Position: Block Coordinator1. BASIC DETAILS

Duty Station: Block Resource Implementation Unit (BRIU), in 2 blocks viz: Ramgarh and Mandu in Ramgarh district and 3 blocks viz: Dumka Sadar, Jama and Masaliya in Dumka district.

Language Required: Fluency in written and spoken Hindi with working knowledge of English language would be an added advantage.

2. BACKGROUND: The Jharkhand Women Development Society (JWDS) is an autonomous society set up by the Government of Jharkhand with the broad objective to implement and manage state-level women’s development programs run by the Department of Women, Child Development and Social Security (DWCDSS) and/or other departments of the Government of Jharkhand. Its main vision is to protect and promote the rights of women and adolescent girls by ensuring their care, protection, development and socio-economic empowerment through various policies and programs.

With the support of the World Bank, DWCDSS is implementing a Project titled ‘Tejaswini- Socio-economic Empowerment of Adolescent Girls & Young Women’ in the state of Jharkhand. The Project aims to improve completion of secondary education and access to market-driven skills training for adolescent girls and young women in selected districts of Jharkhand. The Project supports DWCDSS in institutional system strengthening; improving access to appropriate social networks, educational and employment opportunities and facilitate innovation in intensive service delivery & coverage. JWDS is the implementing agency from the department for the Tejaswini project.

JWDS intends to set-up implementation units at block level as Block Resource Implementation Unit (BRIU) for intensive implementation and supervision. The BRIU will work under the guidance and supervision of district level units of the JWDS. Under the BRIU, JWDS now intends to hire five (05) Block Coordinators (01 each for 02 blocks in Ramgarh district and 03 blocks in Dumka district) to be part of the Block Resource Implementation Unit (BRIU). S/he will be responsible for leading the implementation of the program activities at block level, but not be limited to, monitoring the physical progress, preparation of periodic monitoring reports at block level and disseminate the crucial findings with stakeholders.

3. OBJECTIVES AND SCOPE:

The incumbent will be responsible for leading the implementation of all the activities under Tejaswini project at block level and coordinate the block unit. S/he will oversee, supervise and guide the work of other two positions at BRIU as well as the youth facilitators of the block area. Specifically, the incumbent will:

a) Overall in-charge of Block Resource Implementation Unit.b) Identify and mobilize AGYW (in the age group of 14-24 years) from the community to enrol

them into “Tejaswini clubs” with the help of Youth Facilitatorsc) Ensure adequate participation from vulnerable groups like SC/ST during group formationd) Persuade parents/guardians/ family members of AGYW to ensure basic support from family

and greater participation level in project interventionse) Coordinate with respective BDO/ Panchayat officials/ CDPO/ line department/s for project

implementation at block, cluster and club levelf) Support for delivery of bridge education program, skill training and livelihood (self-

employment services for all the members of Tejaswini Clubg) Support in coordination with Community Service Providers/ Service Providers accredited by

NIOS for Open Basic Education for providing non-formal education or Training Service Providers for providing vocational training to AGYW.

h) Implement community mobilization activities at grassroots under the guidance and support of BRIU

i) Supervise the selection, deployment and training of Youth Facilitators by respective service provider/s engaged by the project

j) Coordinate with and monitor Youth Facilitators for project deliverablesk) Implement IEC activities at block and below level and prepare and submit periodic monitoring

reports (operational & financial) to DRIUl) Coordinate with block level officials and support setting up and operating community level

dedicated safe spaces for AGYW called “Cluster Center”m) Implement provisions of EMP-SITP at block/cluster leveln) Regularly update and maintain training records and report the related issues/ challenges to

DRIU.o) Ensure proper record keeping at BRIU level.

Monitoring Work:p) Overall monitoring of MIS update of AGYW with thorough coordination with Youth facilitators.q) Coordination and leading the BRIU team to achieve project outcomes.r) Monitoring the work of Community Services Providers, other service providers at block level.s) Monitoring and coordination for enrolment and completion of education/vocational

training/business employment programs of AGYW.

Report Documentation and Coordinationa) Prepare and update the performance evaluation reports periodically and share the findings

with the associated Project personnel and District Coordinator.b) Ensure periodic monitoring reports from bottom line in standardized reporting formats.

c) Liaise with project implementation team members, block level line departments, educational institutions, training providers, and other stakeholders to establish necessary project coordination and accomplish operational requirements for day-to-day tasks.

d) Participate and/or organize in relevant seminars, workshops, consultations etc. as and when required.

e) Suggest innovative approaches and strategies that could be used to improve program implementation on the basis of best practices being implemented in other programs/states.

f) Any other relevant task as delegated by the District unit/ State unit, JWDS/ DWCDSS and/or other officials nominated by the Secretary, DWCDSS.

4. REPORTING AND REVIEW

The Block Coordinator will report to District Coordinator, DRIU and work under his/ her direct supervision on day-to-day basis.

5. EDUCATIONAL QUALIFICATION AND EXPERIENCE

a) Graduate degree in any discipline from a recognized university.b) At least 3 years of experience of working at State/ District/ Block level in Government or Non-

Government Organizations as a Supervisor.

NOTE: Candidates having relevant experience in dealing with Adolescent Girls and Young Women program and issues of the state government/central government will be given preference and weightage over and above the required qualification.

6. SKILLS REQUIRED

a) Willingness to travel to field sites is essential.b) Ability to work with a field team effectively.c) Good communication, liaising and organizational skills.d) Working knowledge of computer (MS-Office- Word, Excel, PowerPoint) is essential.e) Good writing skills as documentation is a mandatory requirement for this position.

7. REMUNERATION

The remuneration for incumbent would be Rs.29,900/- per month inclusive of all. Only travel expenses will be paid as per actuals. S/he will be located at the BRIU office in any one of the blocks of Ramgarh or Dumka (Jharkhand) for which s/he has been engaged. The position requires extensive travel to block/village levels within the block as per project requirements.

8. APPLICATION PROCEDURE

Interested candidates who fulfil the required educational qualification and relevant experience may submit the application in the prescribed Application Form. The initial period of the contract shall be for one year with the possibility of further extension subject to the performance of selected candidate, availability of funds and requirement of the Tejaswini Project.
