Hello and Goodbye! Pat Sangialosi

and Marty Sheaffer We say goodbye to town-ship secretary, Pat Sangia-losi who will be retiring at the end of the year! Pat was township secretary from 2000-2001, and from 2004 to the present. Pat says she will still be involved, however, as the

Assistant Secretary. Pat grew up in Carlisle, graduating from Carlisle High School. She worked for American Cancer Society as a secretary and then in production control for Cole Business Furniture. She also spent some years as a typist for the York Daily Record before coming to the Town-ship. For some time, she was also secretary for Latimore Township. She also serves as Minority Inspector on the Election Board for Cooke Township. She is married to Sam Sangialosi, Supervisor of Cooke Township, mother of two children and grandmother of 7. Pat and Sam live in Cooke Township on South Mountain. After retirement, Pat is looking forward to more travel to the beach and Las Vegas, and spending time reading and doing counted cross-stitch. Stop in on a Monday and welcome Marty Sheaf-fer as the new Treasurer! Marty grew up in Walnut Bottom and graduated from Big Spring High School. She is a long-time Penn Township resident with her husband Danny, 2 daughters and 3 grandchildren. She started her new job with the township in August. Marty was a Senior Accountant with Sprint until 1996, and then took a part time position with Attorneys Duncan and Hartman in Carlisle, where she still works. She is also the Treasurer for Trinity United Methodist Church in Walnut Bottom, and the accountant for her husband’s printing business. Marty’s hobbies include reading, walking and at-tending her grandchildren’s activities.

Supervisors’ Meeting Minutes July2009: • Ratified Cumberland Poultry to install the trusses, metal roofing, and doors

on the new addition to the municipal building. • Appointed Dan Mell and Evelyn Swartz to the Park and Rec Board. • Accepted the resignation of Bill Feutchenberger from the Park and Rec

Board. • Approved the proposal of Matt Allen to host and maintain the township

website for another year for $1200. • Approved an upcharge of $9000.00 for a change in the specs for the Leeds

Road bridge. August 2009: • Approved the Nolt/Whispering Hope development plan pending DEP ap-

proval of the sewage module. • Approved a January 1 start date for a waste-hauling agreement with South-

ampton Township. • Hired Martha Sheaffer as Assistant Secretary. • Approved a cost of $8100.00 to re-roof the older part of the municipal

building. • Approved the cost of $340.00 to install an alarm system in the new addi-

tion to the municipal building. September 2009: • Approved the Okum subdivision plan pending receipt of county com-

ments. • Adopted Ordinances 2009-004 and 2009-005, Waste Hauling Agreement

with Southampton Township and single Waste Hauling. Information will be in the October newsletter.

• Decided to hold the budget meeting at the end of the October Supervisors’ meeting.

• Adopted a flat rate late fee of $100 on top of regular permit fees to be ef-fective immediately.

• Approved the estimate of $1400.00 for the ROW survey on Lebo Road bridge from Eric Diffenbaugh.

• Authorized the expenditure of up to $500.00 to pay for trees for Center-ville Park as part of an Eagle Scout project.

It’s snow plowing time again!!Please watch out for the trucks removing

snow from the roadways. Again just a reminder if the snow is responsible for knocking over your mailbox, you are responsible for replacement. If the plow knocks it over, the Township is responsible for replacement. If you live on a State Road (Station, Hays Grove, Mt. Rock, Centerville, Walnut Bottom or Pine Roads), call the Carlisle highway garage with any problems. The township is only respon-sible for township roads. The road crew will also be brush trimming and filling potholes when weather per-mits.

RECYCLING CENTER OPEN AT MUNICIPAL BLDG.

How should I prepare my recyclables?

All of your recyclables can be mixed together. No sorting is required.

To ensure obtaining the maximum capacity of each container, cardboard should be flattened and plastic bottles, aluminum cans, and steel cans should be crushed, if possible.

DO NOT tie or bind any recyclables(s), including newspaper and cardbaord.

Newsletter Advertising

The Planning Commission has been reviewing several subdivision and land development plans and using those plans as teaching exercises for new members of the Com-mission. Their job is to review all new development plans to ensure that they meet the requirements of the Township Subdivision and Land Development and Zoning Ordi-nances. Once those requirements have been met, the plan is referred to the township supervisors with a recommenda-tion for approval. The plans that have recently been reviewed are: • The Paul Okum subdivision plan • The Whispering Hope development plan • The Bob Penner subdivision plan In addition, the Commission will study specific topics related to the Ordinances in effect to ensure that all ordi-nances agree. The topic for the August meeting was Home Occupations. The important points of this topic were • No outside storage or work • No non-resident employees • Work area cannot exceed 25% of the gross dwelling

area, and cannot exceed 500 feet. The Planning Commission meets the first Monday of each month at the municipal building. All meetings are open to the public.

BURNING RESTRICTIONS Penn Township Ordinance No. 2004-5 was adopted to regulate and restrict out-of-doors fires. The following provisions are included in the Ordinance: No person shall burn any paper, boxes, rubbish, leaves or any other kind of substance, out of doors, anywhere in Penn Township be-

tween sunset and sunrise. Burning of plastics, byproducts of manufacturing, tires,

rubber, materials containing petroleum based products such as shingles and roll roofing, and hazardous waste from off site commercial operations is strictly prohibited.

Fires shall be used only to burn readily combustible ma-

terials. All fires, unless otherwise permitted in this Ordinance,

must be entirely extinguished and not permitted to burn or smolder after sunset. No fire shall emit noxious smoke over another property.

Any person who violates this Ordinance shall, upon con-

viction before any District Magistrate, be sentenced to pay a fine of not less than $100.00, nor more than $1,000.00, together with costs of prosecution.

A complete copy of the Ordinance is available on the township website, or at the township office during normal working hours.

ATTENTION RESIDENTS OF PENN TOWNSHIP The Supervisors of Penn Township have entered into an inter-municipal agreement with Southampton Town-ship with regard to having one (1) trash hauler for Penn Township, which kristy foreman is scheduled to begin on January 1, 2010. This will require mandatory participation unless the Supervisors approve an exemption for the use of an alternative, approved, method of trash removal or a combination of people sharing a tote. You are allowed up to three (3) households on a 90 gallon container with one (1) person responsible for the bill. The agreement provides for Interstate Waste Services, to perform garbage collection services for all residen-tial customers within Penn Township. Businesses with commercial garbage collection larry darr will not be included in this program. Quarterly bills will be issued by Southampton Township – Cumberland County to be effective January 1, 2010. Quarterly rates are as follows:

PROJECT UPDATES Lebo and Leeds Road bridges The Lebo Road bridge bog turtle study has been completed and no bog turtles were found in the construction zone. Final applications and permits will be secured and the bridge replacement is tenta-tively scheduled for summer of 2010.

The Leeds Road Bridge replace-ment has been completed and is open to traffic. The Penn Town-ship Road crew removed of the old bridge, performed rough grading for the new culvert, and backfilling. The project was completed on time and under budget.

Municipal Building Addition The Municipal Building addi-tion has been completed, in-cluding the installation of a new roof over the existing garage and office. The town-ship crew will be installing the lighting and paint.

ATTENTION RESIDENTS! The Board of Supervisors have adopted a flat rate fee of $100 for any person who doesn’t obtain a zoning/building permit prior to con-struction
