The Trustees present their Report for the year ended 30 June 2015. Footsteps (‘the Charity’) is registered with the Charity Commission (Registration No 1085472). STRUCTURE, GOVERNANCE AND MANAGEMENT The Charity is governed by its Constitution, adopted on the 22 September 1994 (the Constitution). The Charity is controlled by an executive committee (the Committee) which comprises the Trustees and others co-opted members. The Committee usually meets at least four times a year, and decisions are passed by a simple majority of those in attendance and voting. The Committee is assisted in running the Charity by volunteers who are the members of the charity. Membership of the Charity is open to any person over the age of eighteen years interested in furthering the objectives and who have offered to assist with the activities of the Charity as a volunteer, subject to the approval of the Committee. APPOINTMENT AND RETIREMENT OF TRUSTEES The appointment of Trustees is governed by the Constitution. Trustees have the power to appoint new trustees, and a trustee so appointed shall hold office until the next Annual General Meeting when they may be re-elected or re-appointed. At the Annual General Meeting the members elect a chairman, a secretary, a treasurer and not less than six and not more than nine trustees who hold office from the conclusion of that meeting. The Trustees at 30 June 2015 were:

No Trustee received remuneration from the Charity in the year. The Charity is governed, managed and run entirely by unpaid volunteers.

OBJECTIVES AND ACTIVITIES OF THE CHARITY FOR THE PUBLIC BENEFIT The objects of the Charity are to relieve poverty, hardship or distress among homeless and needy people, primarily in or near Guildford, in particular by the provision of a drop-in centre. The Trustees confirm that they have consulted the Charity Commission’s general guidance on public benefit when reviewing the aims and objectives and future plans of the Charity. The Charity provides benefit to the general public by working to relieve the effects of homelessness and poverty in the Guildford local area. PRINCIPAL ACTIVITY The Charity works by raising funds from grant-making bodies and a range of private donations and voluntary sources. The funds are applied to operate a drop-in centre in Guildford town centre in order principally to give relief to those who are homeless or at risk of homelessness. The Footsteps drop-in centre is open on Sunday evenings and Christmas Day; these are times when other organisations serving similar client groups in Guildford do not operate. The majority of our service users are men and women who are night shelter and hostel users, rough sleepers, of no fixed abode, in supported housing or at risk of homelessness. We are of help to people on low incomes, who may typically also be the clients of the town’s food banks and debt counselling services. Our service provides an opportunity for these people to obtain a free simple meal, access to showers, relax in a warm, sheltered environment, and interact socially on Sunday evenings when other facilities are closed. All services are provided free of charge by teams of volunteers. REVIEW OF THE YEAR Since October 2014 the Charity has been providing its services from a new venue, the Beverley Hall Community Centre in Haydon Place, Guildford. Our re-opening followed a two-month period when we did not operate (August and September 2014) after the old community centre was closed and no suitable alternative premises were available. We are very pleased that we have been able to continue to run in a Guildford town-centre location that is very close to our old venue and in surroundings that are familiar to many of our clients. The closure of our service for two months last summer had no adverse impact on the services we provide. Upon resumption, our client base returned, and we did not lose volunteers. We continue to provide a service every Sunday evening, serving 30-35 men and women each week. Taking account of occasional and itinerant visitors as well as our regular service users, then over the year the Footsteps drop-in centre catered for around 250 individuals.

This year we have been very successful in recruiting some twenty new volunteers not only to replace those stepping down but also to add to our teams. As a result our number of front-line helpers has increased by 20% this year. It is particularly gratifying that from among this number we can now call on a larger team of cooks to prepare a wider variety of food each week to serve to our clients. We served a traditional lunch on Christmas Day 2014 to 35 people free of charge, without the need to book in advance. They included people from the local night hostel (‘Number Five’), rough sleepers and others at risk of homelessness. The Christmas lunch also created an opportunity for people to volunteer on the day who are not able to commit to help week-by-week but who are willing to offer their time freely on a day when many or our regular volunteers are spending time with their families. The Trustees are grateful to all members of the volunteer teams for their time freely given to prepare food, directly serve our users and assist with other tasks essential to the running of the Charity. The Charity acknowledges the financial contributions made in the year to 30 June 2014 by grants from the Guildford Borough Council Voluntary Grants Panel (£2000), the Big Lottery Fund under its Awards for All programme (£4000) and the Community Foundation for Surrey from the Red Nose Day Community Cash programme (£1000). The Trustees wish to record their thanks to former chairman and committee member, Professor Ron Johnson, for his service as a trustee and front-line volunteer over many years. REVIEW OF FINANCES The financial statements for the year ended 30 June 2015 are set out on pages 5 to 7. In the year to 30 June 2015 income exceeded expenditure by £2,494 (£905 in 2013-14). POLICY FOR RESERVES The Trustees aim to maintain reserves at a minimum level equivalent to estimated costs for the next six months. The Big Lottery Fund Grant of £4000 in 2013-14 was restricted to the purchase of food supplies for the Charity, and £3000 of this grant was set aside for 2014-15. STATUTORY REQUIREMENTS The report is prepared in accordance with the requirements for the Trustees’ Annual Report set out in The Charities (Accounts and Reports) Regulations 2008.

ACCOUNTING POLICIES

These financial statements have been prepared under the historical cost convention in accordance with applicable accounting standards and the Charities Accounting Statement of Recommended Practice (SORP).

Income

Donations and grants are accounted for on a receipts basis unless a grant has been approved before the year end in which case it is accounted for on an accruals basis (1). Donations in kind which are capable of financial measurement are included at estimated valuation.

Restricted Funds

These relate to the grant from the Big Lottery Fund which has been specifically given for the purchase of food supplies (2).

Resources expended

The purpose of the charity is to run a drop-in centre for the homeless and needy in the Guildford area. All costs incurred in the provision of this service are therefore treated as direct charitable expenditure (3). Other costs are allocated under the heading management and administration (4).

Independent examiner’s report to the trustees of Footsteps Charity (No 1085472)

I report on the accounts of the Charity for the year ended 30th June 2015, which are set out on pages 5 to 7 above. Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. It is my responsibility to:

examine the accounts under section 145 of the Charities Act;

to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the Charities Act; and

to state whether particular matters have come to my attention. Basis of independent examiner’s report My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below. Independent examiner’s statement In connection with my examination, no matter has come to my attention: (1) which gives me reasonable cause to believe that in any material respect the requirements:

to keep accounting records in accordance with section 130 of the Charities Act;

to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act

have not been met; or (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
