.

11. Monitoring and Supervision

The ESP must monitor the performance and outcome of the agreed activities regularly and in line with the requirements of JWDS guidelines. The ESP must enter the monitoring data into the Tejaswini project online MIS system in compliance with and within the time periods specified by JWDS.

The performance and deliverables of the ESP will be reviewed by a Working Group headed by the Project Director, JWDS/COO, Tejaswini Project and response shall be provided to the ESPs on the deliverables within 15 days. The performance of the ESP will be monitored by the JWDS Working Group against the outcomes detailed in section 6.

Annex I: Tejaswini Interventions on Education

The above illustration shows that Tejaswini project will first mobilize target population (with the help of CSPs) and enroll them in Tejaswini Clubs15 (community level groups of AGYW). The club members will go through basic orientation and life skills education (17 weeks in total). Post which, they will be counselled and informed about different pathways under Tejaswini and if they wish to pursue education or skill training services under Tejaswini, they will have undergo aptitude tests.

AGYW in the age group of 14–20 years and selected for education subcomponent, will receive the following services from Education Service Providers: (a) appropriate bridge education (b) mainstreaming into the regular schooling system for secondary education completion or support for enrollment in the open schooling system with provision of additional coaching and guidance to obtain a class 8 or 10 certificate.

The project will finance modest cash transfers to all AGYW partaking in vocational training or education courses through the project to support greater participation and completion of courses. Cash transfers will total about INR 10,000 (about US$150) per beneficiary and will be paid over three installments—first on enrolment in vocational training or education 15 At the community level, all AGYW in the age group of 14-24 years will be eligible to become members of the Tejaswini Project through clubs. Selection processes (giving preference to AGYW from marginalized groups and poor households) will only be used in cases of unmanageable levels of oversubscription.

courses (and after one month of continued attendance in course); second on maintaining attendance (minimum 70 percent) to be monitored at midterm; and third on successful completion (obtaining a certificate), directly to beneficiary bank account.

Annex II: Open Schooling

The National Institute of Open Schooling (NIOS) offers courses for elementary education under Open Basic Education (OBE) program, and courses for secondary and senior secondary education and vocational training.

NIOS launched the OBE program as an alternative educational program equivalent to the Elementary Education Program of the formal education system. The OBE Programme is offered at three levels:

Level A: equivalent to class I-III of the formal school system Level B: equivalent to class IV-V of the formal school system Level C: equivalent to class VI-VIII of the formal school system

The OBE program is run at district level through government or non-government agencies designated as Accredited Agencies (AAs), which are accredited to NIOS. There is one state level ESP for coordination and monitoring of the program including conduct of teaching learning and examination.

NIOS provides support for secondary education and above to learners through partner institutions known as Accredited Institutions (AIs). AIs are mostly recognized schools or other agencies involved in educational activities. These act as study centres for the students. Vocational courses have to be taken in Accredited Vocational Institutions (AVIs) of NIOS.
