    April 2011up Process Regarding the Implementation of CHE-Regulations for the Follow

    Recommendations'QA Evaluation Committees

    General

    Based on the Director General's decision, the follow-up process regarding the

    implementation of CHE QA Evaluation committees' recommendations was relocated

    to be under the authority of the Quality Assessment & Assurance Division. This

    change took place in the middle of February 2011.

    Details Regarding the Regulations for the Follow-Up Process

    General Rule

    1. In general, the follow-up process will be executed in congruence with the QAcommittees' recommendations and the CHE's resolutions based on these

    recommendations.

    Action Plan

    1. If the institutions are requested to submit an action plan concerning theimplementation of the recommendations, a reminder will be sent to them

    approximately two months before the deadline.

    2. The submitted plan will be reviewed by the QAD and approved by the CHEsubcommittee for QA.

    3. The QA subcommittee's decision will be sent to the institutions.

    Implementation Report

    1. Approximately two months before the deadline by which the institutions arerequested to submit a report on their implementation of the recommendations,

    the institutions will be sent a reminder which will include the evaluation

    committee's report and the CHE's resolution on the subject.

    2. The institution will submit a report on its implementation of therecommendations in which it will be requested to relate to the

    recommendations listed in the evaluation committee's individual report.

    3. In the report, the institutions will be requested to include curriculum, anupdated list of faculty and all other information related to the

    recommendations and the CHE's resolution. In addition, the institutions will

    be requested to indicate the changes that were made as a result of the

    evaluation committee's recommendations.

    4. The report will be reviewed initially by the QAD in order to ensure that itincludes all the necessary sections and relates to the evaluation committee's

    recommendations as well as being submitted on time.

    5. If the institution does not submit a report by the required date, and does notrequest an extension, the subject will be discussed in the QA subcommittee

    and a decision will be reached concerning how to deal with the issue.

    Review of Implementation Report

    1. The report will be reviewed by a committee/expert/team of experts as isrequired by the CHE's resolution.

    2. The experts will not work anonymously.3. If the CHE's regulation does not include a request to create a committee to

    review the reports the task will be done by a single expert.

    4. Names of experts that were not members of the evaluation committee andwere appointed to review the implementation reports must be approved by the

    QA subcommittee.

    5. Efforts will be made so that the review is done by the same experts (unlessthere is a problem of conflict of interests and/or the CHE resolution requires a

    specific review for an institution).

    6. The experts may request addition material and hold a site visit at theinstitution if they find it necessary. Organization and request for additional

    materials will be done by the QAD.

    Results of the Implementation Report Review Conclusions &

    Recommendations, Decision Making and Publication

    1. The committee/expert/team of experts that is appointed to review the issuewill submit a report to the CHE regarding its opinion on the extent of

    implement of the evaluation committee's recommendations for each institution

    and for the entire field that was evaluated.

    2. The signed report will be sent to the institutions.3. The final opinion concerning the implementation of the evaluation

    committee's reports will be discussed in the QA subcommittee and the CHE

    plenum.

    4. If the CHE's resolution includes subjects which are the responsibility of otherCHE/PBC departments, the QAD will work with these departments to assure

    the implementation of the recommendations.

    5. The QAD will submit the following to the QA subcommittee:a. The expert's opinion

    b. A general overview of the extent of implementation of therecommendations in the general report

    6. The QA subcommittee's recommendation will be presented at the CHEplenum meeting.

    7. The institutions will be notified of the CHE's resolution.8. The results of the follow-up process and CHE resolutions will be published on

    the CHE's website. This will be done in congruence with the QAD's

    regulations on the matter (which were sent to the institutions in December

    2010).
