Cave Creek Council approves Cahava Springs project

CAVE CREEK ndash After months of debate and public hearings the Cave Creek Town Council unanimously approved the Cahava Springs Revitalization District on June 15 which will allows the property owners of the subdivision to tax themselves financing major infrastructure projects within the town estimated at over $19 million

In order to move forward with the formation of Cahava Springs special tax district the town council first rectified a technical error that halted discussion and approval of the tax district at the last council

meeting Citizen Eileen Wright objected to the legality of the hearing on June 1 at the last meeting when she pointed out that no date had been published on the public notice regarding Cahava Springs Under the recommendation of the townrsquos attorney the hearing and discussion was halted until the error could be corrected

Then at the June 15 meeting the council unanimously agreed to retroactively insert the hearing date of June 1 2015 making the motion legal continuing the hearing and final approval of the Cahava Springs District

NORTH VALLEY ndash With the record high temperatures this past week many local residents are heading out to one of Arizonarsquos lakes Stay safe out on the water by following boating safety guidelines

Arizona Game and Fish Department has issued a reminder of the importance of boating safety after a man was seriously injured in a recent boating accident The man was struck by a boat propeller and had to be airlifted to a hospital due to the severity of his injuries

ldquoTime spent on our lakes and waterways should be a fun time for everyonerdquo said Josh Hoffman AZGFD Boat Safety

Canon Elementary teacher named Yavapai County Rural

Teacher of the YearBLACK CANYON CITY ndash

Canon Elementary School fifth grade teacher Trinka Hall has been named as the Yavapai County Rural Teacher of the Year

Hall teaches all fifth grade subjects and is the Math Mentor for Title I teachers According to her fellow staff Hallrsquos educational foundation and understanding of the profession is excellent Her rapport with the students and parents is very positive She uses many varied forms of teaching and has great technological skills Hall stays late and comes in early Hall is open to new ideas and welcomes any insight that can benefit the students

Outside the classroom Hall goes above and beyond too She works collaboratively with all the teachers to design SMART Board lessons fix computers and help build the school calendar She has worked on the White Cane Parade participated in field day and helped out with the science fair

The staff reports ldquoThe teachers at Canon enjoy working with her and at our school we are like familyhellipwe fully support Mrs Hall in her endeavor to take on the new challenge of her Masters Degree in Educational Leadershiprdquo

Hall has completed both the Intel Math and Science Programs and she ran the Agua Fria Science Study for which she received a grant The students studied the protected lands of Agua Fria National Monument This year she also introduced Biztown to the students Along with the sixth grade teacher the classes went to Phoenix and spent a day at a bank practicing business skills

Superintendent Angela Jangula says ldquoTrinka Hall is a dedicated employee of the Canon SD 50 She is a highly ethical

and industrious person who brings to her assignments a great deal of energy enthusiasm and ability If I could find a way to duplicate Mrs Hall and keep her in education forever I would in a heartbeatrdquo

One of her 5th grade students Izabellah Ruiz had this to say about her ldquoMy 5th grade teacher was Mrs Hall She is a very amazing teacher Any time I needed help with my work she was there Mrs Hall is one of my favorite teachers She is caring and made our whole class feel specialrdquo

Trinka Hall will move on to the next round of interviews and we wish her luck on becoming the State Rural Teacher of the Year

Turn Around Donrsquot Drownreg County cautions drivers to avoid flooded washes

NORTH VALLEY ndash As monsoon season officially begins Maricopa County is issuing warnings on the dangers of trying to cross flooded washes

According to a release from the county nearly 100 people nationwide drown every year in floods Over half of those deaths occur in automobiles that are swept downstream

ldquoPeople often underestimate the force and power of waterrdquo said Steve Gallardo Maricopa County District 5 Supervisor ldquoJust a few inches of water on the road can cause your tires to lose contact with the pavement and for you to lose control of your car Never drive across a flooded wash When in doubt wait it out or find a safer routerdquo

Many drivers misjudge their

ability to navigate flooded roads putting too much stock in their ldquoheavyrdquo vehicles In reality cars and even SUVs can be swept off the road in 18-24 inches of moving water

Follow these tips to stay safe this monsoon seasonbull Never drive through flooded

washes or around a barricade bull Fast flowing water can float

a car downstream and the roadbed may be washed out under the floodwaters

bull Water may be deeper than it appears and can hide many hazards (ie sharp objects electrical wires open manholes chemicals etc)

bull Do not walk through floodwaters It only takes six inches of moving water to knock you off your feet

bull Be especially cautious at

night Flood dangers are

much more difficult to see in

the dark

bull Do not camp or park a

vehicle along streams and

washes particularly during

threatening conditions

bull Many popular recreation

spots are located alongside

creeks and rivers Avoid these

areas during storms and

donrsquot return until the weather

is cleared and the area is dry

Anthem presentation series to offer info on teen issues

ANTHEM ndash A new summer teen series will be offered at the Anthem Civic Building in July The series will focus on teen issues like drug prevention and awareness healthy relationships self-empowerment and depression The weekly gatherings will include special speakers refreshments raffles and important messages for teens

Does thirty years matter Well I think it is a rather big chunk of time Long enough to grow old(er) watch children move away welcome grandbabies to the family build a life settle in and enjoy the golden years Not so fast Things happen People change So when my best friend called to tell me that her husband is leaving her after thirty years of marriage I was stunned What happened to a couple who were so close so in love and the best of friends Read on

It seems Jan and Bob (fake names to protect the innocent) were happy But then an ldquoold friendrdquo of Bobrsquos whom he knew from forty years ago showed up in town shortly after her husband died They had a friendly lunch Then three months later she showed up again and they had a ldquoloverrsquos lunchrdquo where they gazed into each otherrsquos eyes and realized they were still madly in love with each other Yikes it even gets nuttier Bob is 78 years old and his ldquonew loverdquo is the same age He is leaving his sixty-two year old wife for his ldquosoul-materdquo

So Bob is packing and moving to Hawaii in a few weeks to be with his ldquoone true loverdquo leaving Jan to wonder what he has been smoking She is handling it with ldquocourage and classrdquo by being civil I told her I think my husband Doug might be looking down the barrel of his own gun while he has thirty minutes to pack and go But then I am not nice like Jan

Till death do us part No way There is a growing trend called ldquogray divorcerdquo According to a study done by sociologists in Bowling Green State University one out of four people divorcing in the United States is 50 or older and one in ten is 65 or

older The divorce rates for couples over the age of fifty has doubled since 1990 Perhaps more shocking is that most of these divorces occur in couples married over 25 years

Maybe the bigger question is this Do we ever really know someone I mean can you travel entertain friends go to Costco together cook meals shop sleep and talk together and then stop loving each other I guess so I know Bobrsquos reasoning you only have one life to live so enjoy it while you can Blah blah blah What about commitment and promises

My friend Jan has been on a soul-searching mission and claims she cannot really come up with one solid clue or reason why Bob is leaving So maybe life ldquojust happensrdquo and one day you are happy and one day you realize ndash not really Clearly we cannot take anyone or anything for granted Life comes t us fast Things happen and people change

I asked Doug what he thought of Bob suddenly leaving for Hawaii to be with his ldquotrue loverdquo Doug shook his head in disbelief and said ldquoBob is going to hate Hawaii He will go stir-crazy on a small islandrdquo Not exactly the response I was looking for

Doug has two Hawaiian shirts When he saw me placing them in a bag for the Goodwill he asked what I was doing I told him that he looks ldquoterriblerdquo in Hawaiian shirts (a lie) He laughed and wanted to know why I would give away two perfectly good shirts My reply ldquoHawaiian shirts today a Mai Tai tomorrow and next week the grass skirt looks better on the other side of the worldrdquo He laughed for a full minute and it

is not even funny

Relationships are tricky A

lady in Cave Creek emailed me

to see if I would ldquotake her good

old horserdquo as she was moving

to San Diego and leaving her

husband of forty years because

she was ldquoboredrdquo She said it

will be ldquoheartbreakingrdquo to

leave her twenty-eight year old

horse Ouch And then a man

in Anthem emailed to say he

always loved his wife of thirty

years but now he thinks he

would be better off ldquosingle

and freerdquo People get a grip on

your emotions

Dear Readers evidently love

is not always lasting My mother

says that ldquoA loved one can leave

you in the most unimaginable

way and at the most unexpected

timerdquo We have to prepare

ourselves Lifersquos circumstances

can be altered in a heartbeat

Maybe that is okay A door

closes and another opens An

ending happens but so does a

new beginning People leave but

we survive We cannot replace

someone we loved but we can

strive to live our best possible

life regardless of the obstacles

We find ways to keep on going

loving and living

And I know this makes no

sense but Dougrsquos Hawaiian

shirts have to go Perhaps one

day soon I will see you at the

local thrift store

Technical Sergeant Ralph Harold Zeller US Air Force Reserve Retired resident of Sun City AZ since 2005 and resident of Arizona since 1987 accepted orders to report to Saint Peter at the Pearly Gates of Heaven on June 2 2015 at the age of 77

Ralph spent his entire adult life serving and helping others Ralph joined and honorably served his country in the US Marines from 1957 to 1960 Ralph and his wife Clio JoAnn Piper moved to Arizona in 1987 and opened new Diet Center offices in Phoenix and on Easy Street in Carefree

Ralph was preceded in death by his youngest son Joseph William Zeller (named after Ralphrsquos great grandfather

father great uncle uncle and father-in-law) his parents and grandparents and five of his siblings

Ralph is survived by his spouse of 54 years Clio JoAnn Piper Zeller his sons and daughters-in-law Jeffrey Ralph Zeller Tammy Acherman Zeller Sidney Grant Zeller and Abbie Sapico Zeller four grandchildren and siblings James Ervin Zeller and Marcena Kline

Ralph never met a stranger ndash he made others smile daily made friends easily conversed with anyone nearby and shared countless laughs with his loud infectious laugh Ralph will be missed by everyone who knew him but we rejoice in the honor we had in knowing him

Ralph will be interred at the rural St Joseph Cemetery outside Cedar Rapids Iowa In lieu of flowers a scholarship fund is being established in Ralphrsquos name There will be a gathering to remember Ralph at his home in Sun City on July14 1-4 pm For more details please call JoAnn

On June 11 2015 Harold passed away due to complications from a fall in April

Harold was a true patriot and very proud of his service in the US Navy during World War II on the USS Edgecombe an attack troop transport ship He retired as a Sergeant from the Norfolk Virginia Police Department after 23 years of service After traveling extensively around the US Harold and his wife Sivia relocated to Anthem AZ to be near family

Harold was a huge proponent of living a healthy lifestyle and worked out regularly at the Anthem Country Club gym until the week before his injury He was well known in Anthem and an inspiration to others Harold was also known for being quite a storyteller recounting his life in the Navy Police Department and his many adventures and pranks He was a true character and well-liked by everyone who knew him

In addition to his loving wife of 56 years Sivia (Carney) Gensler he is survived by three daughters Gail Philbrick and her husband Pete Philbrick of Anthem AZ his daughter Linda Sheeley of Phoenix AZ and his daughter Victoria Carr and her husband Michael Carr of Aberdeen MD five grandchildren Chuck Andrew Brad Todd and Whitney eight great grandchildren and two great-great grandchildren We will always love and miss you

A celebration of life service is planned in September which would have been Haroldrsquos 100th birthday

ldquoThe project is private the lines are in most folksrsquo wells have gone dry so this is a good thingrdquo said Councilman Dick Esser when explaining why he was voting in favor of the special tax district

The formation of Cahava Springs Revitalization District allows the subdivision to issue special bonds to the 230 residential lots based on home value and will be paid yearly by the homeowner which will be used to complete several town infrastructure projects The bonds will be used to improve a portion of the existing waterline south of Joy Ranch Road the activation of the existing waterline on 26th Street north of Joy Ranch Road extension of the water line to 32nd Street and Honda Bow Road installation of booster pumps and storage tanks necessary to deliver water and roadway improvements along Saddle Mountain 32nd Street Rockaway Hills and into Cahava Springs development including bridge structures grading drainage structures and paving

The newly formed special tax district promises to provide the infrastructure to deliver water to residents on the west-side of town who do not currently

receive municipal water services ldquoI have been fighting for

water for a long timerdquo said Terry Smith who lives on the west-side of town and currently hauls water to his property ldquoThe lines have been there for over six seven years and the town has not taken over them and put water in them This appears to be the solutionrdquo

However not all residents were in favor of the approved formation of the Cahava Springs district and attended

the meeting to speak out in opposition to it

ldquoIf some dimension of this fails the council will be facing failed promisesrdquo said resident Kerry Smith ldquoThe responsibility lies in Cave Creekrsquos water companyrdquo

The council also unanimously voted to extend the water advisory committee members term through December 2015 so it was on the same schedule as the other commissioned committees in the town The council also approved a contract for a new town attorney Sims

took to the podium to speak out against the town councilrsquos approval using the Sonoran News for the townrsquos advertising despite the publication not meeting the statersquos requirements as a newspaper

George Ross a resident of Cave Creek says he thinks the Sonoran News is anti-Semitic based on past articles and political cartoons printed in past

issues He asked that the council discontinue the support of the publication by rescinding its advertisement dollars

Other residents echoed the same issues and concerns as Ross and used the call to the public to ask the town council to stop using the Sonoran News for the town advertisements

ldquoYou blatantly violated the lawrdquo said resident Eileen Wright ldquoWe want a town based on ethics honor morality and transparency not an allegiance to a grumpy old manrdquo

My kid was recently sitting on the ground with his head down fighting a nap I asked him what was wrong and he responded simply with ldquoI donrsquot know why I am sadrdquo Emotions are a constant in Pixar films Look no further than their impressive catalog of films to display this quality the first ten minutes of ldquoUprdquo is a perfect example What separates Pixar from some competition is the way they utilize these emotions to assist in the development of the script and characters ldquoInside Outrdquo tackles the topic of emotions taking place literally inside the head of a little girl While Pixar may have stumbled slightly with their last few films ldquoInside Outrdquo is a return to impressive form Director Pete Doctor and Ronaldo Del Carmen bring a unique storytelling quality to this animated film one that moves in and out of one characterrsquos mind and the result is a film that is smart poignant and thought provoking

Riley (voiced by Kaitlyn Dias) is a young girl who loves playing hockey and being silly with her mom and dad She is living a happy life in the Midwest until her father starts a new job in San Francisco uprooting Riley from the familiar and comforting routine she has come to enjoy This is a

difficult move for Riley but also for the emotions that guide her daily life Joy (Amy Poehler) Sadness (Phyllis Smith) Anger (Lewis Black) Disgust (Mindy Kaling) and Fear (Bill Hader) are the emotions that live in the control headquarters of Rileyrsquos mind Joy is the leader of the group guiding Riley towards positive memories and outlooks However conflict erupts during the move between Joy and Sadness leading them away from headquarters and leaving Riley stuck with Anger Disgust and Fear in control

Animated films offer a medium of storytelling that in some regards offers greater freedom to tackle subjects complex or difficult to execute ldquoInside Outrdquo is unique in the regard that it portrays the literal

emotions of the mind with characters Director Pete Doctor and Ronaldo Del Carmen accomplish this storytelling aspect gracefully allowing the oldest and youngest viewer easy navigation throughout The narrative also offers some effective metaphors of life and learning ones that are nicely accomplished through the characters of Joy and Sadness both of whom do not understand the importance of one another

The animation is exceptional Just like the compositions of Pixarrsquos previous works ldquoInside Outrdquo crafts an atmosphere that is distinctive The formation of the world that Riley sees a wintry bright Minnesota when she is happy or a dreary overcast San Francisco when she is sad or the world of the emotions that is formed with orbs of color that reflect Rileyrsquos memories with formed islands distinguish the important aspects of her personality It all serves an important purpose when it comes to displaying how the mind functions on the rollercoaster of lifersquos emotional events

The characters are represented flawlessly especially the emotions that are a mix of talented comedy actors Amy Poehler is terrific as Joy a mile a minute vehicle of glittery yellow with unwavering happiness

Her counter is Phyllis Smith as Sadness most will know her tone from televisionrsquos ldquoThe Officerdquo whose demoralized voice reflects the gloom and worry of the small blue character she portrays The remaining cast of Bill Hader Mindy Kaling and Lewis Black play nicely off one another once they are forced to start working together

There is much more to ldquoInside Outrdquo than described here but to share too much would be to

spoil the surprise Whether a commentary for parent discussion or an explanation for children the film doesnrsquot shy away from the challenging emotions experienced in childhood or surprisingly how it continues in different ways throughout adulthood ldquoInside Outrdquo is an accomplished narrative that is supported by talented actors and lead by an insightful creative team Itrsquos an ambitious animated film for all ages

Elizabeth grew up in Sioux City Iowa After completing her BA in Psychology at the University of Iowashe married and moved to California Elizabeth went on to complete a Masters degree in Psychology at California State University at Northridge Elizabeth then went on for a second Masters in Organization Development and a PhD in Human and Organization Systems from Fielding Graduate University in Santa Barbara California Also during the familyrsquos time in California Elizabeth worked as a college instructor at Pierce Junior College and Mount Saint Maryrsquos College When her

husband was offered a position with American Airlines in Boston the family then moved to the east coast

Throughout her life Elizabeth has appreciated the joy and excitement of traveling to other countries She became fascinated by the art and the culture in each country she visited and marveled at the amazing way art in each instance chronicled the history each countryrsquos history keeping alive the spirit of connectedness between

past and present Elizabeth found ethnographic works of art in which text and other cultural symbolsparticularly interested her This idea she would incorporated in her own paintings years later allowing each piece the opportunity to speak a language of its own

After a thirty-year career as an Organization Development and Training Consultant Professor and Human Resource Manager Elizabeth retired She and her husband bought a home in Surprise Arizona in 2003 to be closer to Elizabethrsquos

father who had retired to Sun City West years before Today Elizabeth and her husband enjoy the variety andfascination with two very different areas of the country sharing their time between their homes in Surprise and Grantham NH

YMCA Boating Safety TipsDo wear a life jacket Do know the water and environment you will be boating on Do keep a good lookout while under way Do shut your engines off when people are in the water near your boat Do observe the nautical rules of the road Do check the weather forecast before getting under way and keep an eye on the weather while yoursquore boating Do keep a balanced load and a trim boat Donrsquot over load your boat Be sure that the boat has no objects in it that can make you trip or cause the boat to tip Make sure you have required safety equipment This would include at a minimum PFDs for each passenger a fire extinguisher (for power boats) navigation lights sound-signaling devices flares flags or other visual distress signals and a first aid kit Donrsquot stand in a small boat Donrsquot ride on the gunwale bow seat backs or anyplace not designed for riding Move around the boat slowly and carefully maintaining three points of contact at all times (two hands on the sides feet on the floor) Donrsquot drink alcohol and boat Alcohol diminishes your ability to navigate safely and can reduce your chances of survival if you end up in the water Use your common sense when on the water If you feel it is dangerous it probably is Always get into a boat at a safe docking place An oar or paddle may be used as an extension device for a reaching rescue Save horseplay for safe places on land away from the water Stay with the boat if it overturns Never try to swim ashore Learn how to right a boat Keep small boats out of main river currents where you may lose control due to the swiftness of the water Stay instead near riverbanks where the current is not as strong Always carry docking lines and keep them in good condition They can be thrown to someone who has fallen into the water Keep small boats away from heavy surf where they can be easily swamped and overturned trapping the occupants and causing injury If waves start to rise head for safe harbor or sheltered coves for protection from the action of the surf near the shore If you have a powerboat or sailboat learn the rules of the road and the hazards unique to your craft For instance a catamaran responds differently in brisk winds than a one-hull sailboat Learn how to free a canoe of water if it overturns Canoes rarely sink and with practice you can easily learn how to upright one

bull Before starting the boatrsquos engine walk to the stern to make sure no one is near the propeller

bull Never allow passengers to board or exit while the engine(s) are running

bull Take extra precautions around other boats towing skiers andor tubers

bull Never reverse a boat to pick someone out of the water

Wearing a life jacket while on a boat isnrsquot just a good idea ndash for kids 12 and under itrsquos the law State law requires that kids wear life jackets while onboard and that every boat has a life jacket available for each passenger In a boating safety commentary the United States Coast Guard estimates that life jackets could have saved the lives of over 80 percent of boating fatality victims

Bill banning town licensing fees for real estate agents to take effect


NORTH VALLEY ndash Arizona real estate agents will be saving funds on city and town licensing fees when Senate Bill 1368 goes into effect this July

This bill stipulates that Arizona cities and towns cannot charge real estate agents and brokers for additional business licenses if the agent or broker is already licensed in the state Senator Gail Griffin who is a real estate broker herself sponsored SB1368

Governor Doug Ducey approved SB1368 on April 2 The bill is now set to go into effect the first week of July 90 days after approval

The bill received little opposition The League of Arizona Cities and Towns declared themselves neutra l on the bill commenting that the bill ldquoappears to have minimal impactrdquo

will you be when the dust settles Thatrsquos a question the Arizona Department of Transportation is asking motorists this year as another summer monsoon season begins

For the fourth consecutive year ADOT is rolling out its ldquoPull Aside Stay Aliverdquo dust storm public awareness campaign in an ongoing effort to educate drivers about the year-round threat of dust storms as monsoon season officially begins in Arizona today Dust storms pose a serious public safety risk because they can strike out of nowhere Motorists can protect themselves if they plan ahead and know the safe actions to take when the dust hits

This year ADOT ndash and partners at the Governorrsquos Office of Highway Safety

the Arizona Department of Public Safety and the National Weather Service ndash has created new television and radio public-education announcements that ask drivers if they know what to do if they get caught in a sudden dust storm event The new TV public service announcement at httppullasidestayaliveorg depicts a young driver following all the safety recommendations when she sees a dust storm while driving along a highway

ADOTrsquos mission is to provide useful and memorable safety information to drivers before they get caught in a low-visibility dust storm This year the agencyrsquos top recommendation is to avoid driving into a wall of dust at all costs

ldquoWe hope motorists have heard the message that driving into a dust storm is dangerous and should be avoidedrdquo

said ADOT Director John Halikowski ldquoBut every day we have new-to-Arizona drivers and young drivers who may not yet know about lsquoPull Aside Stay Aliversquo If you know a new driver take a moment to remind them about dust storm safetyrdquo

Halikowski added ldquoAs the monsoon arrives this year wersquore asking drivers to do the smart thing the safe thing and plan ahead for possible blowing dust and limited visibility along the highway Itrsquos better to alter travel plans rather than attempting to drive through dust storms Itrsquos a risk you donrsquot have to takerdquo

Dust storms develop quickly and dust-related crashes can occur particularly along the Interstate 10 corridor between Phoenix and Tucson To advise drivers of approaching storms ADOT employs a range of strategies ndash including electronic

highway message boards social and traditional media communication with ADOT staff and law enforcement officers in the field television and radio advertising and close coordination with partnering agencies ndash to keep information flowing to motorists

Tips for drivers who encounter a dust stormbull Avoid driving into or through

a dust storm bull If you encounter a dust storm

check traffic immediately around your vehicle (front back and to the side) and begin slowing down

bull Do not wait until poor visibility makes it difficult to safely pull off the roadway

ndash do it as soon as possible Completely exit the highway if you can

bull Do not stop in a travel lane or in the emergency lane look for a safe place to pull completely off the paved portion of the roadway

bull Stop your vehicle in a position ensuring it is a safe distance from the main roadway and away from where other vehicles may travel

bull Turn off all vehicle lights including your emergency flashers

bull Set your emergency brake and take your foot off the brake

bull Stay in the vehicle with your seatbelts buckled and wait for the storm to pass

bull Drivers of high-profile vehicles should be especially aware of changing weather conditions and travel at reduced speeds in high wind

bull A driverrsquos alertness and safe driving ability are always the top factors in preventing crashes It is your responsibility to avoid distracted or impaired driving
